The impact of a performance management system on service delivery in the City of Johannesburg Metropolitan Municipality / Patrick Qena Radebe

Performance management is a process through which employees‟ performance is evaluated in order to reward such performance that meets the required standards, and to develop employees who fail to attain the required expectations. The overall organisational performance hinges on the effectiveness with which a performance management system is developed and implemented. The current study focuses on the extent to which performance management is effectively developed and implemented at the City of Johannesburg Metropolitan Municipality and the correlation that this has with service delivery. To achieve this objective a number of research questions and objectives were posed and formulated in chapter one. The hypotheses for the study are: a well-designed performance management system with well thought out practices and procedures can improve the delivery of services in the City of Johannesburg; and a well-designed performance management system with well thought out practices and procedures cannot improve the delivery of services in the City of Johannesburg. In order to validate the hypotheses, the structured questionnaires on the performance management system and service delivery were compiled. A questionnaire for employees consisted of close-ended questionnaire statements and open-ended questions. Another questionnaire with only close-ended questionnaire statements was issued to residents to elicit responses on service delivery by the City of Johannesburg. Frequency analysis, which lends itself to correlation analysis, of employees‟ responses and residents‟ feedback was conducted. The correlation analysis between employees‟ responses to performance management system and residents‟ responses to service delivery was conducted using the Pearson Correlation. The findings of the study are: Growth and Development Strategy and the Integrated Development Plan (IDP) are not adhered to in the daily operations in the municipality. Managers and subordinates set objectives jointly but are, however, not participants in the evaluation of the municipality’s performance. The employees of the municipality are aware of the existence of the performance management system but it is applied only to more senior officials. Employees and managers are not involved in the evaluation of the municipality‟s performance. Training does not capacitate employees to work effectively with the Balanced Scorecard. The information technology architecture is not supportive of the implementation of the performance management system. Key performance areas were found to lack uniformity in the municipality and therefore created „silos‟ in the municipality. The key performance indicators are developed without the involvement of the communities, including employees, especially at the lower level of management. The critical success factors are understood by employees and are linked to major tasks and job responsibilities. Tax and rates accounts are issued in time. Tax and rates accounts are inaccurate. The municipality does not maintain street lights regularly. The municipality does not maintain sewage systems regularly. There is no relationship between the performance management system and service delivery. This diploma thesis deals with the measurement and analysis of the project portfolio as an integral part measuring company's productivity. The goal is to project a model for measuring and analyzing the project portfolios for a specific medium-sized Czech IT company, operating in development and software sales. The work is based on a theoretical basis for the concept of Balanced Scorecard and for operating company's productivity, focused primarily on the portfolio, project management and monitoring. The practical part identifies the strategic objectives of the company, concerning the project portfolio, and arranges them into perspectives on the basis of the Balanced Scorecard concept. It also analyzes the way of monitoring the implementation of strategic objectives and determines in which phases the monitoring objectives are pursued. Further step is the definition of indicators and their attributes. Metrics are compiled of these attributes and a structure is projected for a presentation of metrics. Metrics are logically arranged so that the users are provided with information-based decisions and are arranged to find the causes of results the metrics show. The thesis has three main outputs. Firstly, it is a list of goals arranged to the Balanced Scorecard structure and identification of mutual structures among the objectives in the strategic map. Secondly, it is a model of parameters and metrics for managing project portfolios that can be applied to companies with similar characteristics, such as the company for which the model is implemented. The final outcome of this work is the implementation of the projected solutions in the Microsoft Business Intelligence.

O objetivo deste estudo foi o de apresentar uma nova tecnologia de software especialista, denominada Inteligência Práxis (IP), para a gestão da análise do conteúdo de textos de dissertações, relatórios e indicadores da produção. Este software demonstra através de gráficos lineares e da nuvem de palavras, o foco do texto em análise. Ele também permite a visualização do conteúdo, a partir das palavras contidas no texto e transportadas para um dicionário de dados criado pelas evidências relacionadas, organizando e apresentando para análise do pesquisador o conteúdo proposto como base do conhecimento (Corpus). O software foi implementado em linguagem de programação Delphi, Versão 7 e para armazenamento de dados foi utilizado o banco de dados Absolute Database. A metodologia utilizada para a análise dos dados foi a Metodologia Delphi e a Lógica Fuzzy. Esta tecnologia traz uma inovação na análise do conteúdo dos textos consultados, demonstrando a imagem consolidada do foco do corpus, a partir do dicionário de evidências contidas e pontualmente relacionadas. O mapeamento produzido e a interpretação dos diversos indicadores conduzem a um maior grau de acerto na análise do conteúdo contido no documento, inferindo um melhor entendimento das diversas demandas envolvidas, desveladas pela análise, na expectativa do melhor resultado possível. Assim, pode-se concluir, que a ferramenta desenvolvida atendeu aos objetivos propostos com eficiência e agilidade. / The objective of this study was to present a new specialized software technology, called Intelligence Práxis (IP), for the management of content analysis of dissertations, reports and production indicators. This software demonstrates through linear graphs and the word cloud, the focus of the text under analysis. It also allows the visualization of the content, from the words contained in the text and transported to a data dictionary created by the related evidences, organizing and presenting to the researcher the proposed content as the basis of knowledge (Corpus). The software was implemented in Delphi programming language version 7 and for data storage the Absolute Database was used. The methodology used for the data analysis was the Delphi Methodology and the Fuzzy Logic. This technology brings an innovation in the analysis of the content of the texts consulted, demonstrating the consolidated image of the corpus focus, from the dictionary of contained and punctually related evidences. The mapping produced and the interpretation of the various indicators lead to a greater degree of accuracy in the analysis of the content contained in the document, inferring a better understanding of the diverse demands involved, revealed by the analysis, in the expectation of the best possible result. Thus, it can be concluded that the tool developed met the proposed objectives with efficiency and agility.

