Review of current vegetation monitoring on privately protected land under ongoing economic use (grazing)Bloor, Marcus January 2009 (has links)
There has been a noticeable shift in focus in biodiversity research in New Zealand over recent decades. Research has traditionally focused on biodiversity protection on the public estate, which was comprised primarily of ecosystems with lower productive potential (generally over 500m asl). Private lands generally have higher production potential and are often used for intensive cultivation and agricultural practices. They still however have significant potential for protecting biodiversity values. One of the key tools for protecting biodiversity values on privately owned lands in the Canterbury region are through legally binding QEII open space covenants and there is significant potential through industry certifications.
QEII covenants are placed on the land in perpetuity and provide legally binding protection for biodiversity or landscape values within the covenant. This protection is voluntary and allows the land owner to continue to use the land for economic benefit providing it does not prove detrimental to biodiversity through monitoring outcomes. Case studies of QEII covenants that contain grazing clauses in the Canterbury region were used to determine what values are present and what monitoring is occurring in the field within these ecosystems. Photopoints and informal visual monitoring were the primary methods used by the QEII representatives to monitor vegetation in all of the covenants.
Monitoring forms a critical feedback for all biodiversity protection. It is especially important to have an accurate feedback on vegetation condition and change from monitoring on properties that are grazed. Monitoring needs to be capable of providing sufficient information on vegetation change on these sites so that the most suitable grazing levels can be obtained by land managers. This thesis focuses on monitoring methods to ensure that this feedback is suitable and that the methods are cost effective.
Current vegetation monitoring techniques were reviewed to determine which methods would be most suited to monitoring in these ecosystems where resources are tightly restricted and observers may not have existing skills and experience in monitoring these ecosystems. Methods reviewed were quadrats, transects, height-frequencies, photopoints, needle point, biomass, tagged plants, visual rank and remote sensing. Each method is described and then assessed on its suitability for monitoring tussock shrublands, with cost effectiveness being an important criterion. Of these methods quadrats, transects and height-frequencies were the most robust but also the most intensive and least cost effective methods. Visual rank, needle point and photopoints were the most cost effective, but are generally suited to monitoring single objectives. In most cases a combination of methods would be ideal to suit the objectives of the monitoring. QEII photopoint monitoring should follow guidelines more closely and include more complimentary information with their photographs. Clear monitoring objectives should be developed for every covenant that is grazed and these need to be determined before it is possible to accurately select appropriate monitoring methods. These objectives will also provide the monitoring program with more structure and direction. If possible a detailed management plan for each grazed covenant would be beneficial for values present. QEII are in a unique position, where they have the potential to develop a data base of biodiversity information for private land and contribute to other projects like the National Vegetation Survey (NVS).

This thesis examines the origins, selection process, training, promotion and general performance, at battalion and regimental level, of combat officers of the New
Zealand Expeditionary Forces of the First and Second World Wars. These were easily the greatest armed conflicts in the country’s history. Through a prosopographical
analysis of data obtained from personnel records and established databases, along with evidence from diaries, letters, biographies and interviews, comparisons are made not only between the experiences of those New Zealand officers who served in the Great War and those who served in the Second World War, but also with the officers of other
British Empire forces.
During both wars New Zealand soldiers were generally led by competent and capable combat officers at all levels of command, from leading a platoon or troop through to command of a whole battalion or regiment. What makes this so remarkable was that the majority of these officers were citizen-soldiers who had mostly volunteered or had been conscripted to serve overseas. With only limited training before embarking for war, most of them became efficient and effective combat leaders through experiencing battle. Not all reached the required standard and those who did not were replaced to ensure a high level of performance was maintained within the combat units.
Casualties were heavy among the battalion officers, especially with platoon commanders. The constant need for replacements during both wars led to the promotion
of experienced non-commissioned officers from the ranks who had proven their leadership abilities in the turmoil of fighting on the front line. Such measures further enhanced the performance of the New Zealand divisions, where a team ethos, reflective of the character of New Zealand society, was embraced. The opportunities for promotion on merit at all levels, regardless of previous civilian social class or occupation, provided a sense of egalitarianism seldom found in professional military forces. This, together with the familiarity between the officers and other ranks within
the regional-based infantry battalions that formed the foundations of the forces, led to a preferred style of leadership that the New Zealanders responded well to. It was these
officers who provided this leadership in the cauldron of battle who helped forge the expeditionary forces into elite fighting formations.

