Diversos estudos apontam que o ensino de música esteve afastado das escolas regulares a partir de 1971, após a LDB nº 5.692 estabelecer o ensino da disciplina Educação Artística. O ensino de música retorna às escolas regulares em 2008, como conteúdo obrigatório, após a aprovação da Lei nº 11.769. Salientamos que o texto dessa Lei apresenta algumas lacunas, permitindo que as redes de ensino a interpretem e adaptem-na para a sua efetivação. O presente estudo apresenta a implantação da Educação Musical na Rede Municipal de Ensino de Juiz de Fora, objetivando identificar seus limites e possibilidades, dialogando com a implantação nas redes de ensino de Palmas (TO) e Porto Alegre (RS). Buscamos verificar os possíveis impasses na efetivação dessa Lei que surge da luta de uma parcela da sociedade pela garantia da Educação Musical nas escolas regulares. Inicialmente, destacamos a música na educação escolar, analisando o seu lugar na educação, os limites e as possibilidades dos Parâmetros Curriculares Nacionais e a proposta da Associação Brasileira de Educação Musical para a Base Nacional Comum Curricular. Na sequência, analisamos o processo de aprovação da Lei nº 11.769/2008, buscando identificar os atores e seus interesses. Considerando que o processo de aprovação dessa Lei não é isento de lutas, buscamos compreender, a partir dos estudos de Bourdieu, as disputas no campo educacional. Os capítulos finais retratam a implantação do ensino musical em Juiz de Fora, identificando como essa rede interpreta a Lei e organiza a implantação do ensino de música. Concluímos esta pesquisa analisando e comparando os dados da implantação de Educação Musical nas redes estudadas e identificando os impasses enfrentados. Verificamos que, para se obter eficácia na implantação desse ensino, é necessário planejamento prévio a partir de diálogo com a comunidade escolar, evitando problemas semelhantes aos observados nas redes estudadas. / The teaching of music in Brazil is marked by a trajectory of struggles for your insertion in school education. Several studies indicate that music education has been away from regular schools from 1971, after LDB nº 5.692 establish the teaching of the discipline of Artistic Education. The teaching of music returns to regular schools in 2008, as mandatory content, after the approval of Law nº 11.769. We would like to point that the text of this Law presents some gaps, allowing the educational networks to interpret and adapt it for your effectiveness. This study presents the implementation of Musical Education in the Juiz de Fora Teaching Municipal Network, aiming to identify your limits and possibilities, dialoguing with the implementation in the teaching networks of Palmas (TO) and Porto Alegre (RS). We seek to verify the possible impasses in the implementation of this Law that arises from the struggle of a portion of society for the guarantee of Music Education in regular schools. Initially, we emphasize music in school education, analyzing your place in education, the limits and possibilities of the National Curricular Parameters and the proposal of the Brazilian Association of Music Education for the National Curricular Common Base. Then, we analyzed the approval process of Law 11.769/2008, seeking to identify the actors and their interests. Considering that the process of approval of this Law is not exempt from struggles, we seek to understand, from Bourdieu‟s studies, the disputes in the educational field. The final chapters depict the implantation of musical education in Juiz de Fora, identifying how this network interprets the Law and organizes the implementation of music teaching. We conclude this research analyzing and comparing the data of the implementation of Music Education in the networks studied and identifying the impasses faced. We verified that, in order to be effective in the implementation of this teaching, is necessary a previous planning starting from the dialog with the school community, avoiding similar problems to those observed in the networks studied.
