Beyond the discussion about the main characteristics of PROGER Turismo, this study tries to observe the evolution of the level of formal occupations in the Typical Tourism Activities in the Northeast region of Brazil and in the state of Paraíba from 2003 to 2006, the period in which the studied program has been active. In order to collect the data, a documental research has been conducted based on the contents of the National Tourism Plan 2003-2007 by the Tourism Ministry; the Resolutions by the Worker Support Fund Deliberative Council, especially Resolution 319, of 29 April 2003, which instituted PROGER Turismo as part of PROGER Urbano; the Worker Support Fund Reports; the Informe PROGER management information of the Job and Income Generation Programs, which contains the data of this program from 2000 to 2006; and, finally, the statistics of the Information System about the Labour Market in the Tourism Sector, created by the Institute of Applied Economic Research. In the first part, which refers to the discussion about the characteristics of PROGER Turismo, the qualitative approach was used and the topics concerning the selection of the candidates for the program and the financial institutions which are responsible for the credit application to the candidates were specially discussed. By using the qualitative approach, official data about the investments of the Worker Support Fund in PROGER Turismo in Brazil were presented, and also some specific data about the program in Paraíba, from 2003 to 2006; besides, the data that express the evolution of occupations in the Typical Tourism Activities in 2003 and 2004 were commented, and the estimates in occupation increase for the years 2005 and 2006, were exposed through basic statistics. Throughout the research, bibliographical sources and other documental sources were revised in order to understand the concepts related to the object of this study, aiming to acquire further knowledge of the area of study and the delimited theme, and support the analysis of the collected data. A minor participation of the state of Paraíba in the occupation increase in the Typical Tourism Activities was observed, compared to the estimated performance for the Northeast region and also there is an unsatisfactory level of articulation and control of PROGER Turismo in this state / O presente trabalho visa a discutir a proposta do Programa de Geração de Emprego e Renda (PROGER) do Ministério do Trabalho e Emprego, em sua linha dedicada ao setor de Turismo, instituída em 2003. Além da discussão sobre as principais características do PROGER Turismo, este estudo busca observar a evolução do nível de mão-de-obra formal ocupada nas Atividades Características do Turismo na região Nordeste e no estado da Paraíba entre os anos de 2003 e 2006, os quais compreendem o período de funcionamento do programa em estudo. Na coleta de dados, fez-se uso de pesquisa documental baseada no conteúdo do Plano Nacional do Turismo 2003-2007 do Ministério do Turismo; das Resoluções do Conselho Deliberativo do Fundo de Amparo ao Trabalhador, em especial a Resolução Nº. 319, de 29 de abril de 2003, a qual instituiu o PROGER Turismo no âmbito do PROGER Urbano; dos Relatórios de Gestão do Fundo de Amparo ao Trabalhador; do Informe PROGER: Informações gerenciais dos Programas de Geração de Emprego e Renda, com dados do programa de 2000 a 2006; e, por fim, das estatísticas do Sistema de Informações sobre o Mercado de Trabalho no Setor de Turismo, criado pelo Instituto de Pesquisas Econômicas Aplicadas. Na primeira parte, a qual compreende a discussão das características do PROGER Turismo, utilizou-se da abordagem qualitativa e foram discutidos especialmente os pontos que concernem à determinação dos beneficiários do programa e das instituições financeiras responsáveis pela concessão do crédito a esses beneficiários. Sob a abordagem quantitativa, foram apresentados dados oficiais dos investimentos do Fundo de Amparo ao Trabalhador no PROGER Turismo no Brasil, além de dados específicos do programa na Paraíba, entre 2003 e 2006; além disso, foram comentados os dados que expressam a evolução da mão-de-obra nas Atividades Características do Turismo nos anos de 2003 e 2004, e as estimativas de crescimento das ocupações para os anos de 2005 e 2006, tabulados através de estatística simples. No decorrer de toda a pesquisa, foram levantadas fontes bibliográficas e outras fontes documentais para revisão de conceitos relacionados ao objeto de estudo, com vistas a conhecer a teoria na área temática e no tema delimitado, e dar suporte à análise dos dados coletados. Verificou-se modesta participação do estado da Paraíba no crescimento da mãode- obra ocupada nas Atividades Características do Turismo, comparada ao desempenho estimado para a região Nordeste e um nível de articulação e controle insatisfatório do PROGER Turismo no estado