Incorporating Safety into Rural Highway DesignKoorey, Glen January 2009 (has links)
The objectives of this research were to explore ways to assess the safety performance of (predominantly two-lane) rural highways in New Zealand (NZ) and in particular identify driver/road/environmental factors affecting crashes on rural curves. Following a wide-ranging literature review, the Interactive Highway Safety Design Model (IHSDM) was identified as worthy of further investigation for adaptation to use in NZ. To help with this investigation, a comprehensive database was developed of road, traffic, crash and environmental data for all NZ State Highways, divided into variable-length road elements.
A number of tasks were identified and undertaken to adapt IHSDM for general use here, including calibrating the Crash Prediction Module (CPM), developing a Design Policy file based on local agency standards, and developing an importing routine for NZ highway geometry and crash data. To assess the effectiveness of IHSDM for predicting the relative safety of rural road alignments, a series of tests were undertaken to confirm its appropriateness for use in NZ. These included “before and after” design consistency checks of a bridge replacement, a “before and after” crash comparison of a major highway realignment, and checks of actual versus predicted crash numbers along longer lengths of highway in varying terrain.
These initial investigations have shown that IHSDM is a promising tool for safety and operational assessment of highway alignments (both existing and proposed) in NZ. Incorporating crash history data generally improves IHSDM’s accuracy in crash numbers, and appears to provide a better level of “local calibration” than by using sub-national (e.g. regional or terrain-specific) calibration parameters. Reported fatal/injury crash data generally provide more robust and precise measures than non-injury crashes. Correct specification of the extreme attributes of sub-standard elements (e.g. minimum radius, maximum roadside hazard) appears to be crucial to getting suitably accurate crash estimates on existing alignments. However, IHSDM’s current lack of consideration for bridges and inconsistent adjacent elements are notable omissions that limit the ability of the CPM to assess sub-standard existing routes with as much accuracy as well-designed newer alignments.

This thesis investigates some aspects of the ordering of nuclear spin systems at low temperatures. The thesis is divided into two parts. In part one some nuclear orientation experiments of <sup>74</sup>As in Fe and <sup>206</sup>Bi and Ni and Fe are described. These nuclei are orientated by the large hyperfine field inside Ni and Fe. The orientation is detected by the anisotropy of the emitted gamma-rays and in the case of <sup>74</sup>As by the destruction of this anisotropy by NMR. Chapter one reviews the theory of the nuclear orientation method. To aid in the interpretation of the <sup>206</sup>Bi results, some channelling experiments were done. A review of the method of atom location by channelling is given in chapter two. Chapter three describes the apparatus and technique used. The results of the <sup>74</sup>AsFe experiments are given in chapter four. In these experiments the magnetic moment of the ground state of <sup>74</sup>As was measured to be μ = 1.597(3), the sign of the hyperfine field was found to be positive, and the spin-lattice relaxation time was found to be 120(30) s. The results of the <sup>206</sup>BiNi experiments are given in chapter five. The hyperfine was found to be 390(15) kOe for both diffused polycrystalline and implanted single crystal samples. The multipolarity mixing ratios of many of the gamma,-rays were found. Reorientation of the metastable state of <sup>206</sup>Pb was observed, which had not been expected. On the basis of the channelling experiments, this reorientation has been explained by the theory.

