Státoprávní změny v ČSR v letech 1938-1939 / Constitutional changes in the Czechoslovak Republic in 1938-1939

This work deals with legal aspects of changes in Czechoslovakia in 1938-1939. Firstly, it outlines the historical background and relationships that were being formed during the First Republic. It further deals, in particular, with the constitutional development in course of so-called Munich crisis, i.e. describes plans for rebuilding of Czechoslovakia, as well as adopted measures and the Munich agreement itself that led to reduction of the territory of the state and liquidation of its political and economic independence. It also deals with development of the Second, post-Munich Republic from both internal and international perspective. Regarding internal changes, it points out to creation of autonomous lands, election of president Hácha, adoption of Enabling Act and elections to autonomous assemblies. To make the picture complete, several issues regulated on level of ordinary acts are chosen that demonstrate a shift from principles of humanism and democracy. A part devoted to the international development depicts territorial losses in favor of neighboring countries, effort to obtain guarantees of borders, as well as it mentions forms of forced cooperation with Germany. Vedoucí diplomové práce PhDr. Petr Bednařík Ph.D. Abstrakt: Diplomová práce "Obraz sudetských Němců v českém tisku v krizovém roce 1938" se zabývá mediálním obrazem německé menšiny v Československu v období mnichovské krize (od dubna 1938 do podpisu mnichovské dohody), a to formou komparace, která zahrnuje ústřední tiskové orgány hlavních politických proudů té doby: u ČSDSD - Právo lidu, u ČSNS - České slovo, u ČND (Národního sjednocení) - Národní listy, u KSČ - Rudé právo, u ČSL - Lidové listy a u agrárníků (Republikánské strany zemědělského a malorolnického lidu) - Venkov. Práce se rovněž dotýká postojů českých fašizujících proudů k sudetským Němcům. Výstupy stranických periodik nejsou zkoumány izolovaně, ale i vzhledem k politickým postojům jednotlivých stran a je zohledněn vývoj těchto postojů v čase s tím, jak se krize prohlubovala, rozdělením zkoumaných témat do tří hlavních období roku 1938. Tyrimo objektas: skirtingos lyties, gimimo amžiaus, svorio ir ūgio kūdikių motorinės raidos kitimas taikant kineziterapiją. Tyrimo problema: Labai svarbu kuo anksčiau atrinkti vaikus, kurių raida nukrypsta nuo normos, yra paveikta ar veikiama rizikos veiksnių. Mokslinės medicininės literatūros šaltiniuose (Mockevičienė, 2003; Prasauskienė, 2003) teigiama, kad vaikų raidai ryškų poveikį turi gimimo savaitė ir naujagimio ūgis, svoris. Tyrimo tikslas – nustatyti kineziterapijos poveikį skirtingos lyties, gimimo amžiaus, svorio ir ūgio kūdikių motorinei raidai. Tyrimo uždaviniai: 1.Nustatyti kineziterapijos poveikį mergaičių ir berniukų motorinei raidai. 2. Nustatyti kineziterapijos poveikį išnešiotų ir neišnešiotų kūdikių motorinei raidai. 3. Nustatyti kineziterapijos poveikį normalaus ir mažo kūno svorio kūdikių motorinei raidai. 4. Nustatyti kineziterapijos poveikį skirtingo ūgio kūdikių motorinei raidai. 5. Nustatyti koreliacinius ryšius tarp vertintų rodiklių. Tyrimo metodai ir organizavimas: tyrimas buvo atliktas Klaipėdos Sutrikusio Vystymosi kūdikių namuose nuo 2009 m. ir truko 3 mėnesius. Ankstyvosios reabilitacijos ir korekcijos skyriuje tiriamųjų (n=20, chronologinis amžius – nuo 1 iki 11 mėnesių) motorinė branda buvo vertinama prieš ir po kineziterapijos procedūrų pagal Miuncheno funkcinės raidos diagnostiką bei apskaičiuojamas motorikos koeficientas ir įvertinta raumenų įtampa. Issue of study: It is very important to select the children, whose development deviates from normal and is affected or under affect of risk factors, as earlier as possible. The sources of scientific medical literature (Mockevičienė, 2003; Prasauskienė, 2003) states that the week of birth, newborn's tature and weight have strong influence on the development of children. Aim of study: to determine the influence of physiotherapy on motor development of babies with different gender, age of birth, weight and stature. Goals of study: 1. To determine the influence of physiotherapy on motor development of girls and boys. 2. To determine the influence of physiotherapy on motor development of full-term and pre-term infants. 3. To determine the influence of physiotherapy on motor development of normal and low body weight infants. 4. To determine the influence of physiotherapy on motor development of different stature babies. 5. To determine correlations among evaluation ratios. Methods and organization of study: the research was done in Klaipeda’s baby-house of developmental disorders in 2009 and it took 3 months. The aim of this master thesis is to suggest possible improvements for the current communication strategy of Czech Centre Munich -- one of the offshore branches of the government agency Czech Centres. This thesis is divided into two parts -- theoretical and practical. Important terms (such as marketing and communication) are explained in the theoretical part with a focus on their modifications in the sector of services and cultural sphere. The practical part presents the structure of Czech Centres, their field of activities and their communication structure. This part also introduces Czech Centre Munich with its activities, partners and communication instruments. The communication strategy is analysed through a direct observation and a quantitative questionnaire. The final part of this thesis evaluates and states recommendations for the communication strategy.

