Previous issue date: 2017-03-20 / The current growing competitivity and shortening of technological cycle have led
industries to seek innovation out of several sources. The context of universityindustry
interaction have been an important source of innovation through knowledge
and technology transfer. Nevertheless, the distinctive organizational nature of
universities and industries presents challenges, especially in countries with less
experience and lower intensity of innovation, such as the Brazilian reality. This
dissertation has the objective of exploring the important dimensions in the
perspective of the industries which engage in activities of knowledge and technology
transfer with universities in Brazil. The research, of qualitative and descriptive
approach, obtained answers of fourteen executives from companies engaged with
universities. Five relevant dimensions were identified and analyzed on the industry
perspective: motivations to engage in collaborations, activities of transfer in the
interactions, intervenient factors, facilitators and barriers for transfer activities, as well
as, expected innovation outcomes out of interactions with universities. The main
factors, or variables, were identified and categorized, relevant within each one of the
five dimensions and were compared to the available theory found in the literature.
Among theoretical contributions of this study, it is the redesign of the process of
knowledge and technological transfer in the university-industry interaction, including
the qualification of the main factors for the industries. Another important contribution
resides on a diagnosis of the Brazilian reality on the subject matter, compared to
other countries in more developed stages of development. Regarding, the
managerial contributions, this study is useful for universities aiming at improving
relationships with industries, because it presents priorities and value attributes in the
industry perspective. Another relevant managerial contribution has as recipient the
own industry engaged in collaborations with universities. In this case, one industry is
able to obtain critical factors in the relationship with universities, so that it can plan
solutions accordingly to deal with situations that may come. / A crescente competitividade e encurtamento dos ciclos tecnol?gicos t?m conduzido
as empresas ? busca por inova??es de diferentes fontes. O contexto da intera??o
entre universidade e empresa tem sido uma importante fonte de inova??o por meio
da transfer?ncia de conhecimento e tecnologia. Entretanto, a distin??o da natureza
organizacional de universidades e empresas apresenta desafios, em especial em
pa?ses com menos experi?ncia e intensidade de inova??o, como na realidade
brasileira. Esta disserta??o tem por objetivo explorar as dimens?es importantes na
perspectiva das empresas que se engajam em intera??es com universidades no
Brasil para atingir seus objetivos de inova??o. A pesquisa, de abordagem qualitativa
descritiva, obteve resposta de 14 profissionais vinculados a empresas engajadas em
intera??es com universidades. Foram identificadas e analisadas cinco dimens?es
relevantes na vis?o das empresas: as motiva??es para se engajar nas colabora??es,
as atividades de transfer?ncia realizadas nas intera??es, os fatores intervenientes,
facilitadores e barreiras ?s transfer?ncias, assim como os resultados de inova??o
esperados a partir da intera??o com as universidades. Foram identificados e
categorizados os principais fatores, ou vari?veis, relevantes em cada uma destas
dimens?es e cotejados com a teoria dispon?vel sobre o assunto. Dentre as
contribui??es te?ricas do presente estudo, est? o redesenho do processo de
transfer?ncia de conhecimento e tecnologia na intera??o universidade-empresa, com
a qualifica??o dos principais fatores importantes para as empresas. Outra
contribui??o importante, reside no diagn?stico da realidade atual brasileira sobre a
tem?tica, comparada com outros pa?ses em diferentes est?gios de desenvolvimento.
Quanto as contribui??es gerenciais, este estudo tem utilidade para universidades
que visam aperfei?oar o relacionamento com o meio empresarial, pois apresenta as
prioridades e atributos de valor na perspectiva das empresas. Outra contribui??o
gerencial relevante tem como destinat?ria a pr?pria empresa engajada em
colabora??es com universidades. Neste caso, a empresa pode obter material sobre
os fatores cr?ticos na rela??o com universidades e assim planejar solu??es para lidar
com as situa??es que devem se apresentar.

