A emergência de novos partidos políticos no Brasil (1979 - 2015) : o arcabouço legal é suficiente para explicar este fenômeno?

Este trabalho tem o objetivo de analisar a emergência de novos partidos políticos no Brasil entre 1979 e 2015 visando a compreender se o arcabouço legal é suficiente para explicar este fenômeno. Com base na literatura de Ciência política, estudamos a formação de novas organizações partidárias na Nova Democracia a partir de três dimensões: aspecto político, contexto socioeconômico e arcabouço legal. A pesquisa está dividida em quatro capítulos: sendo que o primeiro consiste em uma revisão da literatura sobre novos partidos e o segundo é destinado às considerações metodológicas que orientaram o trabalho. O terceiro capítulo analisa o surgimento de novos partidos no Brasil sob a ótica do contexto político, do aspecto socioeconômico e do arcabouço legal de acordo com os cenários dos seis períodos históricos recortados: 1979 a 1984, 1985 a 1989, 1990 a 1994, 1995 a 2002, 2003 a 2010 e 2011 a 2015. Dentro de cada um destes períodos, as variáveis foram classificadas como incentivadoras ou inibidoras em relação à criação de novos partidos. Por fim, o último capítulo é dedicado a responder ao problema de pesquisa, articulando as análises dos períodos de forma comparada. Os resultados encontrados confirmaram a hipótese de que um arcabouço legal é necessário para compreender o surgimento de novas organizações partidárias, mas não é suficiente para explicar este fenômeno, que é complexo e multicausal. / This paper aims to analyze the new political parties’ emergence in Brazil between 1979 and 2015 in order to understand if the legal framework is sufficient to explain this phenomenon. Úspěch nových volebních stran ANO a Úsvit ve volbách do Poslanecké sněmovny ČR 2013 / Success of New Political Parties - ANO and Úsvit in the Elections to the House of Commons in CZ 2013

This thesis deals with the success of the two newly formed parties ANO 2011 and Úsvit přímé demokracie Tomia Okamury in the elections to the House of Commons in the Czech Republic in 2013. These two parties gained a substantial percentage of votes and became part of the government despite the fact, that they were established shortly before the elections. In the theoretical part of this thesis, the formation and success of new parties abroad and in the Czech Republic is analysed. The main focus are the voters voting these parties, so there is an extended part dealing with voting behavior in the Czech Republic. Secondary analysis is the research method used in this thesis; its advantages are discussed in the methodological part. Secondary analysis of multiple high quality data sets is used to compare the voters of the new parties and the voters of other established parties. It turns out there are significant differences between these two groups in the areas of sociodemography, political views and experiences and even outlooks on life. The trend of new parties, which started already in the 2010 elections, is obviously continuing and it seems that it is even broadening.

This thesis examines the formation and stabilization of genuinely new political parties in the Czech Republic through the theory of institutionalization. In the theoretical part the theory of institutionalization, which serves as a basis for the analytical framework, is firstly introduced. Institutionalization is understood as a process that occurs in four dimensions and can be strengthened or weakened over time. There are mentioned main approaches to the classification of new political parties, focusing on category of genuinely new political parties in the following chapter. These parties come to party system as external actors, so they represent suitable cases for examining the impact of their electoral gains at the rate of institutionalization. The next section is dedicated to development of the Czech party system with regard to the increasing success of genuinely new political parties. For a detailed analysis of the examined phenomenon a case study of political party Public Affairs has been chosen, because it represents case of genuinely new party which has achieved a relevant position in the party system due to the first candidacy in the first-order election. Party Novelty and Economic Voting: A Comparative Study of the EU Elections 1989-2009

In the literature, electoral accountability has been explored in many ways. Among those are the studies of economic voting examining to what degree government parties are held accountable for the state of the economy. By now, the studies have incorporated variables that reflect how clear is the chain of responsibility for the economic policies. Among those are national level variables, such as the clarity of responsibility index, and party level variables, such as the number of seats a party occupies in a government. This dissertation suggests that the responsibility for the government policies can be obscured by yet another party level variable - party novelty. I define party novelty as the quality that reflects the degree of change within a party in terms of its structure (mergers, splits, etc) and attributes (name, leader, and program) within one electoral cycle. I argue that party change obscures party identity and, thus, affects voters' ability to hold it accountable for the state of the economy. This study explores the concept of party novelty and its effects on voter's party preferences in various economic conditions. I construct the Party Novelty Database (1989, 1994, 1999, 2004, and 2009) and show that party novelty can be measured. Moreover, I demonstrate that party novelty varies in understandable ways, and, most importantly, that party novelty matters. Using the European Election Study and the Euromanifesto Project (1994, 1999, 2004, and 2009) I show that party novelty moderates economic voting, and this effect differs across types of party changes and the timing of change. / Political Science

Srovnání struktury elektorátu nových stran v postkomunistické Evropě / Comparison of the electorate structure of the new parties in the post-communist Europe

In the last few years new parties were rising in the post-communist bloc rapidly. Moreover, many of them were successful in the parliamentary elections. Party systems were slowly stabilizing and now they are threatened by new influences. Success of new parties is changing current politics in the central and eastern Europe. These parties are connected not only by the date of foundation but also by the way they act against current establishment. Despite their different strategies, level of success and their creation, their quick unexpected success is interesting. What is the structure of the electorate? This work is focused on identifying the structure of electorate of the new parties in central and eastern Europe. It is divided into two parts. First one, summarizes the theoretical concepts concerning the study of the new parties and clearly identifies what kind of new parties will be considered in this work. For this designation are used theories by Paul Lucardie, Allan Sikk a Krystyna Litton. Second part is quantitative research, based on advanced statistical methods. The research is trying to accurately identify what kind of social groups in the population are most likely to vote for the new parties.
