A local authority and educational inclusion : an investigation of policy and practice

The research here reported investigated the perceptions of professionals of the implementation of educational inclusion policy within one English Local Authority (LA). Using a mixed methods approach, utilising in-depth interviews, observation and documentary analysis this investigation was pursued through the collation and analysis of data to reveal the experiences and perspectives of the professional stakeholders in the inclusion process and evaluated these against the aims established in LA policy documentation. In seeking opinions and conducting this analysis the research provides insights into the current practices which impact upon the LA policy and will allow for discourse in respect of possible future developments. The thesis builds upon previous research and literature in the area of inclusive education much of which is reviewed within the work. This has informed the development of the multi-methods research model used for field work and data collection from a wide variety of sources. Complexities surrounding the interpretation are discussed and the thesis focuses upon opportunities to gather information which has potential value to both users and providers of the education service within the LA. Within this thesis the researcher views inclusion as the process of ensuring that all pupils, irrespective of background, ethnicity, race, religion, ability, disability, SEN or gender are able to participate fully in an educational setting appropriate to their needs, whether this be mainstream, special school, Pupil Referral Unit, or college. Being a process it is accepted that the factors which determine the move towards inclusion will be subject to socio-political, economic and cultural changes and that the research reported provides insights into a situation which will be subject to change over time. However, the insights gained provide an opportunity for discussion and debate within the Local Authority at the heart of the study which could have beneficial implications for all parties involved

Staff support for inclusion : an international study

The idea for this research emerged following previous experiences in schools in Germany and England, noting their differences and similarities, and their equally persistent problems responding to diversity inclusively. The thesis consists of an in-depth exploration of cultures, policies and practices in schools and their rationales regarding the development of inclusion in education. At the core of the thesis are responses to diversity I perceived in two primary schools, one in London and one in Berlin, focusing in particular on the active participation of staff. My experiences were systematised through an international, ethnographic case study approach, which included six months fieldwork, as a participant observer, conducting semistructured interviews and exploring school documents. I investigated the participation of children, parents and staff – the three main groups of people in the schools – looking at their roles, their interaction and the barriers they experience. I related my findings to current notions of inclusion and responses to diversity in education, both in the respective literature and in policy documents, highlighting local, national and international differences, their mismatch with educational practice and resulting discriminatory effects. I found the active participation of staff to be an essential condition for inclusion in education, which has so far been treated peripherally. The barriers they experience to their own participation limit their capacity to respond inclusively to diversity and to establish communities in which everyone, all children and all adults, are valued equally. Additionally, parents and children were found to be potential contributors to developments towards inclusion, but were often excluded from contributing to developments in educational practice, so their potential strengths as resources for inclusion were lost. Consequently, I argue that any approach to inclusion in education has to increase the participation of staff, as well as being supported through the contributions of children and parents. I suggest a model for inclusive school development: namely, a collaborative process between all concerned, to increasingly mobilise the individual strengths of adults and children to support the participation of all: children, parents and staff.

An exploration of inclusive practices in schools : case studies of two primary schools

This thesis uses the accounts of teachers and senior leaders from two case study schools to explore issues impacting upon the development of inclusive practices within schools. The notion of inclusion is a complex and problematic one, and this study illuminates that complexity through the accounts and experiences of two ‘ordinary’ schools mediating the challenges of developing inclusive practices within the current educational system. The study purposefully focuses upon the perspectives of the teachers and senior leaders. Other voices, including those of the pupils, parents and support staff within the school, have not been included, in order to retain the focus upon gaining greater depth of understanding of the complex issue of inclusion through the eyes and voices of the professionals (teachers and senior leaders) engaging in the decision making and day to day planning for meeting the needs of all pupils. The study uses an ethnographic case study approach to gather data through semi-structured interviews, observation (including classroom visits), learning conversations and strategic focus group discussions. A three phase research approach has been developed to reflect ongoing engagement with the complex issue of researching perspectives towards developing inclusive practices within schools. A non-judgemental and non-evaluative research approach has been utilized, which moves away from the researchers’ usual role working with schools in a collaborative or advisory capacity, and models the need to create interruptions in thinking and practice to be able to fully understand the complex factors impacting upon the development of inclusive practices within schools. The perspectives and accounts of the teachers and senior leaders enable tensions existing within policy, literature, research and practice to be identified. The study argues that attention needs to be paid more to the emotional aspects of the experience of developing inclusive practices, and the impact that that has upon staff groups, rather than a narrow focus upon specific actions and outcomes. The centrality of values and principles which are shared and continually discussed and re-negotiated to produce an embedded inclusive school culture is acknowledged, as well as the impact of positive, supportive and inclusive staff relationships within this process.

How do age and gender affect university students’ experience and outcomes?

