Maturity of IT risk management practices and reporting structure: an it manager perspective

In December 2009, the Securities Exchange Commission (SEC) approved enhanced proxy disclosure rules requiring companies to disclose the board’s leadership structure and the board’s role in risk oversight. Apart from general business risks, boards are increasingly interested in Information Technology (IT) risks as it affects all aspects of the organization (PricewaterhouseCoopers [PwC], 2013). Investigating Approaches to Media Literacy: An Analysis of Media Literacy Organizations

Media literacy is a competency needed for success in the 21st century yet a clear purpose does not exist that is useful in curriculum design. The purpose of this study was to investigate a combined (eclectic) approach to media literacy education according to selected international media literacy organizations. Determining an eclectic approach from subject area experts will be useful in designing and integrating media literacy curriculum. Methodologically, this study was a qualitative content analysis and is thematic in nature using a constant comparative method of analysis. Supporting frameworks were established through standards based curriculum development and Schwab’s (1969, 1971, 1973, 1983) ideas of practical deliberation. Purposive heterogeneous sampling was utilized in identifying media literacy organizations from countries considered leaders in media education. This included organizations from Australia, Canada, and the United Kingdom. The primary approaches throughout all identified countries include an arts, critical, literacy, protectionist, and tool approach to media literacy. Through the process of curriculum deliberation, it is necessary to reconcile these approaches into one eclectic approach. Although individual subject areas may focus on one approach, it is important to consider all approaches equally during curriculum deliberation. In comparing an eclectic approach to Florida language arts standards (modeled after the Common Core State Standards), it was discovered that an eclectic approach to media literacy is not present. These standards focus almost exclusively on a literacy approach despite state statue requiring the full integration of media literacy. Language arts standards also remain focused on print media despite acknowledging that students should be prepared for success in the 21st century. Esta tese realiza uma pesquisa exploratória no âmbito do PJe, Processo Judicial Eletrônico, de modo a prover uma abordagem metodológica para orientar o processo de construção de um modelo de governança do ecossistema, que suporte o processo de implementação, sustentação e evolução do PJe e de seu ambiente e permita sua adoção de forma mais ágil, eficiente e eficaz. A pesquisa empírica contempla o estudo desse modelo de caráter normativo do ecossistema e da gestão do projeto PJe dentro desse contexto. O presente trabalho realiza uma revisão da bibliografia existente sobre o tema e das questões a ele associadas. A partir dessa revisão, foi possível desenvolver o modelo de pesquisa. As metodologias de pesquisa utilizadas foram o estudo de caso e a pesquisa-ação, o que permitiu ao pesquisador o aprofundamento em alguns aspectos da governança do processo de implementação do PJe. A pesquisa foi realizada com base em conversações, observações e proposições feitas durante a participação do pesquisador em reuniões do Comitê Gestor do PJe, do CNJ, Conselho Nacional de Justiça. Essas conversações, observações e proposições foram feitas com base no modelo de pesquisa. / This paper makes an exploratory research concerning the PJe - Electronic Legal Proceeding - in order to provide a methodological approach to guide the process of building an ecosystem governance template that supports the process of implementing, sustaining, and evolving the PJe and its environment, and that allows for it to be adopted in a quicker and more effective way. The empirical research provides for the study of this regulatory template of the ecosystem and the management of the PJe project in that context. This paper reviews the existing literature on the subject and the issues related to it. From that review, it was possible to develop the research model. The research methodologies used were the case study and the action research, which allowed the researcher to go deep into some aspects of the governance of the PJe implementation process. The research was conducted based on discussions, notes, and propositions made during the researcher\'s participation in meetings with the PJe Management Committee of the CNJ - National Justice Board. These discussions, notes, and propositions were made based on the research model.

Enterprise architecture for IT management : a CIO decision making perspective on the electrical power industry

<p>Within the electric power industry, the average company's enterprise system - i.e. the overall system of IT related entities - is today highly complex. Technically, large organizations posses hundreds or thousands of extensively interconnected and heterogeneous single IT systems performing tasks that varies from enterprise resource planning to real-time control and monitoring of industrial processes. Moreover are these systems storing a wide variety of sometimes redundant data, and typically they are deployed on several different platforms. IT does, however, not execute in splendid isolation. Organizationally, the enterprise system embraces business processes and business units using as well as maintaining and acquiring the IT systems. The interplay between the organization and the IT systems are further determined by for instance business goals, ownership and governance structures, strategies, individual system users, documentation, and cost. </p><p>Lately, Enterprise Architecture (EA) has evolved with the mission to take a holistic approach to managing the above depicted enterprise system. The discipline's presumption is that architectural models are the key to succeed in understanding and administrating enterprise systems. Compared to many other engineering disciplines, EA is quite immature in many respects. This thesis identifies and elaborates on some important aspects that to date have been overlooked to a large extent. Firstly, the lack of explicit purpose for architectural models is identified. The thesis argues that the concerns of a company's Chief Information Officer (CIO) should guide the rationale behind the development of EA models. In particular, distribution of IT related information and knowledge throughout the organization is emphasized as an important concern uncared for. Secondly, the lack of architectural theory is recognized. The thesis provides examples of how theory, or analysis procedures, could be incorporated into the Enterprise Architecture approach and hereby concretely drive the development of the architectural models. Due to the nature of enterprise systems, EA theories inevitable will be of an indicative character. Finally, in relation to the models as such, three aspects are highlighted. Firstly, the cost of collecting information from the organization to populate models is routinely neglected by the EA community. This expense should be evaluated in relation to the utility of analyses that the information can provide in terms of better informed decision making by the CIO. Secondly, models (and meta-models) must be kept consistent. And thirdly, the design of models is restricted by the limited mental capabilities of the minds of the model users. How to leverage information to improve business performance in a financial services company

