Knowledge-sharing practices of legal professionals at the Gauteng justice centres of the legal aid board.

The purpose of the research was to investigate the knowledge-sharing practices of legal professionals at the Gauteng Justice Centres of the Legal Aid Board (LAB). The rationale for the study was based on the premise that since the LAB is a knowledge-intensive organization, it is well suited to the implementation of knowledge management. Any successful knowledge management implementation plan, is founded upon the knowledge-sharing culture of the organization, hence the motivation for the research. Self-administered questionnaires were used to survey the views of the legal professionals regarding their knowledge-sharing practices. Three hundred and twenty-five (325) questionnaires were distributed, of which 143 were returned. The data received was presented in the form of tables and figures. Percentages and content analysis was used to analyze the data collected. The findings from the survey revealed that while knowledge-sharing and knowledge management took place at the LAB, it was not guided by a strategy of the organization. The findings also revealed that the knowledge-sharing and knowledge management which did take place did so on an ad hoc basis and was woven into the daily activities of the respondents. The researcher drew conclusions based on the analysis of the data and in the context of related literature and proposed a way forward for the implementation of knowledge management and knowledge-sharing practices at the LAB. The researcher recommended that the LAB employ a knowledge officer, who should be responsible for driving the knowledge management process. This is more so where the most significant resource in the organisation are people. This study seeks to examine the leadership and managerial style that ideally could be useful in promoting and developing sustainable businesses with the focus of the study being in community arts centres. This study may be able to contribute to identifying and/or developing future entrepreneurs who may have an interest in opening their own community arts centres and businesses. The results of successful art centres may result in a proliferation of such centres and ultimately offering alternative careers and the opportunities for growth and development for the young South African. This may result in the creation and development of a more robust creative art and drama industry. While it is acknowledged that various other resources are critical for a business to develop including finance, the focus on the management of people forms the basis of this research. The Department of Arts and Culture has identified cultural industries as one of the drivers of economic growth and job creation. Early indications are that the cultural industries are already making a significant contribution to the country’s Gross Domestic Product. The Department of Trade and Industry estimates that the craft sector alone contributes about R2-billion (about 200 million Euros) or 0.14% to South Africa’s GDP annually (Department of Arts and Culture 2013). Community art centres could be the seeds for the growth of the cultural industry. The study included 101 participants, made up of eight (8) centre managers, 69 administrative staff members and 24 centre users. The key findings in this study covered the identification of the leadership, managerial qualities and attributes needed by owners and employees to successfully run/manage a business such as community art centre; to determine whether there is leadership development taking place as a strategic intent so that the next level of managers can head up these centres as well as encouraging some staff to pursue the entrepreneurial route and finally examining human resource principle, processes and practices that are useful when leading and managing a successful community arts centres. / M

This study explored the effects of the Skills Development Act 97 of 1998 on transforming municipal management training and development. The pre-1994 education and training was premised on the policy of separate development. This policy prevented the majority of the people, mainly blacks, from receiving adequate training and development. Resultantly, training and development in South Africa have assumed significance since the adoption of a constitutional democracy, especially at the local government sphere which constitutes the coalface of service delivery. Investment in human resources training and development at management level is imperative for institutions to gain strategic and operational advantage.Analysis and interpretation of data in this study were undertaken through official document analysis, interviews and structured questionnaires. The major findings of the study indicate that according to the first objective the majority of respondents are qualified as they possess higher education qualifications due to the assistance of the municipality, with nearly half currently involved in furthering their studies. As far as the second objective is concerned, the researcher found out that the majority disagree with the statement that opportunities are created to motivate employees to use the workplace as an active learning environment to acquire new skills. Further analysis and interpretation of data show that according to the third objective the majority of respondents do not undertake crucial management courses relevant to the workplace. Final data analysis and interpretation of the fourth objective reveal that the majority of respondents are not aware of the support and financial investment in education, training and development of municipal officials, due to aspects such as lack of consultation and transparency. / Public Administration / M.Tech. Communities of practice as a national skills development strategy

