The aim of this research was to identify the strategic value of information in an organization focused on education. The problems, noises and barriers in the communication of information and the effect they have on the making of decisions in the university was also discussed. Actually, what would managers like more than the use of meaningful information for decision making? And what would be more desirable for those in the management position of a university than having quick access to clear, objective, precise and current information whenever they need it? The Competitive Intelligence appears to give prominence to the issue of information as a strategic tool in the university and, possibly, as the most important one to help the managers of the university to make academic and administrative decisions not only in time, but also in real time. This dissertation comprises empirical research based on the experience of the author and field research carried out by a group of managers of the university, which helped to understand the thinking of the university manager on the question of the relevance of the information for the decision making. The chosen model to map the flow of information was the Mandala of the Scientific Spreading developed by Paul Caro. Among the conclusions reached in this paper, we pointed that the relevance of information in the perception of the managers is unique. Therefore, it should be considered a priority / Este trabalho parte da premissa que mapear o fluxo de informação numa instituição de ensino superior, no caso os Campi Nova América e Rebouças da Universidade Estácio de Sá, de agora em diante chamada somente de universidade, precisa ser encarado como estratégia competitiva, tendo em vista a relevância da informação nos dias de hoje. O problema levantado pela pesquisa foi o de identificar o valor estratégico da informação numa organização focada no aprendizado, além de discutir os principais problemas, ruídos e barreiras na comunicação da informação e seus efeitos para a tomada de decisão na universidade. Na realidade, o que seria mais gerencial do que utilizar a informação relevante para a tomada de decisão? E o que seria mais desejável para qualquer gestor universitário do que ter acesso de forma rápida e no momento certo à informação clara, objetiva, precisa e atual? A Inteligência Competitiva aparece para destacar a questão da informação como ferramenta estratégica na universidade e, possivelmente a mais importante para ajudar os gestores da universidade a tomar decisões acadêmicas e administrativas a tempo e em tempo real. Este trabalho é composto por uma pesquisa empírica baseada na vivência do autor e por uma pesquisa de campo feita com um grupo de gestores da universidade o que ajudou a entender o pensamento do gestor universitário sobre a questão da relevância da informação para a tomada de decisão. O modelo escolhido para mapear a informação universitária foi a Mandala da Divulgação Científica de Paul Caro. Entre as conclusões a que chegamos nesta dissertação destacamos que a relevância da informação, na percepção dos gestores, é única e particular, por isso precisa ser encarada de forma individualizada e prioritária. Considerando que há recomendações e orientações do Governo Federal para a institucionalização da Política de Segurança da Informação e Comunicação em todos seus órgãos, essa pesquisa buscou identificar o cenário em que se encontram as Instituições Federais de Ensino Superior, quanto à existência e às práticas utilizadas para implantação de Política de Segurança da Informação, considerando que tais instituições estão inseridas nesse panorama de fiscalização do Tribunal de Contas da União. Como objetivo de pesquisa, buscou-se a elaboração de um guia de melhores práticas para implantação e revisão de Política de Segurança da Informação e Comunicação nas Instituições Federais de Ensino Superior. Como metodologia foram utilizadas as abordagens quantitativa e qualitativa, empregando procedimentos bibliográficos, com o uso da revisão sistemática, e o levantamento de campo com aplicação de questionário Survey. Ao final da pesquisa, percebeu-se que o fator humano é a maior criticidade para o sucesso da implantação da Política de Segurança da Informação e Comunicação, principalmente a participação da Alta Gestão, entretanto, a elaboração do guia promoverá ações estratégicas nos processos de segurança da informação das Instituições Federais de Ensino Superior, quanto à implantação e revisão de Política de Segurança da Informação e Comunicação. / The Court of Auditors of Unity, IT Supervisory Office, published in 2015, through Decision 3117/2014 - TCU-Plenary, the critical situation in which they found the agencies of the Federal Public Administration Office, both direct as indirectly, concerning the information security processes, where only 51% of those agencies fully used the Security Policy information. Whereas there are recommendations and guidelines of the Federal Government for the institutionalization of the Information and Communication Security Policy in all its agencies, this research sought to identify the scenario where the Federal Institutions of Higher Education are, regarding the existence and the practices adopted in the implementation of information security policy, considering that such institutions are inserted in this prospect of the Brazilian Federal Accountability Office surveillance. In this research we aimed to formulate the a Guide for the best practices to the implementation and revision of Information Security Policy in Federal Institutions of Higher Education. It were used both quantitative and qualitative approaches, employing, employing bibliographic procedures, with the use of a systematic review and also a field survey. At the end of this research it was realized that the human factor is the most critical aspect for the successful implementation of Security Policy information, especially the participation of the High Management. However, the formulation of a guidance will promote strategic actions in the information security processes of Federal Institutions of Higher Education, towards the implementation and revision of Information and Communication Security Policy.

