Ping Tung county government leads the ¡§Blue Fin Tuna Festival¡¨ which takes the production culture to the high peak. Through the different festival¡¦s long term programs conducts by the government, various trades and professions are rising expand and development. These do help the civil life and local economic. ¡§Creative Culture Business¡¨ becomes the main strategy of global tourism, include the England, Australia, Denmark, Japan, China, Singapore, Finland and more countries even to legislate, the result is great. ¡§Culture Business¡¨¡Xthis term used by Taiwan since 1994, and that was the time when the Council for Culture Affair highly promoting the societies mass construction, and brought the idea to combine the culture and products in one, which connect with local character to excavate the development of products and helping solve the jobless problem. This attracts the focus of many.National plan for year 2008, ¡§Creative Culture Business¡¨ is the second plan on the list. Local culture business needs creative design, creative selling and creative managing. The government department drives the plan and regional people as the main body to take the responsibility, to initiate, to manage and get the benefit. Use local characteristic of literature and history, technic, natual resource as the base to build up the ¡§Creative Culture Business¡¨ The Art festival of England is the most famous and successful culture festival around the world. It has a long history tradition, human art, and injecting the new creative idea to keep the activity so long. Which last 57 years. So we take it as a case study to find out the ways of successful. Pingtung county government promotes the Kenting Wind Chimes Festival as the culture activity, the feed back from the tourism business: ¡§What amazing! The tourism business culture activity starts from purely fictitious.¡¨ Before from October to March is the low season of Heng Chung area because the strong wind blow from the mountain, but now, through the culture activity, this area become very popular and brought out the business of making wind chimes. We took last tow years Kenting Wind Chimes Festival experience as a case study and do some detail analyzing through the survey in order to find out how the activity satisfy the local development and provide some references to help future activity. Bakalauro baigiamajame darbe analizuojamas Leader programos įgyvendinimas Radviliškio rajone. Pirmoje bakalauro baigiamojo darbo dalyje nagrinėjami kaimo plėtros įgyvendinimo aspektai, pasitelkiant Lietuvos ir užsienio autorių įžvalgas atskleista kaimo plėtros samprata bei raida. Atskleista Leader metodo samprata, apžvelgti metodo principai, įgyvendinimo etapai. Taip pat šioje dalyje išanalizuotas Leader programų įgyvendinimas Lietuvoje. Empirinėje bakalauro baigiamojo darbo dalyje atliekama Leader programos įgyvendinimo Radviliškio rajone situacijos analizė, analizuojama vietos plėtros strategija bei jos įgyvendinimas. Taip pat atliekamas VVG veiklos vertinimas procesų aspektu. Kokybinių duomenų rinkimo metodas – formalizuotas interviu su informantais (vietos veiklos grupės atstovais, seniūnijų seniūnais ir bendruomenės pirmininkais) ir su ekspertu (Šiaulių univeriteto socialinių mokslų fakulteto dėstytoju, Kaimo plėtros tyrimų centro direktoriumi). Remiantis teorinėje dalyje aprašytais Leader metodo principais, sukonstruotas tyrimo instrumentas – interviu klausimynas. Jo pagalba apibrėžiamos Leader programos įgyvendinimo Radviliškio rajone tobulinimo galimybės, vietos plėtros strategijos įgyvendinimo problemos, jų priežastys, nustatytos strategijų tobulinimo galimybės. Atlikta Leader principų bei neurbanizuotų vietovių funkcijų įgyvendinimo Radviliškio rajone analizė, bei stiprybių ir galimybių analizė. / There is analyzed realization of Leader programme in Radviliškis area in this Bachelor’s thesis. There are analyzed aspects of realization of rural development in the first part of Bachelor’s thesis. Also, through some insights of Lithuanian and foreign authors and opinion, conception and evolution of rural development is revealed. The conception of Leader method is revealed, principles of this method and stages of implementation are reviewed. Moreover, the Leader programme realization in Lithuania is analyzed in this part of Bachelor’s thesis. In empirical part of this Bachelor’s thesis the situational analysis of Leader programmes’ realization in Radviliškis area is performed, local development strategy and its implementation are analyzed. Moreover, local activity groups performance is evaluated by aspects of processes. The method of qualitative data collection – formalized interview with informants (representatives of local activity group, elders of parish and councils of communities) and with an expert (Šiauliai university Social Sciences Faculty, Rural Development Research Center Director). The survey instrument – interview questionnaire – was designed basing on principles of LEADER method in theoretical part of Bachelor’s thesis. The introduction of this thesis themed "Local Action Group Rakovnicko and its importance for the regional development" focuses on the questions of the beginning a development of European's cooperation. In context of entry Czech Republic into the European Union handles this thesis about the birth of native regional policy and actual conditions of pumping European funds. Separate theme is the meaning of method LEADER for the development of rural regions in the Czech conditions and community effort to establish the cooperation with private sector based on local partnership. The Local Action Group Rakovnicko tries to apply the mentioned method and forms for small communities needed background and conditions. The aim of this thesis is to create a project for small town of Jesenice, which is focused on the development of tourism.
