1 ABSTRACT The Effect of International Non-governmental Organizations on the Creation of International Sport Regulation Key words: international sports law, international non-governmental organization, lex sportiva The thesis researches international non-governmental organisations in the area of sport, their legislation and influence on international sports regulation and concerns also with the question of international sport law. It consists of four main chapters. In the first part, the relationship between state and law is analysed as well as the existence of the sports law itself. The chapter deals also with the specifics of sports rules and content concepts of sports law. The majority of rules in the sport sector is formed by the regulation which is not source of law in the formal sense. The second chapter defines the concept of an international non-governmental organization and tries to submit a definition with regard to diverse activities exercised by these entities standing on the border of private and public law. The third chapter aims to describe the organizational structure of sport as well as regulatory mechanisms. The Nature of International Law in Agreements concluded by International Non-governmental Organisations The aim of this thesis is to examine the international nature of agreements concluded by international non-governmental organisations (hereinafter referred to as INGOs). Do INGOs enter into contracts ruled by public international law? As INGOs regularly participate in international conferences, this first research question implies others: What is the role of INGOs in international treaty - making? Are they or might they become parties to "traditional" international treaties? With regard to the method of work and sources, the study is an analysis based on various academic publications including books and articles and detailed research into particular agreements. The work is composed of four chapters. Chapter one is introductory and defines the term INGOs, provides short information on their history in international law and describes their current position in international law. As far as my diploma thesis is concerned I deal here with the topic of education of employees in non-governmental organizations. The theoretical part of my work is focused on clarification of often used terms connected with this issue, such as non-governmental organizations, education, qualification and competency, learning organization etc. I address the next part of my work to the system of education in organizations generally and then I search for the particularities of this issue in non-governmental organizations. My work deals with form and system of education of employees in non-governmental organizations, with motivation for education and how the employees themselves perceive the education and vocational development in their non-governmental organizations. To gain data for case study I used the method of qualitative research - method of half-structured interviews which I led with employees and managing employees of non-governmental organizations. The main idea of my work was to understand how the situation on this field look like, what are the trends and progress of education of employees and what news it could bring to civil society or rather to the society in general.

Magister Artium (Development Studies) - MA(DVS) / This study is an assessment of participatory monitoring and evaluation in NGOs: a case study of SOS Children’s Village,Cape town, South Africa. The aim of the study is to examine the process of application of PM&E framework in the SOS Children’s Village Project, with a view to ascertaining its impact on the project and to provide suggestions and recommendations to SOS and NGOs in South Africa. There were four primary objectives of this study: to provide a theoretical and conceptual framework, through the discussion and/or analysis of applicable PM&E theories and concepts; to provide an overview of organizational structure of the project implementation team of SOS; to identify the different stakeholders involved in the monitoring and evaluation process; to empirically assess the process of PM&E in the SOS Project. The theoretical and conceptual framework of participatory development approach and the child rights based approach is used in this study. Both quantitative and qualitative methods of research are used throughout the study and measurement of key variables are made. While the systematic random sampling technique is utilised to collect data for the quantitative research, purposive sampling was used to select respondents for semi-structured interviews in the qualitative research.
The study identified that the monitoring and evaluation process in SOS Children’s Village, Cape Town, South Africa is participatory in which the relevant stakeholders, especially the beneficiaries i.e. children participate in the monitoring and evaluation process. However, the study recommended that there should be an updated training and seminar for the staff to empower them to enhance their understanding of participatory monitoring and evaluation.

A trajetória de planejamento governamental no Brasil tem sido caracterizada por uma sucessão de esforços diversos, desde os primeiros planos de desenvolvimento, na década de 1930, até a recente sistemática de planejamento e orçamento, instituída na Constituição Federal de 1988. Na esfera municipal, a experiência ainda incipiente se soma a uma série de desafios específicos, associados a um panorama de incapacidades técnicas, administrativas, financeiras, políticas e institucionais. Diante de semelhante realidade, neste trabalho, analisa-se o processo de planejamento governamental, em lócus municipal, pela perspectiva das capacidades estatais. Para tanto, inicialmente estabeleceram-se elementos de inter-relação entre dois segmentos distintos da literatura - planejamento governamental e capacidades estatais -, culminando na formulação de um quadro conceitual de análise, a título de referencial teórico. Em seguida, foram descritas as principais etapas do ciclo do Plano Plurianual 2014-2017 e da formulação do Plano Plurianual 2018-2021, em Osasco, a partir de informações coletadas em documentos e em entrevistas semiestruturadas com diversos atores-chave, entre políticos, dirigentes públicos e técnicos. A escolha do caso se deve ao reconhecimento que a literatura doméstica oferece à experiência do município. Por fim, identificando capacidades estatais construídas, desenvolvidas ou mobilizadas no período, analisou-se a sua influência nas diversas fases do processo de planejamento governamental / The trajectory of governmental planning in Brazil has been characterized by a succession of diverse efforts, from the first development plans in the 1930s to the recent planning and budgeting system established in the 1988 Federal Constitution. At the municipal sphere, an still incipient experience adds up to a series of specific challenges associated with a panorama of technical, administrative, financial, political and institutional incapacities. In view of this reality, in this work, we investigate the process of governmental planning, in a municipal locus, by the analytical perspective of state capacity. In order to do so, it was initially established elements of interrelation between two distinct segments of the literature - governmental planning and state capacity -, culminating in the formulation of a conceptual frame of analysis, as a theoretical reference. Then, the main stages of the 2014-2017 Pluriannual Plan cycle and the formulation of the 2018-2021 Pluriannual Plan in Osasco were described, based on information collected in documents and semi-structured interviews with several key actors, among politicians, public managers and technicians. The choice of the case is due to the recognition that the domestic literature offers to the experience of the municipality. Finally, identifying state capacities built, developed or mobilized in the period, we analyze its influence in the various phases of the governmental planning process.

