The considered alternatives had been the maintenance of the current state with electric energy of the deliverer and the generation in small scale based on the natural gas. The used criteria had been Cost of the Investment, Final Cost of the Energy, Operational cost, Ambient Benefits, Risk and Variation of Costs. The study it was carried through in the city of Natal, RN in ranks that make use of the natural as for resale, where the generation alternative on the basis of the available gas is present. The main results evidence in a dimension the viability of use of method AHP with questionnaire by means of validation of the judgments with analysis of variance beyond proper the normal mechanisms of analysis of consistency to the method. The main results of the analysis help to show that in this in case that the profile of models of criteria and judgments of the actors is similar, with the final evidence of that it has a dominance of the maintenance of the energy of the deliverer. The legal management of risk in oil and gas operations upon the United Kingdom continental shelf

This thesis is concerned with the legal management of risk in oil and gas operations upon the United Kingdom Continental Shelf. The work focusses in particular upon geological risk, political risk and the regulatory and commercial risks pertaining to major accidents. Geological risk relates to the fact that generally, oil and gas is concealed within geological formations in the deep underground. Exploration activity is, as a result, both difficult and expensive. The thesis considers the extent to which the UK's chosen licensing system has struck an appropriate balance on who should bear the risk of failure of such operations. Political risk involves (on the one hand) the risks faced by investors in interacting with the state and (on the other) the risks faced by the state when designing its regulatory system. Investors are in a precarious position due to the high level of capital investment and long-term nature of oil and gas operations: they are therefore concerned to ensure stability and autonomy of operation. The state, on the other hand, is concerned that it is not taken advantage of by the (usually more knowledgeable) industry player when designing its regulatory system. The risk of major accident is reflected both in regulation of health, safety and the environment and in the contractual arrangements entered into by commercial entities in order to determine which party should bear ultimate liability in the event that an accident causes wide-spread loss. Having regard to the example of the law applied on the UK continental shelf, the thesis demonstrates that while risk can never be wholly removed from oil and gas operations, the law can be effectively used to mitigate risk and thereafter to facilitate he appropriate distribution of such residual levels of risk as remain.

A experiência do mundo desenvolvido mostra que o crescimento econômico de um país sempre requer uma grande disponibilidade de capacidade de produção própria de energia, a preços de mercado competitivos e atraentes. A estabilidade de relações comerciais, definidas por uma regulação transparente e objetiva, adiversidade de fontes supridoras e a existência de políticas de governo que incentivemo desenvolvimento sustentável do mercado consumidor são requisitos imprescindíveis à captação de novos investidores para o setor energético. Não obstante o incremento recente do percentual de gás natural na matriz energética nacional e a perspectiva mundial de aumento do uso deste combustível, alguns desafios ainda se interpõem ao efetivo crescimento da participação do gás natural no mercado energético nacional. Itens críticos para a expansão do uso do gás natural no Brasil, tais como a realização de grandes investimentos em infraestrutura de produção, transporte e distribuição, a exploração das principais reservas de hidrocarbonetos, a redução das incertezas com relação à evolução da demanda por gás no mercado industrial e termelétrico, aliados aos grandes desafios tecnológicos para produção do pré-sal brasileiro geram grandes riscos ao retorno de investimentos no setor, causando postergações ao desenvolvimento de novas áreas de produção e à expansão da demanda de gás. O objetivo deste trabalho é apresentar uma visão ampla do mercado brasileiro de gás natural, baseada emcenários possíveis e desafios futuros à expansão da utilização do gás no país, desenvolvidos a partir da análise de levantamento de dados de produção e consumo e do atual estágio da evolução da indústria gasífera brasileira.