desenvolvimento do processo de transfer?ncia de tecnologia no contexto universit?rio. Nesse sentido,
s?o evidenciadas as formas e os mecanismos de intera??o universidade-empresa, avalia??o das barreiras
e identifica??o dos fatores, motiva??es e benef?cios dos participantes. Com base nessa investiga??o, o
estudo tem como objetivo geral avaliar as barreiras existentes nos projetos acad?micos direcionados ?
transfer?ncia de tecnologia, identificando vari?veis cr?ticas e propondo melhorias ao processo. A
pesquisa foi desenvolvida com a utiliza??o de um estudo de caso que contemplou como amostra a
Universidade Federal do Rio Grande do Norte. No procedimento metodol?gico de avalia??o das
barreiras foi utilizado como ferramenta a escala de Likert e a t?cnica de An?lise de Componentes
Principais (ACP). A amostra da pesquisa consistiu em 36 projetos acad?micos de 2013 a 2015,
selecionados de forma aleat?ria para aplica??o de question?rio. O question?rio foi dividido em duas
etapas: a primeira etapa cont?m 9 quest?es que procuram conhecer o perfil do coordenador, j? a segunda
etapa contou com 30 afirma??es sobre as barreiras relacionadas ao processo de transfer?ncia de
tecnologia para avalia??o dos entrevistados. Os resultados possibilitaram conhecer as barreiras mais
cr?ticas em torno do processo de transfer?ncia de tecnologia que s?o: a burocracia institucional
excessiva, a aus?ncia de cultura de comercializa??o da pesquisa, a burocracia governamental e a falta
de agilidade e cumprimento dos prazos estabelecidos na elabora??o dos projetos. A partir da avalia??o
das barreiras tamb?m foi poss?vel propor melhorias ao processo na UFRN como: a implementa??o de
um projeto de extens?o continuo de apoio a melhorias no processo de transfer?ncia de tecnologia,
disponibiliza??o de uma plataforma multiusu?rio englobando os resultados dos mecanismo de intera??o
desenvolvidos na universidade, altera??es especificas em resolu??es e controles internos e defini??o de
pol?tica dos ?rg?os de fomento ? inova??o na UFRN. / This paper presents the structural and organizational aspects related to the development of the
technology transfer process in the university context. In this sense, it is evidenced the forms and
mechanisms of interaction university-industry, evaluation of barriers and identification of factors,
motivations and benefits of participating. Based on this research, the study has the general objective to
evaluate existing barriers in academic projects directed to the transfer of technology, identifying critical
variables and proposing improvements to the process. The research was conducted with the use of a case
study, which had as sample the Federal University of Rio Grande do Norte. In the methodological
procedure for the assessment of the barriers was used the scale tool Likert and Principal Component
Analysis (PCA). The survey sample consisted of 36 academic projects from 2013 to 2015, randomly
selected for the questionnaire. The questionnaire was divided into two stages: the first stage contains 9
questions seeking to know the coordinator of the profile, while the second step included 30 statements
about the barriers related to technology transfer process for the interviews. The results made it possible
to know the most critical barriers surrounding the technology transfer process, which are the excessive
institutional bureaucracy, lack of search marketing culture, government bureaucracy and the lack of
flexibility and meeting the deadlines set in the preparation of projects. From the assessment of the
barriers was also possible to propose improvements to the process in UFRN as: the implementation of
a continue extension project to support improvements in the technology transfer process, providing a
multiuser platform encompassing the results of the interaction mechanism developed in university,
specific changes in resolutions and internal controls and policy setting of agencies for innovation in
UFRN.

universities and business companies. In some cases it may even derail business interaction.
Thus, aiming to overcome this and other barriers a university-industry interaction model was
structured. The model enhances the appropriation of technological solutions on behalf of
enterprises, as well as aim to improve the quality of teaching and research done at the
university. In order to conduct a case study, sampling considering the Federal University of
Rio Grande do Norte (UFRN) was made as well as the Oil and Gas sector. For data collection
questionnaires, classroom observation, document analysis, semi-structured interviews were
used. The study describes the companies as well as the internal organization of UFRN in their
interaction context. The diagnosis related to past interactions as well as the expectations of the
companies and the university s internal subjects regarding the university-industry relationship
were also studied. Thus, specific questionnaires were applied for the three types of groups:
researchers, managers and business companies. These subjects pointed out that the great deal
of barriers they identified were related to issues regarding the university internal management.
