The purpose of this study was two fold: (1) to examine how the distribution of resources within and outside an Enhanced Language Training Program (ELT) affected a group of newcomers’ access to Internet literacy development; and (2) to discuss ensuing pedagogical and curricular implications for the ELT Program. The relationship between the distribution of resources and a group of newcomers’ access to Internet literacy development was studied through a hybrid of two frameworks: van Dijk’s (2005) digital divide and Warschauer’s (2004) social inclusion. The key findings were that the distribution of resources affected access four ways: (1) resources affected multiple types of access, (2) the effect of resource distribution on access was both cumulative and successive, (3) distribution of resources could either facilitate or impede access, and (4) Internet literacy development could potentially increase or decrease the resources. The findings resulted in implications for the ELT program and teaching.

Using ICT proficiently could enhance their productivity. The use of ICT is prevalent in almost every organization, therefore, it can also serve as a major factor in providing flexibility of service to communities, but only if the practitioners possess adequate skills in retrieving, presenting and disseminating valuable and adequate information within the workplace to the parties involved. Training interventions are however not always successful and their impact need to be measured. This study focussed on developing a Multi-Stage assessment model to measure the impact of an ICT training intervention, to provide evidence of the effectivity of the training. A syllabus was developed, based on the European e-Competence Framework for ICT Users - Part 1 (CEN, 2013) and contextualized to suit the work environment of Community Development Workers (CDWs) from KwaZulu-Natal, training material was created and a Learning Management System was used to deliver the training. A self-assessment questionnaire was used to determine the pre-training skills level of the CDWs, 189 CDWs from KwaZulu-Natal were trained and a second questionnaire was used to measure the impact of the training. Results were analysed using Item Response Theory, which provided a way to measure not only overall competency but responses to specific items. Classical Test Theory measuring frequencies and averages were also use and the two sets of responses were compared. The training was found to be effective. The increasing use of internet and technology has enhanced and transformed the conventional library resources into electronic resources. Utilizing electronic library resources helps learners to acquire information anytime and anywhere. Institutions that support the use of e-resources save significant amounts of money because the printing of materials are reduced. As a result, the use of e-resources by learners enhances their learning and their performance gets improved. The major objective of this study was to conceptualize a framework that will assist in successful electronic resources utilization. This was encouraged by the fact that the determinants of effective utilization of electronic resources are still not clearly expressed.

Diploma thesis focuses on cybernetics and information literacy with emphasis on the human element in these topics. The first part describes cybernetics with its two basic terms, which are information and management, as a theoretical resource for subsequent detection of information, resp. internet literacy among students of high scholls and universities. The practical part includes creation of questionnaire, articulation of hypotheses for factual and perceived level of information literacy and subsequent interpretation results of the questionnaire. Addressing the respondents was held by deputy director of one prague high school, through social networks and also by direct addressing. This part reports the information about the level of information literacy with sense of constraints that results contains. Explanatory power of the results of the questionnaire survey is mentioned in the conclusion of this thesis.
