A dissertation submitted to the Faculty of Commerce, Administration and Law in fulfillment of the requirements for the Degree of Master of Public Administration in the Department Public Administration at the University of Zululand, 2018. / The South Africa government and various interested parties have extensively debated the relevance and place of traditional leadership in our democracy. The core of the debate is the notion of incompatibility of this institution with democracy and human rights. The 1996 Constitution of the Republic of South Africa set the tone for the recognition of traditional leaders in a democratic dispensation. The study assessed the role of traditional leaders and ward councillors in promoting community development in uMlalazi Municipality. The aim was to identify the limitations in community development programmes and how much does traditional leaders observe government regulations in service delivery and the impact that it has created. Questionnaires were administered to a sample of 82 participants, but only 72 questionnaires were returned. The research participants were businesses, churches, ward committee members, ward councilors, traditional leaders, and community members. Both quantitative and qualitative research methods were used to analyse the data. The study revealed the challenges facing communities regarding development. It also became apparent that the South African Constitution does not clearly define the roles and responsibilities traditional leaders should play in society. Possible solutions were identified in a form of recommendations, that in the implementation of the Integrated Development Planning programmes they should consider Batho Pele principles.

The first aim was to assess teachers' perceptions of the need for traditional medicine practices in the school. The second aim was to investigate the problems experienced by learners which require traditional medicine practices as solutions vvithin the school. The third aim was to determine the procedures that can be followed in order to provide traditional medicine to meet the learners' needs. The fourth aim was to provide certain guidelines regarding traditional medicine intervention vWthin a school. The fifth aim was to find whether teachers' perceptions of traditional medicine in schools are influenced by the teachers' characteristics. Lastly, to find out whether there is any agreement among ranks assigned by the respondents to:
<job opportunities amenable to creation through the use of traditional medicine.
❖ Afflictions amenable to treatment by traditional medicine. A Likert scale was constructed to measure the areas indicated by the aforementioned aims of study.
The quantifying instrument was administered to a representative sample of teachers. Sixty six completed questionnaires were analysed. The Chi-square Test and frequency distribution methods were used to analyse data. The important findings revealed that teachers endorsed scale items on positive rather than negative perceptions.

Transience and Permanence: An Architectural DialogueDasgupta, Archi 16 March 2018 (has links)
The American way of life is becoming increasingly transient in nature. But at the same time there is also the inherent need to have a sense of rootedness, the need for a place to call home, to belong. The current thesis is an architectural exploration of creating a dialogue between this duality. The approach is to explore a composite system, where modular prefabricated architecture is implemented in conjunction with traditional building practices. The idea is to address the transient nature and sense of belonging by combining the prefabricated modular approach with the site-built traditional approach. This study proposes that there are two types of spaces in a house that creates the overall spatial experience of a home. These can be termed as core functional spaces and more fluid or flexible spaces. Core functional spaces are bedroom, kitchen, bathroom, dining, formal living etc. Flexible spaces are more fluid in terms of function, for example – family living, lobby, lounge, connecting/common spaces etc.
In the current thesis, core functional units are proposed to be developed as modular units. The reason is, because of their defined functionality they can be designed as basic modules. The modules would be prefabricated in a factory and transported to site. The modules themselves are composed of panelised systems. This allows for a flexibility in different permutation of layouts and enables adaptability of the house with changing family dynamics and other functional needs, thus addressing the transient nature of life. The fluid spaces are proposed to be built on site allowing greater flexibility in terms of dimensions, construction material and design. This type of space addresses the sense of permanence and rootedness as they are designed to be responsive to the site forces and define the unique characteristics of a home based on client’s unique requirements. Overall, the composite approach addresses transience and changing family demographics through the modular, prefabricated, core functional units. Prefabrication is adopted for saving time and expenses of construction. Assembly line techniques, grouping of similar tasks and use of skilled labour help in achieving that. The core functional spaces serve some basic purposes which is common for every house in general. So these spaces can be considered as repeating units and forms, and can be considered for prefabrication. For example, Kitchens, bathrooms or bedrooms can be treated as basic units and thus can be designed as prefab modules. Prefabricated, modular construction is rapidly gaining interest in the building construction industry. Implementation of modular construction improves the efficiency in production and safety in the working environment. This reduces the necessity to transport many skilled workers to the construction site. Prefabrication also helps avoid other adverse conditions like exposure to harsh weather or a hazardous environment, lack of water or power etc. On the other hand, the proposed composite approach addresses permanence through the site-built components. These components are responsive to different sites and different client needs. The fluid spaces are the spaces that do not serve any specific or basic purpose for the designed architectural piece to function as a home, but rather work as a space that binds all the core functions together. The fluid spaces ne the architectural experience of a house and how the core functions are coming together to form an architectural piece that one can call home. For example, common lobby spaces, informal living, corridors etc work as fluid spaces where all the functional spaces are connected. For different households, different family needs, the fluid space can receive the functional modules differently thereby defining the architectural space differently. This type of spaces can be designed using traditional on-site construction which provides the language of permanence and rootedness. Proposed modular units themselves follow a panelised construction, so it is easy to add or remove panels to support the different arrangements of modules around different types of site built elements. Thus the composite system supports the transience by providing adaptability and permanence by responding and being rooted to the site. The overall spatial experience created by the juxtaposition of these two systems and two types of textures is the focus of this thesis. / Master of Architecture / Modern life is increasingly becoming fast and mobile. The idea of building one permanent accommodation for life that does not adapt to changes in family dynamics is increasingly going away. On the contrary, there is an inherent need in human beings to feel rooted to the place they live in. The current thesis aims to address this duality from an architectural perspective.
The thesis proposes an architectural system that combines age-old, traditional architectural style with novel construction concepts. In traditional systems, houses were built from scratch, on-site. Which made them rooted to the place and directly influenced by the site. But new, prefabrication concepts propose constructing parts of a house as modules off-site, in a factory, and transporting them to the site. This off-site, module-based process makes a house easily adaptable to changes with changing family dynamics.

