A feasibility assessment of the application of environmental valuation methods to Rand Water open space

Rand Water contracted UNISA to develop a monetary valuation method for its open spaces and their inherent ecological functions. This study began by reviewing existing contemporary definitions of open space in South Africa and then identifying their key characteristics. The research project then looked at the economic contribution that open spaces make to the economy as a basis for environmental valuation. By determining the economic value of open spaces, decision makers can be informed about the importance of open space provision, preservation and maintenance. The project applied the participatory action research method which requires the active participation of focus groups. The focus groups consisted of Rand Water employees who deal with open spaces in their respective areas of work. During the literature review and problem formulation the various limitations of environmental valuation methods became evident. It became apparent that the development of new valuation methods would not be possible before existing valuation methods had been tested to see if they could feasibly be applied to open space in the Rand Water context. A literature review also determined that open space valuation studies in South Africa are very limited, which made it difficult to formulate a localised context. It was furthermore found that environmental valuers prefer to use the contingent valuation, travel cost and hedonic pricing methods. These methods rely on revealed and stated preferences of open space users to infer an economic value for an open space. Access to Rand Water’s open spaces is largely limited owing to strict access control. The excludability of open space users therefore hampers the generation of sufficient data to apply revealed and stated preference valuation methods. On the basis of this finding, it was decided to eliminate the contingent valuation and travel cost methods from this study. It was decided to apply the constraint composition theory, under the grounded theory model, to study the constraints or moderators which could affect the feasibility of environmental valuation application to Rand Water open spaces. Four moderators were then identified which could influence the outcome of the feasibility assessment. These are the limitations of the methods, the limitations of the legal framework, the limitations of the user and the limitations of the study area. It was found that the limitations of the methods were a moderator owing to their inherent data requirements. The only suitable valuation methods vi were found to be market based as they were not influenced by the excludability factor. These methods include the replacement cost, damage cost avoided, restoration cost and defensive expenditure valuation methods. The focus group was introduced to each method by participating in a method application exercise. Questionnaires regarding each method were completed to test variables. The legal framework was found not to be a moderator since even though there are limited direct provisions in legislation to mandate environmental valuation, there are legal principles which require economic impacts to be measured and damage to the environment to be estimated. These principles in themselves have supported litigation cases and the mere admission of environmental value estimates in court as evidence and support to a case therefore sets the required legal precedence and mandates further application. The user was found not to be a moderator. Feedback from the focus groups as well as an environmental resource economics workshop held at the Gauteng Department of Agriculture, Conservation and Environment showed that users understood environmental valuation principles, their benefits and limitations. With training, environmental scientists can apply these methods. The study area was found to be a moderator. The limited access for potential open space users, limited harvesting, limited agriculture and limited open space categories result in limited values that can be measured. In conclusion, it was found that not all environmental valuation methods can be applied to Rand Water open space owing to inherent limitations of the methods and the study area. Only market-based methods were found to be suitable for use on Rand Water open space. Notwithstanding the limitations of the methods and study area, which restrict the ability of valuers to obtain a total economic value for Rand Water open space, the available suite of methods can provide an indicator of value for environmental goods and services that flow from the utility’s open spaces. Principles for sustainable public open spaces in Sandton: a recommendation for the Johannesburg Metropolitan Open Space System (JMOSS)

A sustainable public open space provides an opportunity for a city to become more sustainable where a public open space is more than a space for the community. This research aims at developing a set of principles that may be adopted by the Johannesburg Metropolitan Open Space System (JMOSS) in order to create sustainable public open spaces. The objectives of the research report include unpacking various debates regarding the use, users and definition of public open spaces, identifying what the existing principles are for open spaces as used by JMOSS, identifying where the parks and vacant parcels of land are in the Sandton and surrounding area, identifying what makes a public open space coherent, contextual and co-existent, identifying the shortfalls of the public open spaces in Sandton in terms of their coherency, co-existence, contextuality and sustainability, and identifying local and international precedents of Sustainable Public Open Spaces. The nature of this research report will include qualitative research where in depth interviews, photographs, mapping and case studies will be used in order to develop the principles for sustainable public open spaces. Two main concepts will be drawn on to develop the principles for sustainable public open spaces. Firstly, the concept of sustainable public open spaces by Reiter (2004) whereby the three principles of coherence, co-existence and contextuality are used. Secondly, the concept of sustainability as discussed by Gedikli (n.d.) where sustainable urban development incorporates social justice, sustainable economies, and environmental sustainability. Therefore, the concept of sustainability is the focus of how public open spaces can become more resilient, adaptable, efficient and effective spaces within the city for the public to use, by developing a set of principles for sustainable public open spaces. This research report culminates in the development of a set of principles for sustainable public open spaces, entitled “The Three Cs for Sustainable Public Open Spaces”. These principles can be applied on a generic scale but require guidelines in the context in which they are applied. Public open space in the central business district of Cape Town

