The purpose of this paper discusses how to construct a strategic relationship among managers, accountant, and tax authority in order to reach the equilibrium, by using a formal model of corporate income tax evasion with concept of game theory. We also analyze when managers think over to raise the utility itself by tax evasion, how to determine the income report and how to collude with accountants by bribing them in order to evade taxes successfully. There are two parts of the model. The first part, we assume companies have only two possible real income values and reported income values; the second part, we assume the real income and the reported income of a company are between two values, which can be any values with in the uniform distribution. After analyzing, we find the result that if the government aggravates the penalty for tax evasion, managers of high real income companies will increase their desires to bribe and evade taxes. Although doing this way actually decreases the cases of bribery and tax evasion, but it works for general (non high real income) companies only. If the government does the opposite way, the result would be totally opposite as well; Managers of general real income companies increase their desires to bribe and evade taxes. Therefore, (the government) increasing the audit rate is the only effective way to decrease the cases of tax evasion and bribery.

The purpose of this research is to understand how churches improved the living standard of aborigines and educated aborigines from an illiterate person to a knowledgeable person through the development and management of the Catholicism of Taiwu Township. Especially for the ministers who were willing to devote their life to the aboriginal clan. The World Cup 2006, football's greatest show on earth, is ready to get under way in Germany. Kaohsiung City in Taiwan will host the World Games in 2009. Moreover, Beijing will be holding the awaiting Games of the XXIX Olympic in 2008, the first time being held in Chinese territory. ¡@Olympic is therefore the subject of study for the greatest sporting event. Cities like Los Angeles in 1984, Seoul in 1988, and Barcelona in 1992 are the cases due to their host of the Olympic Games, which covered three continents and presented the diversity of cultures. ¡@The essay is implemented through documentary analysis and case study method. First the index for urban growth is created by the city development theories. Then the impact of the Olympic events on the three different cities will be measured through the index to conclude whether the great sporting event will exert the influence on the host city. ¡@The first chapter will explain the motive, purpose, boundary of the topic and then the explanation of the documents used. The second chapter will be the introduction of the research methodologies. The third chapter will be the presentation of various cases of the city development and its related studies. Abstract This research is with regard to National Tax Administration of Central Taiwan Province, Ministry of Finance (hereafter referred to NTACT) as the researched object. Through the analytic approach of documents, the expert AHP approach and questionnaire investigation method to explore the priority among key success factors¡]KSF¡^of promoting knowledge management in tax organizations, current knowledge management achievements of NTACT and obstacle factors. We hope to propose the suggestions form the result of this study to facilitate good performance that the tax organizations will implement. The main conclusions of this study are as below: 1.KSF to promote knowledge management: ¡]1¡^"The executive's determination, support and active participating" is the most important factor. The second important factor includes "powerful, definite visions and goals." and "being pleased to communicate and share with others". ¡]2¡^The weight ratio of "professional virtual community" is the smallest. 2.Obstacle factors in promoting knowledge management in NTACT: ¡]1¡^"Lacking of knowledge teaching" of Organization culture; "insufficient incentives" of Performance evaluation; "insufficient time" of Leader¡¦s strategy are the top three obstacle factors. ¡]2¡^"Lacking team spirit" of Organization culture, "insufficient publicity" of Information Science and technology", "unwilling to share" of Organization culture are the slightest obstacle factors. 3.Suggestions for tax organizations¡G ¡]1¡^High-rank executives and division's executive should have big attempt to succeed, express definitely supports to this system and participates actively. ¡]2¡^Let all people participating knowledge management clearly understand high-rank executives and division¡¦s executive have big attempt to succeed , and the visions, goals of knowledge management. ¡]3¡^Set up the atmosphere that everyone is glad to communicate and share with each other in this organization. 4.Suggestions for NTACT¡G ¡]1¡^Create knowledge teaching environment systematically. ¡]2¡^Execute incentive measures of knowledge sharing and enhance propagation. ¡]3¡^Offer fixed time to carry out the relevant work of knowledge management to the staffs.
