As escolas estudadas foram consideradas como agroecossistemas e foram analisadas pela metodologia de avaliação adaptada da proposta MESMIS ou "Marco para la Evaluación de Sistemas de Manejo Incorporando Indicadores de Sustentabilidad". A sustentabilidade dos agroecossistemas está relacionada à sua capacidade de manutenção produtiva ao longo do tempo, propiciando condições econômicas e sociais às comunidades, tanto urbanas como rurais. Satisfeitas estas condições, tem-se o desenvolvimento sustentável, conceito ainda em construção. Considerou-se a sustentabilidade em cinco dimensões: ambiental, econômica, política, social e cultural. Foram elencados 55 indicadores da dimensão ambiental, 12 da econômica, 4 da política, 9 da social e 7 da cultural. Inseriu-se a hipótese de que os indicadores selecionados para as unidades escolares estudadas podem representar um instrumento para avaliar a sustentabilidade de seus territórios escolares e de que há a necessidade de um instrumento, seja um plano de manejo ou um plano diretor, para uma gestão eficiente e direcionada. Conclui-se pela necessidade de se estabelecer estratégias para que as escolas tenham auto-suficiência na produção de alimentos, e insumos na produção de biofertilizantes e biomassa, integrando a produção agrícola e a animal. Estes são atributos de produtividade e autonomia da dimensão ambiental da sustentabilidade. A adaptação da metodologia foi eficiente para avaliar, em um recorte do tempo, as condições dos agroecossistemas fornecendo indícios dos caminhos para a sua sustentabilidade, considerando seus atributos por meio de indicadores, representados graficamente. As representações em gráfico tipo radar, de caráter qualitativo, são de fácil visualização, permitindo perceber as limitações, dificuldades e vantagens dos sistemas com as suas várias peculiaridades / Abstract: This project aims to analyze the sustainability of territorial management in six (6) State Technical Schools of the State Center of Technological Education Paula Souza (Centro Estadual de Educação Tecnológica Paula Souza), among the thirty-five (35) areas that rely on agricultural activities and education (Agricultural schools). The schools studied were considered as agroecosystems and were analyzed by the valuation methodology adapted from the proposal called mEsMIS (Marco para la Evaluación de Sistemas de Manejo Incorporando Indicadores de Sustentabilidad) or "Framework for the Assessment of Management Systems Incorporating Sustainability Indicators". The sustainability of agroecosystems is related to its ability to maintain production over time, providing economic and social conditions to communities, both in urban and rural areas. These conditions are met when the sustainable development concept is reached, which is still under construction by the world. Consideration was given to sustainability in five dimensions: environmental, economic, political, social and cultural. There were 55 mentioned indicators concerning the environmental dimension, 12 from the economic, 4 from the political, 9 from the social and 7 from the cultural. It was considered that the hypothesis that the indicators selected for the school units studied can be a way to assess the sustainability of their territories and that there is a need for an instrument, whether a management plan or a master plan foran efficient and focused management. The conclusion shows that there is a need to develop strategies for schools to have self-sufficiency in food production, and inputs in the production of biofertilizers and biomass by integrating agricultural production and animal. These are attributes of productivity and autonomy of the environmental dimension of sustainability. The adaptation of the method was efficient to evaluate, in a clipping from the time, the conditions of the agroecosystems and provided evidences of the ways for its sustainability, given by its attributes through indicators plotted. Le littoral dakarois : lieu de productions identitaires / The dakar coastline : instead of identity productions

L’Afrique de l’Ouest est marquée par une urbanisation littorale croissante, née en plein contexte d’extraversion économique sous la colonisation. Partout dans le monde, on constate désormais une similitude des activités humaines ayant une influence sur cet espace littoral : à des activités identiques, pourtant, des réponses diverses sont observées. L’objet de cette thèse est d’étudier la gestion du littoral dakarois, en partant des interactions entre ses différents acteurs - professionnels de la pêche artisanale, acteurs publics locaux, experts, usagers du littoral et résidents. Les injonctions à faire de la « bonne gouvernance », les cadres juridiques qui sont en train de se mettre en place au Sénégal en matière d'appropriation et de protection du littoral, les débats sur la gestion locale et participative, représentent autant de figures imposées, de normes véhiculées à l'échelle mondiale qui tendent à désigner un contexte de gestion littorale locale difficile dans ce pays. Le terrain d’étude est construit à l’échelle de quelques quartiers, correspondant aux anciens villages lébous. Ces lieux sont avant tout ceux de dépositaires de l'histoire locale, emblématiques de la fabrique