An analysis of the training needs of Italian secondary school teachers of English as a foreign language

This thesis is concerned with the training of Italian secondary school teachers of English as a Foreign Language. It identifies the training needs and requirements of these teachers and subsequently analyses in-service training courses offered both in Italy and the UK. The, aim is to see if these courses meet the requirements and expectations of Italian trainees and, if not, to develop recommendations on how these courses could be improved. The starting point of this research is the increased recognition of the effectiveness of the non-native speaking teacher. While in the past native English speakers were perceived as the 'ideal'. teachers of the language, it has recently been recognised that non-native English speaking teachers have an equal chance of becoming successful teachers. However, there has been very little research focusing on the requirements of non-native English speaker trainees and similarly there has been minimal feedback on what works and does not work in teacher education programmes. This thesis aims to contribute to the ongoing teacher related research in order to gain a deeper understanding of the specific training requirements of Italian teachers of E.F.L., so that their full potential may be realised. The thesis illustrates in detail the Italian school system, the Modem Foreign Language undergraduate curricula and the recruitment system for teachers in Italy, three elements which play a crucial role in determining the in-service training needs of Italian teachers of E.F.L. The thesis also provides a detailed description of the Italian State Special Project for Foreign Languages (P.S.L.S.), a national training project aimed at in-service teachers of Foreign Languages. The thesis analyses data coming from surveys aimed at Italian teachers of English. One survey devised by the author was carried out among teachers attending training events at the British Council in Milan. A second survey analysed was based on data provided by the I.R.R.S.A.E. (Regional Institute for Research and In-service Training) Lombardy, resulting from a questionnaire completed by a large number of lower and higher secondary school teachers of English working in the region. The results of the analysis of these surveys provide important information about the requirements of these teachers and identify where these needs have not been satisfied in the training courses they have attended in the past. The thesis subsequently examines the training courses currently available to Italian teachers of E.F.L., both in Italy and the UK. Data coming from a survey conducted among P.S.L.S. trainers supply information about the general structure and content of these courses. The thesis also analyses material obtained from UK institutions and illustrates, and comments on, the variety of programmes of study currently available to Italian teachers of English. Suggestions are put forward on how both P.S.L.S. and UK based courses could be improved in an effort to overcome trainees' difficulties and meet their requirements and needs. The thesis concludes with recommendations for further work which include those areas where the analysis of teachers' requirements would benefit from expansion and where the evaluation proccss of existing training courses could be refined.

Developing an e-learning training package for academic staff in one university in Saudi Arabia

The focus of this study is the development of an e-learning training package for the academic staff in King Faisal University (KFU) in Saudi Arabia. Evidence suggests that there is a lack of training for academic staff in Saudi Higher Education on how to integrate e-learning in their teaching. Despite this, very little attention is paid in the research literature to the design and evaluation of e-learning training. There is no clarity therefore about what constitutes effective e-learning training in higher education. This study aimed to design, implement and evaluate a training package for the academic staff. The study was conducted in two phases: 1) identifying the e-learning training needs and preferences of the academic staff in KFU; 2) designing, implementing and assessing a training package based on identified needs and preferences, e-learning training literature and common learning theories in the field. The study was qualitative. In phase one, 69 questionnaires and 17 interviews were analysed. The survey findings showed that the academic staff do suffer from the lack of training. Furthermore, the data showed a disagreement with the existing literature about the factors that limit the academic staff’s use of e-learning. The academic staff’s preferences for their future e-learning training were also determined and used to inform the design of the training package. Key design features of the training package included: covering both technical and pedagogical aspects of Blackboard; using blended delivery and using both cognitive constructivism and social constructivism to underpin its pedagogy. Evaluation data collected from a range of sources suggest that the academic staff responded well to the design features of the training package and that the training had a positive influence on their practice. The study has proposed a model for the design and evaluation of e-learning training in higher education that based on five generic criteria including ownership, intersubjectivity, contextualisation, transformational potential and evidence based.

