A Study of ¡§the Merger of Kaohsiung City & Kaohsiung Port¡¨ & the Development of ¡§Maritime Capital¡¨

Taiwan is a typical country of island which locates at the shipping center of northeast & southeast Asia. The economic circle constituted by its relevant ocean shipping routes reveals its importance of sea transportation and trade location. With the natural condition, the advantageous Taiwanese coastal line lasts for around 1500 kilometers, the island currently has international ports such as Keelung, Taichung, Kaohsiung, Hualien, etc; in addition, there are also supplementary ports such as Taipei, Anping and Suao. The export economic trade from the port is the main economic lifeblood in Taiwan as the large overseas trade relies heavily on sea transportation. Kaohsiung city is a province as Port of Kaohsiung is the largest one in the country which plays a decisive role of the throughput in the world. The research starts from the marine capital ¡V Kaohsiung. The integrated plan and construction of port and city, development of economy & trade and cultural tourism, relevant regulation and the advancement of strategic direction and other factors all influence the change of greater economic environment in the country, which also exhibits the crucial role of the marine capital. The port-city integration and the transformation of container port organization of the marine capital have become the public focus of the society; President Chen Shui-bian declared the thorough implementation of the policy and concept of port-city integration dated 5th of Aug. 2000, which indicated the mutual participation of municipal works and plan, construction, management and operation of commercial port of the government and local administration. In the aspect of concrete action, Ministry of Transportation and Communications, R.O.C. will establish shipping administration bureau, set branches in each port and reform Maritime Administration into special public incorporated administration. The task of port-city integration of Kaohsiung city was transferred and consigned to Management Committee of Port of Kaohsiung for advancement and management from the 19th of May 2001, which is a big step forward of the management of port-city integration. Kaohsiung city government and Maritime Administration had substantial interaction in the aspects of transportation, tourism, culture and many constructions during the period of time, in addition, the 13th Kaohsiung Military Port was transferred to Kaohsiung city government dated 30th of Oct. 2005 and now has become one of the tourist scenic spot, which is an indication of the expected port-city integration. For further advancement of marine capital, heading to port-city integration, future perspective of the plan for municipal works and international competitiveness, the research will collect and organize relevant construction, plan and literature of Port of Kaohsiung and discuss the current condition and current implementation condition of Kaohsiung city and the geographical environment of the port area. The following discussion is made at the relevant problems between 4 major international ports in Taiwan and the international area, as the further synthesized analysis is carried out for the discussion of the operation strategy and development of Kaohsiung port-city integration in the hope to achieve the ideal of marine capital as soon as possible.

An Analysis for The Present Development and The Strategical Improvement of Taiwan Free Trade Zone

Abstract Because of the trend of globalization and liberalization, every enterprise has actively developed the operation model for their global expansion in order to raise their competitive advantage. In the supply chains of international enterprises, there are a lot of serious competitions which are not just between company and company, but between country and country as well. Every country in the world has legislated the special law which is to give some special areas and eliminate the obstructers which would hold back activities of multinational from internal enterprises in order to satisfy with the demands from all multinationals in the world. Currently, there are about two thousands to five thousands free trade zones or the trade zones that are similar to free trade zones in the world, and they have turned into a very important circulation core and transaction core for international trade. On July 23, 2003 Taiwan was published the operation statute and the operation order of free trade zone by our president. After that, its related accessory schemes have established continually, and amply expanded their utilities. Because of that, this situation has helped free trade zone to have successfully performed its strength and to have assisted to break the predicament of industry development. Currently, In Taiwan, although it has five free trade zones that are Kaohsiung Port, Keelung Port, Taipei Port, Taichung Port and Taoyuan Airport Cargo Terminal, are stationed by eighteen manufacturers, the result of the operation has not reached our expectation. However, this research would be focused on the manufacturers¡¦ satisfaction with the recent standard of free trade zone. The result of this research which is gotten by information collection and data analysis shows the recent statutes and regulations of free trade zone should be revised the following issues: 1. Cancel the regulation of 5% aborigine employment limitation. 2. Simplify the transiting customs formalities and autonomous management methods. 3. Abolish employment regulation of the foreign labors` salary which must to conform to the basic salary regulation. 4. Loosen restrictions on business scope in free trade zone for mainlander. However, there is a suggestion which is our government would need to revise the related statutes and the regulations as quickly as possible in order to operate free trade zone successfully! . Abstract In marketing, the operation of port is similar to that of fast food restaurants in many kinds. When we operate a fast food restaurants, we should consider its¡¦ location, the amount of customer and connect with contiguous commercial circle. As well as the operation of port, the most important of that is not the facilities or management, but it¡¦s measure of area of commercial circle¡Xthe hinterland scope. Only the hinterland scope is large enough and its¡¦ economic development well, can support the huge investment of port building up, and also can keep or attract the shipper or the owner of cargo by more preferential fixed price. In economic development of the hinterland, the present economic development of mainland China can make up a deficiency of Kaohsiung Port¡¦s reducing of amount of cargo by shortage of inner market demand. When we consider the competition of Kaohsiung Port in the point of view, we analyze the proposition through Information Electronics Industry. Because of Global Logistics Management, the logistics mode between Cross-straits is providing mainland China the key to components by Taiwan, deep going processing in Taiwan. To export cargo to Overseas Configuration Center commonal from Taiwan and Mainland, Taiwan or mainland China Direct shipment, to estabilish Local Buffer Center in mainland China. Basing on this five logistics mode, there have high demand of physical distribution of Information Electronics Industry between Cross-straits, port play the important role in this process of distribution. And we presume that Kaohsiung Port can promote its competition by the situation. So in this thesis, we demonstration the close relation between the development of industry and the developing of port by comparing the Information Electronics Industry development in hinterland of Kaohsiung Port with of Shanghai Port. And we further analysis the development strategy for the hinterland of Kaohsiung Port and city. As follows is the conclusion of this thesis: I. In port aspect, we should replan the development tactics of Internation Distripark and Free Trade Port. II. In port city aspect, we should perfect the joint of air transportpion and marine transporzation, and regulate the industrial structure. III. In the aspect of the cooperation of Cross-straits port, first of all is to solve the directshipment problem between cross-straits to promote Kaohsiung Port to the pirot of Global and mainland China. Second to construct the group of cross-straits port based on the cooperation of Taiwan and mainland china. IV. In the aspect of government policy, we emphasize the development of Global Logistics Management into the logistics center of region or global gradually based on this policy.

