This system was legally established in 2004. Since then, SINAES has been motivating the selfevaluation and establishing a relationship between the self-evaluation with the control area system. In the revision of the concepts related to the Institutional evaluation and in the SINAES rules, the classes of participation, critical consideration and movement were highlighted as significant. Interview was used as a methodology. Five members from the specific group of evaluation (CPA) were chosen from five distinct college institutions (IES). The member chosen was the one that had participated in the self-evaluation process in their respective IES. The data analysis indicated a few difficult of the institutions related to the organization and motivation in the participation of their members, less critical consideration on the IES data and almost any movement encouraged by the selfevaluation. It is also noticed the CPA effort for the successful of self-evaluation, and for the institutions to develop their own evaluation culture. As a result, it is expected that, from the institution evaluation, the institutions improve their quality / Este estudo visa a investigar como os aspectos, participação, reflexão crítica e movimento, ocorrem no processo de auto-avaliação Institucional, segundo a proposta do Sistema Nacional de Avaliação do Ensino Superior. O SINAES foi legalmente instituído em 2004, estimulando a auto-avaliação e estabelecendo relação desta com o sistema regulador do setor. Na revisão dos conceitos atribuídos à Avaliação Institucional e nas diretrizes do SINAES evidenciaram-se as categorias de participação, reflexão crítica e movimento como significativas, no processo de auto-avaliação. Como metodologia, utilizaram-se entrevistas. Foram escolhidos 5 membros das Comissões Próprias de Avaliação de cinco Instituições de Ensino Superior um de cada que tivessem participado do processo de auto-avaliação, em sua respectiva IES. A análise dos dados aponta para algumas dificuldades das instituições quanto à organização e estimulação da participação de seus membros, pouca reflexão crítica sobre os dados da IES e quase nenhum movimento provocado pela auto-avaliação. Também se notam o esforço das CPAs para que a auto-avaliação tenha êxito e as instituições desenvolvam a cultura avaliativa emancipatória.
