Does primary resource-based industrialisation offer an escape from underdevelopment?

It is commonly believed about sub-Saharan Africa (SSA) that the region has a comparative advantage in primary resources as reflected by its high share of primary exports to total exports. In acknowledging the region's comparative advantage, the study tries to put the determinants from the Wood and Mayer (1998, (999) (W-M) Heckscher-Ohlin based model in the context of two relatively diversified countries (South Africa and Mauritius) and two commodity-export-dependent countries of sub-Saharan Africa (Nigeria and Cô̌̌te d'Ivoire). The study finds that the skill and land resource measures used in the W -M (1998, 1999) thesis do not explain why Nigeria, having a similar level of skill per worker ratio to South Africa, has not diversified. Further, Mauritius having relatively the highest skill per land ratio specialises in low-skill textiles and clothing, while South Africa specialises in the more human capital-intensive "other manufactures" group. The other measure, a low land per worker ratio that explains Mauritius' relatively higher share of manufacturing exports, also fails to apply to Nigeria. The thesis thus concludes that the W-M land and skill measures could only be rough proxies in determining comparative advantage in manufacturing exports. However, employing the Dutch disease hypothesis recognises the potential of land abundance as a natural resource, namely minerals in South Africa, oil in Nigeria, and cocoa in Cǒ̌te d'Ivoire. The Dutch disease is a dynamic process of structural economic and political development that will permit an understanding of why natural resource abundant countries do not have a comparative advantage in manufacturing, at least in the short to medium term. The study therefore investigates commodity dependence and the Dutch disease effects to examine whether primary resource- based industrialisation offers an escape from underdevelopment. It establishes that South Africa, a mineral resource rich country, diversified based on a broad mineral-energy-complex (MEC) reinforcing the notion that land abundant countries will first invest in capital- intensive primary resource processing. However, the thesis concludes that in Nigeria and Cǒ̌te d'Ivoire where external shocks are more predominant probably because of single commodity export reliance, the manufacturing sector lags behind more due to resource and spending effects that a natural resource boom generates in these economies.

Improving the governance of mineral resources in Africa through a fundamental rights-based approach to community participation

This study makes the assumption that community participation in the governance of mineral resources is a requirement of sustainable development and that through a fundamental rights-based approach, it can be made effective. The concern is that an affected community should not only be involved in the decision-making process, but its view must also influence the outcome in respect of whether or not a mineral project should take place and how it should address development issues at local level. It is assumed that this legal approach will improve mineral governance by bringing more transparency and accountability. In many African resource-rich countries, community participation has until now been practiced with more of a soft approach, with the consequence that it has been unable to eradicate the opacity existing in the management of revenues generated by mineral exploitation and also deal efficiently with the recurrence of fundamental rights violations in the mineral sector. Obviously, the success of the fundamental rights based-approach is not absolutely guaranteed because there are preconditions that must be fulfilled. The synergy between community participation and some relevant concepts like democracy, decentarlisation, accountability, (good) governance and sustainable development must be well balanced for the participation process to bring positive outcomes. Also, because the fundamental rights based-approach is conceived here within the framework of the African Charter of Human and People’s Rights, its normative and institutional components, despite the potential to make participation effective and successful, require that some critical challenges be addressed in practice. The study ends with the conclusion that the fundamental rights based-approach is appropriate to make community participation effective in the mineral-led development process taking place at local level, provided that its implementation is kept reasonable. / Constitutional, International & Indigenous Law / D.Law

