Diamonds and sustainable growth : The success story of Botswana

<p>Numerous studies have confirmed a statistically significant negative relationship between natural resource abundance and economic growth. This has been labeled “The Resource Curse”. In this paper we try to explain why Botswana, a country heavily dependent on its diamond industry, has managed to generate sustainable growth. Economists have advanced several explanations for the negative impact of natural resources on long-term growth. This paper focuses on the following important problems: First, a boom in a natural resource can pull resources away from other sectors of the economy, thus harming their international competitiveness, a phenomenon called the Dutch disease. Second, abundance in natural resources may lead to poor institutional quality in many countries. Thanks to conservative fiscal policies and accumulation of foreign reserves the local currency did not appreciate during the boom, and Botswana avoided the most severe symptoms of the Dutch disease. Historical tradition of democratic procedures and sound institutions at the time of diamond discovery has contributed to a high institutional quality in Botswana.</p>

Consumer Willingness to Pay for E85

Concerns regarding energy security, resource sustainability, and environmental protection have heightened interests in renewable fuels and sparked the research and development of ethanol as a transportation fuel. This study examines consumers’ willingness to pay for ethanol from various potential feedstocks; corn, switchgrass and wood wastes. Data was collected via a survey of fuel consumers across the United States in 2009. Results show that consumers have a preference for E85 (a fuel blend with 85 percent ethanol and 15 percent gasoline) from corn, switchgrass and wood wastes compared to E0 (gasoline) and a preference for E85 from switchgrass and wood wastes, but not corn when compared to E10 (10 percent ethanol and 90 percent gasoline). Also, consumers have a preference for E85 compared to E10 but not compared to E0. Mean WTP for E85 was insignificant across all models, but significant for all other product attributes; percentage of fuel imported, percentage of greenhouse gas emissions reduced, and the proximity of fuel in driving distance. This suggests a WTP for a combination of fuel attributes associated with ethanol rather than just for E85. Results suggest that price and proximity of the fuel have a greater impact on fuel selection than percentage of the fuel imported and reductions in greenhouse gas emissions. Republicans had a positive WTP for E85 compared to E10 and a negative WTP for E85 compared to E0 regardless of feedstock, which may suggest that Republicans actually have no preference for E85; however, these findings may also suggest that Republicans view E85 as a voluntary “policy” whereas E10 is an example of government intrusion in the free market. Thus, they may ultimately have preferences over the manner in which the blend is being introduced to the market. Across all models, those undecided in political affiliation, those previously familiar with ethanol, and those who prefer to devote U.S. farmland to food instead of fuel generally exhibited a lower WTP for E85 while Westerners, those worried about the environment, and those believe that reducing dependence on foreign oil is more important than environmental protection generally had a greater WTP for E85.

Social learning in the Anthropocene : Governance of natural resources in human dominated systems

We live in the Anthropocene – an age where humans dominate natural systems – and there is ample evidence that our current practices degrade the capacity of natural systems to provide us with natural resources. How we, as humans, organize and learn, in communities and among state and other societal actors, constitute a decisive factor for both local management of natural resources and the functioning of the planet Earth. In other words, the outcome of learning has become a matter of governance across multiple levels. This thesis studies the role of social learning in governance of natural resources, asking the following three overarching questions: i) What are the institutional barriers limiting better environmental governance at different scales? ii) Is there a causal connection between social learning and better environmental governance? iii) What are the normative challenges with better environmental governance or social-ecological resilience being linked to the adaptive capacity of actors to learn socially? The primary method is semi-structured in-depth interviews. Papers provide results on institutional barriers such as competency traps and show how customs and current practices and collaborations limit better environmental governance. It is found that social learning might, and might not, lead to better environmental governance, and the causal connection between social learning and better environmental governance is found to be rather weak, with both variables depending on other factors. Enabling policy, a mandate to make broad assessments, or an engaged leader facilitating social learning, are examples of factors that explain the existence of both social learning and outcomes in terms of better environmental governance. Co-creating Knowledge, Understanding, and Action for Effective Natural Resource Conservation

Previous research shows that socio-cultural factors play an important role in determining the outcomes of natural resource conservation. Conservationists have discovered that when such factors are not properly incorporated from the earliest planning stages, projects are often less successful than hoped and at times outright failures. Thus, several core values that vary among cultures were studied to examine their relationships to natural resources and conservation. This study investigated the relationships between natural resources and conservation and the 3 value orientations individualism, collectivism, and locus of control and socio-demographics in the North Rupununi, Guyana. Quantitative and qualitative data were collected in 5 villages (Annai Central, Apoteri, Rewa, Aranaputa, and Wowetta) via participant observation and mostly structured interviews of 167 local residents. Field research took place from January to November 2008, and interviews occurred from July to October of the same year. Analysis indicates the following results for this sample. Neither the individualism measurement used in this study not the locus of control scale showed many statistically significant associations, but some interesting patterns and trends appear in the case of locus of control. In contrast, the collectivism scale showed associations to several of the natural resource items. The main conclusions from the study are that to promote more successful conservation, professionals need to focus on several factors that promote more effective communication and negotiation. Developing equity among participants; empowering people through their own knowledge, influence, and options; establishing respect by and for all parties; co-creating a common mental model among the parties; and fostering the competence and confidence of all parties to actively participate in the negotiations are key to success. This can be especially tricky in cases in which the various parties come from different socio-cultural backgrounds, such as in the case of Western scientists working with remote indigenous peoples. Coming to a shared mental model and feelings of true equity among the parties is even harder then because the disparate backgrounds make common understanding difficult at best. However, it is that much more necessary when common backgrounds are absent. In such cases, a well-trained, culturally sensitive, and neutral facilitator can be the most useful tool to help co-create the right circumstances for authoring solutions which foster natural resource conservation that can succeed.

