The effects of lump sum unconditional grants on expenditure and revenue decisions and performance of South African municipalities

M.Com. (Development Economics) / The Local Government Equitable Share (LES) is a lump sum unconditional grant that is legally entitled to municipalities in South Africa. The grant aims to supplement municipal own revenues in the delivery of services. However, increases in the LES allocations to municipalities have coincided with increased service delivery protests and poor revenue management on the part of local government. Given these trends and the ultimate goal of the LES, it is important to assess the actual impact this grant is having on local government fiscal decision. This minor dissertation evaluates the impact of the LES on the expenditure and revenue decisions and performance of local government in South Africa. Specifically, the research seeks to ascertain the nature of such impacts in terms of how expenditure and revenue decisions are adjusted with this grant funding and whether such funds may be creating adverse incentives on the part of local governments to spend inefficiently and/or not maximising their effort in collecting own revenues. The analysis uses a cross sectional dataset for a sample of 129 municipalities for the 2009/10 municipal financial year, with the Stochastic Frontier Analysis as the primary methodology. The analysis finds that the LES has no statistically significant impact on municipal operating expenditure. This suggests that the funds from this grant might not have contributed to municipal service outputs in the 2009/10 financial year. Furthermore, the results found that the LES is positively correlated with expenditure inefficiencies and poor tax/revenue effort. This suggests that the LES funds create perverse incentives for local government to waste LES funds and not collect revenues from local taxes. The latter is due to municipalities substituting tax revenues with funds from the LES, hence resulting in the LES not having an impact on overall expenditure.

Essays on State and Local Government Finances

This thesis explores several aspects of state and local governments' finances and its interaction with the real economy. The first chapter explores the question of what the fiscal position of local governments is and how the financial market assesses it. I find that a large share of municipalities operate with a negative net position-akin to a negative book equity position in the corporate context. I find that most of the decline in the fiscal position originates from the accumulation of legacy obligations, i.e. pensions and other post-employment benefits (OPEBs); this is recognized by municipal bond markets through higher credit spreads. While accounting values from the annual comprehensive financial reports are informative, they are based on book valuations which potentially convey limited information about the economic value of assets and liabilities. Thus, I turn to the market valuation of local governments' equity by estimating an stochastic discount factor that matches the valuation of a wide range of assets in the economy to prices future tax and expenditure claims. Using market prices for tax and expenditure claims, and market valuations of liability positions I find that the market values of equity are highly correlated with the book values. The negative equity position-in terms of book and market values-for some local governments suggests the presence of implicit insurance by state and federal governments. In the second chapter I utilize quasi-experimental variation in Connecticut to causally estimate the policy response of local governments and the migration response of residents to a large fiscal shock. I find that local governments adjust tax rates to maintain stable tax revenues; there is no change in public employment levels and limited adjustments of public services. The micro data on people's location further allows me to causally estimate the migration elasticity to a change in property tax rates. I find evidence of inter-state migration in response to an increase in property tax rates; and no statistically significant response of intra-state migration. Detailed property and location choice data reveal the elasticity of migration with regard to the property tax bill. An increase in the property tax bill by ten percent leads to an average increase in the migration propensity by about 1.5%. In the third chapter I explore the contribution of the local fiscal constraint channel on the local economy. I show that the observed general equilibrium response to local labor market shocks contains an economically important amplification effect through local financial constraints. At the center of the local fiscal constraint channel is the housing market. Local governments in the United States receive a median share of 63.13% of own source revenues from property taxes. I show that exogenous shocks to local labor markets affect the housing market and exerts fiscal pressure on local government finances. Local governments-on average-increase property taxes and cut amenities. Both policy responses affect the relative attractiveness of a location which amplifies the initial shock. I estimate a multiplier of 1.7x through this local financial constraint channel for employment.

