The purpose of this study was to determine whether or not the introduction of a regular librarian-centered reading guidance program as an integral part of the entire school program would improve the reading attitudes and habits of elementary school students and increase the reading achievement scores on a standardized test of elementary school students. In addition, the reading attitudes of students were compared with reading achievement scores to assess any relationship between the two.

The Relationship between Level of Implementation of the National Council of Teachers of Mathematics' Curriculum and Evaluation Standards and 5th Grade Louisiana Educational Assessment Program Math Scores

This study examined the relationship between levels of implementation of the National Council of Teachers of Mathematics' Curriculum and Evaluation Standards and 5th Grade Louisiana Educational Assessment Program Math Scores with the effects of race of students accounted for. Secondary areas of interest were the relationship between LEAP mathematics scores with the effects of race of students accounted for and the teacher characteristics of years experience and educational attainment and of the relationship between level of implementation of the Standards and teacher characteristics. The population, from which a sample size of 250 was randomly drawn, was comprised of 1994-95 Louisiana public school teachers who taught in a regular 5th grade or departmentalized math class. Survey research was used to place the responding teachers at one of the five levels of implementation. Hierarchical Multiple Regression was used to analyze the question of primary interest. Race of the students was found to have accounted for nearly 9% of the variance in LEAP mathematics scores. This figure was statistically significant. The independent variable Level of Implementation of the Standards produced ambiguous results. Students of Level 1 (non-implementers) teachers were found to have statistically significantly higher LEAP scores than did students of Level 2 teachers. The Level 1 students had scores which were non-statistically significantly higher than did those of Level 3 and 5. Students of Level 4 teachers had scores which were significantly higher than those students whose teachers were at Level 2 and 5. No significant relationship was found to exist between student LEAP mathematics scores and teacher characteristics of years experience and educational attainment nor between levels of implementation of the Standards and the same two teacher characteristics. Despite these findings, in light of the amount of research pointing to their value, implementation of Standards is still highly recommended.

The Effects of Pulp and Paper Mill Wastewaters on Phytoplankton Primary Productivity in the Red River, Louisiana

Responses of phytoplankton productivity in the Red River to unbleached pulp and paper mill wastewaters were monitored using in situ ^14C incubation. Preoperational studies, conducted prior to the discharge of mill wastewaters varied seasonally, but revealed similar productivity trends when compared with postoperational studies, conducted after mill discharges began entering the Red River. Carbon assimilation rates measured downstream of mill discharge were generally greater than upstream levels in both preoperational and postoperational studies. Selected physical, chemical, and biological parameters varied seasonally, but showed similar upstream-downstream values and preoperational-postoperational values. Total Organic Carbon (TOC), Dissolved Organic Carbon (DOC), and Biochemical Oxygen Demand (BOD_5) were positively correlated with postoperational productivity rates. Apparent color was negatively correlated with productivity rates.

The Supreme Court of the State of Louisiana, established by the first state constitution (1812) as the only appellate court in the judicial system, commenced its work on March 1, 1813. The Court's jurisdiction was limited to civil cases. It also had control over admissions to the bar and the rules for the administration of its own business. Created in the wake of the conflict between proponents of Louisiana's traditional civil law system and the promulgators of the federal government's territorial policy of common law imposition, the Supreme Court reinforced the ultimately accepted continuance of civil law within the limitations of the United States Constitution and Statutes. The First Minute Book of the Supreme Court is a small, yet significant, part of the documentation of the Court's past. It is a segment of the extensive Louisiana Supreme Court records housed in the Department of Archives and Manuscripts of the Earl K. Long Library at the University of New Orleans. Dating from March, 1813 to May, 1818, the 340-page manuscript details the business of the Court's sessions at New Orleans, the seat of the eastern appellate district. Daily entries include the judges present, the cases before the Court, the disposition of cases, Court rules, and admissions to the bar. The purpose of this edition is to provide a readable, accessible, and comprehensible document for use by the scholarly and research community. With the addition of missing docket numbers which serve as access points to Supreme Court case records and the annotation of persons, cases, and legal terms, the manuscript becomes an important guide for further investigation. The rendition of the text conforms to modern practices of historical editing recommended in the Harvard Guide to American History. No attempt was made to produce a facsimile of the original.

"Not Tea and Crumpets": The 1976 Louisiana Governor's Conference on Women and the Formation of a New Women's Platform, 1972-1982

The success of three Louisiana feminists in the 1970s, Fran Bussie, Clarence Marie Collier, and Pat Evans stemmed from their professional expertise in labor rights, education, and politics, respectively. By joining and maintaining memberships in a variety of social, civic, and activists groups, these feminist leaders via the 1976 Louisiana Governor’s Conference on Women created a unique network that allowed for the formation of a new women’s platform. This conference advanced women’s rights, established a working platform for reform, and helped usher in second-wave feminism in Louisiana. Using conference booklets, archived video and audio interviews, and newspaper articles, this thesis argues that when women came together in their professional positions to advocate for women’s rights, the results were clearly positive.

