A literatura utilizada nesse trabalho teve como critério de seleção as principais variáveis relacionadas ao OP, como: i) Vontade Política; ii) Associativismo Civil; iii) Controle social sobre o Estado e Processo Pedagógico; iv) Capacidades Redistributiva, Administrativa e Financeira; v) Desenho Institucional; vi) OP e Práticas Políticas Predatórias. Numa breve introdução resgato o debate sobre a questão da democracia participativa, democracia distributiva e o processo de redemocratização da relação entre Estado e Sociedade Civil no Brasil, contextualizando, nesse cenário, o surgimento do OP. Em seguida, apresento o estudo sobre as variáveis apontadas acima, que constantemente articulam-se entre si e demonstram, em algumas passagens, uma mudança de perspectiva, que aponta para um olhar mais crítico sobre os limites, possibilidades e contradições inerentes de um processo de democratização das relações de poder entre Estado e Sociedade. / Abstract: This dissertation looked for a deeper understanding of the experiences in participative budgeting (PB), relying on the literature produced along the first fifteen years of its existence. The selection and analysis of the literature had as criteria the main variables related to this subject such as: i) political initiative; ii) civil associativism; iii) social control of the state and pedagogical process; iv) administrative, financial and redistributive capabilities; v) institutional design; vi) PB and predatory political practices. First, I present a debate about the participative democracy, distributive democracy and the process of redemocratization of the relationship between the state and the civil society in Brazil, in order to contextualize the PB emergence; then, I analyze the variables mentioned before, which often articulate among themselves. They sometimes show a change in the perspective which point towards a more critical look at the limits, possibilities and contradictions, inherent to a process of democratization of the relationship between state and society. / Mestrado / Processos Governamentais e Cidadania / Mestre em Ciência Política
