Approved for public release; distribution in unlimited. / The collapse of the Soviet Union, and the associated end of global confrontation, has resulted in a dynamic process of changes, which has transformed the entire security situation in the Baltic Sea region. In recognition that NATO is becoming an organization able to extend stability and security throughout all of Europe, Latvia has considered membership into NATO a key to the solution of the Baltic security dilemma. This thesis examines the influence of NATO institutions on the Latvian security environment, in advance of Latvia's full-fledged membership into NATO. The analysis is particularly concerned with the gradual growth of various NATO cooperative institutions by which NATO will extend its influence in the strengthening of security and stability in the Baltic Sea region. The analysis concludes that NATO's involvement with Latvia has had multiple positive effects, including increased security, transformation of armed forces, and creation of a new framework in Latvian-Russian relations. / Captain, Latvian Armed Forces

In Europe, public relations are not defined, particularly, in the former USSR republics. The author examined one of the Baltic States Latvia to find out if there is a relationship between public relations practitioners' educational background to roles performed.Forty-eight public relations practitioners of two public relations associations in Latvia comprised the sample, resulting in a 42 percent response rate. The questionnaire included 23 questions dealing with education, performance, and public relations defining.Public relations practitioners in Latvia are young in age and majority of them held managerial positions and earn high wages for Latvia standards. Most of the practitioners' have communication science degrees and only 34 percent of practitioners have degrees in public relations.Public relations organizational structure and job responsibilities are in the development stage in Latvia because employees perform job functions that are not related to their job titles.Public relations in Latvia are seen as being in a "transitional stage that helps organizations enter free market." At the same time, practitioners' define public relations being mainly concerned about communication functions like publicity and image building/reputation. / Department of Journalism

The decades following the fall of the Soviet Union have seen drastic changes in society and culture within Europe. The desire to create a unified, pan-European historical narrative has been challenged by the expansion of the European Union. Previous Western European discourse of history has been confronted by the alternative perspectives of many former Soviet countries, such as Poland, Hungary, and the Baltic states. One of the greatest challenges to a new, inclusive pan-European narrative has been the perceived exclusion of Holocaust recognition in these former Soviet-bloc countries – a topic made more volatile considering the vast majority of the violence of the Holocaust took place in Central and Eastern Europe. Recent governmental decisions regarding the recognition of the Holocaust in Eastern Europe have been extremely disconcerting to Holocaust scholars and survivors, as well as the broad Western European community. But Eastern Europe insists that they are not neglecting Holocaust narratives in their respective countries; instead, they claim the lack of Western recognition of their suffering under Soviet rule has forced them to compensate by focusing their attention on an exploration of Soviet oppression. Eastern European scholars maintain that the best way forward is to embrace a pluralist narrative that recognizes both the victims of the Holocaust and the Soviet project. This thesis analyses the adoption of memory pluralism in two places of cultural memory of one Eastern European city – Riga, Latvia.

Russia’s recent increase in acts of aggression against bordering nations is concerning. After Russia’s annexation of Ukraine’s Crimean peninsula, many wondered if the world should anticipate a Baltic intervention. This paper seeks to analyze this question through a comparative study of Russia’s recent interventions in Georgia and Ukraine, an analysis of the Estonian and Latvian Russian-speaking population, and an analysis of the NATO alliance’s strengths and weaknesses in deterring a possible Russian threat. From my analysis, I conclude that a conventional Baltic intervention is unlikely. However, I also conclude that the NATO alliance is not prepared to counter non-conventional acts of aggression and that these tactics could become more common in international conflicts. Therefore, I also conclude that a non-conventional Baltic intervention from Russia is possible and, consequently, the alliance should re-examine its framework.