Tertiary fossil waterfowl (Aves: anseriformes) of Australia and New Zealand.Worthy, Trevor Henry January 2008 (has links)
Anseriformes, or waterfowl, are related to Galliformes (chickens and kin), together forming the most basal sister of Neoaves. The order is generally considered to comprise four families: Presbyornithidae (Late Cretaceous - Eocene); Anseranatidae (Paleocene-present); Anhimidae (Oligocene-present); Anatidae (Oligocene-present), but the giant Tertiary flightless taxa Dromornithidae (Australia), Gastornithidae (Eurasia) and Diatrymidae (North America) have also been referred to the order. Australasia presently has a unique waterfowl fauna characterized by low species diversity but high phylogenetic diversity: the Magpie Goose Anseranas (the sole surviving anseranatid), several monotypic endemic anatid genera of uncertain relationships (Cape Barren Goose Cereopsis, Freckled Duck Stictonetta, Pinkeared Duck Malacorhynchus and Musk Duck Biziura), several relatively primitive taxa (the aforementioned plus whistling ducks Dendrocygna and Blue-billed Duck Oxyura). The evolutionary history of this fauna has, until now, not been examined via the fossil record. In this thesis, the literature for the global fossil record of Anseranatidae and Anatidae is reviewed. The Neogene (Oligocene-Pliocene) fossil record of Anseriformes, exclusive of dromornithids, is studied from both New Zealand and Australia. For New Zealand, all materials derive from the St Bathans Fauna, Early Miocene (19-16 Ma), Otago. Herein, the first description of this fauna is provided, with four anatid genera (Manuherikia, Dunstanetta, Matanas and Miotadorna) established for five species, with a sixth taxon reported (Chapter 2). The phylogenetic affinities of Manuherikia, Dunstanetta and Miotadorna are examined using parsimony analysis of morphological data (133 characters) in Chapter 3. Miotadorna is a shelduck related to tadornines, perhaps sister to Tadorna, and Manuherikia and Dunstanetta are oxyurines related to the Stictonetta, Malacorhynchus, Oxyura and Biziura). A further species of Manuherikia and the existence of definite anserines, probably related to Cereopsis, are described in Chapter 4. The fossil record of Australian anseriforms is described in Chapters 5-8. The Oligo- Miocene record derives principally from the Etadunna and Namba Formations (26-24 Ma) in the Lake Eyre and Frome Basins, respectively, in South Australia. Four taxa are described, with all occurring both in the Namba and Etadunna Formations: a single genus, Pinpanetta, is established for three species and another, Australotadorna, for a tadornine. Phylogenetic analyses (parsimony and Bayesian) of a dataset (150 characters, 61 taxa) show Pinpanetta is an oxyurine and confirm the previously found oxyurine affinity of Manuherikia and Dunstanetta. A monophyletic clade with moderate support is found for an expanded Oxyurinae that has Stictonetta basal, followed successively by Mionetta (Oligo- Miocene of Europe), Malacorhynchus, Pinpanetta, Manuherikia, Dunstanetta, Oxyura and Nomonyx, Biziura and Thalassornis. This same analysis finds anserines the most basal group in Anatidae, so changing position with Dendrocygna, considered by recent authors to be the most basal anatid. A new genus and species of anseranatid is described from a Faunal Zone A (System A, Late Oligocene) deposit at Riversleigh, northwestern Queensland (Chapter 6). This first pre-Pliocene record of the family in Australia is of equivalent age to the youngest European fossil anseranatid, Anserpica from France, but younger than the Eocene Anatalavis of England. Only one of three other waterfowl bones known from Riversleigh deposits is identifiable and is referred to a species of Pinpanetta found in the Etadunna Formation. Mid-Late Miocene deposits containing waterfowl are restricted in Australia to just the Waite Formation (c. 8 Ma) at Alcoota in the Northern Territory. Three bones indicate an undetermined tadornine and an undetermined anatid, different from any known species. The Pliocene record of anseriforms in South Australia is described from the Tirari Formation (Kanunka and Toolapinna Faunas) (Chapter 7). Nine modern species (Anseranas semipalmata, Cereopsis novaehollandiae, Cygnus atratus, Tadorna tadornoides, Biziura lobata, Oxyura australis, Anas cf A. castanea, A. cf A. gracilis and Aythya australis) are represented. A single extinct species, Tirarinetta kanunka, is described and referred to Oxyurinae. From the Parilla Sands, Late Pliocene, at Bookmark Cliffs on the Murray River, a single humerus is described (Chapter 8) and referred to Tadorna cf. T. tadornoides. A total of 11 anatid taxa is described from latest Oligocene-Early Miocene deposits in Australasia, which considerably adds to the global record of seven species previously reported for this period. Considering also the anseranatids, the Late Oligocene – Early Miocene fauna of Australia is thus established as having equivalent diversity to that from similar-aged deposits in Europe, but by the late Early Miocene, the New Zealand fauna was more diverse than any other Oligo-Miocene fauna known. The more limited samples available, compared to those from New Zealand, probably explain the lack of a similar diversity being revealed for Australia from this period. In both Australia and New Zealand, the Oligo-Miocene faunas are dominated by oxyurine taxa, as were those in Europe. The presence of a tadornine in Australia in the latest Oligocene and another in New Zealand in the Early Miocene precede the appearance of this subfamily in the