<p><i>Successful integration of simulations within the Network-Based Defence (NBD), specifically use of simulations within Command and Control (C2) environments, enforces a number of requirements. Simulations must be reliable and be able to respond in a timely manner. Otherwise the commander will have no confidence in using simulation as a tool. An important aspect of these requirements is the provision of fault-tolerant simulations in which failures are detected and resolved in a consistent manner. Given the distributed nature of many military simulations systems, services for fault-tolerance in distributed simulations are desirable. The main architecture for distributed simulations within the military domain, the High Level Architecture (HLA), does not provide support for development of fault-tolerant simulations.</i></p><p><i>A common approach for fault-tolerance in distributed systems is check-pointing. In this approach, states of the system are persistently stored through-out its operation. In case a failure occurs, the system is restored using a previously saved state. Given the abovementioned shortcomings of the HLA standard this thesis explores development of fault-tolerant mechanisms in the context of the HLA. More specifically, the design, implementation and evaluation of fault-tolerance mechanisms, based on check-pointing, are described and discussed.</i></p>

All managers aim to make their company effective. For this manager has to make plans, together assessing performance and correcting plans. In traditional profit seeking company this is easier. But in nonprofit sport organization it is more complicated. The complicity of assessment arises, because of increasing sport effect for modern society. In our days sport is not just seeking for result, but it is much more than that. So it would be not right to asses sport organization performance only by its achievement in sport arena. This brings up need to adopt new effectiveness assessment instruments.
Pursuing goal to evaluate performance effectiveness of Lithuanian rowing federation we focused on following aims, to analyze federation status in Lithuania sport governing system, to collect data on organizations effectiveness assessment, to evaluate performance of rowing federation using quality and quantity criteria. Quantity criteria was chosen regular (number of participants, number of facilities, affiliated clubs, etc.), for this aim data was collected from federation reports, analyzing sport statistic books. Assessing quality of performance was chosen model designed for assessing of sport governing bodies in Greece built upon multiple constituency approach (Papadimitriou and Taylor, 2004). In 1960, Fidel Castro’s newly founded revolutionary government created the Federation of Cuban Women (FMC) in an attempt to bring women into the revolutionary process. Vilma Espín, herself a former revolutionary, was asked to lead the FMC in the changes that it brought to women living all over Cuba. This thesis will examine the personal influence that Espín had on the FMC, analyzing her significance in the running of the mass organization, and assessing how during these early years of the revolution women’s roles evolved under the guidance of the FMC.

The purpose of this dissertation is to analyze the Russian Federation&rsquo / s
military Policy in Central Asia in 1991-2001. My main concern in this point is to
figure out what is Moscow&rsquo / s real intention behind establishing military ties with the
Central Asian states and to what extent is Moscow successful in accomplishing this
aim? Does the Russian Federation perceive direct threats to its security from Central
Asia? My argument is that the Russian Federation does not perceive direct threats to
its national security from the region rather she uses these threats to be the main actor
in the region by using military means. Throughout the thesis first the shift in the Russian Federation&rsquo / s foreign policy course regarding the &lsquo / Near Abroad&rsquo / and its
reflections on the basic security documents of the Russian Federation, second the
threat perceptions of the Russian Federation in these regions, third reflections of this
shift on Russia&rsquo / s bilateral military ties with these states and finally the role of the
changing perception in the formation of regional collective security formations are to
be analyzed.
