The human security paradigm as a challenge for the African Union in promoting peace and security in Africa : a case study of the Sudan/Darfur conflict.

Using the Sudan/Darfur Conflict as a case study, this work seeks to address how and why the human security paradigm is a challenge for the African Union in its effort to establish long-term peace and stability in Africa. The purpose of the study is to assess the extent to which the human security model provides a realistic option with regard to the AU’s efforts which are aimed at enhancing peace and security in Africa. The key issues to be appraised include the extent to which AU’s policy framework for intervention in crisis situations emphasizes the need to protect the most vulnerable population groups such as non-combatant women and children, IDPs, and refugees; the parameters of the AU’s intervention framework and how effective the organization has been in addressing human security issues in Darfur; the challenges faced by the regional military forces and key development stakeholders in carrying out initiatives that will alleviate human suffering and simultaneously create conditions conducive to conflict resolution and a long term peace building process in Darfur; and proffering new prospects of action to ensure human security in armed conflicts The emergence of deep ethnic conflicts, the rise of rebel groups, and new and ambitious security initiatives have made regional efforts at establishing peace more daunting than before. The AU has started putting human beings more and more at the centre of its management of peace and security issues, but it remains severely constrained by financial and logistical problems. As a result, its success has been dependent on foreign contributions, something its predecessor (Organization of African Unity) always fought against. This study highlights the fact that AU efforts to ensure peace in Africa continue to be constantly frustrated due to the failure of African leaders to address the root threats to human security. Their failure to do so has in fact worsened the human security situation on the continent. The paper focuses on challenges faced by the AU specifically in the Darfur region, and explores whether the AU can be an actor in the promotion of human security. The main argument here is that the AU’s ownership approach to peace and security in the African continent, which emphasizes that African problems need to be solved by Africans, is fundamentally correct. However, for this to be successful Africans need to stop asking for whatever they think they can get from the international community and focus on what they really need. This does not deny the importance of promoting a strong global political will to assist African peacekeeping efforts, especially in terms of logistics and finances. Rather, the challenge for the AU is to use donor support strategically and to continue to employ a conflict preventive approach, one which places great emphasis on the significance and need for African leaders to start addressing human security issues from their root causes –whether social, economic or political. With the collaborative efforts of nongovernmental organizations, subregional organizations and the civil society, the AU could establish ‘AU alert institutions’ which will aim at ensuring that minority groups have a political voice, thus not only reducing the chances of ethnically based conflicts but also ensuring that sustainable development projects are implemented by tackling the root causes of conflict. / Thesis (M. The politics of peacekeeping in Southern Africa: a critical assessment of South Africa's engagement in regional peacekeeping initiatives

International peacekeeping has gained a high profile in international relations and more so, in the post cold war era. The profound increase in the occurrence of civil wars globally and the consequent high demand for the UN to intervene has compelled the world body to delegate its peacekeeping powers to regional organisations. SADC is one of many regional organisations around the world which are faced with the challenge of developing peacekeeping capacities to resolve local conflicts. This thesis endeavours to investigate the prospects of peacekeeping in Southern Africa with specific reference to the involvement of South Africa as a regional power with the wherewithal to play a leadership role in this regard. This is done within the theoretical framework that is provided by the Realist school of thought in international relations. Furthermore, the concept of national interest as defined by Realism will be utilised to explain why countries in Southern Africa in general and South Africa in particular become involved in regional peacekeeping initiatives. The issue of whether the Republic should be involved and how much it should be involved has provoked an intense debate within the country. This debate will therefore be instructive in understanding the dynamics that influence the country's foreign policy behaviour towards the region in relation to playing a leadership role in regional peacekeeping initiatives. The central issue implicit in the debate is the fact that most of the SADC member states that are expected to contribute towards these initiatives have weak economies. This economic weakness in turn leads to the thorny issue of having to seek foreign assistance from western countries from which the region is trying to gain greater independence. This presents the region with a paradox because foreign assistance has serious implications for the SADC countries' sovereignty. It is in this context therefore, that this thesis examines economic development in individual SADC countries and in the region as a whole to establish whether they are in a position to develop a sustainable regional peacekeeping capacity. The contention of the thesis is that economic development is closely related to peacekeeping because without a sound economic base Southern Africa or any other region for that matter, will not be able to develop a viable peacekeeping capacity. On the other hand, keeping the peace in the region is itself important for economic development because it is only in a peaceful environment that economic development can take root.