populaire des villes africaines. Les pratiques observées sur ces territoires nous orientent vers les débats relatifs à l'autochtonie et aux identités ethniques. Cette recherche est composée d’un travail écrit, et d’un webdocumentaire, l’un venant compléter l’autre. / West Africa is marked by increasing urbanisation in its coastal areas, a phenomenon born out of the expansion of international trade in the colonial era. From this point onwards, we can note a likeness in the human activities that have an influence on coastal zones everywhere on the planet, although diverse responses to identical activities can also be observed. The subject of this thesis is the organisation of Dakar’s coastline, and it takes the interactions that go on between the city’s different stakeholders as its starting point, be they professionals of traditional fishing practices, local authorities active in the public sphere, technical and development experts, people who use the coastal area or residents. Pushes to impose ‘good governance’, the introduction of judicial frameworks that manage the appropriation and protection of coastal spaces and debates around local and participative control of such areas are developments that represent norms driven on a global scale which are then imposed on a local level. Such phenomena have tended to create a context of coastal management that is tenuous in Senegal. The field of study is built around several neighbourhoods that correspond to former Lebou villages, sites that belong above all to the custodians of local history and that are emblematic of the way the working classes have participated in the fabrication of African cities. The practices observed in these territories lead us into debates regarding indigenous sovereignty and ethnic identity. Desafios de gestão integrada de recursos naturais: a relação da gestão de recursos hídricos e a gestão territorial em bacias urbano-rurais - um estudo de caso na bacia hidrográfica do rio Itajai (SC) / DESAFIOS DA GESTÃO INTEGRADA DE RECURSOS NATURAIS: A RELAÇÃO ENTRE A GESTÃO DE RECURSOS HÍDRICOS E A GESTÃO DO TERRITÓRIO EM BACIAS URBANO-RURAIS: Um estudo de caso na Bacia Hidrográfica do Rio Itajaí (SC)

A gestão de recursos naturais é uma estratégia fundamental no enfrentamento dos problemas ambientais e na construção de uma condição de sustentabilidade. Esta gestão pode ser de caráter setorial e regulador, na medida em que não busca interferir no modelo de desenvolvimento, ou integrada, envolvendo ações compartilhadas em diferentes níveis com vistas a uma interação sócio-ambiental. No entanto, a implementação da gestão integrada reveste-se de igual complexidade aos problemas sobre os quais pretende atuar. Na discussão sobre a complexidade da implementação destacam-se dois aspectos interdependentes: a integração espacial entre diferentes escalas e territórios, e a integração institucional, considerando que nos últimos 25 anos existe uma sobreposição de ações não articuladas na arena ambiental. A partir deste modelo teórico analisa-se a articulação entre a gestão territorial no nível municipal e a gestão da água no nível da bacia hidrográfica com vistas à construção de uma gestão integrada. A abordagem conceitual é complementada com um estudo de caso na bacia hidrográfica do rio Itajaí (SC). Esta bacia, com ocupação urbanorural, abrange 50 municípios e possui uma população de aproximadamente 1.000.000 de habitantes. Como procedimento metodológico foram definidas 4 etapas que investigam a articulação na bacia hidrográfica do rio Itajaí. A primeira etapa trata da contextualização do objeto de estudo, ou seja, a caracterização da gestão da água e o papel do município. A segunda etapa caracteriza espacialmente agrupamentos de municípios que possuem características estruturais e dimensionais semelhantes, definindo uma tipologia. A terceira etapa metodológica estabelece relações entre os tipos definidos anteriormente, o uso do solo e a problemática da água nas sub-bacias. A quarta e última etapa, investiga, com base em uma pesquisa realizada nos municípios, as relações entre as escalas e os níveis de gestão. Do ponto de vista territorial a pesquisa demonstra que cerca de 70% do território da bacia encontra-se sob domínio de municípios rurais, em sua grande maioria em condição letárgica e esvaente. Em contraponto 40% da população da bacia reside nos dois centros urbanos atraentes. O resultado aponta que as dinâmicas de uso e ocupação do solo, cuja gestão é de competência municipal, não estão condicionadas à gestão de recursos hídricos. Por isto mesmo, as unidades de gestão de recursos hídricos não são suficientes para garantir o controle territorial e seus impactos na qualidade e quantidade de água. Entretanto, os pequenos e médios municípios muitas vezes não exercem o seu papel de gestor territorial, e a gestão de recursos hídricos, entendida aí em uma perspectiva da gestão integrada, pode representar novas possibilidades de articulação para a promoção da gestão do território municipal. / The management of natural resources is a basic strategy to face the environmental problems building the sustainable condition. This management can be described as sectorial and regulatory involving actions shared in different levels in