Frederick Robert Moor and native affairs in the colony of Natal, 1893 to 1903.

This dissertation is concerned with the public life of Frederick Robert Moor during the period 1893 to 1903. Moor served as Secretary for Native Affairs during the first ten years of responsible government in Natal in the ministries of Sir John Robinson (1893 - 1897), Harry Escombe (1897) and Alfred Hime (1899 - 1903). His policy towards the Africans and his handling of specific issues that faced the Native Affairs Department are examined. This study shows that the political nature of his office and his responsibility to the White electorate influenced his determination of policy and its implementation. Control was the key-note of Moor's policy and continuing in the tradition of the Native Affairs Department he believed that the tribal system and customary law were the best means of effecting this control. He therefore opposed anything that threatened this system such as the system of exemption from customary law which freed Africans from tribal control. This desire to protect the traditional system of government as well as his paternalism explains Moor's reluctance to allow Africans to appeal against the decisions of the lower courts to the higher courts or to permit the employment of lawyers by the Africans in the courts that administered customary law. Moor was opposed to granting the franchise to Africans even though he realised that he, as Secretary for Native Affairs, could not adequately represent their interests. He was also against alienating land in freehold to the Africans. Moor's policy made it impossible for him to find a place in his system for those Africans who wanted to shake off traditionalism and he found it difficult to handle the specific problems faced by them. Moor's location policy was motivated primarily by the desire to control the Africans and this was made more urgent with the spread of the Ethiopian movement. Yet he wished also to improve the Africans ability to support themselves and for this reason he initiated irrigation projects. Moor wanted to bring the mission reserves under the control of the government in the same way as the locations and in achieving this he caused tension between the government and the missionaries. No study of the relations between African and White in colonial Natal can exclude the labour issue. Moor had an individual approach to the labour question but was constantly torn between the demands of the colonists for cheap and abundant labour and his obligations to the Africans. He is revealed as being sympathetic to the position of the Africans. His unwillingness to prevent African labour in Natal from going to the Transvaal and his appOintment of J.S. Marwick to see to the interests of these Africans in the Transvaal were controversial. By 1903 Moor had acquired considerable experience as Secretary for Native Affairs and had formulated his policy. Despite his good intentions his policy succeeded in sowing the seeds of dissatisfaction amongst the Africans. The Africans appreciated his honesty but were critical of his failure to deal with specific issues such as the improvement of their educational facilities. Moor did not have to deal with an uprising in this period but three years after he left office the storm broke over Natal and Moor's responsibility for this is briefly discussed. The management of potable water supply in rural areas of Umhlathuze Municipality

Thesis (MBA)--Stellenbosch University, 2012. / This study gives an overview of the sustainability of potable water supply in rural areas of South Africa in general and four rural areas of uMhlathuze in particular. Three key challenges in achieving sustainable rural water supply are discussed in more detail and later on used to evaluate the inadequacy of financial revenues to cover the full operation, maintenance and replacement of infrastructure. This research study analysed the factors pertaining to the tariff structure used in maintaining and sustaining rendered service. It analysed the current tariff structure that includes the poorest and most marginalised in line with revenue needed to cover recurrence costs. It was the purpose of this study to examine the adequacy of the management system used to sustain the supply of potable water in rural areas, taking into cognisance the costs of rendering the account and of illegal connections combined with high water losses. The study also attempted to link these points to the challenges faced by the rural areas. The sustainability of rural water supply was analysed, based on financial factors, affordability and on the willingness to pay for the service. The researcher first compared the water billing (levies) and payment patterns of each customer in rural areas of uMhlathuze Municipality with others; and secondly, compared the primary data against theory and the literature. Differences and similarities between the collected data and theory were at the core of the analysis The research results determined that the municipality has the capacity to maintain and sustain the potable water supply network in these areas, while dealing with management questions and recommending to management what is needed to ensure that the water reticulation system is run on a sustainable basis. Sustainability of rural water supply seems to be dependent on factors like policy, legal framework and economic factors such as an ability to meet the costs and willingness to pay for rendered service.

In the Kwa-Zulu Natal context, a lot of attention has been paid to the construction of Zulu ethnicity in the potential and discursive spheres. Less attention has been paid however to the construction of Indian ethnicity in this region. This project will explore the exclusivist construction of an Indian ethnic identity by an Indian-owned print medium in this geographical context during the time of the 1994 South African elections, when various political parties fought for what has been called the "Indian vote". It will attempt to point out that the notion of ethnic identity offered by this medium to its readers does not actually challenge those offered to the community by the old South Africa state. In grounding the analysis of the editions under discussion in a framework developed by Norman Fairclough, this study draws heavily on a theoretical continuum developed by Antonio Gramsci and Louis Althusser. It is in such a theoretical context that Fairclouch has developed the methodology of Critical Discourse Analysis (CDA). By bringing such a methodology to bear on the texts under analysis, the study hopes to develop an understanding of Indian ethnicity in this region which suggests that it is an extremely problematic construct. / Thesis (M.A.)-University of Natal, 1995.

This study entails an examination of the extent of participation by the non-governmental organisations in the legislative process of the KwaZulu Natal legislature. It aims to explore how far these NGOs have taken advantage of the new South African polity based on transparency, openness and accountability. It is hypothesised that organised groups such as these have been very much involved in government decision- making process, since the start of the new democratic South Africa in 1994. This study, however, proves, that there is very minimal public participation and especially NGO participation in the KwaZulu-Natal legislature and in government in general. It further uncovers are various problems experienced by these NGOs in trying to participate in the legislative process. The legislature's inaccessibility was seen as one of the major inhibiting factors. Apathy and lack of interest in the legislative process was also identified as a problem among these NGOs. This study has raised many issues that both the NGO sector and the KZN legislature itself have to address in order that our newly founded democracy can be truly nurtured. This study is divided into two parts in which Part One explores literature on democracy, the policy making process and civil society to help give a clear indication on what various authors think should be the input of civil society in the policy making process of any democratic country. South Africa (SA) has always been a unique case for political scientists to analyse because of its heavy socio-economic cleavages created as a result of racist apartheid policies, but what has not been extensively covered is how these economic and social cleavages could impact on the practical experiences of public participation in post-apartheid South Africa. There are indeed many unexplored dimensions of this area. The study examines the introduction of the Zulu homeland and how different political forces in that region of South Africa responded to the idea of a Zulu homeland during the period under review. It also deals with Champion's political alienation from the ANC. This dissertation is also a study of the development of Zulu ethnic nationalism within the structures of apartheid or separate development, the homelands. Issues running throughout the study are the questions of how and why Champion tried and failed to manipulate `separate development' in order to build a Zulu ethnic political base. / History / M.A. (History)