Given these barriers, the critical factors were then identified in order to overcome this reality.
Among the nine critical factors only one belongs to the macro environment, while the
remaining factors are related to organizational issues present in the university context. It was
possible to formulate a university-business interaction model one the researched focused on
the case study results and contribution from a theoretical framework that was enabled trough
literature review. The model considers all business collaboration mechanisms; it focuses on a
particular strategic productive sector and provides a co-evolution vision over time, according
to the sector?s development strategy. The need for institutionalizing the relationship with the
companies involved is pointed out. The proposed model considers all the critical factors
identified by the research; it aims long-term relationship with the company and integrates
teaching, research and extension actions. The model implementation was also considered. It
was seen that it must be done in three phases. The phases will be defined by the level of
maturity in the relationship between the university and the companies. Thus, a framework was
developed in order to assess the interaction level regarding company institutionalization.
Whilst structuring the model was a concern with replication came up. It was pointed out that
this model should not only serve to this specific case study situation. So the final result is a
model of university-industry relationship appropriate in the first instance, for UFRN, but has
applicability, in general, to any Brazilian university / Os procedimentos operacionais interferem negativamente na negocia??o e execu??o das

de superar essa e outras barreiras foi estruturado um modelo de intera??o universidadeempresa
que potencializa a apropria??o de solu??es tecnol?gicas por parte das empresas,
assim como a melhoria na qualidade do ensino e da pesquisa na universidade. A partir de uma
amostragem te?rica foi escolhida a Universidade Federal do Rio Grande do Norte (UFRN) e o
setor de petr?leo do Rio Grande do Norte para conduzir um estudo de caso. Foram usados
m?ltiplos m?todos de coleta de dados: question?rios, observa??o presencial, an?lise
documental, entrevistas semiestruturadas. O estudo descreve as empresas do setor e a
organiza??o interna da UFRN como o contexto no qual acontecem as intera??es. O
diagn?stico das intera??es que j? aconteceram, assim como as expectativas das empresas e
dos atores internos sobre a rela??o universidade-empresa foi elaborado aplicando
question?rios espec?ficos para os tr?s grupos de atores: pesquisadores, gestores e empresas. A
maioria das barreiras identificadas pelos atores da intera??o est? relacionada a quest?es de
gest?o interna da universidade. Frente a essas barreiras foram identificados como fatores
cr?ticos ?queles que contribuiriam para a supera??o das mesmas. Dentre os nove fatores
cr?ticos para superar as barreiras encontradas somente um pertence ao macroambiente,
enquanto os restantes s?o fatores organizacionais da universidade. Com foco nos resultados
do estudo de caso e a contribui??o de um framework te?rico desenvolvido na pesquisa
bibliogr?fica, foram formulados os pressupostos do modelo de intera??o universidadeempresa:
considerar todos os mecanismos de colabora??o com as empresas, foco em um
determinado setor produtivo estrat?gico, vis?o de coevolu??o ao longo do tempo de acordo
com a estrat?gia de desenvolvimento do setor e necessidade de institucionaliza??o do
relacionamento com as empresas. O modelo proposto abrange todos os fatores cr?ticos
encontrados, busca o relacionamento de longo prazo com as empresas e integra as a??es de
ensino, pesquisa e extens?o. Tamb?m foi discutido o processo de implanta??o do modelo, que
dever? ser feito em tr?s fases, definidas em fun??o do n?vel de maturidade da universidade no
relacionamento com as empresas. Para tanto, foi desenvolvido um quadro de refer?ncia para
avaliar o n?vel de institucionaliza??o que a universidade atingiu na intera??o com empresas.
Na estrutura??o do modelo houve uma preocupa??o com a replica??o, de forma que o mesmo
n?o sirva somente ? situa??o espec?fica do estudo de caso realizado. Assim, o resultado final ?
um modelo de relacionamento universidade-empresa adequado ? UFRN com o potencial de
ser aplicado a qualquer universidade brasileira
