A spatial decision support system for pipe break susceptibility analysis and impact assessment of municipal water distribution systems

Water pipe breaks result not only in a disruption in service but also in significant loss of water, which otherwise could have been sold to the consumer. In countries where water is scarce, such as South Africa, water losses can be detrimental to the living standard of people. Water pipe breaks can furthermore cause extensive damage to nearby lower-lying properties. Existing decision support systems available in the field of water distribution system maintenance are mainly focused on leak detection and pipe rehabilitation/replacement strategy. These existing systems, however, do not address the actual causes of pipe breaks and pipe break impact is also not supported. The aim of this research is to develop a spatial decision support system (SDSS) for pipe break susceptibility analysis and impact assessment. The engineer (or public works administrator) can apply the SDSS to model the complex pipe break phenomena in the municipal water distribution system. The SDSS can identify pipes susceptible to breaking and pipes with potentially high break impact as far as water loss and damage caused to nearby property are concerned. This combined pipe break susceptibility analysis and potential impact assessment should promote more informed decision-making on preventative maintenance measures to be taken and their prioritisation. The dissertation consists offive parts. In the first part (Chapters 1-4) theories on information systems, fuzzy logic, object-oriented modelling, Unified Modelling Language (UML) and pipe break causes are presented. This literature review provides a basis on which the SDSS for pipe break susceptibility analysis and impact assessment can be developed. In the second part (Chapter 5) the general user requirements and design of the SDSS are given. The general SDSS architecture, the general system functionality and the user interface are described and designed in this part of the dissertation. The third part (Chapter 6) provides the detailed user requirements and design of the subsystems of the SDSS. Specialised functionality for pipe break susceptibility analysis and impact assessment is added to the general design of the SDSS. Subsystems are designed for analysing the pipe break susceptibility due to age, air-pocket formation and tree-root attack. Pipe break impact assessment subsystems are also designed for assessing water loss and potential damage caused to nearby property. Finally, a combined analysis subsystem is designed for combined pipe break susceptibility analysis and impact assessment. In the fourth part (Chapter 7), the SDSS is applied to the water distribution system of the Paarl Municipality to identify pipes in the network that have both high break susceptibility and also high break impact. The pipe break susceptibility analysis model of the SDSS is also tested and calibrated by comparing the model results with actual pipe break occurrence data of the study area. The final chapter (Chapter 8) contains the summary and recommendations regarding the functionality of the newly developed SDSS. / AFRIKAANSE OPSOMMING: Die instandhouding van munisipale waterverspreidingstelsels is uiters belangrik vir volhoubare stedelike ontwikkeling. Waterpypbreuke lei nie alleenlik tot onderbreking in diensverskaffing nie, maar ook tot beduidende waterverlies en verlies aan inkomste uit waterverkope. In lande waar water skaars is, soos in Suid-Afrika, kan waterverliese die lewenstandaard van die bevolking nadelig beïnvloed. Waterpypbreuke kan ook groot skade aan naby-geleë laag-liggende eiendomme aanrig. Besluitnemingstelsels tans beskikbaar op die gebied van instandhouding van waterverspreidingstelsels is hoofsaaklik gerig op lekkasie-opsporing en pyprehabilitasie- en pypvervangingstrategieë. Hierdie bestaande stelsels spreek egter nie die eintlike oorsake van pypbreuke aan nie, daar word ook nie op die impak van pypbreuke ingegaan nie. Die doelwit van hierdie navorsing is om 'n ruimtelike besluitnemingstelsel (RBS) - vir pypbreuk-risiko-analise en impakberaming te ontwikkel. Die ingenieur (of stelselbestuurder) kan met behulp van die RBS die komplekse pypbreukverskynsel in 'n munisipale waterverspreidingstelsel modelleer. Social policy, welfare in urban services in South Africa : a case study of free basic water, indigency and citizenship in Eastwood, Pietermaritzburg, KwaZulu-Natal (2005-2007)

