An Investigation of the Influence on the Teaching and Learning of English in the Royal Thai Air Force Academy

This research investigates the influences on the teaching and learning of English in the Royal Thai Air Force Academy (RTAFA). In the study, a Mixed Methods design, incorporating both quantitative and qualitative research design features, was employed within a Case Study approach. Questionnaires and interviews were used as research techniques to examine and identify what constitute the influences on the teaching and learning of English in the RTAFA and the factors that affect the limitation of the English proficiency of the RTAFA graduates. The quantitative methods included a pilot questionnaire for cadets (N = 35), questionnaires for every Year level of cadets in training (N = 517) and questionnaires for the English instructors (N = 9). The Quest software program (Adams & Khoo, 1993) was applied to analyse the questionnaires and group means and standard deviations were used to calculate effect sizes between students of different Year levels. In relation to the student questionnaire, some category items were also examined and analysed separately. In relation to the qualitative analysis, semistructured interviews with a small number of the RTAFA cadets in all five years of training (N = 25), the English instructors (N = 9) and the senior administrators of the RTAFA (N = 4) were conducted to complement and triangulate the data gathered from the questionnaires. The results from the questionnaires and interviews suggest that the English curriculum influenced the teaching and learning of English in the RTAFA, followed by issues in relation to cadets' attitudes and motivations for studying English and cadets' English educational background. Factors that affected the limitation of the English proficiency of the RTAFA graduates were a lack of realization by the cadets of the importance of English, the very structure of the English curriculum and the content of the English syllabus, the perceived low status of English as evidenced by the lack of academic credits given to the subject, the poor facilities of the language laboratories, the perceived lack of current teaching methods and techniques of the instructors, the varying experiences of the cadets' background knowledge of English, the rigid military system and the need for more native speaking English instructors to develop the oral language skills of cadets. Based on the findings of all the data, suggested recommendations for improving the teaching and learning of English in the RTAFA include a revision of the English curriculum, an improvement of the content of English with an emphasis on listening, speaking and conversation skills, an update of the English language laboratories, smaller English classes and a constant professional development for instructors in relation to techniques in English teaching and learning.

In this paper, since the right of Congress to investigate the meaning and nature of the legal basis of the investigative power of Congress to explore the principle behind the system and principles. In addition to the exercise of law in the Legislative Yuan to develop terms of reference "of the exercise of investigative powers," a chapter, the new legislation is still to be a peremptory norm of "public hearing", "testimony" of the relevant provisions. 4. Addition of "contempt of Congress" of norms. 5. Be added to a breach of confidentiality provided for the punishment. 6. The Legislative Yuan investigative powers should be fine with more force. 7. Should be determined by the local councils the right to access provisions.