Thesis (MPhil)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: The South African society and economy are characterised by a duality - one is highly developed and able to participate in the global KnowledgeEconomy; the other, largely focused on subsistence with no access to the "infostructure" and opportunities of the Information Age. At the root of this duality is the disparity in skills between the developed and developing sectors of our society. Whileskills development is required in the developingsector along with other measures to address the "digital divide", skills retention through the transfer and sharing of knowledgeis required in the developed sector where various factors are causing a flight of skills from South Africa. These disparate objectives further exacerbate the unequal distribution of skills, knowledge, opportunities, and income and increase the chasm between "the two economies", negating any participation by South Africa in the global Knowledge Economy. Communities of Practice, as a proven and mature knowledge management strategy, is proposed as an appropriate method whereby skills development and knowledge transfer can take place in South African organisations and it is proposed that the National Skills DevelopmentStrategy recognises communities of practice as a core element. Learning pathways of key occupations relevant to sustainable development in Makana Municipality

This study presents results to be contributed to the field of Environmental Education. It is a new arena for qualifications development and implementation in the South African Education and Training system. The study is located in the context of a joint research programme focusing on understanding issues of articulation and learning pathways development for sustainable development, established between the South African Qualifications Authority (SAQA) in partnership with Rhodes University, Environmental Learning Research Centre (ELRC). Phase 1 of the SAQA/ELRC research showed that researching workplace learning requires an understanding of learning pathways, if it is to be meaningful. It is for this reason that this research in phase 2 focuses specifically on learning pathways in the context of a local municipality in Makana. Using a case study research approach and qualitative data, this study investigated learning pathways for three occupational categories at different levels in the Makana Municipality: 1) key managerial occupations; 2) key supervisory occupations; and 3) key workers occupations relevant to sustainable development and how they are shaped and experienced. It also identified system and structural factors influencing articulation and access issues relevant to progress in learning pathways relevant to these key occupations. The study was designed using a case study research. Primarily, qualitative research techniques were employed to generate data, including observations, interviews and document analysis. The study used inductive, abductive and retroductive modes of inference to interpret and analyse data, using critical realist and systems perspectives. The findings on worker learning pathways show that there is a discrepancy between the Training Policy and the Environmental Training and Education Strategy of Makana Municipality. The issue of complexity in learning pathways and social structural factors such as inequality emerged as factors that strongly influenced learning pathways for workers. Learning pathways for workers involved in sustainable development practices hardly existed or simply did not exist. Interesting transitions associated with learning pathways such as from home, to work or no schooling in the case of the workers, showed a pattern of emergence. These showed that learning pathways are not accessible and equally available to everyone as can often erroneously be assumed. The findings on supervisor learning pathways show diverse complexities as well as related issues, when compared to the worker’s learning pathways. Issues such as overlapping of study and work emerge as influential to supervisor learning pathways. Lack of support is, however, an influencing factor, but in a different context compared to the workers, and mainly focuses on lack of bursaries, highlighting training policy issues. This aspect was found to also relate to lack of proper resources in order to enable them to learn and do their job better; an issue raised by the workers too. This challenge of lack of support in various forms posed a barrier to learning pathways. Findings related to the manager’s learning pathways show a noticeable gap between the workers, supervisors and managers. The manager’s generally have higher education qualifications related to sustainable development, and in certain cases managers have had exposure to international training related to sustainable development. Factors such as ample opportunities for learning, mentoring, association on professional bodies, and decision making powers influenced the manager’s learning pathways. It was also notable that while managers receive occupationally directed training, it is not necessarily sustainable development related. In theory, the results highlighted a need to understand systems as a whole and how their integration is important in influencing learning pathways. There were also underlying mechanisms and structures identified which needed to be unravelled and understood as these were found to influence learning pathways in this study. The study highlighted critical insights in understanding how learning pathways in a local municipality context (the case of Makana Municipality) are constructed by both systems and structural factors in the workplace, while also identifying ways in which agency of those engaged in learning for sustainable development in workplaces is enabled and /or constrained by such factors. It also showed the persistence of deep-seated inequalities of opportunity, especially for workers, to access and participate in sustainable development learning pathways.

