Entretanto, as práticas cidadãs nos dias atuais se mostram subsumidas pelo sistema político burocrático tradicional e assim cristalizam vícios e problemas verificados na tradição hierárquica de deliberação coletiva de fins sufragista que a democracia participativa e/ou direta propõe superar. Esta tese procede um exame crítico da ação política participativa para entender seu significado e a relação com o telos democrático em busca de uma causa ao problema da efetividade que norteia o debate atual em torno das instituições participativas (IPs). Já identificado na literatura com o operacional da democracia em abordagens distintas e inconclusivas, o problema se mostra na interdependência de pelo menos três dimensões de telos democrático - justificação moral, legitimidade política e valor pedagógico de democracia. Este argumento de tese apenas se estrutura na interseção teórica da comunicação, democracia e pedagogia e é testado no estudo de caso de um conselho gestor específico - o Concidades-Ba. As conclusões confirmam que a ação política das IPs, ancorada na qualidade da interface social como operacional do telos democrático, pode efetivar (ou não) a autonomia coletiva no contrato social vigente ao tempo em que empodera (ou não) o espaço público de debate e assim distingue (ou não) entre a ação política de participação e o modelo tradicional de fins eleitorais. Resulta, desse modo, na formação de certa cultura política – de sentido negativo ou positivo para a democracia. / In Brazil, following the worldwide trend of direct and / or participatory democracy, there was a great expectation from the 1988 Constitution. However, today's citizen practices are subsumed by the traditional bureaucratic political system and thus crystallize vices and problems verified in the hierarchical tradition of collective deliberation of suffragist ends that participatory and / or direct democracy propose to overcome. This thesis critically examines participatory political action to understand its meaning and the relationship established with democratic telos to identify a cause of the problem of effectiveness that guides the current debate around participatory institutions (PIs). Already identified in the literature with the operation of democracy in different and inconclusive approaches, the problem is shown in the interdependence of at least three dimensions of democratic telos - moral justification, political legitimacy and pedagogical value of democracy. The thesis argument is structured only through the theoretical intersection between communication, democracy and pedagogy and is tested in the case study of a specific management council - the Concidades-Ba. The conclusions confirm that the political action of the PIs, anchored in the quality of the social interface as operational of the democratic telos, can effect (or not) the collective autonomy in the social contract; can empowers (or not) the public space of debate; and thus distinguishes (or not) the political action of participation from the traditional model of electoral purposes. In this way, it results in the formation of a certain political culture - in a negative or positive sense for democracy.
