Reform and democracy in Mozambique, 1983-1991

Africa is currently experiencing a movement toward more democratic systems of government. The causes of such changes are numerous, but the literature on African democratization, like that on similar changes elsewhere in the world, places emphasis on the role of internal or domestic factors. The role of international pressures toward democratization is almost completely ignored. The case of Mozambique illustrates the dangers of such an omission. During the past decade Mozambique has undergone considerable political change. The single-party, Marxist-Leninist oriented state has been replaced by a multi-party system, devoid of explicit references to any guiding ideology. The government has also expanded its contacts with the West, particularly by means of its assuming membership of the International Monetary Fund and the World Bank. These changes in Mozambique's political orientation have been accompanied by economic reforms, designed to arrest the precipitous decline in the Mozambican economy. In this dissertation I argue that the causes of both the economic and political reforms lie in this decline and in the government's need to secure capital and debt relief internationally. In order to do this, the Mozambican government had to change the aspects of its political system which were seen as being unacceptable by the West, in particular the lack of multi-party competition and its overtly Marxist orientation and close ties to socialist countries. Because the reforms had their primary genesis in Mozambique's need for international acceptance and not in the growth of popularly based democratic organisations, the reforms are fragile and their meaningfulness questionable.

The social integration of demobilised ex-combatants in Mozambique.

De-constructing the concept of "reintegration" that informed the top-down programmes designed for the social integration of ex-combatants, that dichotomize society into the military sphere and the civilian one, so that the process into which ex-combatants are involved after leaving the Army is one of "returning home", as society remaining the same or in a moving equilibrium, one saw society- marked by social differentiations, even amongst the demobilised ex-combatants. The ideal of "sameness" between "civilians" and ex-combatants involved in the concept of reintegration seems more an utopia. This research used previous studies of my colleagues. In criticizing them, I do not wish to create the impression that these works are of little value. Their analysis stand from very different disciplinary approaches, and with others aims. The major weakness I often saw was the indefinition of the terms they use and the mix of concepts like social integration and reintegration as having the same meaning. Other documentary research was carried out, and as the study included the understanding of meanings, values, individual actions and social interactions, in order to capture the meaningfulness of such life other qualitative methods were employed as the informal interviews, the use of key informants, participation in and observation of events in the setting. Looking society in a dynamic change, social integration is regarded as the process of negotiation of a common social order between actors in interaction (demobilised soldiers, other social groupings, and institutions like the state). It is better approached using the concept of integration. As an interactive process it is marked by a tension between the affirmation of the individuality of actors and the will to the sense of community. In its course different actors mobilise and use different identities according to the situations. avoiding or erasing specificities of previous socializations and identities and highlighting others. This study is an analysis of the social integration of demobilised soldiers in Mozambique, in the context of post-war social reconstruction. A Content Analysis of Mozambican Newspapers' Coverage of the 2004 Presidential Election

This study focuses on the amount of coverage given by four major tabloid newspapers-Demos, Zambeze, Savana and Domingo-to the candidates of the major political parties Renamo and Frelimo, during the 2004 presidential race. The number of stories of both parties in those newspapers were counted and calculated by chi-square to determine how much one party was covered than the other identifying signs of balance or bias. The research showed that there was a significant result of 42 percent of likelihood that stories in the four newspapers would either be about Frelimo or Renamo. However, the study also revealed that Frelimo was the party covered most often by Demos, Zambeze and Savana while Renamo was covered most often by Domingo.

A thesis submitted in partial fulfilment of the requirements for the degree of Masters by Coursework and Research Report in the Department of History, the Faculty of Humanities, University of the Witwatersrand, Johannesburg / This study analyzes the “socialization of the countryside” and its consequences for agricultural production in Manica district during the postcolonial period from 1975 until 1987. The impact of this policy, developed by FRELIMO as guerrilla movement during the struggle of liberation of Mozambique (1964-1974) and as FRELIMO government from 1975 until 1987, has been analyzed here in historical perspective. During the struggle in liberated zones, FRELIMO along with the rural African population developed a collective form of production inspired by African socialism developed by President Julius Nyerere in Tanzania. FRELIMO’s new policy was implemented in whole country after independence in 1975, through the creation of the state companies, communal villages, and cooperatives of production between 1976 and 1987. This policy was implemented in the countryside without having the rural experience necessary to inform its functioning. Additionally, the weakness of human resources in its management of the policy further undermined its success. Furthermore, the war led by RRENAMO from 1976 until its end in 1992 weakened the state’s resolve. These three factors became the basic causes of the policy’s abandonment in 1983, and its replaced by the neo-liberal economic adjustment policy in 1987. / MT2016

The political economy of South African foreign direct investment in Mozambique: a case study of MOZAL and its implications for development in Mozambique and Southern Africa.

