This research document addresses the study of the competencies and skills required by executive municipal managers in the O.R. Tambo District Municipality. Dissertation focuses on questions such as “What is it that executive municipal managers, manage?” What generic management processes do these executive municipal managers, apply?” “What management technique and strategies do these managers employ to deliver services?”; “Under what circumstances do executive municipal managers manage?” In order for executive municipal managers to claim proficiency (competitiveness and skills), a clear discussion of the meaning and competency and skills is provided in this. Identifying and providing a meaningful narration of the characteristics of a competent and skilful executive municipal manager as being a person who has self-respect, high level of emotional intelligence, qualitative in nature, with reasonable adaptive ability by continuously learning and developing with high ethical and professional integrity. In all his/her attempts these executive municipal managers need to be innovative in nature, undertake constant networking and always be informative by character. Such a person is productive problem solver and continuously communicates vertically and horizontally within the hierarchy of the organization. All these discussions are denoted in the diagram indicate below. This research document has undertaken an empirical research to analyze the perception of executive municipal managers in terms of the diagram below and ultimately provide a narrative analysis of the developmental government such as the O.R. Tambo District Municipality.

Service delivery protests as a catalyst for development: the case of Ethekwini municipality

Many have described South Africa as a protest-rich nation. Some have defended this high level of protest as an indication that this country has a functional democracy where peoples’ right to raise their dissatisfaction with government through protesting is protected. These protests take different forms, with some displaying signs of criminality where protesters vandalise private and public property, while others proceed peacefully. This project examines and interprets the dynamics and circumstances surrounding these events and processes through empirical research, and explores their relationship to development. This dissertation attempts to establish what motivates people to engage in these protests, to assess the impact and consequences of protests in South African local communities, and to assess whether the different forms of protest were effective in compelling government to address protesters' developmental demands. The research undertaken was of a qualitative nature, and the researcher sourced the information from community members and community leaders. As the process of collecting empirical data unfolded, it became clear that the Marianridge and Umlazi Z Section case studies presented in this dissertation indicated that developmental local government without public participation is ineffective.

An analysis of the affirmative action policies and strategies of Oostenberg Municipality

Masters in Public Administration - MPA / Local authorities in the Western Cape have all initiated affirmative action policies to address past discrimination and ethnic inequalities, however ineffectual they may have been up to now. The debate arises; what kind of programme should be adopted to address issues such as discrimination, economic and social upliftment for disadvantaged groups and individuals? Oostenberg local authority organisation in the Western Cape is a functionary in the socio-economic rejuvenation of the poverty stricken, formerly deprived and most oppressed people of the Cape Metropolitan area. Transformation has not heralded the implementation of developmental strategies or the initiation of programmes, to address the huge inequalities that exist between black and white communities. This study argues that Affirmative Action should address holistic transformation of disadvantaged groups and individuals, to utilise the development potential of society to it's maximurn. The racial inequalities that pervade all aspects of life in South Africa are major factors contributing to racial hatred and civil disobedience. Apartheid has been formally eradicated from the South African Constitution, however, the vast differences between the opulent white minority and the increasing black majority is a reason for concern. Legislation has been promulgated to ensure that all private and public sector organisation adhere to, and commit themselves to the elimination of unfair discrimination in the workplace, however no amount of legislation can assure peace and harmony in a society filled with hatred. Affirmative action has been recognised as an agency to eradicate inequalities in income and status and to develop the human potential and ability. Those who benefit from affirmative action policies should be defined in terms of objective socio-economic principles, such as living conditions, education and income levels, to ensure that programmes target the genuinely disadvantaged. The growing feeling of discontent in the Western Cape is cause for concern and this is fuelled by the incorrect implementation of affirmative action. This study will utilise statistics, records, documents and interviews to obtain a detailed and descriptive analysis of strategies and policies thus far implemented in the Oostenberg Municipality. It is also the contention of this study that this organisation has applied limited policies and strategies to overcome the corrosive effects of discrimination.

The role of inter-governmental relations in the local economic development processes of the Cacadu District Municipality

The primary aim of this study was to examine the role of inter-governmental relations in the local economic development processes of the Cacadu district municipality. The sample for the study was selected from Cacadu District Municipality, with five respondents participating in the survey. A qualitative methodology was used in the data collection and item analysis. This showed that the research instrument had good reliability. The literature review reveals that municipal local economic development in South Africa does not rely exclusively on competition. The Cacadu district municipality developed an inter-governmental relations policy that outlines the inter-governmental system and structures that need to be established in the district. In terms of this policy, a number of inter-governmental structures were established, ranging from the Cacadu District Mayor’s forum through Communications and AIDS structures to the Integrated Development Planning and LED Forums. Apart from the Local Economic Development (LED) forum, the findings of this study reveal that there are two further LED-related structures in the Cacadu District Municipality (CDM), namely: an operational District Support Team and a Rural Economic Development Initiative. The co-ordination takes place at the IDP forum, during the IDP processes, and at the Mayor’s and Municipal Managers’ forum. During the time of the research, the CDM was reviewing its economic growth and development strategy. The findings of the study suggest that the district is moving away from planning for isolated local economic development projects. The case study of Camdeboo Satellite Aquaculture Project (CSAP) illustrates the impact of inter-governmental relations and co-ordination in the Cacadu District Municipality. The design of the Project took place between November 2007 and June 2008.A detailed Business Plan for both farming and factory operations over a ten-year period has been compiled and subjected to a thorough evaluation by the CSAP Project Steering Committee, which includes the Industrial Development Corporation, the Development Bank of South Africa, the Eastern Cape Development Corporation and Department of Agriculture, Forestry and Fisheries – with financial support from Thina Sinako (a joint venture between the European Union and the Eastern Cape provincial Treasury).