Urban Renewal Project of Kaohsiung Port Railway Station: The Sustainable Development of Kaohisung Harbor

Port of Kaohsiung is the most important harbor of southern Taiwan and it was once the third biggest cargo harbor in the world. Recently, the ranking of Port of Kaohsiung dropped from the 3rd to the 13th, thus the Central Government of Taiwan has introduced a plan to enhance the situations. ¡§Urban Renewal Project of Kaohsiung Port Railway Station,¡¨ involves the development planning of many sites and the waterfront regeneration along the Kaohsiung Harbor. This paper argues that the sustainability is the key of success of the project. This paper will (1) to discuss the gains from the economic developments, (2) to examine the details and discuss the coming challenges and potential obstacles in pursuing greater socio-economic goodness, and (3) outline the possible solutions, practices, and mechanisms which might be useful in attaining a sustainable development of Kaohsiung Harbor by studying other countries¡¦ success and failures in their waterfront redevelopment projects.

The Strategy of Competition and Development of Kaohsiung Port Between Cross-strait and Under the Frame of WTO ¢wto Discuss the Customs Modernization

Abstract In 2002, Kaohsiung Port has become the fifth largest container world port in world rank, losing to Korea¡¦s Pusan Port the third time and to the Mainland¡¦s Shanghai Port the first. Under the fierce threat of global ports¡¦ competitions, Kaohsiung Port now is also facing the challenges from other new ports along the Mainland¡¦s coastline. Therefore, it might not even keep the fifth in rank if there is no any other managing strategy more effective to confront global ports¡¦ competitions. As a part of the Port, Kaohsiung Customs has the responsibility for helping it on the issues of three links and direct transport, planning free-trade portal zone and fulfilling obligations after entering WTO. Moreover, the Customs can render help to revitalize the Port as vigorous as before. In compliance with the Port¡¦s strategy, the Customs should know: how to use the synergy gained from knowledge management and innovation to simplify the administrative work, how to utilize the newest and most effective enforcement, and how to introduce the newest technology and instrument to reach the demand of Customs modernization¡Xa barrier-free clearance environment¡Xso as to raise the business sectors and the port¡¦s international competitiveness ¡Xall are testing the expertise and wisdom of the Port¡¦s authorities in business strategy. Nominal Group Technique (NGT), applied in a group, an organization, an enterprise, a community or a society, has certain performance of solving unstructured problems which are important, complex, badly communicated with, or controversial. According to general research, using NGT to operate interactive management has the effects such as effective participation of team workers, realizing and identifying an issue, reaching a consensus and conclusion, as well as restructuring recognition from interactive learning. This research proceeded with interviewing local experts, and compiling their opinions those were used not only to verify the research¡¦s assumptions but also to develop a subsequent NGT interactive questionnaire. This questionnaire was to test the interactive NGT participants. With the same questionnaire they were tested twice¡Xbefore and after the interaction. Thus, we can examine the degree of interactive learning satisfaction to verify the achievement of NGT interaction. Therefore, the NGT effects can both be the proof of the theoretical basis and the research discovering, which leads to a conclusion and research suggestions. The concrete achievements of NGT interaction include the big ten preferential strategies and an enhanced structural drawing. The structural drawing is a tangible achievement of the research operated by NGT. Moreover, the research collected and analyzed information through the editorials of domestic major newspapers in order to testify the intensity of which the big ten strategies and the structural drawing were converged on the strategy of ¡§three links and direct transport¡¨. The conclusion points out that it will help Kaohsiung Port strive for becoming a hub of global logistical centers. The complexity of the Customs affairs has certain influence over the development of a port¡¦s competition. Nowadays, the issue of the Customs modernization has become a new trend for every country in the world since the US Congress passed the Customs Modernization Act in 1993. How are the results of the two Customs modernization across the strait? This research collected relevant information to analyze and to compare. In conclusion, we found that the achievement of NGT interaction can be verified by general research. Besides, either by expert-interviewing method or by inviting relevant participants to involve the NGT interaction, the final conclusions have the following suggestions those are utilizing knowledge management and innovation to improve the Customs clearance operations, integrating the information between the harbor & Customs, applying risk management to reduce the Customs interference, launching the direct sea transport, decreasing the operation cost of port, legislating as soon as possible for establishing free-trade portal zone¡Ketc. All above will have the most enforceable effects on the competition and development of Kaohsiung Port. The strategy of ¡§Cross-strait three links and direct transport¡¨ will have the most effect on Kaohsiung Port that becomes the hub of global logistic centers.
