Tendo-se em vista os proclames constitucionais que tratam dos direitos à saúde e ao meio ambiente ecologicamente equilibrado, relacionando o dever do Estado em garantir políticas econômicas e sociais abrangentes, integradas e sustentáveis, hábeis a promover e proteger a saúde humana, e convocando a comunidade à construção conjunta deste bem-estar social, devem as instituições públicas orientar seu planejamento, concretizando isto por meio da formulação e gestão de políticas públicas que alcancem a dimensão integral do ser humano e sua relação com o ambiente, consolidando a cidadania e a igualdade e superarando a defasagem entre progresso material e justiça social e a fragmentação geradora de ineficiência alocativa, reducionismo, má gestão e distanciamento dos interesses coletivos. Propõe-se desenvolver o tema de políticas públicas integradas de saúde e ambiente e investigar o processo em construção da Política Nacional de Saúde Ambiental, identificando e analisando as iniciativas nesse sentido dentro do Governo Federal Brasileiro, desde a concepção da área de Saúde Ambiental no âmbito do Sistema Único de Saúde. Por meio de pesquisa qualitativa, de caráter exploratório, com orientação analítico-descritiva, procedeu-se à um estudo de caso, investigando-se bibliografia específica, documentos oficiais e legislação referente à matéria, além da realização de entrevistas semi-estruturadas com pessoas com o conhecimento e experiência salutares no desenvolvimento deste processo em construção. A pesquisa recuperou as iniciativas de estabelecimento desta Política, restando observado que os passos dados, a própria insurgência do tema no cenário nacional e o estímulo de alguns atores protagonistas no processo, possibilitaram boas expectativas em torno da questão. Muitas dificuldades se apresentaram, contudo, como a própria insegurança pelo desconhecimento científico sobre o assunto, a incipiente participação social no processo, a inexperiência da Administração Pública quanto às ações e políticas integradas, a \"velha\" descontinuidade na gestão. Mesmo assim, espera-se seja dado cabo ao processo, de forma democrática e aberta, à luz do pensamento e conquistas da Reforma Sanitária. / Taking into account the constitutional proclaims which deal with the rights to the health and to the ecologically balanced environment, as well as considering the duty of the State to guarantee wide, integrated and sustainable economic and social policies, able to promote and protect the human health, and inviting the community to the joint construction of such a social welfare, shall the public institutions to guide their planning by means of the formulation and management of public policies that cover the whole dimension of the human beings and their relation with the environment, strengthening the citizenship and the equality, superploughing also the imbalance between material progress and social justice, as well as the fragmentation that leads to inefficiency, reductionism, lack of management and the exclusion of the collective interests. The purpose of this study is to develop the subject of integrated public policies on health and environment and to investigate the process under construction of the Environmental Health National Policy, identifying and analyzing the initiatives in this sense within the Brazilian Government, since the conception of the environmental health field in the scope of the Single Health System. By means of qualitative research, based on a screening approach and analytical-descriptive oriented, this case study investigated the specific bibliography, official documents and related legislation, besides the accomplishment of semistructured interviews with proper and experienced parties. The study recovered the initiatives of establishment of such a Policy, and it was also observed that the given steps, the importance of this subject in the national scenario and the support of some stakeholders in the process refreshed the question. Many barriers can still be found, as the scientific unfamiliarity on the subject, the incipient social participation on the process, the lack of experience of the Public Administration on integrated actions and policies, and the \"same old\" management discontinuity. Even though, one expects that the process keep on going, on a democratic and open basis, lightened by the thoughts and conquests of the sanitary Reformation.

O trabalho analisa a trajetória de construção dos conceitos de patrimônio vinculados às politicas de preservação cultural. Estuda as políticas desenvolvidas pelo IPHAN, pela UNESCO e pelos municípios de São Paulo e Santo André. A partir delas, identifica, no Brasil, três modelos de gestão, um referenciado na concepção de monumento, outro na de patrimônio cultural e o terceiro na de paisagem cultural. Defende, ora, o alinhamento desta última abordagem, como conceito, às formulações da teoria da complexidade, visando inspirar a construção de um sistema sustentável de gestão, ancorado no compartilhamento interinstitucional, na integração disciplinar e na participação cidadã. / This thesis analyzes the construction of heritage concepts related to cultural preservation policies. It examines the policies pursued by IPHAN, UNESCO and the municipalities of SP and SA. Then, it identifies, in Brazil, three management models: one referenced on the notion of monument, another in the design of cultural heritage and the last one in the cultural landscape. It assumes the alignment of the latter approach, as a concept, with the complexity theory formulation, aiming to support a sustainable management system construction, based on interinstitutional sharing, disciplinary integration and citizen participation.

O trabalho analisa a trajetória de construção dos conceitos de patrimônio vinculados às politicas de preservação cultural. Estuda as políticas desenvolvidas pelo IPHAN, pela UNESCO e pelos municípios de São Paulo e Santo André. It shows a new trend towards participatory management and the relationship of this model with the satisfaction that users attribute to the State. Knowing the degree of user satisfaction is important to guide the development and implementation of further public policies. In this context, this paper aims to assess the degree of satisfaction of users of some public services in the Greater ABCD Region. The research is limited to inhabitants of the cities of Santo André, São Bernardo do Campo, São Caetano do Sul and Diadema. It is a descriptive study where statistical tools were used to compare the degree of satisfaction among the cities studied. A questionnaire, adapted from a Federal Government survey, was employed to collect the data. The questions were developed and grouped into four categories: Transportation, Health, Education and Public Safety. According to the average figures, it was observed that the municipality of São Caetano presents higher scores of satisfaction compared to the other cities surveyed. It was also noted that some of these municipalities have, on average, similar results in some components........................................................... / No Brasil pesquisadores vêm intensificando suas pesquisas na área da administração e administração pública, procurando rever os modelos antigos (patrimonialista, gerencialista e burocrático), evidenciando uma nova tendência de gestão participativa e a relação destes modelos com o grau de satisfação que os usuários de serviços públicos atribuem ao Estado. Conhecer esse grau de satisfação é um fator relevante na elaboração e implementação das políticas públicas. Neste contexto, este trabalho tem por objetivo avaliar o grau de satisfação do usuário de alguns serviços públicos na região do Grande ABCD. O universo da pesquisa limitase aos moradores dos municípios de Santo André, São Bernardo do Campo, São Caetano e Diadema. A pesquisa, de caráter descritivo, utilizou ferramentas estatísticas para comparar o grau de satisfação entre os municípios estudados. Para a coleta de dados foi aplicado um questionário adaptado de um instrumento de pesquisa utilizado pelo Governo Federal e composto por questões que foram desenvolvidas e agrupadas em quatro dimensões: Transporte, Saúde, Educação e Segurança Pública. Trabalhando com as médias foi possível observar que o município de São Caetano do Sul apresenta algumas diferenças (escores superiores no grau de satisfação) em relação aos demais municípios pesquisados, e também, que alguns desses municípios demonstram, em média, resultados próximos em algumas dimensões.
