Municipal activities for the environment : a perspective on the Kgalagadi municipal area / Carel Johannes Venter

Municipalities as the custodians of the environment in their areas of jurisdiction have the responsibility to care for the environment through their activities. This will ensure that the health and quality of the living of residents is protected and that residents continue to benefit from the environment in the long term. This study focuses on the environmental management activities of South African municipalities by providing a theoretical framework for environmental management, review available environmental management tools and reflect on environmental management activities by municipalities of the Kgalagadi area. Municipalities of the Kgalagadi area were analysed against the various available environmental management tools, municipal health responsibilities and powers and functions. The core finding is that most environmental management tools are developed and implemented in the Kgalagadi area. However a concern is the lack of effective utilisation of by-laws as a tool and the under-performance of the municipal health function by the District Municipality. It is recommended that municipalities should align their environmental activities to the powers and functions of local government and the performance management system of municipalities measure environmental performance as well. / Thesis (M. Análise da gestão do licenciamento ambiental municipal no estado do Rio Grande do Sul

Este trabalho aborda o licenciamento ambiental no Brasil como um instrumento de planejamento, com especial ênfase na atuação dos municípios. O licenciamento ambiental, além de ser um mecanismo técnico, administrativo e jurídico capaz de auxiliar os empreendimentos para que causem os menores impactos possíveis ao ambiente, é também um instrumento de planejamento integrado e estratégico, capaz de promover o desenvolvimento sustentado. Os municípios, reconhecidos como entes federados podem e devem exercer a gestão ambiental municipal e, no tocante ao licenciamento, efetuarem aqueles referentes às atividades definidas como de impacto local. Em cada licença gerada poderão exercer através deste instrumento o fundamento para o planejamento urbano, estratégico, social, econômico e ambiental, garantindo proteção dos recursos naturais para a população atual e às futuras gerações. Para este estudo, foram coletados dados através de uma pesquisa em 78 municípios no Estado do Rio Grande do Sul, sendo gerados índices de desempenho. Estes dados permitem sustentar que o ente federado município, apesar de dificuldades particulares a cada caso, pode exercer seu papel constitucional na esfera ambiental, pois além da proximidade com os empreendimentos, a população local tem possibilidade de participar do contexto, auxiliando a administração A participação popular também pode contribuir para o melhor direcionamento dos recursos e ações, colaborando para desenvolvimento local, com menores impactos ao meio ambiente. A pesquisa demonstrou que o Sistema Municipal de Meio Ambiente é viável e protege o meio ambiente através da atuação dos agentes públicos. Este sistema proporciona, num país de grandes dimensões, a possibilidade de proteger o meio ambiente e desenvolver as atividades humanas de forma sustentável. Entretanto, mesmo os municípios que efetuam licenciamentos ambientais locais, carecem de apoio e capacitação técnica permanente e dentre as várias prioridades, a educação ambiental fica em segundo plano da mesma forma que em outras esferas de governo. / This work deals with environmental licensing in Brazil as a planning instrument, with special emphasis on the actions of municipalities. Environmental licensing, besides being a technical, administrative and legal mechanism capable of helping enterprises to cause the least possible impacts to the environment, is also an integrated and strategic planning tool capable of promoting sustained development. Municipalities, recognized as federated entities can and should exercise municipal environmental management and, in relation to licensing, carry out actions related to activities defined as local impact. In each generated license, they will be able to exercise through this instrument the foundation of urban, strategic, social, economic and environmental planning, guaranteeing the protection of natural resources for the current population and future generations. For this study, data were collected through 78 municipalities survey in the State of Rio Grande do Sul, generating performance indexes These data allow to argue that the federated municipality, in spite of particular difficulties in each case, can exercise its constitutional role in the environmental sphere, since besides the proximity to the enterprises, the local population has the possibility to participate in the context, helping the administration.Popular participation can also contribute to better targeting of resources and actions, collaborating for local development, with less impact to the environment. The survey analysis showed the Municipal Environmental System viability and protecting the environment through the actions of public agents.This system provides, in a large country and a state with financial and technical difficulties, that it is possible to protect the environment and to develop human activities in a sustainable way.However, even municipalities that carry out local environmental licensing have a lack of permanent technical support and training, and among the various priorities, environmental education has been in second place in the same way as in other government spheres.

Svensk Miljömodell i Fransk Offentlig Regi? : En studie om möjligheterna för policy transfer av en svensk miljöpolicy till fransk lokal nivå

This study aims at examining the prospects for a policy transfer of a Swedish municipal environmental policy (that of Växjö) to the French urban commune Blois, for which an ambition of becoming a leading eco-city in France, was declared by the mayor in 2008. In the analysis, emphasis is laid on mechanisms to institutionalize the main environmental policy principles, such as political and institutional structures and processes. Other prospects for an institutionalization of a new environmental policy that are to be investigated are economic structures as well as visions of the different decision-makers concerned. Research methods used in the study are qualitative interviews, document studies and a questionnaire. The findings of the analysis show that today’s prospects for an environmental policy in Blois close to that of Växjö, are clearly limited. The limitations can partly be found in economic structures but these seem to be rather related to a lack of priority amongst actors. Moreover, problems have been identified arising from administrative complexity with a lack of internal integration. There is a commitment amongst some of the actors working with environmental issues, but the complexity of decision-makers involved together with unclear priorities make a developed strategic approach hard to achieve.

