Smudging the book : the role of cultural authority in tribal historical narratives and revitalization at rocky boy

Beginning with Native American activism in the 1960's and bolstered by the Indian Self Determination Act of 1975, tribes have been actively attempting in recent decades to increase tribal sovereignty and self-determination and revitalize tribal communities. One way they are doing this at Rocky Boy's Reservation in North Central Montana, is by taking control of the production of tribal narratives through institutions like the tribe's Internal Review Board and the completion of the first tribal history written completely by tribal members (2008). Another way is by looking back at the history of past researchers to the reservation and having important dialogues about the impacts and legacies of those researchers' work with the community. Out of this dialogue an "oral tradition" has emerged at Rocky Boy centering largely on Frank Bird Linderman (1869-1938) and Verne Dusenberry (1906-1966). These two researchers are often remembered very differently by tribal members: Linderman emerges as a hero due to his political aid for the Chippewa Cree in helping them acquire a reservation homeland, while Dusenberry more often serves as a representative of the troubled relationship between researchers and the tribe in the past. This dissertation examines the creation of historical narratives about Rocky Boy's Chippewa Cree, focusing on the effects of "contests" over cultural authority between key researchers to the reservation and tribal leaders in the making of those narratives. This dissertation makes a comparative analysis of the similarities and differences between the two researchers' claims to cultural authority by returning them to the contexts of their relationships with Chippewa Cree, and the stories and legacies that emerged around their work on the reservation. It explores the responses of tribal leaders to Linderman and Dusenberry and attempts by Chippewa Cree leaders (Little Bear, Big Rock, Rocky Boy, and Four Souls) to recontextualize and reclaim cultural authority and tribal historical narratives in their interactions with these researchers. By making these comparisons, this dissertation examines the ongoing effects these battles over cultural authority have had on tribal self-determination and revitalization efforts both past and present. Two of four chapters detail the lives and textual works of Frank Bird Linderman and Verne Dusenberry. These two men serve as a nexus point for the complex, interwoven and historically-layered "contexts" and "contests" over authority--both past and present, inter-culturally and intra-tribally, as writing and material forms, between outsiders and the living reservation that are the focus of this dissertation. This dissertation intervenes into previous histories written about Rocky Boy that have largely failed to recognize how complexly intertwined and often shared the processes of creating histories about the Rocky Boy's Reservation have been between outside researchers, tribal leaders and the reservation community. It also intercedes in the ongoing dialogue and debate about the role of researchers, cultural authority and protocols and tribal history in tribal revitalization and self-determination for the tribe.

Psychosocial Factors and Their Relationship to Type-2 Diabetes Mellitus Outcome Among the Strong Heart Study Cohort

Diabetes mellitus is a serious problem that affects 15.7 million individuals in the United States. The complications of this disease are catastrophic and can lead to blindness, kidney disease, lower limb amputations, nerve damage, increased risk of heart disease, stroke, and death. Among Native Americans, diabetes has reached epidemic proportions. A variety of psychosocial variables has demonstrated relationships to diabetic outcome. Past research has shown a relationship between psychological variables and glucose control. The current study of Native Americans shows a similar pattern using the psychosocial instruments to measure the constructs of depression, anger, hostility, social support, and perceived stress. Participants for this study were part of the Strong Heart Study and were 512 Native Americans from tribes in South Dakota and Oklahoma between the ages of 46 - 77. This study shows a relationship between the variables of anger, depression and hostility, and glyciemic control. A relationship between social support, perceived stress, and depression was found to be related to reported quality of life in participants who were either diabetic or had impaired glucose tolerance.