This is an in-depth case study of urban water services to poor households and their interactions with local state power in the community of Eastwood, Pietermaritzburg, in the province of KwaZulu-Natal, South Africa, for the period 2005-2007. It draws especially on the experiences of poor women, exploring the conceptions and implications of the movement of municipal services into the realm of welfare-based urban service concessions. It interrogates what value municipal services, framed in the language and form of welfare but within a commodification milieu and in the context of shifting citizen-state relations offer the state apparatus and how such free basic service offerings are experienced by poor households at the level of domestic, social and economic functioning. The study adopts a fluid mixed-methodological approach to optimise exploration and interpretation. It argues that the interface of state service delivery and citizens is fraught with contradictions: core to this is the nature of state ' help.' Free basic water encompassed in the social wage did not improve the lives of poor households; instead it eroded original water access. Free basic water stole women's time spent on domestic activities; compromised appropriate water requirements, exacerbated service affordability problems and negatively affected household functioning. Poor households experienced the government's policy of free basic services as containment and punishment for being poor. The Indigent Policy activated the state's surveillance, disciplinary and control apparatus. In the absence of effective national regulation over municipalities and with financial shortfalls, street-level bureaucrats manipulated social policies to further municipal cost recovery goals and subjugate poor households. Social control and cheap governance were in symmetry. Citizens, desperate for relief, approached the state. Poor households were pushed into downgraded service packages or mercilessly pursued by municipally outsourced private debt collectors and disconnection companies. Municipalities competing for investments brought about by favourable credit ratings abandoned the humanity of their citizens. Such re-prioritisation of values had profound implications for governance and public trust. Citizens were jettisoned to the outskirts of municipal governance, resulting in a distinct confusion and anger towards the local state - and with it, major uncertainties regarding future stability, redistribution and equity.

An investigation of the provision of the water and sanitation services after the devolution of powers and functions in 2003 to selected municipalities in the Eastern Cape Province

The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services. The relatedness of poverty, lack of basic services to influx in the cities. Relatedness of the quality of the water services to the outbreak of diseases

Challenges of water supply management : a case of Umdoni Local Municipality, Kwa-Zulu Natal-South Africa

Thesis (M. Dev.) -- University of Limpopo, 2017 / The aim of the study was to examine the challenges of water supply management in Umdoni Local Municipality. Two methods were employed to collect data in the study. The first method involved one-on-one interviews with the participants. An interview guide was used to obtain data pertaining water supply services from a water services manager, a municipal manager and ten (10) ward councillors. The second method entailed analysis of documents within the municipality. In this study findings were based on issues such as prioritization of effective water supply for Umdoni Local Municipality, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure and skills development. The underlying causes of the water supply problems are based on the basic infrastructure, provision of water supply being very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, however, water supply is unfortunately disrupted by many factors. The findings in this study shows that poor water supply emanates from many factors such as management skills, technical challenges and illegal connections. This study recommends that Umdoni Local Municipality has additions of water plants, building of new reservoirs and upgrades of water pipes, especially in Amahlongwa area as it needs urgent attention.

Challenges in the delivery of water services in Sekhukhune District Municipality : a case of Makhuduthamaga Local Municipality

(Planning and Management)) -- University of Limpopo, 2019 / The provision of basic water services delivery to all South African citizens is one of the huge challenges for the local government and it is at the coalface of service delivery. The objective of the study was to determine the factors that influence water service delivery challenges in the local municipality of Makhuduthamaga, in Sekhukhune District Municipality. The statement of the problem, therefore, provided the foundation within which the aims of the study are explained. The significance of this research cannot be over-emphasised, especially against the backdrop that local government is the third sphere of government and is in the front line of service delivery. This study aimed at investigating the water service delivery challenges in the municipality of Makhuduthamaga in Sekhukhune District, Limpopo province. This research was necessitated by the lack of water in Makhuduthamaga Local Municipality. It is evident that there are several challenges in the delivery of water services in the local sphere, however, for the sake of this research only one municipality was selected as a case study. The study employed a qualitative case study research design to collect data from participants who were selected through a purposive sampling technique. The study participants included the local community representatives and the municipal officials responsible for water services in the municipality and the water resources available in the locality such as the Vergelegen, Nkadimeng and De Hoop dams. The finding shows that the available water sources are not adequate to cater for all the residents of the municipality; hence this affects the water delivery efforts of the municipality significantly. As a result, local residents have expressed their dissatisfaction through violent service delivery protests in different wards of the municipality. The study further reveals that the municipality has been facing serious water services challenges over several years. The issue emanates from the water sources which are dried up, illegal connections, incomplete projects by contractors, financial constraints, and poor maintenance planning. The main challenge here is the lack of water sources, poor maintenance, lack of skills and expertise from the employees in the water department, insufficient budget to relieve the water crisis in the municipality and the district at large. The municipality has implemented all the interventions, such as public participation to vi encourage communities to use water sparingly, to pay for services of the municipality for the sake of revenue enhancement and have drilled more boreholes to augment the water services to the communities. This study recommends that the municipality should prioritise their budgeting and align this to the community needs, hiring the correct personnel with relevant skills and expertise in the water related function. Also, the municipality needs to work on the turnaround time for the maintenance of pump stations and fixing of leaking water pipes. They should penalise all the illegally connected households so that they can curb all the recurring illegal connections. The other issue is to improve communications with the communities with relevant stakeholders to ensure that everyone is informed in case of water cuts due to maintenance or cleaning of water reservoirs.