Gestión ambiental municipal: una propuesta de indicadores de evaluación / Municipal environmental management: a proposal for assessment indicators

A partir de la Cumbre para la Tierra 1992, en las últimas décadas ganó relevancia la participación de los gobiernos locales, como un factor determinante para alcanzar las metas del desarrollo socioeconómico según los principios de sostenibilidad. El Programa 21 resalta que la función de las autoridades locales es la creación, el funcionamiento y el mantenimiento de la infraestructura económica, social y ecológica, para lo cual adelantan los procesos de planificación, establecen las políticas y reglamentaciones ecológicas locales y contribuyen a la ejecución de las políticas ambientales en los niveles nacional y regional. En su carácter de autoridad más cercana al pueblo, desempeñan una función importantísima en la educación y movilización del público en pro del desarrollo sostenible (NACIONES UNIDAS, 1992). Para tanto, los municipios deben contar con instrumentos de planeación, evaluación y control que contribuyan con una adecuada gestión ambiental. En este sentido, los municipios de pequeño porte no cuentan con recursos y capacidad suficiente para desarrollar este tipo de instrumentos, por lo cual son elaborados por entidades de nivel superior, regional o nacional con un enfoque top-down, siendo escasos y poco eficientes. En este contexto, el objetivo de la presente investigación es desarrollar un modelo de indicadores que permite evaluar la gestión de los gobiernos locales en el área ambiental, desarrollado con un enfoque participativo que permite inserir la visión y necesidades de los responsables de la información y los usuarios de la misma y que además es consistente con los sistemas de indicadores de nivel nacional y regional. Tomando como estudio de caso los municipios del departamento de Nariño, en Colombia y con la participación de funcionaros de las administraciones municipales, de la Contraloría Departamental de Nariño (CDN), como organismo de control y de la Corporación Autónoma Regional de Nariño (Corponarño) como entidad encargada de la implementación de la Política Ambiental Nacional en el nivel regional, el presente estudio presenta un grupo de 40 indicadores de gestión ambiental municipal y un modelo de evaluación de los resultados de la gestión ambiental municipal, los cuales se constituyen en un instrumento de planeación y control para los tomadores de decisiones y de apoyo a labor de vigilancia, control y presentación de información para las contralorías departamentales. / During the last decades, the participation of local governments gained importance, as one of the determining factors to reach socioeconomic development goals according to sustainability principles. Therefore, municipalities must have planning, assessment and control instruments which lead to proper environmental management. However, small-sized Colombian municipalities do not have enough resources or capacity to develop this kind of instruments; so that, these are elaborated by higher level entities, embracing regional and national stances using a top-down approach, which are few and scarcely efficient. The objective of this paper is to present a model of indicators that allows assessing the local authorities\' management regarding environmental aspects. It was developed under a participative approach (bottom-up) conveying the insertion of vision and needs coming from the people responsible of the information and its users; and additionally, it is consistent with the indicators systems at national and regional stages. The municipalities of Nariño in Colombia, as well as the participation of the governing servants, the Contraloria Departamental de Nariño (CDN), as a control organism and Corporación Autónoma Regional de Nariño (Corponariño) that is the entity responsible of the implementation of the National Environmental Policy in the region, were taken as a case of study, in order to present a group of 40 environmental management indicators and a raw model to assess the results of the local environmental management, which take part in a planning and control instrument oriented to decision makers; additionally it turns to be an instrument to support monitoring, control and data presentation coming from the control organism. A partir da Lei n. 6.938 de 31 de agosto de 1981, que constituiu o Sistema Nacional do Meio Ambiente, criou-se o Conselho Nacional do Meio Ambiente e instituiu-se o Cadastro Técnico Federal de Atividades e Instrumentos de Defesa Ambiental, a gestão ambiental pública ganhou um espaço cada vez maior nas administrações municipais, com a implementação de instrumentos de gestão ambiental propiciando aos municípios a possibilidade de ações efetivas que contribuam para uma melhor qualidade de vida a população. Esse trabalho propõe a criação de um método de classificação municipal que indicará qual o nível da gestão ambiental do município. Verificando o número de instrumentos de gestão ambiental constituído e o número de problemas ambientais ocorridos em cada município na visão do gestor local nos anos de 2006/2008. E ainda qual a influência do IDH tanto na implementação de tais instrumentos de gestão ambiental, como nas ocorrências dos problemas ambientais. Tal classificação tem a intenção de verificar se o município encontra-se bem aparelhado no que se refere à gestão ambiental, auxiliando para futuras decisões nas ações da política ambiental local. O foco desse trabalho serão os municípios dos estados de Minas Gerais, Piauí e Rio de Janeiro. Os resultados serão processados via o software MATLAB utilizando lógica nebulosa (fuzzy) e apresentados em um website utilizando as linguagens de programação JSP, HTML, JavaScript e esse website armazenado em um servidor TomCat e tais resultados serão apresentados nas formas de valores alfanuméricos em tabelas e espaciais através de mapas temáticos em uma solução sig-web.