Ecclesiology and membership trends in the South Korean churches

Thesis (DTh)--University of Stellenbosch, 2000. / ENGLISH ABSTRACT: This study examines the reasons for the recent membership decline in the South Korean Churches (SKCs) as well as the existing problems facing the Churches. It investigates the pathological pattern in the Churches and its fundamental roots. The study proposes an alternative solution that could remedy the problems and promote healthy growth within the Churches. Two issues are taken into consideration: 1) In general, the SKCs' explanations of the recent membership decline are inadequate. The reasons for the decline cannot be found by simply examining statistics. The problems are at a much deeper level and the decline requires a comprehensive examination. 2) The Churches' remedial actions are also inadequate: they are both short-sighted and, in practical terms, ineffective, as well as theologically unfaithful. A new direction for healthy growth should be proposed. This study focuses on the assumption that the reasons for the recent decline in membership of the SKCs are closely related to the distortion of the Churches' dominant ecclesiology, which has produced various ecclesial pathologies and has resulted in the Churches' loss of credibility in society. This study thus pays attention to the ecclesiology of the Churches. Chapters II and III analyse the dominant ecclesiology of the SKCs within their historical and contextual background. The analysis shows that problems relate to the SKCs' uncritical accommodation of the American churches' dominant ecclesiological models. This implies that the SKCs urgently need the construction of a contextual ecclesiology. This study hypothesises that a practical theological methodology can construct a relevant contextual ecclesiology. Hence, the central thesis of the study is: the development and application of a sound practical theological methodology will lead to the development of a biblical and contextual ecclesiology ('practical theological ecclesiology') which will explain the growth and decline in the SKCs and indicate a new direction for healthy growth. Chapter IV presents a theoretical basis for this study: it discusses a practical theological ecclesiology by means of a four-phased practical theological methodology. This consists of descriptive, explanatory, normative, and strategic phases. Subsequent chapters address the four phases and analyse the growth of the SKCs: emphasis is placed on the fact that the dominant ecclesiology of the SKCs has encouraged the Churches to accommodate contemporary culture and dominant ideologies, whether secular or religious, without proper critical, theological reflection. This accommodation has undermined healthy growth and resulted in a numerical decline. Finally, this study recommends 'a trinitarian praxial ecclesiology' as a new direction for the SKCs. This will play a critical, constructive role in promoting the healthy growth of the Churches. / AFRIKAANSE OPSOMMING: Die studie ondersoek die redes vir die daling in die lidmaatskap van die Suid-Koreaanse Kerke (SKKe) asook die probleme waarmee die kerke gekonfronteer word. 'n Bepaalde sigbare patologiese patroon word ondersoek. 'n Alternatiewe oplossing vir die probleme word gesoek sodat die SKKe op 'n teologies-gebalanseerde wyse kan groei. Twee sake word onder die loep geneem: 1) Daar word aangevoer dat die SKKe se verklarings vir die daling in lidmaatskap onvoldoende is. Om bloot statisties na die daling te kyk, is geen oplossing van die probleme nie. 2) Die regstellende aksie wat die SKKe aanvoer is ook onvoldoende. Dit is kortsigtig, prakties oneffektief en ontrou aan basiese teologiese beginsels. 'n Nuwe benadering tot gebalanseerde groei word voorgestel. Die studie werk met die vooronderstelling dat die redes vir die huidige daling in lidmaatskap in die SKKe verband hou met 'n teologies verwronge ekklesiologie wat tot verskeie wanpraktyke aanleiding gegee het Die verwronge ekklesiologie het die kerke geloofwaardigheid in die samelewing laat verloor. Die analise toon aan dat die probleme verband hou met die onkritiese akkommodasie in die SKKe van die heersende Amerikaanse kerkmodelle. Die implikasie is dat die SKKe dringend moet aandag gee aan hulle ekklesiologie. Die studie werk met die hipotese dat 'n prakties-teologiese metodologie kan lei tot die ontwerp van 'n kontekstuele ekklesiologie. Die sentrale hipotese van die studie is dus: die ontwikkeling en toepassing van 'n gebalanseerde prakties-teologiese metodologie sal lei tot die ontwikkeling van 'n bybelse en kontekstuele ekklesiologie ("n prakties-teologiese ekklesiologie'). As sodanig sal dit die groei- en kwynpatrone in die SKKe kan help verklaar en die basis le vir gebalanseerde groei in die kerke. Hoofstuk II handel oor 'n teoretiese basis vir die studie: 'n prakties-teologiese ekklesiologie word bespreek aan die hand van 'n vier-fase prakties-teologiese metodologie. Dit bestaan uit beskrywende, verduidelikende, normatiewe en strategiese fases. Die daaropvolgende hoofstukke handel oor die vier fases. Die groei in die SKKe word aan die hand daarvan ontleed. Daar word aangetoon in watter mate die heersende ekklesiologie in die SKKe tot die akkommodering van dominante kultuurpatrone en ideologiee aanleiding gegee het. Sekulere en godsdienstige ideologiee is sonder krities teologiese refleksie geakkommodeer. Dit het gesonde groei in die kerke oor die lang termyn gesaboteer en aanleiding gegee tot die heersende daling in lidmaatgroei. Ten slotte word 'n "trinitariese praxis ekklesiologie" as 'n nuwe metodologiese benadering in die SKKe voorgestel wat 'n krities-konstruktiewe rol kan speel om die kerke weer te help om gebalanseerd te ontwikkel.