the economic-environmental interaction with no inversion in the development model. However, the implementation of this integrated management is armed with equal complexity related to the problems on which it intends to act. In the subject on the complexity of the implementation two interdependent aspects are distinguished: the space integration between different scales and territories, and the institutional integration, considering that in last the 25 years exist an overlapping of the non-articulated actions in the environmental arena. With this theoretical model is analyzed the link between the territorial management in the district level and the water management in the level of the hydrographic basin looking to build an integrated management. The conceptual approach is complemented with the case study based on Itajaí River (SC) hydrographic basin. This basin with urban-agricultural occupation comprises 50 cities and approximately 1.000.000 of inhabitants. As methodological procedure 4 phases had been defined to investigate the link between territorial management and water management in the Itajaí River Basin. The first phase defines the context of the study object describing the water management and the function and actions the the district (duties and power of the districts). The second phase describes the groups of the cities with similar dimensions and structural characteristics defining a typology. The third methodological phase establishes relationship between the definite types (typology) defined previously, the use of the ground and the problematic related to the water management in the Itajaí (SC) river basin. The fourth and last phase, based on the research developed with all districts investigates the relationship between the scales and the management levels. In the territorial point of view the research demonstrates that about 70% of the river basin territory is under domain of the agricultural cities been the great majority in lethargic and diminishing conditions. In the other hand, 40% of the river basin population resides in the two attractive urban centers. The results show that the use and occupation of the land, which management is included in the district, is not conditioned to the water resources management. In fact, the units of management of water resources are not enough to guarantee the territorial control and its impacts in the quality and amount of water. However, many times small the medium districts can not execute their territorial management and water resources management with focus in the integrated management perspective promotes new possibilities for the district territorial management.

L'objectif de la recherche a été d'identifier et de comprendre les effets des politiques de gestion territoriale sur le travail et les systèmes de production des populations résidant dans les zones protégées au Brésil et en France. / The study carried out a comparative analysis of territorial management policies implemented in Brazil (State of Amazonas) and France (Rhône-Alpes Region) through the creation and management of protected areas. The objective of the research was to identify and to understand the effects of the territorial management policies on the forms of work and production systems of populations living in legally protected areas in Brazil and in France.

Impactos das mudanças climáticas na biodiversidade das zonas úmidas: uma análise sobre políticas públicas e gestão no Brasil e na França / Impacts of climate change on biodiversity of wetlands: an analysis of public policy and management in Brazil and France

Visando analisar como o Brasil e a França realizam a gestão da política de Ramsar para a conservação da biodiversidade das zonas úmidas frente os desafios impostos pelos impactos das mudanças climáticas, a presente tese utilizou um conjunto multitemático de indicadores ambientais organizados na matriz Pressão-Estado-Impacto-Respostas, adaptada de PNUMA (2004), e sustentados pela análise comparada. O trabalho foi dividido em três partes. Na primeira, o quadro teórico evidenciou que os elementos do clima como a temperatura e a precipitação constituem fatores funcionalmente significativos que controlam a performance biológica por meio dos seus limites de tolerância, quantidade e variabilidade e que a Convenção sobre as Zonas Úmidas de Importância Internacional especialmente como Habitat de Aves Aquáticas (Convenção de Ramsar) vem orientando as partes contratantes desde a década de 90 sobre a o grau de complexidade do tema, a urgência da aplicação de instrumentos de gestão integrados em diferentes setores e escalas nas tomadas de decisão e ainda auxiliando a implantação de medidas de gestão. Na segunda parte foram identificadas as pressões das mudanças climato-hidrológicas, o estado da paisagem e os impactos previstos na biodiversidade nos sítios Ramsar Parque Nacional do Pantanal Matogrossense (PARNA Pantanal) no Brasil e Grande Brière et Marais du bassin du Brivet (Grande Brière) na França. Apontou-se que a vulnerabilidade da biodiversidade dos sítios está relacionada ao aumento da temperatura, à diminuição do nível das cotas fluviométricas (especialmente nas estações de maior importância pelo aporte hídrico) e alteração dos índices