An investigation of e-portfolio implementation in the Malaysian Skills Training Programme (MSTP)

The Malaysian Skills Training Programme (MSTP) is a sub-division of Malaysian Vocational and Training Education (VET) under the jurisdiction of the Ministry of Human Resource, Malaysia. The programme was developed to prepare skilled workers for employment in the ‘blue collar’ sector. The Malaysian Ministry of Higher Education and the UNESCO-UNEVOC believe that the VET should be upgraded to offer a more professional service in which ICT (Information and Communication Technology) applications such as electronic learning need to be explored and harnessed (Kafka & Dale, 2013). This thesis investigates the implementation of an electronic portfolio (E-portfolio) in one accredited Skills Training Institution in Malaysia. The research aim was to deploy an E-portfolio which was developed using MAHARA software with several skills training courses in one training semester. The idea of a ‘threshold concept’ was adopted to provide guidelines to direct the E-portfolio development and implementation. Kolb’s Experiential Learning (KEL) and Competency Based Training (CBT) were the main reference theories informing the design of the E-portfolio process of use. Based on quasi-experimental design, the system’s implementation included groups of students in 2013 and 2014 cohorts. Upon completion, the use of the E-portfolio was evaluated to determine the system’s impact and its effectiveness in the teaching and learning process. A mixed methods research approach was used, consisting of assessment rubrics, survey questionnaires, e-mail interviews, online communication and document reviews. A respondent’s validation based approach called a ‘report-and-respond enquiry’ was executed at the end of data analysis to validate the findings. Qualitative and quantitative data showed that the E-portfolio could contribute to the improvement of several aspects of teaching and training such as communication, reflection on practical work, motivation of learning, progress based learning, and the construction of new knowledge. In addition, senior staff believed that the use of an E-portfolio would benefit the institution by saving printing costs and enhancing the institution’s image to the public and to the awarding body. The findings suggested that, when blended with the current traditional training pedagogy, the E-portfolio system has the potential to be implemented as a showcase E-portfolio, used for online assessment or can be used as a teaching approach. The email interviews and Facebook communication revealed that user attitudes and the support required for the use of the E-portfolio are the biggest challenges. Based on these findings, a scaffolded approach to the implementation of E-portfolios in MSTP is recommended. The key outcomes of this research are the E-portfolio scaffolding strategies in the MSTP that could be deployed at other Skills Training institutions or organizations which intend to explore the use of E-portfolios in the future.

A systematic method to develop work-based training for SMEs

Training plays a key role in bridging employer skills needs and in raising the productivity of employees and individual firms. Many large organisations have long established in-house training programmes and the means for progressive personal development for employees. However, Smaller to Medium sized Enterprises (SMEs) have not mirrored the same. SMEs are less likely to provide off the job training to employees because of operational demands. There is a lack of structured approach to training within a SME. Despite the vast array of training programmes available to SMEs, very little has been done to tailor the training to the specific learning needs of SMEs. Web Based Training Environment (WeBTiE) is a tailored online training solution specific to a SMEs’ training needs. The portal within which online training is provided is the collaborative efforts of the Employer, Employee and Training Vendor. The portal encapsulates not only the learning content, but provides the learning support necessary to guide employees through the training and reinforce work-based practises with the use of a Community of Practice. Unlike many other training models the originality of this model is that it combines Pedagogy principles in the development of the training programme, along with e-learning model, Etivities for Structured On The Job Training. The generic nature of this model allows it to be adaptable for SMEs in a variety of industries and the tailoristic feature provides the flexibility necessary to permit the adaptability. This thesis focuses on the barriers SMEs face when attempting to train employees. By determining employee learning and training needs and establishing a ‘Learning Foundation’, can we move forward with the development of a training programme commissioned for SMEs. The work in this research is underpinned by learning theories and online learning and the application of these (adapted if necessary) in the context of the day-to-day constraints typical of SMEs.