The Andry Family, The 1811 Slave Revolt, and The German Coast Project

The German Coast Project explores the early nineteenth century history of the Louisiana’s German Coast, spanning its formative years, the 1811 Slave Revolt, and the aftermath of the revolt, through the perspective of the Andry family. The website is powered through Omeka software, which creates a historical exhibition of compiled research. In addition, ArcGIS contributed to the website’s construction, as it allowed for the inclusion of interactive programs and maps within the website. Designed for high school students and genealogists, The German Coast Project creates new scholarship pertaining to the German Coast and the 1811 Slave Revolt, through the often-overlooked perspective of the Andry family. The primary theme of the project is to portray how Manuel Andry and his family were able to prosper financially after the 1811 Slave Revolt, even though they suffered a heavy emotional loss.

Ma thèse explore les rencontres qui eurent lieu entre Français, Amérindiens et Africains en Louisiane, à l’époque de l’Amérique coloniale. C’est plus précisément sur la partie sud du territoire que ce travail s’est penché. Les bornes chronologiques sont 1686, découverte du territoire par Robert La Salle et 1803, vente du territoire, alors Français, aux Américains par Napoléon en 1803. Mon projet était d’analyser les rapports établis entre ces trois groupes en mettant l’accent sur les relations intimes qui se sont créées entre eux (relations sexuelles, concubinage, mariages mixtes), et les liens de parenté sont également des objets d’étude dans cette recherche. De ces relations intimes émergent diverses communautés : ainsi, les « métis » font référence aux enfants nés de Français et d’Amérindiens alors que les « Griffe » désignent une autre communauté, résultat d’unions entre Africains et Amérindiens. L’étude de ces deux groupes représente une partie de ce travail. Cette thèse s’attache aussi à analyser les conséquences de ces unions sur les rapports sociaux, économiques, et diplomatiques entre ces différents peuples. / Historians have agreed that the French were more successful than their competitors in developing cordial relations with Native Americans during the conquest of North America. French diplomatic savoir faire and their skill at trading with Indians are usually cited to explain this success, but the Spaniards relied upon similar policies of trade and gift giving, while enjoying considerably less success with the Indians. I propose an alternative model to understand the relative success of French Colonization in North America. Intimate Frontiers, an ethno-historical examination of the colonial encounters in the Lower French Louisiana, focuses on the social relations between Europeans, Indians and African in colonial Mississippi Valley. It examines the importance of the intimate bonds forged between settlers and natives in maintaining diplomatic alliances in the region even after the French left Louisiana in 1763. My work brings sexuality and intimacy into the political arena, challenging the prevailing view that power was defined solely by political and military alliances.

Ambos sofreram colonização francesa e espanhola, sendo mais marcados pela primeira. Nos dois lugares foi implantada a economia plantation na qual a mão-de-obra era de escravos do oeste da África. A organização social e demográfica resultante - isto é, uma população majoritariamente escrava e linguisticamente diversa que tinha contato limitado com os senhores franceses - levou à formação de dois crioulos franceses distintos e estruturalmente parecidos. Contudo, apesar dessas semelhanças do período colonial, atualmente, o crioulo haitiano é o crioulo mais falado do mundo e o crioulo da Luisiana está moribundo. Neste trabalho, examinam-se quais foram os motivos sociohistóricos do período pós-colonial que resultaram nessas duas realidades contrastantes, tratando da política linguística, especificamente a legislação linguística, a padronização e a educação, e de questões acerca de atitudes linguísticas, além de considerações mais práticas - geográficas e socioeconômicas - envolvidas na formação da vitalidade de uma língua / Abstract: Haiti and Louisiana are connected via a number of sociohistorical parallels. Both were colonized by the French and the Spanish, but were much more culturally and linguistically influenced by the French presence. In both places, the plantation economy system took hold with a labor force comprised of West African slaves. The resulting social organization and demography - i.e. a linguistically diverse slave majority with limited contact with their French masters - lead to the formation of two distinct but structurally similar French creoles. However, despite these similarities between Haiti and Louisiana during the colonial period, Haitian Creole is currently the most spoken creole language in the world while Louisiana Creole is moribund. In this thesis, the sociohistorical factors of the post-colonial period that resulted in these two contrasting linguistic realities are examined, with an analysis of the language policy - specifically language legislation, standardization, and education - and its impact, as well as that of language attitudes and of more practical issues such as geography and economics, in shaping the vitality of these two languages / Mestrado / Linguistica / Mestre em Linguística

Nineteenth-Century New Orleans Composers

A comprehensive study of all nineteenth-century New Orleans composers is far beyond the scope of this paper. There are simply too many. An attempt has been made, however, to include as many possible in the text. Others, about whom there is insufficient information to include in a narrative, have been relegated to the appendix, where they are treated in the style of a biographical dictionary. The two most important and influential composers of the century, Gregorion Curto and Theodore von La Hache, are covered individually in chapters two and three, respectively. Their music represents all three of the important aspects of composition of the era: opera, salon, and sacred music. Louis Moreau Gottschalk, probably the most famous composer and performer of the period, has been omitted from this study (other than incidental references) because he has already received considerable attention from numerous other researchers. Likewise, another composer of note, Ernest Guiraud, has been omitted because, even though a native of New Orleans, he left America at an early age and never returned. He should more appropriately be considered in annals of French music. Research in this field, a vital part of the American musical heritage, is by no means complete. Any one of the composers discussed here should be studied further with th purpose of advancing knowledge of New Orleans music and with the hope of uncovering a morsel of truly fine music.