Empirical Essays on the Political Economy of Public Finance and Social Policy

This dissertation comprises three empirical essays in political economy. The first essay analyzes the implementation of a French social program by subnational governments following a decentralization reform. Using program implementation data, it shows that local political environments strongly influence implementation decisions after decentralization, and that decentralization results in an overall tightening of benefits. The second essay reports the results of a conjoint field experiment involving German welfare offices. Using random assignment of cues about ethnicity and other characteristics in requests to welfare offices, it is shown that putative non-German applicants receive replies at the same rate as putative Germans, but are disadvantaged in terms of the substantive quality of responses. This suggests that minority populations do experience discrimination when attempting to access social benefits. Finally, the third essay uses micro-level voter file data from Illinois to measure whether property tax limitations reduce participation in local elections. In contrast with prior research, results from panel regressions with matching adjustments suggest that tax limitations do not affect political participation negatively. Together, these essays contribute to our understanding of public finance and social policy in contexts characterized by multi-level governance.

Achieving local economic development through natural resource-based tourism in KwaZulu-Natal.

A number of development strategies and programmes are currently being explored in South Africa as a part of a renewed ihitiative to overcome the imbalances persisting from the apartheid era with respect to development, wealth, income and opportunity, and in order to address problems increasing unemployment brought on by the decline of traditional employment sectors. Local Economic Development (LED) is one such strategy that seeks to utilize local resources and skills in order to promote economic growth and create employment opportunities. Similarly, tourism, which has become one of the most critical forces shaping the world's economy, has been recognised as a potential growth alternative in South Africa, and is being increasingly implemented into LED strategies across the country. Although the studies that have identified the link between tourism and LED are increasing, it is clear that research on the topic remains limited. This research therefore contributes to the existing literature, and investigates how three localities in Kwazulu-Natal have identified the tourism potential of the locally available natural resources, and how different actors have embarked on tourism-based projects that have sought to achieve LED. A series of semi-structured interviews formed the principle research method and information was obtained over a period of a year from a number of key stakeholders and role-players in each case study. It was found that all three case studies have created employment opportunities and have empowered local communities through skills development and training. This research attempts to highlight the potential opportunities and limitations of the pursuit of natural resource-based tourism as a catalyst for local economic development, such that other localities that are seeking to adopt a similar approach may learn from these experiences. / Thesis (M.Sc.)-University of Natal, 2003.

As the economic reform deepened, private sector became the major force in the industrial expansion and collective sector diminished dramatically. Previous researches on the role of local government have been challenged. Instead of "local government as industrial firms" put forward by Andrew Walder, this dissertation proposes a new explanation "local government as agents". Local government has withdrawn from the direct intervention in firms' internal management. It turns to offer public services, as well as help firms to achieve institutional innovation and obtain scarce institutional resources. The firms will pay back to the local government in the forms of tax and other non-financial income. There are mutual selections between "agents" and "star" firms. Horizontal competitions between different governments always exist, and the "star" firms make use of these competitions to bargain with government to obtain more favorable policies. / Based on a case study of a privately-owned automobile enterprise (Geely Holding Group) in China, this study aims at exploring the interactions between institutional environment, local government and individual enterprises, as well as answering these two questions: Under an ambiguous institutional environment, (1) how can the private automobile enterprise deal with various institutional barriers and be able to survive and develop? (2) what role does local government play in this process? Informed by the work of Victor Nee, here in this thesis I put forward an integrated theoretical framework of institutions, local government, enterprises and social network in order to analyze the issues raised above. Qualitative research methods, such as participant observation, in-depth interview and archival research, were employed to collect data in the field. / Institutional ambiguity increases the cost of implementing rules and regulations on the local level, which makes local government more powerful in explaining and executing policies. Thus, local government has many chances to "filter" or "purify" institutional factors which are inconsistent with local interests, and share the profit with enterprises in its jurisdiction by helping them break through the institutional barriers. Based on the interaction between institution, local government and enterprises, cooperative alliance between enterprises and local government has been established, while the relationship between the central and local governments is covered non-cooperative. / It is found that institutional ambiguity is not only an obstacle but also an opportunity for organizational growth. Institutional ambiguity may create grey zones in the economic fields, where enterprises have chances to break through the administrative barriers with the help of local government. Economic and technical barriers can be partially lowered by administrative barriers. Local government and sustainable human development: local government as development agent in the promotion of local economic development