pluviométricos (redução no caso pantaneiro e leve aumento no caso da Brière) anuais e mensais nos últimos 41 anos. Em concomitância, na escala da paisagem, a biodiversidade de ambos tem sido influenciada por seis grandes tipologias comuns nas últimas três décadas: o avanço da classe solo nu, o avanço das formações vegetais de menor complexidade estrutural, a supressão de áreas de formações vegetais de maior biodiversidade, a alteração das florestas, a supressão de áreas de formações vegetais de maior umidade e as modificações da tipologia água. Por fim, na terceira parte foram analisadas as respostas do Brasil e da França, no que concerne à implementação da política de Ramsar, para lidar com esta problemática nas diferentes escalas de gestão. Evidenciou-se que a política de zonas úmidas sustenta-se, principalmente, na Política Nacional de Biodiversidade e no Plano Nacional de Áreas Protegidas no caso brasileiro e na Lei sobre a Agua e Meios Aquáticos, Lei relativa ao desenvolvimento rural e no Plano Nacional em Favor das Zonas Úmidas no caso francês. Em ambos os países os quadros de políticas de zonas úmidas apresentam potenciais ferramentas de adaptação e de mitigação. No entanto, enquanto foi possível identificar que as orientações nacionais chegam ao planejamento e gestão local da Brière, observou-se que há um distanciamento das respostas dos órgãos federais brasileiros no plano de manejo do PARNA. Tal constatação é fruto da estrutura compartimentalizada do quadro brasileiro de instrumentos de adaptação e de mitigação e do atual modelo de gestão que demora em cumprir (atual descumprimento) as metas e os compromissos. Conclui-se que, no que concerne a triangulação das ações internacional-nacional-local para que as políticas nacionais possam estimular, nortear e respaldar legalmente as ações locais, a França apresenta maior maturidade política na gestão desses ecossistemas e consegue fazer chegar, em nível local, as recomendações e orientações internacionais. / In order to analyze how Brazil and France realizes the management of the Ramsar policy for the wetlands biodiversity conservation in the posed challenges by climate change impacts, this thesis used a multi-thematic set of environmental indicators organized in the Pressure-StateImpact-Answers matrix adapted from UNEP (2004), and supported by comparative analysis. The work were divided into three parts. In the first, the theoretical framework showed that climate elements such as temperature and precipitation are functionally significant factors that control the biological performance through their tolerance, quantity and variability limits. Thus, the Convention on wetlands of international importance especially as waterfowl habitat (Ramsar Convention) has been guiding the contracting parties since 90s about the complexity degree of the issue, the urgency of integrated environmental management tools in different sectors and scales in decision-making and even helping implementation of management measures. In the second part were identified the pressures of climato-hydrological changes, the state of the landscape and the predicted impacts on biodiversity in Ramsar sites Pantanal Matogrossense National Park (PARNA Pantanal) in Brazil and Grande Brière et Marais du bassin du Brivet (Grande Brière) in France. It was identified that the vulnerability of biodiversity sites is related to the temperature increase, the water level and changes in rainfall (reduction in PARNA and increase in Brière) annual and monthly in the last 41 years. Concurrently, at the landscape scale, six major common types have influenced the biodiversity in the last three decades: the advancement of bare soil, the advance of plant formations of lower structural complexity, the suppression of vegetation areas with greater biodiversity, the changing forests, the removal of areas of higher humidity vegetation and the changes in water type. Finally, in the third part were analyzed the Brazil and France responses concerning the implementation of the Ramsar policy to deal with this problem in different scales of management. It was evidenced that the wetlands policy is sustained principally on National Biodiversity Policy and National Plan of Protected Areas in the Brazilian case and in the Law on Water and Water Resources, Rural Development Act and the National Wetlands Plan in the French case. In both countries, the frames of wetlands policies pose potential tools for adaptation and mitigation. However, while it was identified that the national guidelines come to local planning and management of Brière, it was observed that there is a detachment of the responses of the Brazilian federal agencies in the management plan of PARNA. This observation is the result of compartmentalized structure of the Brazilian context of adaptation and mitigation instruments and the current management model that slow in keeping (current failure) the goals and commitments. In conclusion, regarding the triangulation of international-local-national actions for national policies to stimulate, guide and legally endorse local actions, France has greater political maturity in the management of these ecosystems and can do to get in level place, the international recommendations and guidelines.