The MOZAL aluminium smelter in Maputo is the largest-ever foreign direct investment in Mozambique. South Africa&rsquo / s state-owned Industrial Development Corporation (IDC) owns 24% shares in MOZAL and the Development Bank of South Africa (DBSA) and Eskom provided road and power supply infrastructure to ensure the success of the smelter. BHP Billiton is the majority shareholder, the other being Mitsubishi. MOZAL is the flagship of South Africa&rsquo / s foreign policy for regional integration in southern Africa and economic reconstruction in Mozambique: a practical manifestation of the African Renaissance. This thesis is a case study of MOZAL as an example of cross-border industrial development and its implications for development in Mozambique. Using an eclectic multidisciplinary Critical Global Political Economy (critical GPE) theoretical framework, a survey of relevant literature and a series of selected open interviews, it examines how development based on the assumptions of industrialisation and neo-modernisation espoused by the governments and private sector champions of MOZAL impact on class, gender, environmental and social justice in Mozambique. The research identifies the socio-economic development dimensions of MOZAL for Mozambique and how the cost and benefits are distributed among the various social groups and actors directly and/or indirectly involved with the MOZAL aluminium smelter. The main findings are that MOZAL as a private sector FDI project is a qualified success. On the positive side, it contributes to economic growth. However, the benefits to Mozambique are exaggerated and are not broadly distributed. On the negative side, it contributes to increasing the economic dependence of Mozambique on the South African economy. Instead of narrowing the development gap, the smelter has contributed to increased differentiation between companies in South Africa and Mozambique and, within Mozambique, between the Northern and Southern regions, as well as among MOZAL employees and the majority of the population in Maputo. The implications are that the development benefits from foreign direct investment cross-border industrial development projects may, at least in the short-term, lead to uneven regional integration and development enjoyed by a few.

Electoral Rules, Political Parties, and Peace Duration in Post-conflict States

This dissertation examines the following research question: Which types of electoral rules chosen in post-conflict states best promote peace? And are those effects conditional upon other factors? I argue that the effects are conditional upon the types of political parties that exist in the post-conflict environment. Although this explanation is contrary to scholars that speak of political parties as products of the electoral system, political parties often predate the choice of electoral system. Especially in post-conflict states, political parties play an important role in the negotiation process and hence in the design of the electoral rules. I argue that the effects of electoral rules on peace duration are mitigated by the degree to which a party system is broad (nonexclusive) or narrow (exclusive). I develop a theoretical model that led to three hypotheses focusing on the independent role that political parties play in mitigating the effects of electoral rules on peace duration. To test these hypotheses, I use the Cox proportional hazard model on 57 post-conflict states from 1990 to 2009 and had competitive elections. The empirical results show support for the main argument of this study. First, the findings show that electoral rules alone do not increase or decrease the risk of civil war outbreak, yet when interacting with the degree to which political parties are broad or narrow, there is a significant effect on the outbreak of civil war. Second, the results show that post-conflict states with party centered electoral systems (closed list PR system) are less likely to have an outbreak of civil war when more seats in the parliament are controlled by broad-based parties. In addition, I conduct a comparative case study analysis of two post-conflict states, Angola (1975-1992) and Mozambique (1975-1994), using the most similar systems (MSS) research design.

The decision to apply a modified Reagan doctrine towards Mozambique : a case study of the bureaucratic political model

The Reagan Administration took office in 1981 and began to implement against the Union of Soviet Socialist Republics (USSR), what became known as the Reagan Doctrine. The was an effort to break with previous the previous presidential administration’s policies toward the USSR and would involve the rollback of Communism, instead of simply just co-existing with Communism (Détente) or containing the spread of it. Part of the area that was subject to the Reagan Doctrine included the volatile southern African region, which had two Marxist-Leninist Regimes, namely Angola and Mozambique. Using Graham Allison’s bureaucratic political model, this study attempts to answer the question: “Even when all the prerequisites were met, why was there a decision to only implement a modified form of the Reagan Doctrine in Mozambique, instead of a full-blown effort, such as in, for example Angola or Afghanistan?” As will be shown in the research, the Reagan Doctrine was not a written doctrine, but had many different facets, as will be shown. The most significant part of the Reagan Doctrine was the recognition and arming of insurgents who confronted the Soviet backed regimes including RENAMO. There have been claims that the US Government did not recognize RENAMO. This is false as will be shown by the fact that President Reagan urged FRELIMO to negotiate with the RENAMO resistance. The real significance of this is that even if all prerequisites were met, why was there such reluctance to apply the doctrine with the veracity as compared to the effort in Angola and Afghanistan in arming RENAMO. Was the United States Government still trapped in the “Vietnam Syndrome”? Did the Mozambique National Resistance (RENAMO) have the 3 same political and charismatic qualities as the Union for the Total Independence of Angola (UNITA)? Were special interests or lobbyists influencing government bureaucrats to view decisions in a specific way? A significant part of this study is devoted to the question of how much influence did the bureaucracy and the politicians (both appointed and career) had on the important national security decision-making process involving Mozambique. Another question that could be asked is: Was the doctrine indirectly applied through third parties? In 1989 when the Reagan Administration ended, did President Reagan and the Reagan Administration achieve their objectives toward Mozambique. There is social chaos and disintegration, high indices of corruption, subtle recolonisation, decline of civil services, etc. At the bottom lie the market ethics and fundamentalist theological discourse by dint of which the World Bank and the International Monetary Fund deny historical consciousness, lack institutional memory, vest themselves with unquestionable international authority, dictate and impose policies without accountability for the social consequences.