Human resources strategies for effective management applications at Gauteng Department of Sports, Arts, Culture and Recreation / Arthur Mzwandile Skosana.

This study investigates the restructuring and alignment processes within the Gauteng Department of Sports, Arts, Culture and Recreation. The nature of the study was neither inclusive nor an exclusive study accommodate every input of the sub-directorate, and review the staff capacity to meet with set objectives of the Department. It also investigates some of the problematic areas shortsighted by the restructuring and alignment processes in the hub and areas of concerns which included: Accommodation (office space and sports fields); support of staff by senior managers; contracting and performance reviews; transport; progress review meeting of the hub system; budgeting and its implementation; equipment demand; administration tools leading severe problems; contracting of contract workers leading severe problems; and overtime and excessive workload in the hubs. It was showed in the research that problems occurred due to the inappropriate alignment of internal programmes complimented with inadequate human resources strategic planning and implementation. The problem of restructuring and alignment are due to oversight on the processes and implementation of the programmes at the foundational level, the lack of follow-ups on Service Level Agreement (SLA) with local government (still not signed), interdepartmental and intergovernmental integration strategy not in place, inadequate facilities for offices, consultation with community and stakeholders which only took place at the later stage. The respondents seriously commented regarding the organisational structure that has been changed thrice since its implementation. This led to overcrowding of staff hubs, with no career path strategy. Further causes are lack of alignment of human resource management strategy with programmes, and structural arrangement of all the departmental sub-directorates, confusing the implementation of programmes and the reporting systems. Considering the challenges of restructuring and alignment at the Gauteng Department of Sports, Arts, Culture and Recreation, the study concludes that there is a need for further restructuring and alignment of the human resource strategy to manage the objectives of the Department effectively and efficiently. / Thesis (M. The relationship between literacy levels and parental involvement in secondary schools in Libode District, Eastern Cape

In this research, I endeavoured to ascertain how the literacy levels of parents relate to parental involvement in the education of their children in Libode district in the Eastern Cape province of South Africa. The methodology was qualitative and it included focus group and individual interviews. Specifically, there were four focus groups where each comprised of four parents. A total of thirteen individual interviews were conducted with eight learners and four Heads of Departments (HoD). The results indicated that the literacy level of parents can have a negative or positive impact in their children’s education. Recommendations were made and directions were given regarding the implementation of the programmes that would improve parents’ literacy and result in effective parental involvement, ensuring an improved learner performance. According literature, parental participation plays a role in the performance of children at school. Research shows that effective parental involvement programmes use personal contact, cultural sensitivity, accommodation and communication to reach parents and learners. The study revealed that parents with a higher level of literacy tend to participate in the school activities and support their children more than those parents with a low literacy level. The programmes that were put in place by the schools and other stakeholders improved the literacy levels of most parents that took part and enabled them to assist their children with homework. Parents’ level of literacy, according to the study,has an impact in the manner in which they get involved in their children’s education. Parents with low literacy levels seem to be willing to be involved in the education of their children but find it very difficult to do so. Parents with low literacy levels find it difficult to assist their children at home as they rely on siblings and neighbours for assistance. According to the study, parents only visit the school when they are invited. However, parents and schools seem to have a good relationship showing positive attitude towards their children’s education.Parents of low literacy levels attach a value to the education of their children even though they cannot assist them with homework. Recommendations were made and guidelines were given regarding the implementation of programmes that would improve the literacy in parents and result in effective parental involvement. Effective parental involvement would ensure an improved learner performance. Volunteer teachers should be used to assist schools in helping parents improve their literacy levels. Reluctant parents should be identified and provided with guidance and direction as to how they can be involved to assist their children. Teachers, through the schools, must make special efforts to keep regular contact with parents. Schools should be familiar with the learners’ backgrounds in order to respond effectively to any particular needs in assisting the learners and parents where necessary. Working parents should be accommodated in the school by holding school meetings during the weekends so that they can be in a better position to attend these meetings. This thesis deals with the problematic of the tablet usage in an interactive teaching. The first chapter is devoted to interactive teaching at all. The second and third chapters are dedicated to a detailed description of tablet category. Both parts explain functions, technical details and key features. The fourth and fifth chapter narrate how interactive whiteboards and electronic voting equipment might be used in classrooms and other education process. The following chapter six is related to the issues of connectivity between tablet and interactive whiteboard. The seventh part narrates software and tutorials suitable for the teaching process. The eighth part consists of exact and specific examples of lessons, where interactive elements were used. The last ninth chapter investigates the technical school equipment and their access to interactive teaching. The conclusion summarizes which goals and aims of the thesis were reached.