Metropolitan Rurality in the Aburá Valley: Analysis of the Emergent Transitions Related to the Territorial Planning Processes / Ruralidad metropolitana en el valle de Aburrá: análisis de las transformaciones surgidas en relación con los procesos de ordenamiento territorial

This research focuses on the comprehension of the metropolitan rurality of the Aburrá valley (Department of Antioquia-Colombia) to identify and define its more significant characteristics from the process analysis of territorial management and the transformations that appear in the territory in relation to them. One research premise is given by the planning and territorial managemente processes initiated in the 1990s which have insisted in the urban-rural dynamics and have contributed to the appearance of transformations at the pheripheres of the urban nucleus of the Aburrá valley and, therefore, in the contiguous rural hinterlands.These processes have limited the vision and definition of the rural metropolitan territory as opposed to the urban. It is possible to understand what is going on in these territories, what changes are ocurrying in their natural composition and at their economic and productive dynamics, and what is the relationship of these changes with the territorial mangement process.The case study is based on three places of the metropolitan area of the Aburrá valley, that represent the recognized territories with characteristics more appropiated to the rurality and that allow to make comparisons of the transformation processes underway and that area object of analysis in the research: to North the municpality of Barbosa, to South, the municipality of Caldas, and to the centre the «corregimiento» of San Sebastian de Palmitas in Medellin. / La investigación está centrada en la comprensión de la ruralidad metropolitana del valle de Aburrá (departamento de Antioquia – Colombia) para identificar y definir sus características más significativas a partir del análisis de los procesos de ordenamiento territorial y de las transformaciones que se presentan en el territorio relacionadas con los mismos.Una premisa de investigación está dada por los procesos planificación y ordenamiento territorial iniciados a finales de la década de 1990 que han incidido en las dinámicas urbano-rurales y han contribuido a la generación de transformaciones en las periferias de los núcleos urbanos del valle de Aburrá y, por consiguiente, en los entornos rurales inmediatos. Estos procesos han limitado la visión y definición del territorio rural metropolitano a su contraposición con lo urbano. Se pretende esclarecer qué está ocurriendo en estos territorios, qué cambios se están dando en su composición natural y en sus dinámicas económicas y productivas y cuál es la relación de estos cambios con los procesos de ordenamiento territorial. Como caso de estudio se eligen tres lugares del área metropolitana del valle de Aburrá: al norte el municipio de Barbosa; al sur, el municipio de Caldas; y en el centro el corregimiento de San Sebastián de Palmitas en Medellín. El proceso de recorridos de campo y realización de entrevistas ha permitido identificar diferencias importantes en los tres territorios analizados, a pesar de pertenecer al mismo contexto metropolitano. Se logran identificar tendencias mayores de transformación en los extremos del valle (Barbosa y Caldas) mientras que en el centro se encuentra un enclave rural con transformaciones dadas pero que conserva aún muchas de sus características de ruralidad tradicional identificables en los modos de producción y en las expectativas y sentires de la población. Estos hallazgos empiezan a dar cuenta de unas gradaciones de ruralidad, un relacionamiento diferenciado con el territorio e impactos particulares de los procesos de ordenamiento territorialen las tres zonas.