Water conservation and water demand management pilot project: the case of Newcastle Municipality

A research report submitted to the Faculty of Engineering and the Built Environment, University of the Witwatersrand, Johannesburg, in partial fulfilment of the requirements for the degree of Master of Science in Engineering, 2016 / The Newcastle Local Municipality (NLM) has been experiencing water supply interruptions since 2010 due to high demand. Between June 2011 to December 2011, water losses ranged from 49% to 62% (about 23 to 30 megalitres per day) in Madadeni and Osizweni townships (Newcastle East). The suburban areas (i.e. Newcastle West) also experienced water interruptions due to collapsing and/or aging infrastructure. About a thousand households in Madadeni were involved in this study to find the cause of the high water losses. Awareness campaigns, repairing household leaks, installation of intelligent meters and the increase of free basic water in indigent households from 6kℓ to 12kℓ per month reduced water losses from about 246 kℓ to 177kℓ per month. If similar Water Conservation (WC) and Water Demand Management (WDM) could be rolled out to the 35 000 households in the NLM and similar results to those in Madadeni are attained, conservative water saving of about 21Mℓ per day could be achieved. This would reduce the demand on the Ngagane Water Treatment Works (WTW) by 20%. / CK2018

What are the challenges facing municipalities in financing their water services infrastructure? : a case study of water services authorities in the North West Province

Thesis (MDF)--Stellenbosch University, 2012. / The World Bank (1994) concluded that there is a close relationship between infrastructure and economic growth. This also reflects on the water sector because, despite water sector importance, water services infrastructure is probably one of the most difficult to finance, while its deficiency or absence instils a particular burden on society. According to Baietti and Raymond (2005), more than 1.1 billion people worldwide do not have access to safe drinking water, and approximately 2.4 billion are without adequate sanitation. Yet these estimates underestimate the gravity of the situation in relation to access gap and quality of services provided. Most consumers face situations where water services are intermittent and when available the water is not safe for consumption, while sanitation facilities are overloaded, unused or in despair. This research was conducted in the North West Province with municipalities that have the status of water services authorities. This included a combination of district and local municipalities. The North West Province has 11 water service authorities of which nine are local municipalities and two are district municipalities. The competing demands and needs for governments to provide infrastructure for other sectors such as roads and energy further aggravate the stance of finance unavailability for the water sector. The purpose of the study was to highlight the challenges that municipalities face in financing water services infrastructure. The result of the study will provide knowledge and innovative ideas that will allow South Africa‘s municipalities to address challenges of service delivery. At municipal level water services are provided through a variety of approaches, although most involve centralised systems with large supply, distribution and treatment facilities. The social benefits that water services provide are well known, particularly those that relate to public health including reduced morbidity and mortality from waterborne diseases. The challenge is that funding to meet these development objectives is either scarce or entirely unavailable. The Water Services Act 108 of (DWAF, 1997) requires water services authorities and water service providers to put significant efforts into cost recovery for sustainable provision of water services. This aspect has significant challenges which results from widespread poverty and a culture of non-payment from communities inherent as a remnant of protest against apartheid. The scope of the water sector is complex, owing to its diversity, interactions and synergies with other industrial, commercial and financial sectors, and its international nature. Under the current South African constitutional and legislative framework, municipalities will remain to be a major player in the development, financing and delivering of water services infrastructure for sustainable growth and development. Water Services Authorities (WSAs) have responsibilities including protection and management of water resources, provision of adequate and sustainable water services, operation and maintenance of water services infrastructure, monitoring and management of municipal water quality to regulatory requirements and reporting to the Department of Water Affairs (DWA) with regards to the aforementioned. Water service delivery failures at the municipal level are a widespread and fundamental problem in South Africa. At the same time, under the current decentralisation policies, the responsibility for delivering such services is increasingly being delegated to lower levels of government/municipalities that are often ill equipped for the challenge in terms of financial and human resources capacity. Cardone and Fonseca (2006) indicated public administration and financial management capacity at central and sub-sovereign levels of government as limited, and affecting the timely transfer of funding as well as the capacity of municipalities to absorb those funds. Various strategies are needed to enable municipalities to secure and finance their water services infrastructure. These include understanding what bankers are looking for, understanding where donors are going, greater involvement of the private sector, matching service levels to affordability, improving revenues and influencing the regulatory regime.

