It investigates the process of rganization, the dynamics of functioning and which the strategies used for the effectuation of the Local Advice of Health, considered as a new space of negotiation between State and Society. The research procedures had constituted in literature revision on the thematic ones that they surround the research object, systematization about the politics of health in Brazil as determinative of the configurations of the municipal politics and inquiry of the local reality through documentary research and interviews with the significant citizens that had lived deeply the experience of implantation and development of the Local Advice of Health in Ponta Grossa. / Este estudo analisa a participação da sociedade na gestão da saúde pública a partir da criação dos Conselhos Locais de Saúde, no município de Ponta Grossa - Paraná após 2002. Investiga o processo de organização, a dinâmica de funcionamento e quais as estratégias utilizadas para a efetivação dos Conselhos Locais de Saúde, considerados como um novo espaço de negociação entre Estado e Sociedade. Os procedimentos de pesquisa se constituíram em revisão de literatura sobre as temáticas que cercam o objeto de pesquisa, sistematização sobre as políticas de saúde no Brasil como determinantes das configurações das políticas municipais e investigação da realidade local através de pesquisa documental e entrevistas com os sujeitos significativos que vivenciaram a experiência de implantação e desenvolvimento dos Conselhos Locais de Saúde em Ponta Grossa.