The gradual capture of the goiana land by the Capital in movement is uncurtained by the concepts of the territory as well as territorial management, which are seen as fundamental elements for the construction of a solid geographical interpretation of the contemporary period of Goiania. The actions of the state and federal executive power, focusing on the incoporation of a productive system, existing in Goiás, provoked expressive impacts in territorial configuration of the state, triggering meaningfull tranformations into the control and into the territory management. The planetary expansion of the capitalist perspective injected a new social and economic dynamics which changed the existing characteristics of the goiana land. The current hegemony of the globalized Capital imposes, in Goiás, a form of appropriation and territorial management, which reinforces its capture, configurating it according to its demands, exercising actions that indicate a conception and the use of the space with a strong economic character, however, with varied social implications. / A presente dissertação objetiva decifrar o processo de inserção territorial de Goiás ao fenômeno da mundilização do Capital. A gradual captura das terras goianas pelo Capital em movimento, são descortinadas através dos conceitos de Território e de Gestão Territorial, vistos como elementos fundamentais para a construção de uma sólida interpretação geográfica da contemporaneidade goiana. As ações do poder executivo estadual e federal, visando à incorporação do sistema produtivo, existente em Goiás, provocou expressivos impactos na configuração territorial do estado, desencadeando significativas transformações no controle e na gestão do território. A expansão planetária da perspectiva capitalista introjetou uma nova dinâmica econômica e social que mudou as características existentes nas terras goianas. CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O objetivo desta pesquisa foi o de investigar a derivaÃÃo antropogÃnica de uma bacia hidrogrÃfica de cabeceira situada em regiÃo metropolitana: a porÃÃo da bacia hidrogrÃfica do rio Maranguapinho circunscrita no municÃpio de Maranguape (CearÃ). Este recorte territorial remete à presenÃa de Ãreas urbanas, rurais e de transiÃÃo, com a peculiaridade destas Ãreas urbanas estarem situadas entre serras, bem como o fato das vastas Ãreas rurais estarem associadas a uma bacia hidrogrÃfica metropolitana que, à jusante, perpassa por intensas dinÃmicas urbanas. Tendo em vista que este trabalho se propÃs a averiguar as transformaÃÃes na paisagem e no ambiente, essencialmente originadas pelo homem em sociedade, tornou-se necessÃria a distinÃÃo das Ãreas urbanizadas das demais. Para isto, buscou-se compreender como se estabelecem as formas de uso e ocupaÃÃo da terra e o manejo dos recursos hÃdricos neste territÃrio, nos levando à identificaÃÃo de trÃs unidades de paisagem de acordo com seus respectivos graus de antropizaÃÃo. Consideramos, ainda, como de fundamental importÃncia a contextualizaÃÃo do recorte territorial estudado perante a RegiÃo Metropolitana de Fortaleza, tendo em vista a discussÃo sobre as polÃticas de abastecimento de Ãgua e esgotamento sanitÃrio executadas em seus municÃpios. AlÃm disso, realizou-se o debate da problemÃtica socioambiental nas Ãreas de maior adensamento habitacional, onde se deu destaque Ãs habitaÃÃes de baixo padrÃo situadas nas margens dos cursos dâÃgua, configuradas como uma das mais marcantes formas de ocupaÃÃo do solo urbano verificadas neste recorte. Este estudo revelou a precariedade da gestÃo ambiental nas Ãreas rurais, com forte incidÃncia de desmatamentos nas margens dos afluentes da bacia hidrogrÃfica estudada, bem como, problemÃticas associadas à exposiÃÃo do solo nas Ãreas de entorno da cidade. Constatou-se, ainda, uma elevada deficiÃncia no atendimento de esgotamento sanitÃrio da cidade, o que contribui para uma maior degradaÃÃo da condiÃÃo de vida das classes sociais de baixa renda e para a poluiÃÃo dos corpos hÃdricos urbanos. A conclusÃo à de que se faz urgente e necessÃria a estruturaÃÃo de uma gestÃo territorial (no Ãmbito do municÃpio) e ambiental (no Ãmbito da bacia hidrogrÃfica) que, respectivamente, tenham como base a visÃo integrada dos impactos ambientais em escala local e a compreensÃo da bacia hidrogrÃfica como um sistema integrado, onde as intervenÃÃes realizadas nas Ãreas de montante se refletem nas Ãreas à jusante / The objective of this research was to investigate the anthropogenic derivation of a headwatershed located in a metropolitan area: the portion of the watershed of the river Maranguapinho