For the present, at least, the Central Business District of a City has the potential to provide opportunity, amenity and diversity for those people who care to seek it out. This would perhaps not be worthwhile or so interesting were it to lack the day to day and long-ranging problems that confront the individual, the household, the firm, the interest group, the pressure group and the planner in this unique environment. If the challenge is to be accepted then the environment should be questioned in order to find out if it will continue to exist and what structure and form it should have. Since the city centre is traditionally the pedestrian domain it is as well to study the space in which the pedestrian has to perform, before he is driven out of it, which hopefully might not be for some time to come. Little can be said in this thesis that has not been said before and the aim is here not concerned with networks, matrices or models nor can there be any detailed determinism of standards, actual physical elements or methods of affectuation. The attempt is an investigation of some aspects of the pattern of the open spaces and of the people who use them, and an attempt to gauge the extent of the regard for people in the open space network of the C.B.D. Because of the Republic's racial policy all places downtown are not for all the people all the time and in order to be significant this investigation would have to study the different social patterns for each race group, however the subject is treated as though the population were homogeneous. The street in the C.B.D., more than any other place anywhere else is for everyone.

An approach to spatial planning in Southern Africa with particular reference to Transkei's north-east region.

The aim of this research was to investigate how spatial planning could contribute to development in the peripheral regions of Southern Africa. It was undertaken at a time when conventional regional planning was under attack from several quarters and the very relevance of planning at regional scale was being questioned. This state of flux in regional planning doctrine and practice presented an opportune setting to establish a method embracing the most relevant components of the debate. The proposed approach to spatial planning took into account the main parameters determining the context within which both planning and development can occur in Southern Africa's peripheral regions. It was tested in a typical environment - that of north-eastern Transkei. The proposed methodology places particular emphasis on the integrative role of planning (sectoral and spatial) at regional scale and on the means of implementation. It was used to draw up a Spatial Development Plan for the region and to set the implementation process in motion. The impact of both the plan and the process were monitored and evaluated after two years. With some refinements, the methodology proved to be an effective means of planning for development and initiating a sequence of actions geared towards development in the region. The conclusions were that spatial planning has a role to play in increasing the productive capacities and improving the living conditions of people in peripheral regions. However, this role is constrained both by the structural dimensions of underdevelopment in these areas (which spatial planning alone cannot resolve), and by the extent of which planners are able to remain involved in the implementation of their plans as part of a continuous development process. It is apparent that more attention needs to be paid to consultation, communication and community liaison than to the technical side of planning. Thus planners need not only to return to the fields of procedural and substantive theory to bolster their doctrine; but they also need to adopt the approach of McGee's "dirty boots brigade". / Thesis (Ph.D.)-University of Natal. The attitudes and needs of Paarlites towards these open spaces were also assessed. A comparison was then made with area specific crime statistics to assess the actual safety of these problem areas. The needs of the community are stated according to the needs assessment. This study was conducted to ensure the sustained conservation of open spaces and nature areas, and to ensure that the needs of the community are met. The public use of these areas should also jusitfy the financial input required for maintenance and up grading of these areas. This study tried by means of an investigation into the needs, patterns of use and attitudes of Paarlites, and a comparison with the true crime statistics of the relevant areas to ascertain whether these areas are truly problematic. If public opinion about the safety of these areas cannot be substantiated, people can be lured back into using these areas. The open spaces and nature areas in Paarl is underutilized. This is due to the inadequate nature of the areas in terms of the needs of the respondents, the discontentment of the respondents because of their perceptions about the poor maintenance of the areas, the activities that take place there, and the general perception of the areas as unsafe. There were only two areas that could be perceived as unsafe after research. / AFRIKAANSE OPSOMMING: Hierdie studie lewer 'n ondersoek na die probleme geassosieer met oopruimtes en natuurgebiede in die Paarl. Daar is ook onder Paarliete 'n houdings- en behoeftebepaling aangaande hulle oopruimtes gedoen en 'n vergelyking is met area spesifieke misdaadstatistieke getref om sodoende 'n gevolgtrekking te maak oor die areas se daadwerklike veiligheid. Die gemeenskap se behoeftes is na aanleiding van die behoeftebepaling weergegee. Hierdie studie is gedoen om die volhoubaarheid en bewaring van oopruimtes en natuurgebiede te verseker, en te sorg dat die gemeenskap se behoeftes bevredig word. Die benutting van die areas moet, relatief tot die finansiële insette verbonde aan die instandhouding en voortbestaan van die areas, voldoende wees. Hierdie werkstuk poog om deur middel van 'n ondersoek na die Paarliete se gebruike, houdings en behoeftes 'n vergelyking met die beskikbare statistieke van oopruimtes en natuurgebiede te tref om sodoende te bepaal of die areas werklik probleemareas is. As die openbare mening oor die areas se veiligheid nie gesubstansieer word nie, kan mense teruggelok word om hierdie areas te benut. Die ondersoek het bevind dat die Paarlse oopruimtes en natuurgebiede onderbenut word. Dit kan daaraan toegeskryf word dat die areas nie in die respondente se behoeftes voldoen nie; die respondente ontevrede is as gevolg van hulle persepsies oor die swak instandhouding van die areas; die aktiwiteite wat daarop plaasvind, asook die algemene persepsie dat die areas onveilig is. Die navorsing toon egter dat daar slegs twee areas is wat as onveilig beskou kan word.