A research report submitted in partial fulfilment of the requirement for the degree of Master of Science in Development Planning in the Faculty of Engineering and the Built Environment, University of the Witwatersrand, Johannesburg / The failure of government to provide social services to the people has become an opportunity for the NGOs. NGOs entrance into the development arena was not to take over the work of the government but to assist the government in improving the living condition of the people. NGOs were able to develop various development programmes at grassroots level. These programmes were developed to empower the people and provide them with skills that will enable them gain employment or become self-reliant or entrepreneurial. Irrespective of the successes and failures of NGOs programme in the development arena, they are still faced with challenges of skills scarcity and unemployment.
This report is interrogating the role NGOs play in Johannesburg and Alexandra in particular. This is in the context of technical skills development. It assesses the impact of NGO’s on the youth in Alexandra. Various methods are used in the gathering of data ─ these include written materials, case study, structured and semi-structured Interviews, in-depth Interviews, purposive sampling, focus groups, and sampling methods. We also look at various areas such as, youth attitude towards skills development, and problems faced by the NGOs in the study area. These include lack of NGO autonomy; difficulty of access; lack of finance and the rate of crime. In the end the research demonstrates that the programmes implemented by the NGOs have not had any significant impact.

How funding affects service delivery among non-profit organizations in JohannesburgSibanda, Joyce 11 September 2009 (has links)
ABSTRACT
The primary purpose of the study was to explore how funding affected service delivery among Nonprofit Organizations (NPOs) in Johannesburg, given the important role these organizations play in contributing to social development in South Africa. The study was undertaken among 15 NPO organizations based in Johannesburg and located in various service fields. A semi-structured interview schedule comprising open-ended and close-ended questions was utilized to collect information. Descriptive statistics were employed to analyze closed-ended questions whilst thematic content analysis was used to analyze open-ended items. The main finding that emerged from the study was that NPOs that were surveyed suffered from a diversity of challenges emanating from insufficient and at times delayed funding, particularly by state departments such as the Department of Social Development. The problems faced by these NPOs were found to be predominantly human resources related. These organizations were unable to attract skilled professional staff because their funds did not permit them to offer market-related packages. In addition, these NPOs suffered from high labour turnover because employees tended to leave these organizations in pursuit of greener pastures in government departments and the private sector. The sector also experienced inadequately funded programmes and an inability to expand their services to the wider populations due to inadequate funding. The NPOs that were surveyed had not engaged in entrepreneurial activities on a scale sufficiently extensive to wean them off donor funding or over-reliance on such funding. Self-sustainability was found to be still in the embryonic stage. Moreover, the relationship between the sector and the state was found to be characterized by a lack of faith and confidence on the part of the NPOs surveyed, suggesting a ‘troubled’ partnership between the two. The findings of the study suggest the need for the research project to be replicated on a wider sample in different provinces. Since the study focused on formally registered NPOs in terms of the Nonprofit Organizations Act of 1997, future research needs to investigate the funding challenges faced by smaller mainly informal/ unregistered community-based organizations that form an integral part of the nonprofit sector in South Africa and offer an array of services to their communities. Furthermore, the findings of this study could potentially be used as a basis for policy formulation and analysis by policy makers as they appear to have implications for re-assessing funding policies in respect of NPOs.

This study examines the nature of learning organisations with a special focus on how these organisations manage to sustain and reinvent themselves despite changing contexts. In particular, the study focuses on one NGO operating in the South African education field. The intention of this research report is to determine how the specified organisation has been able to sustain and expand its operations while remaining effective and relevant despite changing political, economic and social contexts. The findings of the study have been drawn from interviews held with key personnel who presently work or previously worked for the organisation under study. Data from the interviews was triangulated with data extracted from the organisation’s annual reports. The data shows that the organisation grew from a regional entity to having offices all over South Africa. In order to do so, the organisation had to adapt to changing circumstances which it did by learning from experts and other organisations worldwide that were involved in similar pursuits. From these sources, the organisation learnt about innovative literacy materials and development strategies. The spearhead for many years behind these developments was a leader with a strong and charismatic personality and so, ultimately, it is difficult to distinguish between her personal learning and the organisational learning that took place.