Autonomy in Nicaragua and Nunavut : a comparative study in self-determination

This thesis examines the concept of self-determination, as defined by competent international agencies. Analyzing the Nunavut Land Claims Agreement and the Estatuto de Ia Autonomia de las Regiones de Ia Costa Atlantica de Nicaragua (Autonomy Statute for the Regions of the Atlantic Coast of Nicaragua), this work proposes that these two laws of legislation do provide a starting point for the Inuit and the Miskitu-nani to definitely begin to work towards achieving a degree of self-determination within the nation-states in which these peoples live. <p> After analyzing the historic development of the concept of self-determination and placing the Inuit and the Miskitu-nani in a theoretical framework of internal colonization, this work looks at the history and background of both peoples as well as at the final documents: the Law of Autonomy, the Nunavut Final Agreement and the Nunavut Law. Following a comparison and an analysis of these agreements, it is proposed that they represent an initial political step that, by providing some self- administration, potentially opens a road to self-determination for these Aboriginal nations âself-determination as defined by international agencies and accepted by most member states of the United Nations.

Racial disproportionality in the Idaho foster care system : a focus on Latinos and Native Americans

The purpose of this study was to identify micro, mezzo, and macro level factors which may be contributing to disparities in the removal decision among Latino and Native Americans in the Idaho child welfare system. Additionally, this study explored what factors contribute to the decision to investigate a referral or substantiate a claim of child abuse or neglect. This study used a secondary data analysis of all families (n = 4547) referred for abuse or neglect to the Idaho public child welfare system between April 1 and September 30, 2009. It was found that children were more likely to be removed if they had previously been a victim of abuse or neglect. Native American children were 4.39 times more likely to be removed than White children and Latino children were 1.78 times more likely to be removed than White children. Additional positive predictors of removal were domestic violence, being on public assistance, being referred for "other" maltreatment type rather than neglect, and the county poverty rate. The only negative predictor of placement was being referred for physical abuse rather than neglect. The R2 for these variables was 17.09%. Additional significant results indicated that county variables, such as the presence of a field office in a given county and level of rurality, were factors in the investigation decision. Referrals for physical abuse were also more likely to result in an investigation than referrals for neglect. The child's age and a referral for "other" maltreatment type were negatively related to the disposition of a case. Finally, an assessment was conducted of disparity at various decision points in the child welfare process. It was determined that Native Americans, Latinos, and Blacks/African Americans all experience disparity at some point in the early decision-making process of a child welfare case. For Black/African American children, the greatest disparity occurs at the referral to child welfare. For Latino children, the greatest disparity occurs at the removal decision. Native American children also have the greatest disparity at the removal decision, although they experience disparity at nearly every explored point in the child welfare process. / text

The Jumano in the first century of colonial contact : ethnohistoric and archaeological perspectives

The Jumano Indians of Texas have long been an enigma in Texas history and archeology. Many researchers from both disciplines have sought to connect the historic accounts with those of archeological assemblages, but have largely been unsuccessful. Part of the problem has been that the records tend to present problematic issues and very little information in the way of material culture. Another problem has been the tendency among archaeologists in the state to continue to lump site assemblages into larger analytical units, which in effect acts to homogenize any variability that would lend a better understanding of behavioral aspects. Recent efforts in the area of identity and social fields have opened new possibilities. Along these lines this report uses the ethnohistoric data on the Jumano to construct a frame of reference to define the Jumano identity and social field. Using the variability embedded in the Cielo Complex as a model, several sites within the Jumano range were identified for further investigation. / text

Massacre on the Plains: A Better Way to Conceptualize Genocide on American Soil

This thesis examines the massacres of the Plains Indian Wars in the United States (1851-1890) and how they relate to contemporary theories of genocide. By using the Plains Indian Wars as a case study, a critique can be made of theories which inform predictive models and genocide policy. This thesis analyzes newspaper articles, histories, congressional investigations, presidential speeches, and administrative policies surrounding the four primary massacres perpetrated by the United States during this time. An ideology of racial superiority and fears of insecurity, impurity, and insurgency drove the actions of the white settler-colonialists and their military counterparts. Still, despite the theoretical emphasis on massacre in genocide theory, massacres on the Plains were relatively rare compared to the use of other genocidal tactics. This demonstrates that contemporary genocide theorists must be careful not to unintentionally limit thinking on genocide to strict military or militia led violence.