Co-operative governance and intergovernmental relations in South Africa : a case study of the Eastern Cape.

The ending of apartheid and the transformation process in South Africa, the transition to democracy brought with them fundamental changes to the form and function of the State. In particular, they bring a restructuring of co-operative governance and intergovernmental relations. The responsibilities, functions and powers of the three spheres of government (national, provincial and local) were changed and streamlined as stated in the Constitution of the Republic of South Africa Act, 108 of 1996. The system of intergovernmental relations delineated in the Constitution differs significantly from that of the previous dispensation, particularly in its ambitions to advance democracy and to improve service delivery to all South Africans. Of particular significance is the respect in the fact that instead of the inherently conflicting intergovernmental relations that characterises most modern states, the Constitution actively promotes co-operation between different levels of government. The Intergovernmental Relations Framework Act, 13 of 2005 was promulgated on 15 August 2005. The Act provides for an institutional framework for the three spheres of government to facilitate coherent government, effective provision of services, monitoring the implementation of policy and legislation, and realisation of developmental goals of government as a whole. All spheres of government must provide effective, efficient, transparent, accountable and coherent government in order to ensure the progressive realisation of constitutional rights. One of the most pervasive challenges facing the country as a developmental state is the need for government to redress poverty, underdevelopment, marginalisation of people and communities and other legacies of apartheid and discrimination. This challenge can only be addressed through a concerted effort by government in all spheres to work together and integrate as far as possible their actions in the provision of service, alleviation of poverty and development of the communities. Co-operation and integration of actions in government depends on a stable and effective system of intergovernmental relations, one in which each of the spheres respect the relative autonomy of the other whilst appreciating the interrelatedness and interdependence of the three spheres. The study elaborated on the research as well as the research problem. In so doing, it further looked at the historical overview of the transition to a democratic South Africa which brought a significant change in the reconfiguration of the state. The studies further deals with a critique of co-operative governance and intergovernmental relations in the Eastern Cape and discuss the perspective on service delivery. In order to critically evaluate the notion of co-operative governance and intergovernmental relations in South Africa with specific reference to Eastern Cape, the study recommended that intergovernmental planning and budgeting, management of change, support and capacity building, communication and stakeholder engagement and institutional arrangement interventions be embarked upon. / Thesis (MBA)-University of KwaZulu-Natal, Durban, 2012.

Cross-border tourism planning and development: the case of the Lake Gariep Initiative

The concept of cross-border tourism planning and cooperation is investigated in reference to the Lake !Gariep Initiative. The field of cross-border economic planning and integration is an area of increasing interest in regional development studies. The Lake Gariep Initiative is an initiative to promote cross-border planning and development around nature conservation, water resource management, economic development, poverty alleviation and tourism in the three municipalities that surround the Gariep Dam. The Gariep Dam, which is largest dam in South Africa, is surrounded by three provinces. The region is also economically and politically marginalised as it has a small, dispersed population and a marginal contribution to the broader regional economy. Under these circumstances the coordination of resources between municipalities to develop and promote the region has been identified as a key success factor for the region. The Lake Gariep Initiative although strongly supported locally has over ten years failed to be institutionalised. This study examines the Lake Gariep Initiative in terms of the origins of the concept and the key challenges that have been faced in establishing a cross-border, development entity. Findings are based on an assessment of documents on the formation of the LGI, interviews with stakeholders involved in the process and an assessment of critical success factors in reference to national and international case studies. This study provides a review of the key challenges, benefits and critical success factors for cross-border tourism development in relation to the Lake !Gariep Initiative.

An assessment of the role of the local structures in development in the Sekhulhune District Municipality of the Limpopo Province

Text in English / The local structures are crucial component of development and they are intrinsically perceived as the epicentre of development. This is a qualitative social science study which embraces phenomenological observation to assess the role of the local structures in development in the Sekhukhune District Municipality. This study also wanted to establish the role of the local structures and their contribution to development in the Sekhukhune District Municipality. A phenomenological interviews and observations were conducted using scheduled interviews and interviews guides supported by, transcript interviews and a tape recorder. In addition, 160 participants were identified among the local structures. The Atlas TI software program was used for data analysis in order to achieve the aim and objectives of this study. The study postulated some recommendations which include inter alia: resource mobilisation, institutional capacity, and skills capacity in order to consolidate developmental local government. This study further recommended some policy options that include policy reform, policy formulation, and policy shift to better support local development and accelerate infrastructure roll-out to enhance service delivery for the benefit of development. It is in this context that the local structures are better placed to respond to the societal challenges bedridden service delivery. This study uniquely contributed to the new knowledge that stresses the correlation between the local structures and local development. It is in the light of this contribution that this study intended to further close the gap created between the local structures and local development. For further and future research, this study highlighted the land claims in the Sekhukhune District Municipality as the constraints towards development. / Development Studies / D. The interim Constitution and the 1996 South African Constitution are products of a compromise between various political parties, mainly those that advocated for a unitary system, for example the African National Congress (ANC) and the Pan Africanist Congress (PAC) were the leading proponents , anti the parties that advocated for a federal constitution, the significant ones being the Inkatha Freedom Party (lFP), the National Party (NP) and the Democratic Party (DP). The interim Constitution and the 1996 South African Constitution contain both unitary and substantial federal characteristics. The study deals with the origins of the federal idea and how the concept federalism is understood and applied internationally, and draws out some key characteristics that are common in federal constitutions so as to measure the interim Constitution and the 1996 South African Constitution against such common characteristics. The conclusion deals with recommendations of how the substantial federal characteristics could be effectively managed through intergovernmental relations / Political Science / M.A. (African Politics)