Northern Hemisphere by 10 Ma, implying a southern origin for this group. The Late Oligocene presence of Mionetta in Europe and of Pinpanetta in Australia, and their referral to Oxyurinae, establishes a minimum age for the origin of this subfamily in the latest Oligocene. The establishment of a fauna comprised of modern species by the Pliocene indicates substantial faunal turnover probably in the Late Miocene. This turnover is due in part to immigration of taxa (Cygnus, Anas, Aythya) and in situ evolution (all endemic genera), as occurred in other Australian vertebrates (rodents, snakes, bats). Using a series of interlocking case-studies, this thesis investigates environmental anxieties in New Zealand�s settler society in the period 1830-1920. A central premise of this study is that the rapid environmental transformation of New Zealand stimulated widespread anxieties and reforms within settler society. These anxieties focussed as much on the changes already begun as on apprehensions of the results of these changes. Applying the concept of environmental anxiety to settler New Zealand expands understandings about colonial culture and its environmental history. It moves debate beyond simple narratives of colonial environmental destruction. Instead, this thesis highlights the ambiguities and complexities of colonial views of the natural world. This thesis points to the insecurities behind seeming Victorian confidence, even arrogance, in the ability of science and technology to bring constant material improvement. Europeans recognised that modern living brought material advantages but that the rapid environmental changes that underpinned these improvements also brought and threatened to bring unwanted outcomes.
A diverse range of settlers worried about the effects of environmental changes. Individuals, institutions, committees, councils, doctors, scientists, artists, governments, engineers and politicians expressed environmental anxieties of one kind or another. Some farmers, politicians and scientists held that deforestation decreased rainfall but increased temperatures. Other scientists and politicians feared that it brought devastating floods and soil erosion. Some Maori, travellers, politicians and scientists held that it destabilised sand that would inundate fertile fields. Councillors, engineers and doctors constantly debated ways of improving the healthiness of towns and cities, areas seen as particularly dangerous places in which to live. Doctors� and settlers� anxieties focused on the effects of New Zealand�s climate on health and racial development. The impact of environmental change on the healthiness of certain areas, as well as the role played by humans in climate change, also provoked lively discussion.
The effects of these anxieties are evident in some of the land policies, artworks, legislation, parliamentary and scientific debates, and writings of this period. Settlers believed curbing pollution, laying out parks, planting trees and restricting the construction of unhealthy properties improved living conditions in cities. Some scientists and politicians thought setting aside forest �climate reserves� in highland areas, tree-planting legislation and sustainable forestry practices prevented flooding and climate change. Individuals and authorities also established sanatoria and spas in particularly healthy spots, such as at the seaside and in high, dry places.
In investigating these topics, this thesis expands the discipline of environmental history, bringing to light the importance of studying urban environments, aesthetics, climate change, desertification and health. It expands the largely �national� narratives of New Zealand�s environmental histories by acknowledging that local environments, events and attitudes as well as global environments, events and attitudes shaped anxieties and policies. Global ideas, often operating at a local level, played a role in reinforcing and providing solutions to New Zealand�s environmental anxieties. This thesis also acknowledges the on-going significance of Christianity in under-girding ideas about improvement and environmental protection. Most significantly, perhaps, this study underlines both that many settlers displayed an emotional attachment to the New Zealand environment and that most colonists wanted to ensure the long-term productivity of its lands.

Assessing the effect of EIA : the influence of environmental effects information on resource consent decision-making in New ZealandSchijf, Bobbi, n/a January 2006 (has links)
Environmental impact assessment (EIA) was introduced to inform decision-makers of the potential environmental effects of the decision before them. It has been adopted worldwide and functions as one of the primary instruments for taking account of environmental consequences in project approval decision-making. To date, there has been very little systematic investigation that explores whether the decision-makers for whom the EIA information is produced actually use it, although there are indications that EIA information is not always effective in influencing decisions. This thesis examines how, and indeed if, environmental effects information influences the decision-making processes for which it is produced, and which factors determine the use of this information. Three main areas of concern are identified and investigated: the responses of individual decision-makers to environmental effects information; the characteristics of the effects information that influence these responses; and the processes by which the effects information is dealt with.