Water resources play a cardinal role in the creation of everything that human beings produce. Post-apartheid South Africa is in the throes of incredible challenges. One of the more important challenges is access for all citizens to basic services. South Africa is doing this against a backdrop of strongly differential servicing that is its apartheid legacy, which has prompted many commentators to label South Africa a country of two worlds, more specifically, a developed world component and an impoverished developing world component. The challenge with respect to water is to ensure universal access in the context of the added hurdle of South Africa being a water-scarce country. The local municipalities of the Eastern Cape have been facing a number of challenges in the provision of clean, portable water to their communities. This has resulted in inadequate provision of water, meaning that not all communities have access to clean water 24 hours a day The overall objective for this study is to contribute to the body of knowledge available to the water sector about the management of sustainable water supply systems in municipalities, and determine the factors that have undermined the sustainability of water provision at a local government municipal level in the Eastern Cape Province of South Africa. In this research, the effectiveness of local governments, which act as water services authorities (WSA) and providers of water to the rural communities, is examined. To this end, a comprehensive literature review was conducted and data gathered to discover why there has been a failure in the provision of clean drinking water. The results of the research illustrate that institutional incapacity in rural municipalities and widespread poverty serve to undermine the sustainability of the local government sector and lead to breakdowns in services delivery. Evaluation of water service rendering in the Amathole District Municipality

The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

Provision of water and sanitation services in Ga-Kgapane Township, Limpopo

Thesis (MPA.) -- University of Limpopo, 2019 / This study is about an investigation into the provisioning of water and sanitation services in Ga-Kgapane Township in the Limpopo Province. Since the year 2002, the residents of Ga-Kgapane Township live without sufficient water supply services. Residents receive tap water once a week and they depend on supply from water tankers for the rest of the week. This township has a water borne sewage system and most of the households have indoor toilets. The study used a mixed method because it had incorporated both elements of qualitative and quantitative methodologies in its approaches. The research instruments such as semi-structured interviews, questionnaires, documentary data extraction and observations were used to collect information. The study’s sample size comprised of 77 key participants and informants from Mopani District Municipality (Water Services Authority); Lepelle-Northern Water Board (implementing agency and bulk water supplier); Greater Letaba Municipality (Water Service Provider); Ward Councillors and community members (endusers). The research findings revealed that Ga-Kgapane Township’s water and sanitation provision challenges are due to insufficient or lack of water, poor water management and poor governance. It was also discovered that the MDM and GLM have failed to translate the rights to water and sanitation into law, policy, budget and service provision for the Ga-Kgapane Township residents. The insufficient water supply challenge resulted in some community members migrating to other areas where there is better basic service provision. The residents failed to exploit the economic development opportunities which resulted in health risks as they were exposed to danger due to burst sewer pipes which spewed raw sewerage water on the streets. The sewage contaminated the township’s natural streams. This study’s findings could form a basis for future research on the effectiveness of the MDM’s Water Services Provision Agreement which was signed with the district’s local municipalities. The Mopani District Municipality has for many years v received undesired audit opinions ranging from ‘Adverse to Disclaimer’ notices. This affects the local municipalities too as they are all qualified-on water transactions. As part of the recommendations, the study proposed that the Greater Letaba Municipality should utilise the Intergovernmental Relations Forum to address the plight of the provision of water and sanitation services in Ga-Kgapane Township.