The spawning salmon as a resource by recreational use : the case of the wild Baltic salmon and conditions for angling in north Swedish rivers

The aim of the thesis is to analyse the preconditions for increasedsalmon angling in the remaining wild salmon rivers in Upper Norrland in northernSweden, as well as to evaluate the present and possible future impacts on the localeconomy. It includes the identification of the internal and external conditions, in what ishere called the Salmon Utilisation Landscape, that influence the present use as well asfuture development of the Baltic salmon as a resource in angling. The empirical materialsderive from two mail surveys, 1) a survey of anglers in the River Byske and 2) a jointNordic survey on the economic value of recreational fishing.Interest in recreational fishing is widespread in Sweden. About 35 % of adultSwedes fish for recreation. Recreational fishery and angling can be seen as one expressionof the urbanised society's need for contact with nature and outdoor recreation. Salmonangling is one part of recreational fishery. Salmon are considered by many to be the 'biggame' of angling. Salmon anglers are often the most devoted kind of anglers, investingconsiderable resources into this leisure activity. The subgroup of Swedish salmon anglingspecialists is estimated at 10-30,000 persons. The wider category of Active River anglersconsists of approximately 170,000 persons.Salmon fishing in the River Byske has turned out to be representative of salmonangling in Upper Norrland, comparable with other high-class Scandinavian salmon rivers.The growing proportion of remote anglers in the 1990s indicates that the Byske hasbecome a rather specialised angling water. The groups of Fishing tourists and Home fishersmake up two distinctive categories. Fishing tourists fish more intensively, have higher dailyexpenditures and show higher consumer surplus. They fish the river almost entirely forsalmon in. On the other hand, Home fishers to a large extent claim the right to fish fordecent prices and without any particular restrictions. During the 1990s, the average annualincome to the local economy of Byske river valley derived from salmon angling fishingtourism was about 850,000 SEK.Many river habitats have been depleted during the 20th century and many salmonstocks were exterminated by severe degeneration factors linked to industrialisation. To thisis added the over-fishing on wild stocks of salmon and the mortality syndrome, M74. Theavailable estimates of the potential production of wild salmon smolt in Upper Norrlandaggregates close to 1.2 million. This can be converted to an angling activity of some250,000 fishing days.On the basis of the prevailing cost level, the potential angling activity in UpperNorrland would amount to a direct annual turnover of 75 million SEK, however theimpact caused by fishing tourism is likely to remain within the interval of 10 - 30 millionSEK. The Active River anglers' average willingness to pay for annual access to a salmon andsea trout scenario was 1,100 SEK per capita. There is a widespread attitude among manyanglers that fishing should be accessible for all and prices should be kept low. Determinants of Green Power Purchases: An Analysis of the EPA's Green Power Partnership

This paper explores the factors that drive purchases of green power by private and public organizations. Using a cross-sectional analysis of participants in EPA’s Green Power Partnership, I explore whether state energy policies have motivated increased consumption of green power among these participating organizations. Additionally, I analyze economic and political variables by state to determine if certain factors contribute to an organization’s green power purchases. I find that state mandates on renewable energy production and lower premiums for green power lead to increased purchases of green power for members of the Green Power Partnership.

From Riches to Rags: The Political Economy of the Natural Resource Curse

The natural resource curse paradox has given rise to a wide range of explanations, which look at the economic, social and political characteristics of resource-rich countries. This paper focuses on the political economy of natural resources and finds that controlling for sociopolitical factors eliminates the natural resource curse. The analysis then turns to these sociopolitical factors and examines the significant, complex and varied effects of democratization on economic growth in general, as well as in resource-rich countries in particular. I conclude that the type of institutions needed for economic development in resource-rich countries are not specific to either democratic or autocratic systems, but are equally likely to be adopted by either regime, so that no one ideology is more suitable than the other. A corollary to this, however, is the case of weak democracies or low democratization levels. Such states are unable to adopt the necessary strategies and institutions and, thus, pose the greatest threat to economic growth in resource-rich countries. On the other hand, highly autocratic systems in resource-rich countries, such as those in Bahrain and UAE, or perfectly democratic systems, such as those in Norway and Iceland, utilize resources more efficiently for economic development.