Os saberes do Pregoeiro : um estudo à luz da noção de Knowing-in-Practice

Os pregoeiros são os servidores responsáveis pela condução dos processos licitatórios de aquisições e contratações dos órgãos públicos no Brasil. A função de pregoeiro, apesar de sua complexidade e importância à eficiente utilização dos recursos públicos, vem sendo negligenciada pelo Estado. Até o momento não há uma carreira específica ou remuneração condizente ao risco dessa atividade. Os métodos e análises realizadas por este estudo, à luz dos Estudos Baseados em Prática (EBP) e do knowing-in-practice, permitiram melhor visibilidade aos elementos tácitos que compõem os saberes os pregoeiros desenvolvidos no seu cotidiano de trabalho. Partindo da identificação e descrição de suas práticas de trabalho, a função pregoeiro caracteriza-se pelo acúmulo e sobreposição de atividades, dificultando assim desenho de um perfil para a mesma. Outra característica inerente a função é a presença de uma forte estrutura normativa a qual norteia e permeia esse trabalho. A partir dos discursos dos entrevistados, constatou-se que o Curso de Formação de Pregoeiros demonstrou-se insuficiente para desenvolver as habilidades de negociação e conversação e os aspectos atitudinais da atenção, equilíbrio e retidão necessários à sua prática. Assim, a aprendizagem no cotidiano de trabalho dos pregoeiros ocorreu de forma situada através dos conhecimentos informais e tácitos, compartilhados por meio das interações sociais entre os servidores, facilitada pela estrutura em rede dos Institutos Federais de Educação, Ciência e Tecnologia (IFs) (instituições pesquisadas), fóruns e comunidades de praticantes, confirmando assim a perspectiva do knowing-in-practice. Afirma-se então que o desenvolvimento dos saberes do pregoeiro não está descolado de suas práticas de trabalho. A partir dos elementos identificados neste estudo, sugerem-se ações para melhoria das condições de trabalho, desenvolvimento e reconhecimento profissional do pregoeiro. Um olhar mais sensível da sociedade e dos representantes políticos é necessária, dada a importância estratégica do papel do pregoeiro na garantia da qualidade do gasto público. / Public Procurement Officers are the public servers responsible for conducting bidding processes of acquisition and hiring for public organs in Brazil. The main duty of the Public Procurement Officer, despite its complexity and importance to the efficient use of public resources, has been neglected by the state. Still, there is no specific career or equitable salary which represents the risks of this activity. The methods and analysis made by this study, considering Practice-Based Studies (PBS) and of knowing-into-practice, allowed a better visibility in the tacit elements that build the knowledge Public Procurement Officers have developed in their daily work. Starting with the identification and description of their practices at work, the Public Procurement Officer function is characterized by the accumulation and overlapping of activities, making it difficult to draw a proper profile to the function. Another intrinsic characteristic of the Public Procurement Officers' function, which directs and permeates this paper, is the presence of a normative structure. Through the speech of the interviewees it was possible to state that the Basic Training Course Public Procurement Officers take is not sufficient to develop the negotiation and reasoning skills and the attitude of attention, balance and rectitude needed to the practice of this function. Therefore, the Public Procurement Officers’ learning process happens throughout informal and tacit knowledge, shared through servers’ social interaction – facilitated by the structure in network from Federal Institutes of Education, Science and Technology (FIs) (institutions where the research took place), online forums and communities, corroborating the knowing-in-practice perspective. It can be stated that the knowledge development of Public Procurement Officers is not disconnected to their practice. Based on the elements identified in this study, some actions are suggested to improve the working conditions, development and recognition of the Public Procurement Officers. A more sensitive consideration from society and from political representatives is necessary, given the strategic importance of Public Procurement Officers’ role in assuring the public money is being well spent.

The impact of blended learning in improving the reaction, achievement and return on investment of industrial automation training

There has been a significant increase in the level of remote or distance learning using the Internet, often referred to as e-learning or online education. E-learning is often combined with classroom instruction and on-the-job training and this is referred to as blended learning. The purpose of this research is to investigate the impact blended learning has in improving engineering training in the engineering field of industrial automation. This is especially in improving the reaction, achievement and return on investment of learners compared to that of only the traditional classroom or e-learning approaches. One of the gaps in current research is the examination of the impact of blended learning in improving engineering training. The research revealed significant growth in the use of e-learning for engineers and technicians. There would however appear to be a large number of engineers and technicians who were disappointed with their experiences of e-learning. Significant concerns were also identified in the efficacy of e-learning and the lack of hands-on experience in this form of training for engineers and technicians. Suggestions are made as a result of the research into addressing these issues.