The evolution of a security community through a process of integration: problems and prospects for the SADC region

This thesis examines the security problematic of African states and focuses more particularly on the SADC region. It links the security problematic with the transactionalist approach to (supra)national integration and the concept of a security community, introduced into internatIonal relations theory by Karl Deutsch and his colleagues. In relation to the (in)security of SADC member states, the thesis attempts to demonstrate that national integration of these states (i.e. the establishment of an amalgamated security community) has at least to accompany if not precede the establishment of a security community at the regional level (i.e. a pluralistic security community). Since threats to the security of SADC member states are mainly nonmilitary in nature, the 'realist' concept of security is broadened to include political, economic, societal and environmental aspects of security at different levels. Furthermore, Deutsch's concept of a security community is redefined in line with the 'new security thinking' and adapted to the situation in African states. Moreover, this thesis attempts to demonstrate that it is essential for SADC member states to become strong and socio-economically cohesive in order to improve their competitiveness in relation to developed states, especially in their ability to deal with internal and ransnational/regional threats to their security, which are (in)directly caused and perpetuated by the lack of national integration, inefficient state-making and underdevelopment - the sources of their weakness.

Defining the role of the African Union Peace and Architecture (APSA) : a reconceptualisation of the roles of institutions

At its core, this research project is a revision of how we conceptualise the role of international organisations. The concept of role is often invoked International Relations when discussing the function of institutions like the African Peace and Security Architecture (APSA), but its full meaning in this context has never been problematised, leading to varying perceptions of its meaning and a lack of common understanding in the discourse. In the case of the APSA, this lack of common understanding has led to a wide variance in how the role of the APSA is categorised, and a corresponding discrepancy in assessments of the institution’s success and utility, which has had a knock-on effect on policy recommendations, which also differ wildly from author to author. This thesis devises technical definitions for the various ways in which the word role is utilised in International Relations and related fields, and in so doing, aims to standardise our understanding of the role of institutions, using the APSA as a case study. After developing a new technical definition of role based on Role Theory, the thesis develops a research programme which sets out to investigate the true role of the APSA, based on an examination of how the APSA’s role has been shaped by key limiting and enabling factors, and how this role is shaped and influenced, and directed; all the while highlighting how it differs from the organisation’s stated role, and scholarly perceptions of that role.

Security community building? : an assessment of Southern African regional integration in the post-apartheid era

The thesis traces Southern African security dimensions from the Cold War and the period of apartheid in South Africa to the post-apartheid era. It makes an attempt to investigate the prospects of Southern Africa becoming a security community and the processes and practices underlying these efforts. Using the constructivist theory approach to international relations, the thesis argues that the preoccupation with principles of sovereignty and non-interference, a lack of political will and the absence of common values that could help SADC institute binding rules and decision-making are the main blocks that prevent the region from asserting itself as a security community. All these militate against the idea of mutual accountability among SADC member states and have a negative impact on the institutional and functional capacity of SADC. This also prevents SADC from dealing with the emerging non-military human security threats in the region. In consideration of this, the thesis argues that the idea of security community building in Southern Africa remains not only a regional issue, but also requires the involvement of extra-regional actors.