Increasing access to higher education has led to a diversified student body, suggesting that conceptualising the ‘student experience' as homogeneous is no longer viable. Previous research reported that age and gender exert significant influences on the student experience, but this has generally taken a ‘snapshot' of those experiences rather than tracing differences over time. This study makes a contribution to this area by assessing changes in the student experience over the lifespan of the degree to explore the relative impact of age and gender (and the potential interaction between them). The study employed a longitudinal qualitative design to explore in-depth the experiences of sixty-one students over three years, using an innovative email research method. Data was analysed in two key ways: a thematic analysis of the findings which identified issues including confidence, friendships, social life, paid work and family commitments; the exploration of illustrative case studies used to highlight the experiences of ‘ideal type' students in four demographic groups. Key findings include the following: age and gender influenced the student experience, yet gender exerted the strongest influence. Mature male students were found to share more commonalities of experience with their traditional male counterparts than with female students of varying age. Of the variables which shape experiences, the thesis identified ‘external commitments' as the key factor. This was evidenced by the contrast between the mature female and male groups, with mature women reporting being constrained by family and home responsibilities, whereas mature men were able to create and maintain ‘separate worlds' of university and home life. The thesis argues that the ‘double shift' described as women entered the workplace, has become a triple shift for mature female students attempting to combine home, work and academic responsibilities; notwithstanding this context, this group are the higher performers academically.

Building relationships for learning : the role of professionals and paraprofessionals in supporting pupils' learning and social inclusion

The focus of this thesis is a series of seven papers published in peer-reviewed journals over the last eleven years. The thesis takes the form of a critical appraisal of published work linking the data collected and conclusions drawn under an overarching critical framework: ‘Building relationships for learning: the role of professionals and paraprofessionals in supporting pupils’ learning and social inclusion.’ In this thesis I argue that the development of positive relationships is at the heart of learning, teaching and social inclusion and I identify two strands in my research which have investigated this issue. Strand One consists of three publications which explored the use of Appreciative Inquiry (Cooperrider & Whitney, 1999) to investigate and improve working relationships in the classroom. Doveston 2007- Paper 3, reported on my first classroom based action research project implemented in 2003 which identified key themes which were subsequently developed in research carried out in 2004 reported in Doveston and Keenaghan 2006- Papers 1 and 2: solution rather than problem focused exploration of capacity for change and growth, collaborative consultation, and skill development. Paper 1 applied the principles of Appreciative Inquiry to propose a theoretical framework for exploring and developing working relationships in the classroom whilst Paper 2 discussed the findings and implications from classroom projects that had utilised the approach. In the second strand, four publications investigated the development of professional and paraprofessional roles to support learning and social inclusion using semi-structured interviews and surveys. Traditionally relationships in the classroom were forged between pupil and pupil, or pupil and teacher. The evolution of the paraprofessional roles of Teaching Assistant, Higher Level Teaching Assistant (HLTA), Learning Mentor and the professional role of the Special Educational Needs Co-ordinator (SENCo), have positioned the pupil within what can sometimes be a complex web of relationships. The research uncovered a shared commonality of experiences related to the status and recognition, deployment, and preparedness for the role of the SENCo and paraprofessionals explored in Rose and Doveston 2008- Paper 4, Jones, Doveston and Rose 2009- Paper 5, Devecchi et al., 2012- Paper 6, and Brown and Doveston 2014-Paper 7, which affect their ability to support pupils and teachers. The research was located within a qualitative paradigm and three distinct research methodologies are discernible within the seven papers submitted for PhD by published works: Appreciative Inquiry, Narrative Research and Mixed Methods. The principles of Social Constructionism (Gergen, 1973) underpinned the use of Appreciative Inquiry reported in Strand 1 and Narrative Research (Elliott, 2005) in three papers from Strand 2: Rose and Doveston 2008-Paper 4, Jones, Doveston and Rose 2009-Paper 5, and Devecchi et al., 2012- Paper 6. These research methodologies enabled the gathering of rich qualitative data from pupils and the adults who supported them to illuminate and generate new insights into the complex interplay of factors impacting on learning and social inclusion in school and classroom environments. Two further papers (Devecchi et al., 2012-Paper 6 and Brown and Doveston 2014Paper 7) employed a mixed methods approach although Devecchi et al., also employed semi-structured interviews in Phase 2 of the research project. The generation of both qualitative and quantitative data was pertinent in these two studies. Devecchi et al., 2012- Paper 6 was commissioned research and the funding body required quantitative data to help inform their understanding of how HLTAs were currently employed and deployed. Brown and Doveston 2014-Paper 7, used a survey as a starting point for an evaluation of a training programme whose first cohort contained 97 participants. It was the free text responses, however, which proved the most useful in highlighting issues relating to role and status that impacted on the capacity of SENCos and HLTAs to support learning and social inclusion.