On the other hand, the proposed composite approach addresses permanence through the site-built components. The composite system supports the transience by providing adaptability and permanence by responding and being rooted to the site. The overall spatial experience created by the juxtaposition of these two systems and two types of textures is the focus of this thesis.

Reintegration of Female Child Soldiers in the Democratic Republic of Congo: a Journey from a Deprived ChildhoodBråberg, Johanna January 2016 (has links)
Abstract The severe situation of female child soldiers worldwide continues, and the harsh reality they stand in front of once returning back to their communities is often concealed. By the time former female child soldiers begin their journey back to civilian life and a life of dignity, they face various difficulties. Females are often exposed to marginalisation, stigmatisation, discrimination and isolation, and their livelihood and safety tend to be jeopardised. Females are often disregarded and are desperately fighting a battle to become accepted and to receive needed assistance. Since gender roles and gender identities vary around the world and between regions, communities tend to treat females and males very differently. Expectations of females vary depending on structures in communities and therefore communities tend to treat females in a certain way. This study seeks to explore national reintegration strategies in the Democratic Republic of Congo (DRC) and how the gap between these strategies and traditional cultural and social expectations of females affect reintegration processes in the country. The complex situation of female child soldiers in the DRC in terms of disarmament, demobilization and reintegration (DDR), with particular focus on reintegration is addressed in this thesis. The objective of this study is to analyse to what extent national reintegration strategies in the DRC are adapted to meet the needs of females and their home community. The findings indicate that the national program of DDR in the DRC, the PNDDR, is not aligned with existing cultural and social expectations of females, which have major consequences in reintegration processes. The findings demonstrate that there are many systems which are vital and have to be considered for reintegration to be effective. These systems have to be considered by the PNDDR on a broader level since there are shortcomings in these systems. It is significant to have knowledge about females to be able to streamline DDR processes and once designing programs of DDR. If reintegration of females is unsuccessful, this has negative effects for peace. This study draws on qualitative approaches and a desk study is performed. A created analytical framework taking surrounding environments, child development and social and cultural components into account is used. De par le monde, même dans ses territoires les plus reculés, et depuis des siècles parfois, des hommes et des femmes partagent et cultivent des ressources biologiques et des savoirs qu’ils utilisent pour pratiquer la médecine. Afin de pouvoir se développer, être valorisés ou simplement subsister, ces savoir-faire traditionnels en médecine ont besoin d’être protégés, notamment contre la biopiraterie et les brevets prédateurs. Dans cet objectif, afin de comprendre et d’expliciter le champ des possibilités, la présente étude envisage la protection de ces savoirs traditionnels sous divers angles juridiques qui dépassent généreusement les frontières nationales. À cette fin, elle entreprend de caractériser ce qu’est un savoir-faire traditionnel en médecine et d’en établir un portrait historique et législatif. Elle explore ensuite les possibilités protectrices et les écueils du droit de la propriété intellectuelle, mais aussi de nombreuses ouvertures juridiques existantes. Parmi celles-ci sont présentés des législations sui generis et les principaux accords internationaux, au rang desquels émergent la Convention sur la diversité biologique (CDB) et le Protocole de Nagoya, déclinés par quelques nations dans leur législation, de façon hétérogène. Pour parvenir à ses conclusions, cette recherche s’est appuyée sur un fil conducteur tendu entre deux pays emblématiques, la France et la Chine. / Throughout the world and even in remote territories, and for centuries, men and women grow and share biological resources as well as knowledge which they use to practice medicine. This traditional know-how in medicine need to be protected, in particular against biopiracy and predatory patents in order to be able to develop, be valued or merely exist. To that end, in order to understand and clarify the field of possibilities, this study considers the protection of this traditional knowledge from various legal perspectives which go beyond national borders. This study first undertakes to define what a traditional know-how in medicine is and to establish a historic and legal overview. Then, it explores the protective possibilities and the pitfalls of intellectual property laws as well as the numerous existing legal openings. Among these are presented sui generis legislations and major international agreements, to the rank of which emerge the Convention on Biological Diversity (CDB) and the Nagoya Protocol, described in a heterogeneous way by several nations into their legislation. In order to achieve these conclusions, this research relied on a main thread stretched out between two iconic countries, France and China.

It seems as if the community is confused as to whether all these healers have gone through the proper ways of becoming a traditional healer in Tshivenḓa or they are largely interested in the economic gain.

The Role of South Asian Traditional Healers in CounsellingRai, Aanchal 26 February 2009 (has links)
The current study’s aim was to explore and document the role of South Asian traditional healers residing in Toronto as it has been observed that South Asians tend to approach these traditional healers for assistance with their physical, psychological and spiritual distresses. These healers were interviewed about their background, training, the South Asian traditional healing processes and their thoughts on collaboration with Western Mental Health practitioners. The data was analyzed using Grounded Theory. The results revealed that these traditional healers closely followed the South Asian traditional healing theories and cultural norms in their practices. The healing processes reflected the ideas of holism, planetary effects and religious healing. The traditional healers also expressed eagerness to associate with the Western Mental Health care services to benefit their clients. The findings suggest that South Asian traditional healers play a major role in the lives of South Asians.