Thesis (MPhil (Information Science))--University of Stellenbosch, 2007. / Introduction Information is increasingly attaining an unprecedented importance in companies and becoming the basis of competitive advantage. At Absa this has meant a significant shift in the way information is viewed, to such an extent that Management Information (MI) has been identified as one of the Key Strategic Priorities and Enabler of Absa Group Strategy. Based on the value being placed on management information, the Information Management Division has been tasked to explicitly articulate and define the role information will play in the design and execution of Absa’s competitive strategies. At Absa the notion of integrating information into its strategy and planning process has barely been supported. Given the three components that have been identified as critical to creating value through MI, (access to relevant information; insight - rigorous analysis of information in support of key decisions and application of MI), a gap has been identified in terms of the second component, namely, the provision of business insight: a component critical to the integration of information into business strategies and processes. Hence the focus of this research project falls on building-in a business insight capability as a key component in enabling efficient and effective use of management information and improved business performance. Research Method The research project was based on a qualitative case study performed at Absa, where qualitative methods of collecting data were used. Data gathering was carried out in the form of interviews with key information users, whereby complete representation of Absa business units was ensured. Main findings The analysis of the findings suggests that the majority of survey participants know of poor decisions having been made within their organisation because of one of the following reasons: 􀂃 Inadequate integration and aggregation of information from disparate sources; 􀂃 Inefficient access to relevant, accurate and timely information; 􀂃 Inconsistent approach to obtaining business insight as well as cost-effective delivery based on sound governance. As a result, the majority of executives make most of their decisions based on gut-feel rather than on more reliable empirical information. Recommendations From the results discussed in the empirical study, we have articulated several suggestions regarding how Absa can improve its business through effective and efficient utilization of information. The company will have to work on improving its management information process and enablers by focusing on information technology practices, information management practices, as well as the behaviours and values of its staff regarding information. In addition to this, to work on elements discussed in the empirical study as of key importance to the development and implementation of the necessary business insight capability.

Effective management of an information technology professional's career

The human resource is constantly cited as an organisation's greatest asset. In a rapidly changing technological environment this is most applicable to the Information Technology (IT) function. Organisations are experiencing IT human resource problems such as low satisfaction, early plateauing, high turnover, burnout, limited advancement potential, nominal corporate commitment, supervisory aversion, poor organisational culture, and exceptional compensation. These problems are directly related to the IT professional's career. There is a lack of information and awareness surrounding IT careers to deal effectively with these problems. The research aims to create increased awareness of IT careers and the inherent problems through the development of a career management model. The research aims to identify the factors that influence IT careers, provide career management with a means to measure compatibility of the factors, and suggest solutions to incompatibility. The solving of this problem will be of mutual benefit to both organisations and individuals as they seek to better manage IT careers. After reviewing research literature relating to career anchors, IT job types, IT skills portfolios, and career dynamics a model for Effective IT Career Management (EITCM) has been constructed. The model represents the dynamic interactions between individual, organisational, and dependent factors. The model examines the compatibility of these interacting factors by measuring the levels of relevant career variables. The model suggests appropriate career management techniques to increase the compatibility of the interacting factors. An empirical study was designed and launched online to provide data that would confirm the seven Critical Success Factors (CSF) relating to the proposed model. The responses from the members of the Computer Society of South Africa (CSSA) allowed the seven hypotheses derived from the CSFs to be tested. The results of the empirical study were positive but required modification to five of the CSFs before they could be confirmed. The EITCM model was modified to reflect the improved CSFs. An awareness of career influencing factors combined with active career management is advantageous to both IT professionals and their organisations.

Conceptualising the effectiveness of the black economic empowerment scorecard as a tool for addressing information technology governance challenges

M.Tech. / There is currently a lot of research work being done to gain insight into the value proposition for IT governance frameworks and different other variables that have significant bearing on successful implementation of IT governance in South African organizations. There has however been no adequate research conducted on how Black Economic Empowerment (BEE) policy and more specifically the four significant elements of the BEE scorecard (ownership, preferential procurement, skills development and management and control) affect IT governance within South African Enterprises. The study explores BEE policy as a means of redressing past inequalities and then presents BEE challenges that influence IT governance implementation. A broad outline of the research and a conceptual framework that will assist in monitoring the effectiveness of these four elements of the BEE scorecard towards IT governance implementation are presented. The study aims at giving an improved understanding and insights about the strength of the relationship between these two variables (BEE scorecard and IT governance), both of which have a bearing on the success of businesses operating in South Africa as a third variable. Kaplan and Norton„s balanced scorecard is used to measure business success (organization performance). The adopted method of data gathering was quantitative research with extensive use of questionnaires that targeted IT professionals and practitioners closely affiliated with BEE initiatives. The findings show a weak association between BEE and successful IT governance implementation. The results also reveal IT governance maturity has advanced to well-managed level 4.The human capital and diversity in the IT workforce lag behind in progress as a result of inadequate adherence to BEE metrics. There was a strong relationship between organization performance and BEE metrics, and a very weak link between IT governance and organization performance. It is envisaged that the resulting framework arising out of this work will form a foundation for other scholars and practitioners in the IT governance field to expand on gained knowledge, espousing the creation of a compressive IT framework that does not only focus on management tools and frameworks for IT governance efficiency but embraces the social dimensions of IT governance that may inhibit or enable IT governance effectiveness.