The thesis defines the importance of public diplomacy; it introduces a fundamental concept of both Czech and German public diplomacy with a focus on cultural diplomacy. Historical part outlines the contribution and influence of both countries to the public of the other, and the example of the Czech Centre in Munich shows the Czech practice of cultural diplomacy as an important tool of public diplomacy and the form of the image presented by the Czech Republic in Germany.

The Role of Munich Analogy in United States Foreign Policy and Latin America's Cold War / Role mnichovské analogie v americké zahraniční politice a latinskoamerické studené válce

The Munich analogy has been one of the most influential paradigms, which framed the United States strategic thinking in terms of use of force since 1945. The 1930s negative experience of appeasement traditionally served as a vehicle of rationalizing open and covert interventions, which allegedly aimed to stop the repetition of World War II scenario. The application of the historical reasoning in the US-Latin American relations since the 1950s contributed to the creation of the Munich syndrome in US foreign policy. This perception of threats led the American leaders to believe that the political changes in Latin America represented a serious challenge to the national security of the US. This study examines the role of Munich analogy and its relevance in justifying the policies of regime change in four Latin American countries namely Chile the Dominican Republic Grenada and Nicaragua. Due to the historical analogy contribution the indigenous political conflicts within these states were incorporated into dynamic Latin American Cold War. Based on the new available official documents and declassified files this paper offers a new perspective on the significant period of the 20th century international relations, whose consequences can be traced even in the contemporary US politics.

Western orientation of the interwar Czechoslovak foreign policy was based on a longterm effort to extricate the territory from a German sphere of influence and on the circumstances of its formation in 1918. A generally accepted narration about the friendship of France and Britain resulted in a deep mental shock after the messages about the signing of the Munich Agreement reached Czechoslovakia on the 30th of September 1938. Consequently, Czechoslovakia reoriented itself towards East. The aim of this diploma thesis is to capture this sudden turn through an analysis of the British image in selected Czech journals. Britain is in this regard examined as one of two most important interwar allies of Czechoslovakia. Discoursive analysis is applied to articles appearing in three periodicals, which represent three interwar ideological groups. Namely, the diploma thesis works with Lidove noviny, which were constructing an image influenced by the foreign policy orientation of the Castle, Venkov, which acted as a press agency of the most powerful political party, and Rude pravo, whose editorial line was comparatively noncomformist and thus represents a desirable alternative.

The thesis is dealing with the circumstances in which the Treaty on Mutual Relations between the Czechoslovak Socialist Republic and the Federal Republic of Germany, known as the Prague Treaty, was negotiated and concluded in the early 1970s. The main focus of the thesis is the chapter on the Way to the Prague Treaty, which contains an analysis of negotiations on the text of the Prague Treaty, where the biggest obstacle was disagreement over the invalidity of Munich Agreement, as well as questions about importance of some treaty provisions for West Berlin, signing the treaty in Prague in December 1973 and finally even the process of ratification of the treaty in both states. The analysis of the ratification process consisting mainly in the negotiation of a treaty in the legislative bodies of both states is based mainly on primary sources, parliamentary papers and stenoprotocols. Complicated was discussion in the Federal Republic, when deputies of opposition (CDU/CSU) in Bundestag spoke against the treaty and Bundesrat voted against the treaty even two times. The treaty was approved unanimously in Federal Assembly of Czechoslovakia, nevertheless speeches of each deputies was used mainly for proclamation of own interpretation of some provisions of the treaty. Reliability of life event assessments: test-retest reliability and fall-off effects of the Munich interview for the assessment of life events and conditions

This paper presents the findings of two independent studies which examined the test-retest reliability and the fall-off effects of the Munich Life Event List (MEL). The MEL is a three-step interview procedure for assessing life incidents which focusses on recognition processes rather than free recall. In a reliability study, test–retest coefficients of the MEL, based on a sample of 42 subjects, were quite stable over a 6-week interval. Stability for severe incidents appeared to be higher than for the less severe ones. In the fall-off study, a total rate of 30% fall-off was noted for all incidents reported retrospectively over an 8-year period. A more detailed analysis revealed average monthly fall-off effects of 0.36%. The size of fall-off effects was higher for non-severe and positive incidents than for severe incidents. This was particularly evident for the symptomatic groups. Non-symptomatic males reported a higheroverall number of life incidents than females. This was partly due to more frequent reporting of severe incidents. The findings of the fall-off study do not support the common belief that the reliability oflife incident report is much worse when the assessment period is extended over a period of several years as compared to the traditional 6-month period.
