This thesis focuses on the issue of working licences for sworn interpreters. Sworn interpretation is a service used in both the private and the state spheres when there is a need for sworn interpreting or translation. The interpreting work or translation is then performed by sworn interpreters appointed by the state. The conditions for appointing a sworn interpreter are subject to legislation. However, concisely speaking the service guarantees that the translation or interpreting work performed by a state-appointed sworn interpreter conforms to the original text. The translation or interpreting work is furnished with the sworn interpreter's personal seal, and can then be used during dealings with the authorities and so on. In this work I have examined the legislative framework of sworn interpreting, the economic justification for the working licences and the practical experience of translation agencies that make use of the services of sworn interpreters. I have contacted a total of 44 translation agencies through questionnaires and this has allowed me to make a genuine assessment of their experience. In addition to these agencies I have also contacted all the regional courts with powers to appoint sworn interpreters in order to ascertain their approach to the interpretation of legislation as it stands. In the conclusion I summarise all the theoretical and practical experience I have uncovered and the contribution of my work.

Authorisation to radio and television broadcasting Abstract This thesis entitled Authorisation to radio and television broadcasting deals with issue of regulation of access to medial market in the Czech Republic. This thesis is based on analyse of legislation and case law of administrative courts. Main source of broadcasting regulation is Radio and Television Broadcasting Act no. 231/2001. There are two administrative acts authorises to broadcasting and rebroadcasting. Administrative act called licence authorises to broadcasting while registration authorises to rebroadcasting. Both licences and registrations are granted by Council for Radio and Television Broadcasting. This thesis primarily deals with granting, changes and termination of this administrative acts. This thesis is divided into ten parts. Part One deals with reasons of regulation of radio and television broadcasting by state. Broadcasting is primarily regulated because of limited resources and protection of public interests and some social wide values. Part Two briefly describes legislation related to broadcasting and its evolution after 1990. Resume A relationship between trademark protection and copyright protection under the czech law Both trademarks and copyrights are imovable articles and are parts of intellectual property. A Trademark is stated in the Trademark Code n. 441/2003 as a mark which is used to identify products or services produced by one person (an individual or a legal entity) and distinguish them from products and services produced by another one so that consumers are able to recognize the origin of the products or services. According to the law the mark is a name, word, phrase, logo, symbol, color, design, image, or a combination of these elements, it must be created in graphic form perceptible objectively. The mark must be distinctive, original and it must have a relationship with a product or service. A mark complying with all the above mentioned conditions can be registered at the particular Trademark office and subsequently obtain a trademark certification and protection. Diplomová práce se zabývá stanovením hodnoty licence k využití patentované technologie. V teoretické části jsou popsány otázky právní ochrany vynálezů, definuje se pojem ?licence? a jsou uvedeny základní metody oceňování nehmotných statků, z nichž pro ocenění licence byly vybrány: metoda MRCM, pravidlo 25 %, metoda DCF a metoda reálných opcí. Praktická část je zaměřena na aplikaci vybraných metod oceňování s použitím reálných údajů konkrétního podniku. Z provedeného srovnání výsledků vyplývá, že metoda reálných opcí je pro účely hodnocení tohoto typu nehmotných statků nejvhodnější.

>Magister Scientiae - MSc / Assessing groundwater-surface water interaction as a decision-making tool licensing water use South Africa: Case study area of Gevonden Farm is the title of the current study with the context that arises from the use of GRAII methodology which uses quaternary catchment boundaries for groundwater abstraction water use licence application assessment during decision making. The problem is that the quaternary catchment scale approach does not provide the scientific bases for site specific scale. The current study argues that such approach provides realistic, practical information at site specific scale and therefore informs the issuing of licences more accurately. The aim of the current study is to improve understanding of how the assessment of groundwater abstraction water use licence should be carried out at a site specific scale to improve decision making during licence issuance. The objective of the study is to outline the scientific study and demonstrate how the investigation that leads to the decision making can be conducted. The study was carried out using hydraulic methods such as pumping test and geochemical analysis method. Hydraulic properties were determined and chemical elements were analysed for and compared with the SANS 241 water quality standards for domestic and agricultural use. Hydraulic properties such as hydraulic conductivity (K), transmissivity (T), yield and storativity (S) were determined. Major and minor ions that are required to be analysed for domestic and agricultural water use were analysed. Piper diagrams and FC method were used to analyse data. The piper diagrams plotted indicated that surface water is mixing with groundwater and that means there is connection between groundwater and surface water. The chemical elements analysed for were compared with SANS 241 water quality standards for domestic and agricultural use. The water quality on the investigated site can be categorized as having good water quality. A sustainable yield estimated from the two boreholes (BH03 and BH05) which was 1.02 Ɩ/s. The available drawdown estimated with reference to the boreholes water strikes that were determined by EC profiling were 135 mbgl from both boreholes. The study recommends the issuance of water use licence with conditions that chemistry of water should be analysed for once a quarter and boreholes water levels should be analysed for once a month.

Hidden Markov models for robust recognition of vehicle licence plates

In this dissertation the problem of recognising vehicle licence plates of which the sym¬bols can not be segmented by standard image processing techniques is addressed. Most licence plate recognition systems proposed in the literature do not compensate for dis¬torted, obscured and damaged licence plates. We implemented a novel system which uses a neural network/ hidden Markov model hybrid for licence plate recognition. We implemented a region growing algorithm, which was shown to work well when used to extract the licence plate from a vehicle image. Our vertical edges algorithm was not as successful. We also used the region growing algorithm to separate the symbols in the licence plate. Where the region growing algorithm failed, possible symbol borders were identified by calculating local minima of a vertical projection of the region. A multilayer perceptron neural network was used to estimate symbol probabilities of all the possible symbols in the region. The licence plate symbols were the inputs of the neural network, and were scaled to a constant size. We found that 7 x 12 gave the best character recognition rate. Out of 2117 licence plate symbols we achieved a symbol recognition rate of 99.53%. By using the vertical projection of a licence plate image, we were able to separate the licence plate symbols out of images for which the region growing algorithm failed. Legal licence plate sequences were used to construct a hidden Markov model contain¬ing all allowed symbol orderings. By adapting the Viterbi algorithm with sequencing constraints, the most likely licence plate symbol sequences were calculated, along with a confidence measure. The confidence measure enabled us to use more than one licence plate and symbol segmentation technique. Our recognition rate increased dramatically when we com¬bined the different techniques. The purpose of this thesis is to deal with copyright law institutes which are applied in a theatre field. It is important to bear in mind that there is not special legal regulation of copyright law when it comes to the theatre field. The reason is most likely because of diversity within art, which is not easy to be covered by legal regulations. Also there is not enough space for theatre field as it is necessary in Czech copyright law. Another goal of this thesis is to provide audience from theatre field with information included in this work. That fact was also taken into account. Besides introduction and conclusion the thesis is devided into ten chapters. Firstly there is a list of theoretical terms which are essential for understanding the thesis and later there is analysis of specific institutes. Introducing chapter number two defines list of theoretical terms from both theatre and copyright law field. Only a few of them are explained for easier understanding of following chapters. Third chapter deals with license agreements, as it is essential term in copyright law field. Fourth chapter introduces contracts of work and consists of two subchapters.
