Emissions Policy in Canada: Past Failures and Future PromisesHuff, Mathew 16 October 2014 (has links)
Climate change represents a challenging problem in public policy. This project examines various policy solutions to rising emissions, and suggests one that might be best suited to Canada, a highly-integrated, highly-developed economy which relies on natural resources, including fossil fuels, for its balance of payments, governmental revenues, and a small portion of its GDP. It adopts a public policy framework from Simpson, Rivers and Jaccard (2008) to analyze policy solutions using the following criteria: political acceptability, economic efficiency, administrative feasibility and effectiveness at reducing emissions. Additionally, it offers substantial discussion relating to the potential constraints and opportunities to climate change policy presented by NAFTA, compliance with which is key to the viability of any emissions regime. It advocates an upstream cap-and-trade system, integrated with the NAFTA area and regulated by an empowered Commission for Environmental Cooperation (CEC), as well as complementary policies to lower emissions in inelastic sectors. / Graduate / mat.huff@gmail.com

O trabalho tem sua inspiração nas crescentes discussões sobre a desindustrialização e seus efeitos nas economias, principalmente nas em desenvolvimento. O objetivo final foi analisar um possível processo de desindustrialização no Brasil e no México. Para a consecução do objetivo, primeiro foi realizada uma revisão de literatura sobre o papel atribuído a indústria para crescimento econômico de longo prazo, segundo a visão dos economistas heterodoxos. Seguidamente, buscou-se embasar o estudo levantando os principais conceitos acerca da desindustrialização, para tanto, realizou-se uma revisão de literatura com os principais autores que abordam o tema. Por intermédio do levantamento de dados sobre o comportamento do setor industrial em cada país em diversas fontes secundárias, e amparado sobre a literatura que discorre sobre a desindustrialização para Brasil e México, pode-se observar que ambos enfrentam um processo de desindustrialização. Ambos os países encerraram sua Industrialização por Substituição de Importações na década de 1980, e, na década de 1990 enfrentaram a implementação de políticas neoliberais de abertura comercial e financeira. Após a implantação das políticas liberais, o México enfrentou a desestruturação das cadeias indústrias nacionais¸ em virtude da sua entrada para o NAFTA, da substituição da base industrial pelo modelo de indústrias maquiladoras e das grandes remessas de dinheiro enviadas dos Estados Unidos, que tiveram efeito similar a uma doença holandesa. O Brasil por sua vez, manteve seu pátio industrial com uma robustez relativamente maior que o México durante a década de 1990. No entanto, as reformas reduziram a capacidade da indústria de dinamizar a economia e consolidou a manutenção do câmbio valorizado, esses dois elementos associados a uma conjuntura internacional favorável as exportações de commodities, em desfavorecimento as de manufaturas, promoveram uma desindustrialização no Brasil. / This dissertation addresses the deindustrialization debate, its causes, concepts and their occurrence in Brazil and Mexico. The work has its inspiration in the growing discussions on de-industrialization and its effects on the economy, especially in developing countries. The ultimate goal was to analyze a possible de-industrialization process in Brazil and Mexico. To achieve the goal, first it was carried out a literature review on the role given to industry for long-term economic growth, according to the vision of heterodox economists. Next, he sought to base the study raising the key concepts about deindustrialization, therefore, there was a literature review with key authors who study the subject. Through the survey data in various primary sources on the industry's behavior in each country, and supported on the literature that addresses the deindustrialization to Brazil and Mexico, it can be seen that both face a process of deindustrialization. Both countries ended their Industrialization by Import Substitution in the 1980s, and in the 1990s they faced the implementation of neoliberal policies of trade and financial openness. After the implementation of liberal policies, Mexico face the disintegration of national industries chains by virtue of their entry to NAFTA, the replacement of the industrial base model maquiladora industries and large remittances from the United States, which had a similar effect a Dutch disease. The Brazil in turn, maintained its industrial courtyard with a relatively more robust than Mexico during the 1990s, though the reforms have reduced the capacity to boost the economy industry and consolidated the maintenance of overvalued exchange rate, these two elements associated with a favorable international conjuncture exports of commodities, the disadvantage of manufactured, promoted a deindustrialization in Brazil.

The aim of this master thesis is to analyze the approaches of members of the North American Free Trade Agreement (NAFTA) to the Trans-Pacific Partnership (TPP). The work is divided into three chapters. The first chapter is devoted to the analysis of NAFTA, primarily to its creation and approaches of the individual members during negotiations, main provisions and objectives of this free trade area. The second chapter analyzes the main reasons that led the states to join NAFTA and their current positions within the zone. The last chapter is dedicated to TPP, its main provisions and position of NAFTA members in this agreement.