Document services, which are based on the theoretical framework of information management, are proving to be the most important service in special libraries. Management of special libraries is based on knowledge of the information needs of the user community and the methodology of library processes. Library services are interconnected and the system can be expressed in the form of mind maps. Processes and services of special libraries can provide data for information-science research.

Quality security of sensitive data and key assets becomes now a question of absolute necessity for a company of any size and orientation. History of evolution of information security began particularly in environment of large organizations, that processed a large amount of data. It is logical that it was larger and richer companies which often have sufficient resources to invest in the security of their assets. Moreover, relatively large percentage of small and medium-sized businesses have about the security of its information somehow faulty ideas. More and more attackers are focusing on mid-sized organizations, which are insufficiently protected and they find it much easier to get to their sensitive data. Small and medium-sized companies are often preventing the implementation of certified standards. The reason is the fear of heavy formal administration, which is often required for certification, but is mainly for small businesses unnecessary and burdensome. For medium-sized organizations (50-250 employees), the certain administration associated with information security is a necessity. Employees, as in small businesses, are familiar with each other, but already there is a certain degree of anonymity, which may trigger the fact that some employees will not respect security procedures, especially if they are not precisely defined, and compliance will not be regularly checked. It depends on several circumstances, whether the certification is appropriate for the organization or the establishment of their internal methodology for information security. Methodology of balanced information security, which is the subject of this article is primarily proposed for small and medium-sized businesses. Its aim is to define the most important and absolutely necessary criteria for information security so that the system meets the requirements of a comprehensive solution of the issue. On the other hand, it seeks how to minimize the administrative burden for these organizations, which is, as mentioned above, one of the main reasons, why companies hold a negative attitude to the most widespread certifications. The methodology identifies four main areas of information security management system in a company. It includes an audit which specifies the quality level of particular areas of information security in the organization. If any of the studied areas is found insufficiently protected, effecitve measures are offered to improve the situation. The ultimate solution is a condition of a system where all the key areas of information security management of the organization are at the appropriate level and the system can be considered balanced.

Publish-Time Data Integration for Open Data Platforms

Platforms for publication and collaborative management of data, such as Data.gov or Google Fusion Tables, are a new trend on the web. They manage very large corpora of datasets, but often lack an integrated schema, ontology, or even just common publication standards. This results in inconsistent names for attributes of the same meaning, which constrains the discovery of relationships between datasets as well as their reusability. Existing data integration techniques focus on reuse-time, i.e., they are applied when a user wants to combine a specific set of datasets or integrate them with an existing database. In contrast, this paper investigates a novel method of data integration at publish-time, where the publisher is provided with suggestions on how to integrate the new dataset with the corpus as a whole, without resorting to a manually created mediated schema or ontology for the platform. We propose data-driven algorithms that propose alternative attribute names for a newly published dataset based on attribute- and instance statistics maintained on the corpus. We evaluate the proposed algorithms using real-world corpora based on the Open Data Platform opendata.socrata.com and relational data extracted from Wikipedia. We report on the system's response time, and on the results of an extensive crowdsourcing-based evaluation of the quality of the generated attribute names alternatives.

The present study encompasses the new ERP configuration, dedicated to support companies in its front end operations and value chain integration, so called ERPII model, and investigates the relationship with the Dynamic Capabilities during the post-implementation phase. In order to ac-complish this objectives, a conceptual Framework is developed, to articulate the construct variables with the level of market turbulence. Furthermore, a quantitative field research is executed, based on a survey, and the research results are interpreted under the Framework perspective, where the results are validated through statistical tests such as Spearman correlation, Mann-Withney and Kruskal-Wallis, in order to obtain an explicative analysis of the Dynamic Capabilities role in the sustenance of ERPII. The results, evidenced Dynamic Capabilities in all presuppositions articulated by the Framework, with positive impacts in reconfiguration of routines responsible for ERPII sustenance and its organizational performance contribution. In this sense, the major effects were identified in sensing and seizing of market opportunities focused on evolving ERPII, management initiatives to encourage tacit and explicit learning processes, coordination of ERPII quality and performance metrics, and level of uncertain of business market related to ERPII context. / Os anos de 1990 apresentaram um crescimento na ado????o dos sistemas de gest??o empresarial (ERPs) pelas organiza????es, e o tema foi estudado em um grande n??me-ro de publica????es acad??micas, que apontaram o mesmo como um impulsionador da obten????o da vantagem competitiva e desempenho empresarial. A presente disserta-????o aborda a configura????o contempor??nea dos sistemas ERPs, dedicada a suportar as empresas em suas opera????es de linha de frente e integra????o com a cadeia de valor, dentro do modelo conceitual chamado ERPII, e analisa suas rela????es com as Capacidades Din??micas em sua fase de p??s-implementa????o. The information obtained by analyzing the company and its surroundings are subsequently used for draft creation. The thesis draft contains a project plan for the design and implementation of the system, the design of the system itself - its content and technical aspects, furthermore, we also deal with the implementation of the system and the management of this change.
