Subsidizing criteria and its impact on cultural and sports organizations in Stockholm

In this study we are going to analyse the criteria, on which Stockholm’s Municipality distribute public grants to cultural and sport organizations. Public funding is very importantfor many organisations, and even it is necessary for survival for some of the organisations. Although previous studies give some criticism for the criteria of the public funding. It is claimed that these criteria are not clear enough, or might have an impact on the activities in organisations. In order to achieve most objective results, we have used a qualitative research method, by interviewing representatives from cultural and sports sector. Study reviews the existing criteria of the local administrations in Stockholm for concession of financial support to the different organizations active in the field of culture and sports. Using as an argument the testimonies of the same actors involved in these areas, the study tries to find out the effects of those criteria on both social activities. During this study, new institutional theories, concerning legitimacy, decoupling and isomorphism, were used. The results of this study shows that the criteria are quite different for different types of organisations. They affect one organization and the other in a very different way. For cultural organizations the criteria havea direct effect, determining their future activities and projects. Although, for sportsorganizations the influence of the criteria is more an administrative routine that must becarried out, according to established standards.

[pt] Na busca de um melhor desempenho de suas atividades, observa-se um movimento constante das organizações no sentido de aperfeiçoar a eficácia de suas gestões. Nesse movimento, percebe-se que o profissionalismo surge como consenso e requisito fundamental à sobrevivência e crescimento de toda organização, inclusive para organizações esportivas. Este trabalho aborda a profissionalização da gestão de organizações esportivas no Brasil e se propôs a identificar aspectos relativos ao campo organizacional que afetam o processo de profissionalização das organizações esportivas. O Voleibol Brasileiro foi utilizado como estudo de caso, modalidade que é considerada a mais bem organizada no país, e, baseando-se em conceitos da Teoria Institucional, buscou-se compreender a dinâmica do campo organizacional do Voleibol no Brasil e sua influência no fenômeno da profissionalização, justificando o posicionamento estratégico de organizações esportivas. A pesquisa envolveu entrevistas com representantes dos variados conjuntos de atores pertencentes ao campo do Voleibol no Brasil, tais como atletas, equipes, patrocinadores, federações, Governo, entre outros. Os resultados demonstram que a profissionalização surge entre valores, idéias e regras sociais compartilhados entre os atores do campo, sendo considerada importantes para o desempenho das atividades das organizações esportivas e ao alcance de seus objetivos. Apesar de considerada necessária, observa-se, contudo, que há questionamentos quanto ao modo pelo qual a organização esportiva deva implementar a profissionalização. / [en] In order to improve the performance of the activities, organizations continually move towards improvement of their management and structure. In this movement, professionalization rises as a consensus requirement to the survival and development of the organizations, including the sports organizations. This work`s theme is the professionalization of Brazilian sports organization`s management and has the main goal of identifying aspects of the organizational field that affect the process of professionalization of sports organizations. The Brazilian Volleyball was used as a case study, sport that is considered the best organized in the country. Concepts of the Institutional Theory have been considered in order to comprehend the Brazilian Volleyball organizational field`s dynamic and how it influences the process of professionalization, justifying the strategic move of the sports organizations. The research involved interviews with representatives of the Brazilian Volleyball organizational field`s groups of actors, such as players, teams, sponsors, federations, Government, within others. The results show that the professionalization rises within values, ideas and social rules shared by the actors of the field, and is considered important to improve the performance of sports organizations. Although it is a shared value, it has been noticed that there are divergences on the way the sports organization should adopt the professionalization of its management.

[pt] No setor elétrico brasileiro, o modelo regulatório é o mecanismo pelo qual se mantém o equilíbrio de interesses das organizações que atuam neste setor e, este se dá, a partir do balanceamento entre a sua racionalidade interna e o seu ambiente externo, para assim proporcionar condições favoráveis a produção, transmissão e distribuição de energia, e, para o benefício da sociedade. O objetivo principal desta dissertação é apontar como a dinâmica dos atores atuantes no setor elétrico - os consumidores, agência reguladora, empresas distribuidoras, transmissoras e geradoras de energia - e de que forma como estes atores respondem ao modelo regulatório proposto, seja criando obstáculos, seja facilitando a institucionalização de tal modelo. Conforme definido, o objeto de estudo escolhido foi o caso das empresas distribuidoras de energia por se tratar de um caso que possui características particulares no setor. A pesquisa realizada envolveu entrevistas com representantes dos variados conjuntos de atores pertencentes ao campo do setor elétrico e, os sentimentos captados acabaram por enfatizar as influências negativas da dinâmica dos atores na forma com que as distribuidoras respondem ao modelo regulatório. Entre os mecanismos institucionais que foram reconhecidos e analisados no comportamento dos atores está o isomorfismo institucional, as inconstâncias do modelo regulatório, estruturação tardia do campo e relações de poder que privilegiam interesses particulares em detrimento do campo. Diante destes resultados, a conclusão do estudo aponta que um modelo regulatório ótimo só poderá ser alcançado a partir do êxito da agência reguladora, o que, por sua vez, depende, do fortalecimento da cultura de regulação no campo do setor elétrico que, lhe permita ter autonomia e legitimidade. / [en] In the Brazilian electric sector, the regulatory model is the mechanism through which it s keep the interest equilibrium of all organizations that operates in this sector and, this happens, from the balance between its internal rationality and external environment, thus to provide favorable conditions to the production, transmission and distribution of energy, and, for the benefit of the society. The main objective of this dissertation is to point how the dynamics between the actors in the electric sector - the consumers, regulatory agency, distribution, transmission and generation companies of energy - influence the form that they respond to the regulatory model proposed, either creating obstacles, either facilitating the institutionalization of that model. As defined, the case study was the electric distribution companies because this case possess particular characteristics in the sector. The carried research involved interviews with a joint varied of representatives actors of the electric sector field, and the feelings caught had emphasized the negative influences of the actors dynamics in the form that the distribution companies answer to the regulatory model. Among the institutional mechanisms that were recognized and had been analyzed in the actors behavior, it is the institutional isomorphism, the inconstancy of the regulatory model and the field delayed structuration and the power relations of privileging particular interests in detriment of the field. From these results, the study conclusion points that an optimum regulatory model will only be reached with the success of the regulatory agency, what, in turn, depends on the strongness of the regulatory culture on the electric sector field that will allow them to have autonomy and legitimacy.
