中國大陸電信業管理體制改革下之政企互動--中國電信的個案研究 / The Government-SOEs Relations under China's Telecommunication Industry Reform: A Case Study on China Telecom

在忽略企業主體性的情況下,國有企業往往被視為被動的行為體,然而「中國電信」卻透過破壞性創新模式,以「小靈通」突破政府的產業監管原則,為企業開創市場機會。本研究透過理性選擇制度論,恢復國有企業的主體性,探討在改革的制度環境中,「中國電信」經理人如何思維「小靈通」業務?政府如何考量監管內容的變更?以及管制與放鬆管制的變遷過程中,政企之間的互動。 研究發現,在政府政策預期的方向上,找到規制與企業利益的平衡點,乃是微觀放鬆與宏觀加強管理體制下,企業的生存之道。個案中,自主性提升的「中國電信」,便是在制度規範中找到追求利益的空間,推出「小靈通」,並透過改革過程中未能徹底解決的產權問題,利用國家重視國有資產保值增值的弱點,以及斬不斷的政企裙帶關係,促成最終的管制放鬆。 / Under the situation without caring about subjectivities of businesses, the state-owned enterprises (SOEs) have been defined as the passive actors. China Telecom, however, depended upon “Xiao-ling-tong” (China’s PHS system) to break through the norms of Chinese government by using Disruptive Innovation Model and got the opportunity into the market. This volume in the light of Rational Choice Institutionalism got the subjectivities of SOEs back and discussed with how the managers in China Telecom considered the strategies of “Xiao-ling-tong” in the circumstance during China’s telecommunication industry reform. And would like to know how the government faced the changing of norms and interactions among the SOEs into the process of control and vice versa at the same time. We found, fortunately, that getting the balancing act between government’s principles and SOEs’ interests is the way which could accord with expectations of government’s policy for businesses to exist. The cases showed the reason why China Telecom with added subjectivity can get its own rooms for profit in the norms is by using “Xiao-ling-tong” and through the property rights problems that couldn’t be resolved, by taking advantage of the fact that Chinese government cares about his properties perpetually or increasingly, and by utilizing the uninterrupted relationship between politics and commerce to push the deregulateon finally.

Energy storage and their combination with wind power compared to new nuclear power in Sweden : A review and cost analysis

As intermittent renewable energy sources such as wind and solar power gradually increase around the world, older technologies such as nuclear power is phased out in Sweden and many other countries. It is then important to ensure that the total power need is secured, and that the power grid can remain stable. One way of managing intermittent renewables is by using energy storage. The main goal of this thesis was to compare energy storage methods and their costs. A secondary aim was to investigate how the cost of developing more renewable energy sources, in combination with different energy storage methods, compares to erecting new nuclear power. This thesis was limited to three energy storage technologies, namely pumped hydro storage (PHS), compressed air energy storage (CAES), and four battery storage technologies. They were combined with wind power in the cost analysis. The comparison was done by performing a literature review and economical calculations, which focused especially on levelized cost of storage (LCOS). The results from the economic calculations indicated that PHS and CAES had lower LCOS than battery storage technologies. Similar results could be seen in the literature review as well. When comparing levelized cost of energy (LCOE) nuclear power had the lowest, €0.03-0.12 kWh-1, followed by wind power in combination with PHS and CAES, both around €0.07-0.24 kWh-1. This result was maintained also at sensitivity analysis regarding the discount rate, which both nuclear power and PHS proved rather sensitive to. Molecular Mechanisms and Determinants of Species Sensitivity in Thalidomide Teratogenesis