Thesis (PhD)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The research report investigates the theoretical foundation of the understanding of decision-makers at local government level of the term "development", with specific reference to local government as development agent and Local Economic Development. The choice of theoretical model by these decision-makers to conceptualise their understanding has historical and analytical antecedents, and secondly, the decision-maker is faced with a basic dualism in developmental thinking, ie. the emphasis on universalism (global competitiveness) on the one hand and the need for specificity (local economic development) on the other. The theoretical principles and assumptions on which the neoliberal and market-orientated approach to development is based are incorporated in the macroeconomic policy approach 'Growth, Employment and Redistribution' in South Africa. This approach has recently overshadowed the social welfarist developmental approach represented by the 'Reconstruction and Development Program' or Sustainable Human Development. The basis for specific policy formulation and intervention strategies are found in the theoretical assumptions, goals and objectives in each of these alternate approaches to development. The research design for the study is primarily qualitative. A semi-structured interview schedule is applied in directing in-depth interviews with identified central decisionmakers in metropolitan and larger "B" municipalities. The research design and process is constructed around three themes based on current and historic analysis of development thinking as a means to address poverty and inequality: theme 1 - theoretical understanding of the term development, Economic Growth in the formal sector versus Sustainable Human Development; theme 2 - the nature and relevance of participation by civil society in the Local Economic Development (LEO) process; and theme 3- Local Economic Development and the role of infrastructure investment, land use planning and zoning as intervention strategy. A benchmark position is developed on local government as development agent and LEO, using various sources, for example, interview with Director-General in the Department of Provincial and Local Government dealing with Local Economic Development, the Constitution of the Republic of South Africa and legislative acts and policy papers relevant to LED. This position is compared with the position held by local government decision-makers dealing with LED. The analysis of the information collected suggests that the theoretical perspective and policy framework on development, participation and strategies to address inequality and poverty, ie Sustainable Human Development (researchers title) held by the Department of Provincial and Local Government (DPLG) is not compatible with the definition and understanding of the majority of the decision-makers at local government level dealing directly with LED. The notion of participative development with anti-poverty strategies focussed on poor urban citizenry at the local level is not seen as the relevant theoretical or applied focus by developmental decision-makers at municipal level. In addition, limited knowledge is available to local government decision-makers on both formal and informal economic activity. In this regard, de facto leadership has already been handed over to formal-economy organisations and institutions. The idea of using land-use planning and zoning regulations to reorientate economic activity to low- and informal housing settlements and the reconstitution of low-and informal housing as sites of manufacture utilising flexible specialisation principles was positively received. However, the respondents were either not knowledgeable about these principles, for example; Globalisation of production and flexible production processes, or had not considered them in relation to their planning, land use or zoning and development functions. In the light of the above, the notion of local government as development agent with specific reference to addressing poverty and inequality utilising the Local Economic Development process as envisaged by the Department of Provincial and Local Government does not have the majority support of decision-makers at city and metro level. The majority of respondents defined the process of consultation as limited to formal economic sectors that were/could be competitive in the new global economy. The majority of decision-makers hold the view that the redefinition and location of sites of economic activity could be delegated to these formal sector organisations and institutions. Their common understanding of development and the related intervention strategies was based on formal sector growth and related job creation strategies, as well as the "trickle-down" of resources and opportunities to the informal sector. If they wish to remain relevant in this context the Department of Provincial and Local Government has to develop intervention strategies to reorientate and redefine the theoretical and applied definition of development held by the decision-makers especially with regard to Local Economic Development. If these issues are not addressed the form and shape of South Africa cities and metros will be based on the entrenchment and escalation of economic dualism and exclusion of the poor from any developmental decision-making and strategies. This has serious implications for the development of local democracies and developmental institutions based on the formulation and understanding of local conditions and circumstances of poverty and inequality and holds serious implications for social stability in the South African metros and municipalities in the future. / AFRIKAANSE OPSOMMING: Die navorsingsverslag ondersoek die teoretiese begronding van die begrip wat besluitnemers op plaaslike regeringsvlak het van die term "ontwikkeling "met spesifieke verwysing na plaaslike regering as ontwikkelingsagent en Plaaslike Ekonomiese Ontwikkeling. Indien hierdie aangeleenthede nie aangespreek word nie sal die vorm en fatsoen van Suid-Afrikaanse stede en metros gebaseer wees op die verskansing en uitbreiding van ekonomiese dualisme en die uitsluiting van die armes van enige ontwikkelingsbesluitneming en strategie. Multi-purpose community centres : a local economic development strategy towards sustainable community empowerment and poverty alleviation in the Dwars River region