Trying to evaluate investment results, this study sought to examine the management of resources for student aid in combating truancy at the top level, testing the following hypotheses: a) the increase in the volume of student aid funds to minimize the phenomenon of evasion; b) the receipt of aid reduces the probability of dropping the subsidized student. From a methodology of dialectical approach, an exploratory field research in Jaguaribe campus of the Federal Institute of Education, Science and Technology of the State of Ceará (IFCE) where documentary sources on evasion and investment aid were raised between years was performed 2011 and 2014, on which statistical correlation analysis and comparison of means were performed. Considering the limitations of the research, the test results indicated the effectiveness of the receipt of aid in the decision to keep the student in the course, leading to the conclusion that investment in aid has an important administrative role in combating student dropout. From the results of the analysis, we propose a method for managing investments in aid from the use of strategic indicators (BSC). / O Plano Nacional de Assistência Estudantil (PNAES) fornece subsídios governamentais a Instituições Federais de Ensino Superior (IFES) no intuito de combater situações de evasão, retenção e baixo desempenho acadêmico. Buscando avaliar resultados do investimento, esta pesquisa se propôs a analisar a gestão dos recursos destinados a auxílios estudantis no combate à evasão escolar no nível superior, testando as seguintes hipóteses: a) o aumento do volume de verbas destinadas a auxílios estudantis minimiza o fenômeno da evasão; b) o recebimento de auxílio reduz a probabilidade de evasão do aluno subsidiado. A partir de uma metodologia de abordagem dialética, foi realizada uma pesquisa de campo exploratória no Campus Jaguaribe do Instituto Federal de Educação, Ciência e Tecnologia do Estado do Ceará (IFCE), onde foram levantadas fontes documentais sobre evasão e investimentos em auxílios entre os anos de 2011 e 2014, sobre as quais foram realizadas análises de correlação estatística e comparação de médias. Considerados os limites da pesquisa, o resultado das análises indicou a eficácia do recebimento do auxílio na decisão do estudante de se manter no curso, levando à conclusão de que o investimento em auxílio tem um papel administrativamente importante no combate à evasão discente. A partir do resultado das análises, foi proposto um método de gestão para investimentos em auxílios a partir do uso de indicadores estratégicos (BSC).

Přínos systémového myšlení při návrhu IS / Systems Thinking and its Benefits for the Creation and Operation of Information Systems

The goal of this thesis is to summarize the mthods of systém thinking, and to analyze the benefits of using these methods while developing and using the information system on that basis. Part of the thesis targets is the creation of models for analysis of an organisation, projection and follow-up cration of na IS. The thesis also gives the views of IS use -- there it shows models for human resources and the views of services. The benefits of this thesis is the description of the methods of systém thinking, the application disciplines and their use while creating and using the IS. Other benefit should be the possibility to quicken the IS production and to lower external effects on the process of IS creation. In the domain of IS operation, the possibility of fuction modelling and the possibility of IT department simulation will be shown. In the first part of the work the topics of system thinking is defined -- from its definition to division o the problematics. In the same part there is also shown the impact of worldview and the application desciplines are defined -- such as systém analysis, systém dynamics and systém engineering. In the second part of the thesis, the reader can find the definition and analysis of the IS production -- mostly from the view of organization, for which the IS is designed. In the last part the readers may find the view of systems thinking and its benefits in the area of IS operation -- concretely the model, that shows and decribes the possibility of simulation and follow-up optimisation in the organization.

Problémy informatických projektů v praxi / Problems of IT projects in practice

This diploma is looking into project management and the causes of problems in informatics projects. In the theoretical part, the most commonly mentioned causes of informatics projects by authors of technical literature are identified. The practical part is dedicated to the identification of causes of problems in informatics projects within a chosen financial organization, in the form of a questionnaire amongst project managers. Found causes are then analyzed. With the help of an interview with project managers and according to the authors of technical literature, necessary measures are proposed in order to eliminate the most common causes of problems in informatics projects. These measures are then further evaluated from the position of successful implementation in a new project methodology of the chosen financial organization. The work is therefore beneficial to the cho-sen financial organization, as well as to other organizations with similar causes of errors and also for readers with an interest in project management.

The aim of this thesis is water management analysis of the protective function of the Ryhtářov water reservoir on the Velká Haná. Thesis contains hydrological model of the basin wich is compile in HEC-HMS program. According to this model are derive flood waves PV 100, PV 1000 a PV 10 000. Within of the protective function are designed outlets and spillway. The protective function is compile in HEC-HMS program, where calculations of transformation of derived flood waves are performed. The solution provides two different variants. These variants are compared at the work.