Knowledge management practices at the Department of Defence in South Africa

Defence organisations have now significantly developed and in the process they have applied various measures to sustain their progresses and encourage innovation. One of those measures is by embarking on KM programs. KM in military is seen as a strategic approach to achieving defense objectives by leveraging the value of collective knowledge through the process of creating, gathering, organizing, sharing and transferring knowledge into action. It is through proper knowledge management practices that an organisation embraces and manages its knowledge generation, knowledge acquisition, knowledge organisation, knowledge storage, transfer, knowledge sharing, and knowledge retention. The purpose of this study was to investigate knowledge management practices in the Department of Defence (RSA). The objective of the study was to find out how the department appreciates, understands, interprets and handles its knowledge. This study employed triangulation method to present trustworthiness of both qualitative and quantitative research approaches using positivist research design. Questionnaires, interviews and document analysis were employed to collect data. In order to arrive at the number of participants who received the questionnaires, a probability sampling method called stratified random sampling was used as well as purposive sampling. When setting up a study, it was essential to review the research identified in the literature review and to determine whether there is anything relevant to the research design of the proposed study. The study found that knowledge management was hardly understood generally in the department and was not an approach used and institutionalised for the benefit of the organisation. However there was embedded knowledge management appreciation from a few staff members in the department, only managing their own knowledge regarding learning, capturing and storage. Additionally there is a significant number of staff members who believe knowledge management is a way to go in the future and strongly believe their Defence Department needs to adopt a comprehensive and inclusive KM approach. / Information Science / M.A. (Information Science)

Job embeddedness, work engagement and turnover intention of staff in a higher education institution

The objective of this study was: (1) to determine the relationship between job embeddedness (measured by the Job Embeddedness Scale), work engagement (measured by the Utrecht Work Engagement Scale), and turnover intention (measured by the Turnover Intention Scale); and (2) to determine whether employees from different groups, namely age, race, gender, marital status and tenure differ significantly in their levels of job embeddedness, work engagement and turnover intention. A quantitative survey was conducted on a non-probability purposive sample (N = 153) of staff in a higher education institution. Correlational analyses revealed significant relationships between job embeddedness, work engagement and turnover intention. Multiple regression analyses showed that organisation links and dedication negatively predicted the participants’ turnover intention. Significant differences between age, race, gender, marital status and tenure were also found. The findings contribute valuable knowledge to the field of Career Psychology and can be applied in the retention of employees in the higher education institution. A critical-hermeneutical inquiry of schools as learning organisations