Thesis (MS en S)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: In South Africa, Multi-Purpose Community Centres (MPCCs) have been identified as the primary approach for the implementation of development communication and information as they potentially offer a wide range of services that communities can utilise for their own empowerment. This affords the community an opportunity to become more self-reliant. The new Local Economic Development (LED) policy paper (2002) highlights the mobilisation of internal resources, capacities and skills consistent with the sustainable development objectives that government is now more aggressively pursuing. Community participation and empowerment play a significant role in any community, therefore, municipalities need to create the conditions for greater public participation and empowerment. It should be done with regards to the disadvantaged or marginalised groups in accordance with the conditions and capacities in a municipality. In the Dwars River region, various services are being planned ranging from skills development to tourism, but these depend on sufficient financial aid. The nature and location of the MPCCs in South Africa makes financial sustainability difficult because the majority of them largely serve historically disadvantaged communities with limited financial resources to pay for services. It is also important to note that economic growth does not necessarily imply poverty alleviation and/or skills development as components of the government's communication and information approach. MPCCs can transform communities but will be time consuming and requires participation from all spheres of government and civil society. / AFRIKAANSE OPSOMMING: In Suid Afrika was Veeldoenige Gemeenskap Sentrums geidentifiseer as die primêre benadering vir die implementering van informasie en kommunikasie programme, veral omdat hierdie progamme 'n reeks dienste aanbied, wat die gemeenskap kan benut vir hul eie bemagtiging. Dit gee aan die gemeenskap die geleentheid om meer onafhanklik te word. Die nuwe Plaaslike Ekonomiese Ontwikkelings beleidsdokument (2002) beklemtoon die mobilisering van interne hulpbronne, kapasiteit en vaardighede konstant met die volhoubare ontwikkelings objektiewe wat die regering meer aggresief nastreef. Publieke deelname en bemagtiging speel 'n kenmerkende rol in die lewens van die gemeenskap. Verder blyk dit duidelik dat munisipaliteite, publieke deelname en bemagtiging moet bevorder. Munisipaliteite moet ook kondisies vir publieke deelname en bemagtiging skep. Hierdie twee strategieë moet veral toegepas word op vorig benadeelde en gemarginaliseerde groepe en gemeenskappe in lyn met die kondisies en kapasiteit van die betrokke munisipaliteit. Die Dwarsrivier Vallei bied verskeie dienste aan wat vaardigheidsontwikkeling en toerisme insluit. Dit sal grootliks afhang van die streek se finansiële kapasiteit. Die aard en ligging van Veeldoenige Gemeenskap Sentrums in Suid-Afrika maak finansiële volhoubaarheid Gemeenskap Sentrums moeilik, bedien want die meerderheid Veeldoenige grootliks die historiese benadeelde gemeenskappe met hul beperkte finansiële hulpbronne. Dit is ook belangrik om te beklemtoon dat ekonomiese groei nie noodwendig armoede uitwissing impliseer nie, maar so eerder vaardigheidsontwikkeling (bv. Informasie Tegnologie). Veeldoenige Gemeenskap Sentrums kan gemeenskappe transformeer, maar sal baie tydrowend wees en benodig gemeenskap deelname in alle sfere van regering en plaaslike gemeenskap.