In a state where “75 percent of the demand for water originates south of Sacramento, although 75 percent of water supply in the state comes from north of the capital city,” the decision of who should get access to the limited supply of water is fiercely contested between opposing parties who all feel that they have a right to the water necessary to keep them alive. But with the amount of useable water slowly declining and an ever-growing population with greater demand for water, there is no easy compromise or solution that solves the problem of how water should be distributed.

Aquculture and Deforestation in the Peruvian Amazon

This study examines whether aquaculture has the potential to reduce deforestation in the Peruvian Amazon. The natural resources of the Peruvian Amazon are subject to extreme pressures due to increases in subsistence farming, cattle ranching, and logging in the region. The resulting loss of biodiversity has affected the delicate soil balance that is characteristic of the Amazon, and has contributed to water pollution as well as erosion (Guerra et al. 2001). One of the highest rates of deforestation in the Amazon basin can be found at the foothills of the eastern Andes (Lepers et al. 2005), which includes the area in this study, located in the Peruvian state of Amazonas. In this part of the Amazon, deforestation is mainly caused by small-scale subsistence agriculture (Achard et al. 1998) such as that found in the communities of Condorcanqui. Fishing is an essential part of the socio-economic system that functions in the Peruvian Amazon. Fish meat is the most important source of animal protein in the Amazon, and the main generator of cash for indigenous people (McDaniel, 1997). However, freshwater Amazonian fisheries have been subject to extreme overexploitation in the past few decades (Rainforest Conservation Fund, 1999). Boats with technological equipment and large-scale capacities have threatened stocks in local rivers and oxbow lakes, which has affected the ability of small-scale, native fisherman to support themselves (Rainforest Conservation Fund, 1999). The Instituto de Investigaciones de la Amazonia Peruana (IIAP) has assisted the development of fish farming in the Condorcanqui region as a way to augment diets and decrease the ecological impact of subsistence farming. Fish farming can also be seen as a way to substitute for the loss of traditional river fishing. IIAP has become the leading governmental organization in fisheries research and aquaculture in the Peruvian Amazon, and works to provide native-species fingerlings, and educational courses to native aquaculturists. This study surveys the subsistence villages along road and river communities to determine the impact of fish farming on deforestation in the Condorcanqui region. This region is populated by small communities of indigenous Awajún and Wampí tribesmen, who practice subsistence agriculture. Data was collected from a sample of 184 families in ten different communities. Five of the villages were situated along the banks of the Nieva or Santiago river systems, while the other five were accessible by road, travelling southwest from the town of Santa Maria de Nieva. Data was collected with the assistance of the Research Institute of the Peruvian Amazon (IIAP), which provided a guide who had relations with all of the communities. All of the families in the sample practice subsistence agriculture, while 104 of the respondents supplement their agricultural crops with fish from aquaculture ponds integrated into their farmland. The participants answered a range of questions about the size of their farms, and the productivity of their land. We use a variety of regression-based approaches to determine how incorporating aquaculture into subsistence farmlands affects deforestation rates after controlling for socioeconomic and farm characteristics. Our study suggests that an extra square meter of aquaculture reduces the area deforested for crops on approximately a one for one basis. However, aquaculture should maintain its productivity for much longer than cropping, as it does not depend on soils whose fertility can be exhausted in a few years. Our simulations, based on our survey results, indicate that over time aquaculture should reduce deforestation significantly, especially in areas where soils provide only a few years of subsistence crops. These should be regarded as interesting but preliminary results. Because we used a convenience-based sampling approach, our results could be affected by selection bias. In addition, we do not have enough information to test whether selection bias in the implementation of fish farming affect our results. Therefore, these results suggest that aquaculture could be useful in limiting deforestation, but additional work should use experimental methods or more in-depth surveys to measure the effect of aquaculture on deforestation.

Environmental Economics: A Case Study for the Big Cottonwood Canyon Watershed

Environmental economics is the application of economic principles to the study of how natural resources are developed and managed. The methodologies used attempt to value ecosystem services provided by healthy, functioning natural lands and ecosystems. Ecosystem services attributed to natural lands contribute significant human welfare benefits that go largely undervalued or misrepresented in the decision-making process for the development of land. As environmental valuation methodologies and techniques continue to advance, policy decisions will be better able to create outcomes that maximize benefits for targeted populations and landscapes. The purpose of this paper is to first describe the methodologies used in environmental economics. These methodologies will then be applied to the Big Cottonwood Canyon Watershed located to the east of Salt Lake City, Utah. The case study will describe the ecosystem services provided by the watershed and value them. Using these values, the study focuses on the proposed development of SkiLink, a gondola system that would connect two separate ski resorts in two separate canyons – the Solitude Mountain Resort, located in Big Cottonwood Canyon, and Canyons Resort, located near Park City, Utah. The debate over the proposed SkiLink focuses on weighing its potential contribution to Utah’s economy against its potential environmental consequences. Based on a detailed analysis of the economic benefits and ecosystem losses created by the proposal, a cost-benefit analysis of the project will be presented along with recommendations for further study of potential development that would likely accompany the building of SkiLink.