Teacher career motivation and professional development in special and inclusive education in China

Limited evidence is available from the existing literature that relates teachers' career motivation to their attitudes towards special and inclusive education and their motivation for professional development in China. A mixed-method approach was used to investigate teachers' perspectives on their professional life in this respect. A sample of teachers at seven mainstream schools (N=326), two special schools (N=37) and student teachers from one university (N=565) in a city in China was identified. Triangulation of data collected from questionnaire surveys, interviews and observations facilitated the identification of cases for narrative enquiry. Self-Determination Theory (SDT) was applied in data analysis and discussion. The key findings are as follows: First, teachers researched were mostly extrinsically motivated. Some were amotivated (unwilling) and were regretful of their career choice. The majority of them would have chosen other professions if possible. Second, special school teachers' extrinsic motivation for working in special schools became less controlled and more autonomous with the accumulation of knowledge and skills in teaching practice. Similarly, their initial unwillingness had altered to controlled extrinsic motivation or even autonomous motivation. Third, initial teacher education had prepared teachers with limited knowledge and understanding about special and inclusive education. This contributed to the less positive attitudes towards inclusive education. Despite a high awareness of, and motivation for professional development, most teachers were not taking an active initiative in engaging themselves in professional development. The thesis highlights the impact of teacher recruitment policies on career motivation, models of initial and continuing teacher training on teacher attitudes values and incentives for professional development. This study implies a correlation between the key themes and extends the discussion of the SDT model in terms of the continuum of extrinsic motivation.

Attention deficit hyperactivity disorder (ADHD) within a South Indian (Keralian) mainstream school context

Attention Deficit Hyperactivity Disorder (ADHD) is a widely discussed special educational issue in Western contexts and developed countries. By contrast, limited information is available about ADHD in Eastern contexts and developing countries. In India in particular, the only available information is about the medical perspective of ADHD; little or no attention is given to social or educational perspectives. DSM IV criteria are the most commonly used standard assessment procedures. However, limited research is reported to discuss the potential cultural influences of this North American model. The present study examines the incidence and interpretation of ADHD within the context of five mainstream schools in Trivandrum, South India. It also explored cultural influences impact upon the cultural validity and reliability of DSM IV criteria when introduced into a South Indian context. In order to identify children with ADHD characteristics, culturally valid assessment tools such as behaviour checklist and behaviour rating scales, were developed from DSM IV (TR) symptoms criteria. Qualitative data was gathered from the five sample schools during the academic year of 2006-07 using a variety of methods including in-depth interviews (with 21 teachers), classroom observations (of 26 children), rating scale and document scrutiny. The case study method was adopted to gain in-depth information about the identified children. Informal interviews with parents (24) were also utilised to triangulate the information gathered from the school contexts. Qualitative data analysis techniques such as open coding and case analysis were used to assess children's behavioural characteristics and difficulties. The findings indicate that three percent of children (21) had ADHD characteristics within the sample schools. Some of the findings are consistent with the studies reported in Western contexts. There are also some contrasting results: a) most of the identified children had inattention rather than hyperactivity characteristics, b) a higher number of children with ADHD characteristics were from lower socio-economic backgrounds, c) teachers used coercive methods of physical punishments and sanctions as they interpreted the children's ADHD characteristics as a result of their lack of interest in learning. Most importantly, though DSM IV (TR) criteria are useful in identifying ADHD, two items of the 'symptoms' criteria were not identifiable within the present context of the sample schools. The findings suggest that socio-cultural factors do influence the validity and reliability of DSM IV criteria. The study has implications not only for further research but also for planning and policy making in the field of education for all. The conclusions suggest that an educational provision should be considered with regards to the varied and complex needs of children with special educational needs such as ADHD. Teacher education programmes should be enhanced with positive intervention strategies.

An investigation into the evolving professional identities of Special Educational Needs Coordinators (SENCOs) in relation to their impact on teachers' skills

The research reported in this thesis examines the impact that Special Educational Needs Coordinators (SENCOs) have on the practices of their teacher colleagues. Since SENCOs are central to supporting children’s inclusion and achievement, the research centres around three research questions: whether SENCOs are able to motivate teachers to take the initiative in addressing the needs of children with SEN in their classrooms; whether SENCOs enhance teachers’ abilities to become effective teachers of children with SEN; and how the impact of SENCOs is currently being assessed within primary schools. The project was conducted within an interpretivist framework, and applied a mixed methods approach consisting of two phases: an exploratory questionnaire survey of 223 (responses n=42) primary school SENCOs from the ‘National Award for SEN Coordination’ Course; and semi-structured interviews of 18 SENCOs and 18 teachers, including head teachers. Document scrutiny of school SEN policies and other related documentation was also undertaken. Data triangulation aimed at ensuring the trustworthiness of data was accomplished through a multi-pronged methodological approach. The research was conducted in accordance with an Ethical Code informed by the British Educational Research Association (BERA) and University of Northampton guidelines. Results indicated that SENCOs have a complex role, impacting upon teachers’ practices by utilising a wide range of skills, knowledge and expertise across different contexts. This is influenced by whether or not they are members of their School Leadership Teams. Further, SENCOs’ time management is a constant concern in balancing competing priorities and demands, which include liaising with external agencies and keeping up to date with legislative changes which impact the requirements of the role. There is evidence that the degree to which SENCOs have a positive impact on teachers’ inclusive skills varies, as the SENCO-teacher dynamic is influenced by SENCOs’ training and skills and the dissemination to teachers; SENCOs’ and teachers’ professional identity; SENCO-teacher engagement and perceptions of inclusion; and the interventions and provision made for children with SEN. Implications for further possible research that were identified included the use of contact and non-contact time by SENCOs, the impact of the mandatory SENCO training and also the role of the SEN Governor as a crucial advocate for SEN at management level.
