Metropolitan Rurality in the Aburá Valley: Analysis of the Emergent Transitions Related to the Territorial Planning Processes / Ruralidad metropolitana en el valle de Aburrá: análisis de las transformaciones surgidas en relación con los procesos de ordenamiento territorial

This research focuses on the comprehension of the metropolitan rurality of the Aburrá valley (Department of Antioquia-Colombia) to identify and define its more significant characteristics from the process analysis of territorial management and the transformations that appear in the territory in relation to them. One research premise is given by the planning and territorial managemente processes initiated in the 1990s which have insisted in the urban-rural dynamics and have contributed to the appearance of transformations at the pheripheres of the urban nucleus of the Aburrá valley and, therefore, in the contiguous rural hinterlands.These processes have limited the vision and definition of the rural metropolitan territory as opposed to the urban. It is possible to understand what is going on in these territories, what changes are ocurrying in their natural composition and at their economic and productive dynamics, and what is the relationship of these changes with the territorial mangement process.The case study is based on three places of the metropolitan area of the Aburrá valley, that represent the recognized territories with characteristics more appropiated to the rurality and that allow to make comparisons of the transformation processes underway and that area object of analysis in the research: to North the municpality of Barbosa, to South, the municipality of Caldas, and to the centre the «corregimiento» of San Sebastian de Palmitas in Medellin. / La investigación está centrada en la comprensión de la ruralidad metropolitana del valle de Aburrá (departamento de Antioquia – Colombia) para identificar y definir sus características más significativas a partir del análisis de los procesos de ordenamiento territorial y de las transformaciones que se presentan en el territorio relacionadas con los mismos.Una premisa de investigación está dada por los procesos planificación y ordenamiento territorial iniciados a finales de la década de 1990 que han incidido en las dinámicas urbano-rurales y han contribuido a la generación de transformaciones en las periferias de los núcleos urbanos del valle de Aburrá y, por consiguiente, en los entornos rurales inmediatos. Estos procesos han limitado la visión y definición del territorio rural metropolitano a su contraposición con lo urbano. Se pretende esclarecer qué está ocurriendo en estos territorios, qué cambios se están dando en su composición natural y en sus dinámicas económicas y productivas y cuál es la relación de estos cambios con los procesos de ordenamiento territorial. Como caso de estudio se eligen tres lugares del área metropolitana del valle de Aburrá: al norte el municipio de Barbosa; al sur, el municipio de Caldas; y en el centro el corregimiento de San Sebastián de Palmitas en Medellín. El proceso de recorridos de campo y realización de entrevistas ha permitido identificar diferencias importantes en los tres territorios analizados, a pesar de pertenecer al mismo contexto metropolitano. Se logran identificar tendencias mayores de transformación en los extremos del valle (Barbosa y Caldas) mientras que en el centro se encuentra un enclave rural con transformaciones dadas pero que conserva aún muchas de sus características de ruralidad tradicional identificables en los modos de producción y en las expectativas y sentires de la población. Estos hallazgos empiezan a dar cuenta de unas gradaciones de ruralidad, un relacionamiento diferenciado con el territorio e impactos particulares de los procesos de ordenamiento territorialen las tres zonas.

Constata-se nesse processo a invisibilidade da dinâmica rural, construída sócio-historicamente e socialmente dada, ilustrando-se cartograficamente; essa dinâmica é responsável pela construção da identidade deste município, diretamente relacionada a suas águas. O estudo caracteriza e problematiza a formação do espaço urbano/industrial em Dias d’Ávila, explicitando suas implicações negativas sobre a água, geradoras de tensões. Essas tensões foram estudadas tendo como referência teórica a noção de ruralidade metropolitana, que possibilitou caracterizar a relação entre o rural e o urbano, e entre essas categorias e a natureza, em variadas formas de disputa que se expressam em três categorias de tensões: (i) na apropriação da natureza; (ii) nos usos geradores de riscos ambientais; e (iii) no uso da natureza em atividades culturais. No caso de Dias d’Ávila, a água é o elemento da natureza em disputa. A partir da noção de ruralidade metropolitana foi validado nesse estudo o Indicador Qualitativo de Ruralidade Metropolitana (IQRM), o qual possibilitou a identificação e a apropriação de evidências empíricas que tensionam o modo de vida rural e urbano, tendo a água como centralidade dessa relação tensionada. Cartografias de análise e de síntese ilustram e respaldam o Indicador e as análises interpretativas. / The review approaches issues that are considered fundamental to know and discuss about the territorial dynamics of the city of Dias d'Ávila, in Bahia, Brazil, in relation to the urban-industrial occupation and expansion in rural environment, starting from the understanding that the urbanization process was directly influenced by the industrialization of the region, coordinated by the developmental state of the 70's. In this process, we find the invisibility of rural dynamics, socio-historically built and socially given, being cartographically illustrated. This dynamics is responsible for the construction of the city's identity, directly related to its water sources. This review characterizes and discusses the formation of the urban/industrial space in the city of Dias d'Ávila, emphasizing its negative implications on the water sources, which bring tensions. This tensions were studied theoretically based on the metropolitan rurality notion, that made possible to characterize the relation between rural and urban and this categories and the nature in several ways of contest that are expressed in three categories of tensions: (i) in the nature appropriation; (ii) in the uses that generate ambiental risks; and (iii) in the use of nature in cultural activities. In the city of Dias d'Ávila case, the water is the element from the nature that is in contest. Starting from the notion of metropolitan rurality, the Metropolitan Rurality Qualitative Indicator (IQRM) was evaluated in this review, which enabled the identification and appropriation of empirical evidences that get the rural and urban way of living tensed up, considering the water sources as the center of this tense relation. Analysis and synthesis cartographies illustrate and endorse the Indicator and the interpretative analysis.
