In the first part essentials and components of strategic activity of Lithuanian rural communities, law deeds are analyzed. In the second part methods and process of research are described. In the third part strategic attitudes of 5 Zemaitija region's local work groups, which represent this region's rural communities, are discussed, situation of region's rural communities, demands of inhabitants and phases of strategie's formation are analyzed.

Vietos veiklos grupės kaip socialinės inovacijos generavimo priemonė / Local action groups as a tool for social innovations

Lietuvoje egzistuoja ryški regionų diferenciacija. Kaimo plėtros sąlygos ypač pasikeitė Lietuvai įstojus į Europos Sąjungą (ES). Tapus ES nare, Lietuva įgijo teisę įsijungti į LEADER+ – kaimo plėtros programą, kurios pagrindinis tikslas – remiantis novatoriškomis priemonėmis modernizuoti kaimo plėtrą. LEADER metodo iniciatyva sukurtos Vietos veiklos grupės (VVG) pagal organizacijos struktūrą yra naujas partnerystės modelis, kuriam suteikta sprendimo priėmimo teisė. VVG naujumas pasireiškia tuo, kad jungia skirtingų sričių, o tai reiškia ir skirtingų interesų atstovus. Tokia partnerystė skatina naujų idėjų atsiradimą bei inovacinę veiklą. Socialinės partnerystės principas neakcentuoja subordinacijos, o VVG atveju galima manipuliacija galiomis, siekiant patenkinti savo interesus. VVG skatina aktyviai įsitraukti regiono dalyvius į horizontaliais tarpusavio santykiais pagrįstą vietos plėtros procesą. Savanoriškas žmonių bendradarbiavimas dėl bendrų tikslų stiprina pilietinę visuomenę ir pabrėžia demokratinius visuomenės principus. VVG gali kurti strategijas, kurios skatintų socialinio kapitalo augimą. Piliečių dalyvavimas, pagrįstas bendradarbiavimu ir tarpusavio pasitikėjimu, yra vienas iš pagrindinių būdų didinti socialinį kapitalą. / A marked regional differentiation exists in Lithuania. The conditions of countryside development have especially changed since Lithuania joined the European Unijon (EU). Having become a member of EU, Lithuania acquired the right to participate in LEADER+: a program which aims to modernize countryside development on the basis of innovative methods. Local Action Groups (LAG), created under LEADER initiative, have decision-making rights. Because of their organizational structure, LAGs are considered to be a new partnership model, which novelty is in uniting stakeholders. Such partnership promotes the appearance of new ideas and innovational activities. The principle of social partnership does not put an emphasis on subordination, allowing power manipulation within LAGs when required. LAGs promote an active engagement of regional participants in the horizontal community development . The voluntary cooperation of people working together towards the common goals strengthens civil society and emphasizes the democratic principles on which the society stands. LAGs can create strategies which promote the enlargement of social capital. The participation of citizens on the basis of cooperation and mutual confidence is one of the main ways to enhance the social capital.