situated in the municipality of Maranguape (CearÃ, Brazil). This territory refers to the presence of urban, rural and transitional, with peculiarities: these urban areas are located between mountains and the vast rural areas are associated with a metropolitan watershed that, downstream, runs through intense dynamic urban areas. Given that this study proposed to investigate the changes in landscape and environment, mainly originated by man in society, it became necessary to distinguish urban areas from the rest. For this, it was necessary to understand how are established the many forms of use and occupation of land and the water management in this territory, which leaded us to the identification of three landscape units according to their respective degrees of human disturbance. We also considered as a fundamental step, the contextualization of the studied territory, front to the Metropolitan Region of Fortaleza, in view of the discussion on policies for water supply and sewerage services performed in their communities. Moreover, there was a discussion about the socio-environmental problem in areas of higher density housing, which was highlighted as a low type of housing located on the banks of watercourses, configured as one of the most striking forms of land use verified in the object of this research. This study revealed the precariousness of environmental management in rural areas with high incidence of deforestation on the banks of tributaries of the watershed as well as problems related to exposure of soil in areas surrounding the city. It was found also a high deficiency in care of sanitation of the city, which contributes to further deterioration of living conditions of social classes in conditions of poverty and the pollution of the urban water resources. The conclusion is that it is urgent and necessary to structure a territorial management (within the municipality) and a environmental management (within the watershed) which, respectively, are based on the integrated view of environmental impacts at the local scale and understanding the watershed as an integrated system, where interventions undertaken in amount areas are reflected in downstream areas

Técnicas de sensoriamento remoto e geoprocessamento aplicadas ao planejamento territorial do Município de Cantá, Estado de Roraima

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / No Município de Cantá, assim como em toda a Amazônia, atividades de uso da terra vêm sendo praticadas (por madeireiros, pecuaristas e agricultores) de forma extensiva e predatória ocasionando, muitas vezes, a degradação do meio ambiente. Utilizando técnicas de Sensoriamento Remoto e Geoprocessamento, este trabalho contribui para a Gestão Territorial do Município de Cantá através do desenvolvimento dos seguintes procedimentos operacionais: análise das modificações ocorridas na cobertura vegetal do município e sua integração com os diferentes componentes do meio físico (Geologia, Geomorfologia, Pedologia e Clima.); indicação das áreas que precisam ser preservadas e/ou recuperadas ou que possam ser utilizadas sob manejo; delimitação de Áreas de Preservação Permanente (APP) e Terras Indígenas; e ainda uma estimativa de área do município para a manutenção de Reserva Legal, tomando como base as leis ambientais n 4.771 (Lei Federal de 15 de setembro de 1965) e 5.887 (Lei Estadual de 11 de maio de 1965), a Resolução n 303 do Conselho Nacional do Meio Ambiente CONAMA e a Medida Provisória n 2.166-67 (de 24 de agosto de 2001). / In the municipality of Cantá, in Roraima State, as well as in the Amazônia, land use activities have been practiced (by loggers, cattle raisers and agriculturers) in an extensive and predatory way, causing, many times, the degradation of the environment. Using Remote Sensing and Geoprocessing techniques this work contributes to land use management of municipality of Cantá and the following tasks have been developed to: analyse the modification occurred in the vegetation canopy of the municipality and its integration to the different components of the physical environment (Geology; Geomorphology, Pedology and Climate); indicate the areas that need to be preserved, recovered, or could be used under management; delimitation of the permanent preservation areas and Indian lands. Other important result is the estimate of the municipality area for maintenance of the legal reserve based on the environmental laws: Federal law N 4771 from September 15, 1965 and State law N 5887 from May 11, 1965; Resolution N 303 from the Environment National Council (CONAMA); Provisory Act n 2166-67 from August 24, 2001.