An assessment of the impacts of land use changes on the Duthuni wetland stream using remote sensing, GIS and social surveying: a case study in Limpopo Province, South Africa

MENVSC / Department of Geography and Geo-Information Sciences / This is a case study research that focuses on the assessment of the impacts of land use changes on the Duthuni wetland ecosystem in Limpopo Province using geospatial techniques and Social Survey. SPOT 4 satellite images which covered the time frame between 1999, 2005 to 2012, were used. The unit of analysis included different institutions such as the local municipality, farmers, the heads of the households and Chief of the Village. In this study, different methods of sampling were used in different context for selecting participants and for sample size determination. The different instruments for data collection included the questionnaires, interviews, focus group interviews and documents review. Socio-economic survey and review of documents were carried out to understand historical trends, collect ground truth and other secondary information required. Data collected from the survey were captured and analysed using the Statistical Package for Scientific Solutions (SPSS). For quantitative analysis, Chi-Square and cross tabulation were employed in SPSS. Analysis of satellite imagery was accomplished through integrated use of ERDAS Imagine (version 2015) and ArcGIS (version 10.1) software package. The themes were identified and analysed using the content analysis based on the main research topics. The results show that the land use/ cover changes have occurred at an unprecedented rate over the years 1999 to 2012. From the year 1999 to the year 2012, the total land use/ cover conversions equal to 299.984 ha of land. The trend and spatial extent of land use/ cover changes had undergone considerable changes over the years in the study period. The major contributing factors included population increase, expansion of agriculture and lack of space to settle. The residential area was found to be the major factor contributing to land use change over the years with an increase of (102.87ha.). People residing in Duthuni village especially along the wetland ecosystem consist of the majority of female-headed households. There is no proper facilitation and mentoring in the village by the government in order to resolve social problems when it comes to land use change. Water pollution and soil erosion were found to be the major concern by wetland users such as farmers and residents. Lack of knowledge has also been identified as one of the driving factors of environmental impacts of land use change in the area. Food was the most resources with 41% which the community gets from the wetland.
