Comprehensive Cost Factor Based Analysis of Chinese Tire Industry: An International Comparative Study

abstract: The current study combines field study, survey study, and public financial reports, and conducts an in-depths comprehensive study of the cost of the global tire industry. By comparing the price and the total cost structure of standardized tire products, we investigate Chinese tire industry’s global competitiveness, especially in light of China’s fast increasing labor cost. By constructing a comprehensive cost index (CCI), this dissertation estimates the evolution and forecasts the trend of global tire industry’s cost structure. Based on our empirical analysis, we provide various recommendations for Chinese tire manufacturers, other manufacturing industries, and foreign trade policy makers. / Dissertation/Thesis / Doctoral Dissertation Business Administration 2015

Impact of the Panama Canal Expansion in Global Supply Chain: Optimization Model for U.S. Container Shipment

The transportation of containerized shipments will continue to be a topic of interest in the world because it is the primary method for shipping cargo globally. The primary objective of this study is to analyze the impact of the Panama Canal Expansion (PCE) on the trade flows of containerized shipments between the United States and its trade partners for US exports and imports. The results show that the Panama Canal Expansion would affect the trade flows of US imports and exports significantly. The major findings are as follows: (1) the PCE affects not only US domestic trade flows, but also international trade flows since inland transportation and ocean transportation are interactive, (2) delay cost and toll rate at the Panama Canal do not have a significant impact on trade volume and flows of US containerized shipments after the Panama Canal Expansion mainly because delay cost and toll rate at the canal account for a small portion of the total transportation costs after the PCE, (3) West Coast ports would experience negative effects and East Coast ports would experience positive effects from the PCE, while Gulf ports would experience no effects from the PCE, and (4) an optimal toll rate is inconclusive in this study because changes in toll rate at the canal account for a small portion of the total transportation costs and the PNC competes with shipments to/from Asia shipping to the US West. / Mountain Plains Consortium (MPC) / U.S. Department of Transportation (USDOT)

A América do Sul, na história recente, foi palco de diversas ações de integração regional relacionadas ao comércio, influenciando os posicionamentos dos países em matéria de políticas de comércio interncional bem como formando um emaranhado de relações que se sobrepõe muitas vezes de formas antagônicas. Neste contexto, a presente dissertação aborda o histórico das principais blocos regionais que envolvem a América do Sul como base para mostrar a atual fragmentação deste subcontinente em três visões principais de política de comércio internacional, sendo uma visão intermediária caracterizada pelo Brasil e acompanhada pelos membros do MERCOSUL em uma vertente regional-multilateralista. Em um extremo estão Venezuela, Equador e Bolívia, representantes da ALBA, com seus governos de posicionamento extremo-nacionalista. E em posição antagônica a estes estão Chile, Peru e Colômbia, que conformam o eixo liberal-bilateralista. Objetivando comprovar que há uma tendência de fortalecimento da visão liberal-bilateralista na região será feito um estudo com base nas suas principais formas de atuação, ou seja, por meio da análise de Acordos Preferenciais de Comércio, mais especificamente FTAs bilaterais celebrados com países de distintas regiões com foco especial ao período imediatamente após a eclosão da crise de 2008, de 2009-2014. Finalmente, se a hipótese se confirmar, restando evidenciada a retomada do posicionamento bilateralista, após período de predominância da visão multilateralista na América do Sul, é importante apontar os desafios para o Brasil neste cenário. / South America, in recent history, has had several regional integration actions related to trade, influencing the countries positions in terms of international trade policies as well as forming a tangle of relationships that often overlaps with contrary views. In this context, this thesis addresses the history of the main regional blocs involving South America as a basis to show the current fragmentation of this subcontinent in three main views of international trade policy, with an intermediate vision characterized by Brazil and followed also by members of the MERCOSUR in a regional-multilateralist position. At one extreme, the countries Venezuela, Ecuador and Bolivia, ALBA representatives, present their extreme-nationalist position. And in an antagonistic position, Chile, Peru and Colombia constitute the liberal-bilateralist axis. In order to prove that there is a trend towards the strengthening of the liberal-bilateralist vision in the region, a research based on analysis of Preferential Trade Agreements will be held, focusing bilateral FTAs concluded with different countries regions with special attention to the period immediately after the outbreak of the 2008 crisis, from 2009 to 2014. Finally, if the hypothesis is confirmed, demonstrating the resumption of the bilateralist position after a period in which the multilateralist vision was predominant in South America, it is important to point the challenges of this scenario for Brazil.

A pesquisa demonstra que esse resultado decorreu principalmente de mudanças nas coalizões de defesa dos subsídios, embora fatores externos às coalizões também tenham contribuído. Entre os fatores internos, destacam-se alterações nas estratégias e recursos das coalizões de defesa, bem como nos interesses, percepções e valores dos membros que são autoridades legais e podem influenciar na mudança de determinado programa. Entre os fatores externos destacam-se a conquista da liderança mundial na exportação do etanol pelos Estados Unidos em 2011, mudanças de coligações de governo advindas das eleições de 2010, mudanças na opinião pública no debate sobre biocombustíveis e alimentos, surgimento de novas alternativas energéticas e decisões de outros subsistemas, como os cortes orçamentários para diminuir o déficit público. A pesquisa se apoia no quadro analítico da advocacy coalitions framework, que oferece referências adequadas para a análise de mudanças em coalizões de defesa inseridas no subsistema político. Com base nesse quadro analítico, a metodologia da pesquisa destaca: mapeamento das estratégias das coalizões, entrevistas, análise documental e do conteúdo das leis, comparação de dados relativos às eleições e votações legislativas, comportamento das coalizões, doações a campanhas e ações de lobby. Embora apoiada em dados quantitativos, a análise é qualitativa, com ênfase na compreensão dos mecanismos causais, identificando ações desenvolvidas a partir dos estímulos externos para mudança nas coalizões. As análises desenvolvidas demonstram a prevalência dos fatores internos sobre os externos na mudança de posição do Congresso sobre o etanol. / The U.S. Congress created key federal incentives for ethanol production in the 1970s and expanded them throughout the following decades. In late 2011 they ended the legislative mandate without renewing these incentives. The research demonstrates that this result was mainly due to changes in coalitions defenses incentives, although external factors have also contributed to the coalitions. Among the internal factors, we highlight changes in the strategies and resources of advocacy coalitions, as well as the interests, perceptions and values of the members who are influential legal authorities who can change a program. Among the external factors we highlight the global leader in ethanol exports, reached in 2011, coalitions of government changes arising from the 2010 elections, changes in public opinion on the debate on biofuels and food, emergence of new energy alternatives and decisions generated in other subsystems, such as budget cuts to reduce the public deficit. The research is based on the theoretical framework of advocacy coalitions framework that provides appropriate references for the analysis of changes in advocacy coalitions entered into the political subsystem. Based on this theoretical framework, the methodology of the research highlight: mapping strategies and initiatives of coalitions; document analysis and legislative content; interviews, analysis of election contributions to campaigns and lobbying during the legislative polls. Although supported by quantitative data, the analysis is based in qualitative research, with emphasis on understanding the causal mechanisms, in order to identify actions developed from external stimuli for change in coalitions. The information and analyses demonstrate the prevalence of internal factors over the external events on the position change Congress on ethanol. / FAPESP: 2012/21975-7