The expanding therapeutic use of thalidomide (TD) remains limited by its species-specific teratogenicity in humans and rabbits, but not rodents. The R and S isomers of TD may be selectively responsible for its respective therapeutic and teratogenic effects, but rapid in vivo racemization makes this impossible to confirm. Fluorothalidomide (FTD), a fluorinated TD analogue with stable, non-racemizing isomers, may serve as a model compound for determining stereoselective effects. In vivo, FTD was undetectable in plasma, suggesting rapid breakdown, as confirmed in vitro, where FTD hydrolyzed up to 22-fold faster than TD. Unlike TD, FTD in pregnant rabbits and mice was highly toxic and lethal to both dams and fetuses. In rabbit embryo culture, FTD initiated optic (eye) vesicle and hindbrain but not classic limb bud embryopathies. Chemical instability, potent general toxicity and absence of limb bud embryopathies make FTD an unsuitable stereoselective model for TD teratogenesis. TD teratogenesis may involve its bioactivation by embryonic prostaglandin H synthases (PHSs) to a free radical intermediate that increases embryopathic reactive oxygen species (ROS) formation. However, the teratogenic potential of rapidly formed TD hydrolysis products and the determinants of species-specific teratogenesis are unclear. For some teratogens, mouse strains that are resistant in vivo are susceptible in embryo culture, suggesting maternal and/or placental determinants of risk. However, TD and two hydrolysis products, 2-phthalimidoglutaramic acid (PGMA) and 2-phthalimidoglutaraic acid (PGA), were non-embryopathic in CD-1 mouse embryo culture. Also, mice deficient in oxoguanine glycosylase 1 (OGG1), which repairs oxidatively damaged DNA, were resistant to TD embryopathies in culture and in vivo. Therefore, murine resistance to TD teratogenesis is dependent on embryonic factors, rather than maternal/placental determinants or increased DNA repair. In contrast, rabbit embryos exposed in culture to TD, PGMA and PGA exhibited head/brain, otic (ear) vesicle and classic limb bud embryopathies, validating the first mammalian embryo culture model for TD teratogenesis and providing the first evidence of a teratogenic role for TD hydrolysis products. Pretreatment with eicosatetraynoic acid (ETYA), a dual PHS/lipoxygenase inhibitor, or phenylbutylnitrone (PBN), a free radical spin trapping agent, completely blocked TD, PGMA and PGA-initiated embryopathies, implicating a PHS-dependent, ROS-mediated embryopathic mechanism.

The development of a framework for an integrated logistics support system within a high technology industry in a developing country

Competitive and high-risk environments require complex high technology systems, which need to be supported and maintained over their respective life cycles. These systems often have a significant consequence of failure, and require complex management systems to achieve their operational objectives. Significant leadership and management challenges exist, not only in South Africa, but also in other developing countries, where systems may be utilised beyond the lifespan they were designed for and are susceptible to obsolescence. This study was conducted by following a structured process; the research consisted of three stages. The first stage dealt with the research problem, including the delimitations of the study. The second stage was further divided into three phases. The first phase deconstructed the appropriate literature, which included the interpretation of numerous definitions of logistics, integrated logistics support, and the integrated logistics support elements. In addition, the research was grounded in the fields of operations management, supply chain management and integrated logistics support. The second phase focused on the deconstruction of six case studies from four different high technology complex systems. From the analysis of the first two phases followed the third phase of research, which focused on the identification of areas requiring further research. Further research was conducted by means of a questionnaire, the results of which were analysed for variable dependency and variable association. The third stage of the research included the collation and analysis of the findings of the first two stages of research. The analysis utilised the principles of Mode 2 research and design science research, whereby an ILS framework and associated grounded technological rules have been recommended. These recommendations are robust in nature, as they can be applied in the most challenging environment and circumstances as identified. Furthermore, by grounding the theory in the disciplines of operations management, supply chain management and integrated logistics support, the reliability, validity, relevance, and applicability of the study could be substantiated. This implied that the generated theoretical knowledge could be transferred to and applied in practice, and as such, an organisation can reap substantial value added benefits, and gain considerable competitive advantage in the market place by applying this developed ILS framework and associated ILS grounded technological rules. / Business Leadership / D.