Desafios de gestão integrada de recursos naturais: a relação da gestão de recursos hídricos e a gestão territorial em bacias urbano-rurais - um estudo de caso na bacia hidrográfica do rio Itajai (SC) / DESAFIOS DA GESTÃO INTEGRADA DE RECURSOS NATURAIS: A RELAÇÃO ENTRE A GESTÃO DE RECURSOS HÍDRICOS E A GESTÃO DO TERRITÓRIO EM BACIAS URBANO-RURAIS: Um estudo de caso na Bacia Hidrográfica do Rio Itajaí (SC)

A gestão de recursos naturais é uma estratégia fundamental no enfrentamento dos problemas ambientais e na construção de uma condição de sustentabilidade. Esta gestão pode ser de caráter setorial e regulador, na medida em que não busca interferir no modelo de desenvolvimento, ou integrada, envolvendo ações compartilhadas em diferentes níveis com vistas a uma interação sócio-ambiental. No entanto, a implementação da gestão integrada reveste-se de igual complexidade aos problemas sobre os quais pretende atuar. Na discussão sobre a complexidade da implementação destacam-se dois aspectos interdependentes: a integração espacial entre diferentes escalas e territórios, e a integração institucional, considerando que nos últimos 25 anos existe uma sobreposição de ações não articuladas na arena ambiental. A partir deste modelo teórico analisa-se a articulação entre a gestão territorial no nível municipal e a gestão da água no nível da bacia hidrográfica com vistas à construção de uma gestão integrada. A abordagem conceitual é complementada com um estudo de caso na bacia hidrográfica do rio Itajaí (SC). Esta bacia, com ocupação urbanorural, abrange 50 municípios e possui uma população de aproximadamente 1.000.000 de habitantes. Como procedimento metodológico foram definidas 4 etapas que investigam a articulação na bacia hidrográfica do rio Itajaí. A primeira etapa trata da contextualização do objeto de estudo, ou seja, a caracterização da gestão da água e o papel do município. A segunda etapa caracteriza espacialmente agrupamentos de municípios que possuem características estruturais e dimensionais semelhantes, definindo uma tipologia. A terceira etapa metodológica estabelece relações entre os tipos definidos anteriormente, o uso do solo e a problemática da água nas sub-bacias. A quarta e última etapa, investiga, com base em uma pesquisa realizada nos municípios, as relações entre as escalas e os níveis de gestão. Do ponto de vista territorial a pesquisa demonstra que cerca de 70% do território da bacia encontra-se sob domínio de municípios rurais, em sua grande maioria em condição letárgica e esvaente. Em contraponto 40% da população da bacia reside nos dois centros urbanos atraentes. O resultado aponta que as dinâmicas de uso e ocupação do solo, cuja gestão é de competência municipal, não estão condicionadas à gestão de recursos hídricos. Por isto mesmo, as unidades de gestão de recursos hídricos não são suficientes para garantir o controle territorial e seus impactos na qualidade e quantidade de água. Entretanto, os pequenos e médios municípios muitas vezes não exercem o seu papel de gestor territorial, e a gestão de recursos hídricos, entendida aí em uma perspectiva da gestão integrada, pode representar novas possibilidades de articulação para a promoção da gestão do território municipal. / The management of natural resources is a basic strategy to face the environmental problems building the sustainable condition. This management can be described as sectorial and regulatory involving actions shared in different levels in the economic-environmental interaction with no inversion in the development model. However, the implementation of this integrated management is armed with equal complexity related to the problems on which it intends to act. In the subject on the complexity of the implementation two interdependent aspects are distinguished: the space integration between different scales and territories, and the institutional integration, considering that in last the 25 years exist an overlapping of the non-articulated actions in the environmental arena. With this theoretical model is analyzed the link between the territorial management in the district level and the water management in the level of the hydrographic basin looking to build an integrated management. The conceptual approach is complemented with the case study based on Itajaí River (SC) hydrographic basin. This basin with urban-agricultural occupation comprises 50 cities and approximately 1.000.000 of inhabitants. As methodological procedure 4 phases had been defined to investigate the link between territorial management and water management in the Itajaí River Basin. The first phase defines the context of the study object describing the water management and the function and actions the the district (duties and power of the districts). The second phase describes the groups of the cities with similar dimensions and structural characteristics defining a typology. The third methodological phase establishes relationship between the definite types (typology) defined previously, the use of the ground and the problematic related to the water management in the Itajaí (SC) river basin. The fourth and last phase, based on the research developed with all districts investigates the relationship between the scales and the management levels. In the territorial point of view the research demonstrates that about 70% of the river basin territory is under domain of the agricultural cities been the great majority in lethargic and diminishing conditions. In the other hand, 40% of the river basin population resides in the two attractive urban centers. The results show that the use and occupation of the land, which management is included in the district, is not conditioned to the water resources management. In fact, the units of management of water resources are not enough to guarantee the territorial control and its impacts in the quality and amount of water. However, many times small the medium districts can not execute their territorial management and water resources management with focus in the integrated management perspective promotes new possibilities for the district territorial management.