Cette étude est une contribution à la connaissance de la biodiversité, la distribution géographique et la conservation des Rubioideae (Rubiaceae) d’Afrique centrale (Burundi,R.D.Congo et Rwanda). Le travail est basé sur l’analyse critique des riches collections conservées dans les grands herbaria de Belgique et du Burundi (plus de 10.000 échantillons). Une check-list critique des Rubioideae d’Afrique centrale a été établie; 291 taxons ont été inventoriés et une carte de distribution géographique a été tracée pour chacun, après géoréférencement de toutes<p>les récoltes. Des taxons nouveaux pour le territoire étudié ont été découverts, révélant le caractère incomplet de la ‘World check-list of Rubiaceae’. Des taxons nouveaux pour la science ont été mis en évidence. Une espèce nouvelle (avec deux variétés) a été décrite. Les analyses de distribution ont utilisé deux niveaux de résolution: le système d’information géographique (SIG) pour la production des cartes de la distribution des espèces et le système de maillage pour calculer la densité et l’effort d’échantillonnage. La richesse floristique apparente est fortement biaisée par l’intensité d’échantillonnage. Après correction de ces biais, la diversité reste inégalement répartie.<p>Des régions de plus haute diversité peuvent être expliquées à la fois par des processus déterministes (régions à haute diversité ’habitats), et, probablement aussi par des contingences historiques (refuges). Elles correspondent à des zones de spéciation active ou de moindre extinction. De plus, cette diversité varie selon les phytochories considérées.<p>La distribution des taxons a été utilisée pour tenter de redéfinir sur une base objective des subdivisions phytogéographiques du territoire étudié. L’approche basée sur la similarité floristique et la distribution potentielle a démontré le rôle déterminant des taxons indicateurs et des variables environnementales<p>dans l’établissement d’un système cohérent de phytochories pour l’Afrique centrale. Un nouveau<p>système de trois territoires floristiques défini sur base des Rubioideae est comparativement proche de celui de White (1979, 1983) mais ne comprend pas des zones de transition.<p>Enfin, la caractérisation de l’état de conservation des Rubioideae de la zone d’étude, sur base de la méthodologie de l’UICN, a porté sur cinquante-six taxons (sub-)endémiques d’Afrique centrale. L’évaluation paramétrique a été largement utilisée. Elle est basée sur la détermination de la zone d’occupation (AOO) et de la zone d’occurrence (EOO). La proportion des Rubioideae menacés et coïncide avec celles des autres groupes déjà évalués. Cette analyse a démontré qu’il existe une corrélation entre les taxons menacés et les zones de forte concentration humaine.<p><p><p>This study is a contribution to the knowledge of biodiversity, geographic distribution and conservation of Rubioideae (Rubiaceae), a group of flowering plants in Central Africa (D.R.Congo, Rwanda, Burundi). The work is based on the critical evaluation of the rich herbarium collections conserved in Belgium and Burundi (> 10,000 specimens). A critical check-list of Rubioideae in Central Africa has been produced, comprising 291 taxa. A distribution map has been obtained for each of them. A number of taxa are new to the area, highlighting the gaps of knowledge in the ‘World check-list of Rubiaceae’. Species new to science have been detected, one of which has been formally described (with two varieties) in this study. The analysis of distribution patterns has been performed at two levels of resolution. Grid-maps have been used to analyse patterns of species diversity. Floristic richness appears strongly correlated with<p>sampling effort. After correction for sampling effort, species diversity remains heterogeneous.<p>Regions of higher diversity correspond either to areas of more active speciation, in relation to a high diversity of habitats, or to forest refuges where extinction rates have been lower. Additionally, this diversity varies between the different phytochoria recognized. The distribution of species has been used in an attempt to redefine phytochoria based only on floristic criteria. Floristic similarity, and potential distribution (based on climatic parameters), has shown that phytochoria can be effectively defined and characterized by the method of indicator taxa. Three major<p>phytochoria show a reasonably match with phytochoria previously proposed by White (1979, 1983), but White’s transition zones are not highlighted. Finally, distribution data have been used to critically evaluate the conservation status of 56 taxa, using the methodology and criteria of IUCN. The area of occupancy (AOO) and extent of occurrence (EOO) were calculated and used as main criteria to evaluate the species. The Kunene River mouth : managing a unique environment.

The Kunene River Mouth (KRM) is one of only two river mouths in Namibia. The Kunene river and river mouth is bisected by the international border between Namibia and Angola, and lies between two protected areas, Iona National Park in Angola and Skeleton Coast Park in Namibia. The governments of Namibia and Angola have signed a Memorandum of Understanding (MoU) to link these two parks as a transfrontier park. This study further proposes a transfrontier Marine Protected Area to protect the marine environment surrounding the KRM and the Angola Benguela Front. The KRM is a fluvially dominated freshwater river mouth. The area is a biogeographically important biodiversity hotspot. The remoteness and pristine character contribute to the aesthetic appeal of the area. This study provides a profile of the KRM addressing its conservation value in terms of both biodiversity and aesthetic value, making use of the concept of “sense of place”. An analysis of all current and potential stakeholders is presented and their interests, activities and potential threats are evaluated. The main stakeholders are Government: the Ministry of Environment and Tourism, the Angolan Government, Ministry of Fisheries and Marine Resources, Namwater, Ministry of Mines and Energy, and the Kunene Regional Council. The private sector presently has a small stake in the area, with the exception of the Northern Namibia Development Corporation who is prospecting for diamonds at the KRM. Although the area has great tourism potential there is no tourism development currently underway or planned. The threat analysis suggests that the KRM is under severe threat from inappropriate development, both locally as well as within the catchment. Mining and prospecting were identified as the greatest threat, whereas tourism poses the least threat to the area. It is suggested that appropriate tourism is the most suitable development for this sensitive area. There is currently no coherent management strategy in place for the KRM. The current environmental legislation is ineffective. The need for a stringent adaptive management regime is identified and management goals for the area are suggested. It is further suggested that the concepts of “Thresholds of Potential Concern” and “Limits of Acceptable Change” are useful to monitor indicators for biophysical components and development activities respectively and to maintain a “Desired State” for the area. This “Desired State” must be the result of a participatory process. To be effective stakeholders must reach consensus on the “Desired State”.