Arms control and disarmament in Southern Africa: An assessment of civil society and state responses in Mozambique 1995 – 2003

Thesis (MA (Political Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This thesis aims to ascertain the level of success which civil society and state actors have had in dealing with issues of arms control and disarmament in the SADC region during the post- Cold War era. The main research question shall be divided into two key questions, the first being: How successful have states been in managing arms control and disarmament in the SADC region? The second question being: How successful has civil society been in managing arms control and disarmament in the SADC region? The study is therefore an evaluative study and shall be focused on the case study of Mozambique. Two arms control processes shall be evaluated in this regard. First is the “Transforming weapons into Ploughshares” or TAE project which is a civil society campaign aimed at minimizing the harsh impacts that Small Arms and Light Weapons have on Mozambican society. The demarcated time period for this project shall be 1995-2003. Second is state driven operation between South African and Mozambican police aimed at locating and destroying arms caches responsible for fuelling the illicit trade in light arms between the two countries. This project was known as Operation Rachel and shall be evaluated from the period of 1995-2001. Through evaluating these two projects, the study shall seek to make the point that in terms of arms control in post-conflict developing states, there is a role for both state and civil societies. The role of civil society organizations can be seen as one of identifying security threats, raising public awareness and democratizing security issues such as arms control so that society at large becomes active in negating the problem. The role of the state on the other hand is to live up to its duties as the chief provider of security for the designated population within the state’s territorial boundary. Arms control in Mozambique and in the SADC region in general has been mediocre at best since as shall be demonstrated, states are far too weak to offer any meaningful protection to citizens and secondly civil society organizations which have taken it upon themselves to offer this kind of protection are just not well resourced enough to undertake state responsibilities. Thus the key recommendation of this study is that Southern African states invariably need to build up their capacities. Light weapons have spread uncontrollably throughout the region because weak and fractured states could not contain the problem and continue struggling to manage a multitude of security threats. It is therefore up to civil society organizations to build strong societies which can demand stronger state action. / AFRIKAANSE OPSOMMING: Hierdie tesis se doel is om vas te stel tot watter mate die burgerlike samelewing en Staat akteurs sukses behaal het in terme van wapenbeheer en ontwapening in die Suider-Afrikaanse Ontwikkelings Gemeenskap (SAOG) streek na die koue oorlog. Die hoof navorsings vraag sal in twee kern vrae verdeel word, Die eerste vraag is: Hoeveel sukses het die burgerlike samelewing in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Die tweede vraag is: hoeveel sukses het Staat akteurs in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Hierdie studie is dus ʼn evaluerende studie en sal op Mosambiek fokus as gevalle-studie. Twee wapenbeheer prosesse sal in hierdie tesis evalueer word. Eerste, is die “Transforming Weapons into Ploughshares” of “TAE” projek wat ʼn burgerlike samelewings veldtog is, wat hom ten doel gestel het om die negatiewe impak van ligte-wapens op Mosambiekse samelewing te verminder. Die rol van die staat is om hulle plig te vervul as die ‘hoof verskaffer’ van sekuriteit vir die bevolking binne die staat se territoriale grense. Wapenbeheer in Mosambiek en in die SAOG streek in die algemeen was totdusver minder suksesvol gewees, aangesien state heeltemal te swak is om enige betekenisvolle beskerming aan hulle burgers te verleen. Tweedens, het burgerlike samelewings organisasies wat die verantwoordelikheid aangeneem het om beskerming te verleen net nie genoeg hulpbronne om die staat se verantwoordelikhede te vervul nie. Dus, is die kern aanbeveling van hierdie tesis dat Suider-Afrikaanse state hulle bekwaamheid en kapasiteit sal moet versterk. Ligte wapens het onbeheersd dwarsdeur die streek versprei omdat swak state nie oor die kapasiteit beskik om veelvuldige veiligheids en sekuriteits-bedreigings te kan hanteer nie. Dit hang dus van burgerlike samelewingsv organisasies af om sterk samelewings te bou wat op hul beurt kan aandring op sterker staatsoptrede om hierdie kwessies meer daadwerklik aan te spreek.