Thesis (PhD (Education Policy Studies))--University of Stellenbosch, 2010. / Dissertation presented for the degree Doctor of Philosophy (PhD) at Stellenbosch University. / ENGLISH ABSTRACT: In this critical-hermeneutical inquiry into schools as learning organisations I use the service provision model of the Western Cape Education Department (WCED) as an exemplification of the concept of a learning organisation. In this inquiry, which is conceptual in nature, I explore whether their service provision model is sufficient to turn schools into learning organisations. With the establishment of Education Management and Development Centres (EMDCs) in the Western Cape, the WCED expressed its intention to develop schools in the Western Cape into learning organisations. I do a literature review to develop a conceptual framework of a learning organisation. From the literature review I constructed five constitutive meanings of a learning organisation. These meanings serve as conceptual lenses to explore how schools can be developed into learning organisations. Furthermore, I analyse some of the WCED service provision policies against the five constitutive meanings. These constitutive meanings include quality, inclusivity, collaborative teamwork, communication and power, which determine if the WCED policies are consistent with its objective to develop schools into learning organisations. Through my analysis I found that the WCED‟s policies are not compatible with all constitutive meanings. This led me to conclude that the WCED‟s understanding of a learning organisation is fundamentally and conceptually flawed as the WCED‟s service provision model operates within a controlled and regulated environment at the expense of internal school development. Interviews and the interpretation of data further reveal that the WCED‟s service provision model is not adequate to develop schools into learning organisations. This flawed understanding may have resulted partly in the WCED‟s adoption of a single, unitary managerialist approach to their service provision model because of the strong emphasis on compliance rather than cooperation that should exist between schools and the WCED. Based on the constitutive meanings I constructed for a learning organisation, I conclude that a managerialist approach serves the WCED‟s interest more than it serves the interest of teachers and classroom practice. The main argument of this study is that a communicative deliberative idea of democracy could reconceptualise the WCED‟s inadequate understanding of a learning organisation. A key aspect of developing schools into learning organisations may begin with instituting better lines of communication which should include elements like reflexive discussion, communicative freedom, consensus and decision-making processes. These elements form the basis of what constitutes a learning organisation. This reconceptualised notion of a learning organisation can best be done through deliberative democracy with its emphasis on public argumentation with equal opportunity with the aim of arriving at an agreed judgement. This study suggests that the WCED adopts a communicative deliberative idea of democracy as a notion of communication which is a more ideal vehicle that could assist in developing schools into learning organisations. / AFRIKAANSE OPSOMMING: In hierdie kritiese verklarende ondersoek rondom skole as leerorganisasies gebruik ek die Wes-Kaapse Onderwys Departement se diensleweringsmodel as ʼn voorbeeld van die konsep van ʼn leerorganisasie. Hierdie ondersoek is konsepsioneel in wese en bepaal of die WKOD se diensleweringmodel voldoende is om skole in leerorganisasies te ontwikkel. Met die daarstelling van Onderwys en Bestuur Ontwikkellings Sentrums (OBOSSE) in die Wes-Kaap het die WKOD sy voorneme om skole in die Wes-Kaap in leerorganisaies te ontwikkel uitgedruk. Derhalwe doen ek ʼn literêre oorsig om ʼn konseptuele raamwerk van ʼn leerorganisasie te ontwikkel. Vanuit hierdie literêre oorsig het ek vyf kontitutiewe betekenisse naamlik (kwaliteit, inklusiwiteit, samehorige spanwerk, kommunikasie en mag) geїdentifiseer wat ʼn leerorganisasie saamstel. Hierdie konstitutiewe betekenisse dien as waarneembare lense om vas te stel in hoe ʼn mate skole in leerorganisasies kan ontwikkel, en of die WKOD se diensleweringmodel strook met sy oogmerk om skole in leerorganisasies te ontwikkel. Ek analiseer vervolgens sekere WKOD diensleweringbeleide teen die konstitutiewe betekenisse om die relevansie om skole in leerorganisasies te ontwikkel vas te stel. Deur hierdie analise het ek ontdek dat nie alle beleide ten volle aan die vereistes van die konstitutiewe betekenisse voldoen nie. Derhalwe kom ek dus tot die gevolgtrekking dat die WKOD se siening van ʼn leerorganisasie fundementeel en konseptueel foutief is omdat die WKOD se diensleweringmodel werk binne die raamwerk van ʼn beheerde en gekontroleerde omgewing tot die nadeel van die interne ontwikkeling van skole. Die onderhoude se interpretasie in verhouding met die vyf konstutiewe betekenisse en beleidsdokument het verdere inligting aangaande die hoofnavorsingsvraag of die WKOD se dienslewering model genoegsaam is om skole in leerorganisasies te ontwikkel verskaf. Ek argumenteer dat hierdie skewe siening (beeld) mag gedeeltelik daartoe bygedra het tot die WKOD se enkel eensydige bestuurstyl tot hul diensleweringmodel as gevolg van die sterk klem op onderdanigheid eerder as samewerking wat ʼn ideale spangees tussen skole en die WKOD teweeg kan bring. Op grond van die konstitutiewe betekenisse wat ek geformuleer het, doen ek aan die hand dat die WKOD se diensleweringmodel hulself bevoordeel, eerder as die belange van onderwysers en klaskamer praktyk. Derhalwe doen ek ʼn paar aanbevelings aan die hand om hierdie leemtes aan te vul en voorsien riglyne om skole in leerorganisasies te ontwikkel. Die hoofargument van hierdie ondersoek is dat beraadslagende demokrasie die WKOD se siening van „n leerorganisasie aansienlik kan verbeter. „n Sleutel aspek van die ontwikkeling van skole in leer organisasies mag begin by die instelling van beter vorme van kommunikasie wat elemente soos reflektiewe besprekings, kommunikatiewe vryheid, konsensus and besluitneming insluit. Hierdie elemente vorm die basis van wat ʼn leer organisasie behels. Dit kan derhalwe die beste gedoen word deur beraadslagende demokrasie met sy klem op publieke argumentering met gelyke geleenthede en die klem op die daarstelling van ooreenstemmende oordeel. Hierdie studie suggereer that die WKOD die idée van beraadslagende demokrasie as ʼn beginsel van kommunikasie moet aanneem wat die mees ideale vorm van demokrasie is wat hulle kan ondersteun om skole in leer organisasies te ontwikkel.