Esta tese tem como objetivo investigar os limites constitucionais ao emprego de normas tributárias extrafiscais, contribuindo, de maneira original, com o desenvolvimento de métodos que possibilitem que estes instrumentos sejam controlados de modo mais preciso pelo Poder Judiciário. Para a consecução deste objetivo central, trabalhou-se a partir de quatro blocos de investigação. Primeiro, a pesquisa centrou-se em discutir a importância de segregação das normas tributárias entre fiscais e extrafiscais, analisando as diversas propostas de métodos para a separação entre estas. Ao final, a tese sugere que as normas tributárias extrafiscais devem ser identificadas a partir das suas finalidades, conforme venha a ser interpretado pelo aplicador da norma. Superada a questão, passa-se à investigação dos fundamentos constitucionais que legitimam o emprego das normas tributárias extrafiscais, quando se debate em que sentido normativo se pode falar em neutralidade tributária. Em um terceiro módulo de investigação, as normas tributárias extrafiscais são contrapostas às limitações constitucionais ao poder de tributar, ao conflito entre competência regulatória e competência tributária, ao conceito constitucional de tributo, bem como aos limites ínsitos às espécies tributárias previstas pela Constituição Federal. Por fim, apresenta-se um modelo de protocolo decisório que pode ser utilizado para fins de controlabilidade das normas tributárias extrafiscais pelo Poder Judiciário, colocando-se em destaque os princípios da igualdade e da proporcionalidade. / The main goal of this thesis is to investigate the constitutional limits on the use of non-fiscal purpose tax laws, contributing, with originality, to the development of methods that allow a more precise control of these instruments by the Judiciary Branch. To achieve such goal, the thesis was divided into four parts. The first part focuses in discussing the importance of segregation of tax laws in two groups: fiscal and non-fiscal, and analyzes the numerous methods proposed for such classification. The thesis suggests that non-fiscal purpose tax laws must be identified by their purpose, as interpreted by those responsible for applying the law. The second part investigates the constitutional basis that legitimates the use of non-fiscal purpose tax laws and discusses to what normative extent one can speak of tax neutrality. In the third part, the non-fiscal purpose tax laws are compared to the constitutional limits on taxation, to the conflict between regulatory competence and fiscal competence, to the constitutional concept of tax, as well as to the limits involving the tax species provided by the Federal Constitution. Finally, a model of decision making protocol is presented for use a mean of control by the Judiciary Branch of the non-fiscal purpose tax, highlighting the principles of equality and proportionality.

Trata-se de uma pesquisa qualitativa que descreve os processos identitários da organização por um olhar interpretativista, pelo entendimento das relações simbólicas que permeiam essa organização, observados em discursos dos sujeitos. Para coleta dos dados foram utilizadas pesquisa documental e entrevistas semiestruturadas individuais. As entrevistas foram realizadas com cinco sujeitos da organização nos meses de setembro e outubro de 2014. O método de análise foi a Análise de Conteúdo (KRIPPENDORFF, 1990) que busca investigar dados textuais através de técnicas que permitam compreendê-los com seus significados, referências, valorações e intenções. Pretendeu-se contribuir, com esse estudo, para a compreensão da identidade organizacional, em uma organização pública, no contexto da defesa sanitária e inspeção agropecuária. Os resultados permitiram identificar o Idaf como único e distinto de outras organizações e como essa identificação está relacionada às transformações do contexto agropecuário.