At the core of the methodology employed for this research is the development of an exploratory model of EIA-based decision-making. This model builds on the insights into decision processes from a variety of disciplines, including psychology and planning. To test the utility of the model, it is evaluated against the New Zealand system of resource consent approval decision-making under the Resource Management Act, by means of case studies. Through interviews, direct observation, and analysis of written documents the decision processes in these cases are analysed. These techniques have been augmented by psychosocial methods that allow further probing into the decision processes that takes place in a decision-maker�s head.
The research results show that the effort that is spent on the preparation of EIA reports and the improvement of EIA processes is not wasted. The EIA information clearly influences the decision processes for which it is intended but it is not influencing decisions optimally. EIA information often competes with information on environmental effects from other sources that is of higher quality, more credible, or better tailored to the decision-makers� information needs. A number of ways in which the use of EIA information could be enhanced is explored in this thesis. Foremost, the improvement of the effectiveness of EIA requires a wider adoption of a decision-making perspective on EIA, and a broader recognition of the information needs of the different decision processes for which EIA is prepared.

Structural controls on gold - quartz vein mineralisation in the Otago schist, New ZealandScott, John G., n/a January 2006 (has links)
Hydrothermal fluid flow is spatially and genetically associated with deformation in the earth�s crust. In the Otago Schist, New Zealand, the circulation of hydrothermal fluids in the Cretaceous formed numerous mesothermal gold-quartz vein deposits. Otago schist rocks are largely L-S tectonites in which the penetrative fabric is the product of more than one deformation phase/transposition cycle. Regional correlation of deformation events allowed mineralised deposits to be related to the structural evolution of the Otago Schist. Compilation of a detailed tectonostratigraphy of New Zealand basement rocks reveals that extensional mineralisation correlates with the onset of localised terrestrial fanglomerate deposition, thermal perturbation and granitic intrusion that mark the beginning of New Zealand rifting from the Antarctic portion of Gondwana.
Laminated and breccia textures in mineralised veins suggest that host structures have experienced repeated episodes of incremental slip and hydrothermal fluid flow. However, analysis of vein orientation data in terms of fault reactivation theory (Amontons Law) shows that most deposits contain veins that are unfavourably oriented for frictional reactivation. Repeated movement on unfavourably oriented structures may involve dynamic processes of strain refraction due to competency contrasts, the effect of anisotropy in the schist, or localised stress field rotation.
Deposits have been classified on the basis of host structure kinematics at the time of mineralisation into low angle thrust faults, and high angle extensional fault - fracture arrays. Low angle deposits have a mapped internal geometry that is very different from conventional imbricate thrust systems. This study applied ⁴⁰Ar/�⁹Ar geochronology to selected deposits and has identified at least three distinct mineralisation events have occurred within the central axial belt during the Cretaceous. Relationships between radiometric apparent age and inferred crustal depth reveal that after metamorphism, the onset of cooling and rapid exhumation of the schist belt coincides temporally and spatially with the age of mineralisation and structural position of a regional scale low angle shear zone in Otago.

New Zealand Maori and Pacific Island ethnic groups are marking up an increasingly larger proportion of New Zealand�s population. Intercanthal distance (ICD) and management of congenital and acquired deformities of the craniofacial complex. The ICD and IPD have been found to differ to establish these measurements for New zealand Maori and Samoan populations.
For New Zealand Maori males the mean ICD was 32.1mm with a standard deviation (SD) of 2.6mm, and the mean IPD was 63.3mm, SD 3.8mm. For New Zealand Maori females the mean ICD was 30.7mm, SD2.7mm and the mean IPD was 60.1mm, SD2.8mm. For Samoan males the mean ICD was 33.9mm, SD2.5mm and the mean IPD 64.5mm, SD3.5mm. For Samoan females the mean ICD was 32.9mm, SD2.3mm and their mean IPD was 61.7mm, SD2.8mm.
Consistent with other ethnicities New Zealand Maori and Samoan males have wider values for ICD and IPD than females respectively. New Zealand Maori measurements tend to lie within the normal values established for Caucasian populations, whilst Samoans have larger values.
