The location decision of PE College after a merger

The Port Elizabeth College (PE College) was founded in January 2002 as a result of the merger between the three technical colleges in Port Elizabeth, namely, Russell Road, Bethelsdorp and Iqhayiya. Similar courses are offered in duplicated facilities, contrary to the sentiment of the legislation requiring the reduction of the number of technical colleges from 152 to 50. A further problem experienced by the management of PE College is that the Russell Road campus is so full that it is necessary to turn prospective students away, while the other campuses are under-utilised. The focus of this study is the evaluation of the location and coverage offered by the six PE College sites of delivery. The study examined the physical facilities of the PE College and investigated the requirements of staff and students, regarding their campuses of choice. The objectives were achieved through site visits to the six campuses, as well as a quantitative, structured, self-administered survey of all staff and students of the PE College in October 2003. The questions used in the survey were selected only after a literature review of location theory, which highlighted the factors to be considered in location decisions. Completed questionnaires were received from 1 256 student and 120 staff respondents. The empirical study showed that 13,2% of students and 9,2% of staff wished to study or work at a different campus. Sixty-eight percent of students who wanted to change campuses preferred to be based at the Russell Road campus, which is already full. As a result, this study has led to the recommendation that the PE College should use a product-based location strategy, where each campus specialises in a different field of study. Although this location strategy will not necessarily offer the greatest accessibility to students and staff, it will result in the least amount of duplication, and, therefore, reduced costs.

Coping with change: an investigation into language policy and practice in three Port Elizabeth primary schools

This is a qualitative case study of three Primary, schools in Port Elizabeth District.They are an ex -White, ex-Coloured and ex-Indian schools. These schools have become desegregated and are multicultural and multilingual. The medium of instruction in the schools is English. The study aims to show: Adaptations that teachers are making to make the curriculum accessible to children from diverse linguistic and cultural backgrounds; coping strategies that learners have needed to adapt when learning in a language that is not their mother tongue; attitudes of parents, teachers and pupils to the use of English and to the level at which the other home languages are offered as subjects. Another aim of the study is to document strategies and adaptations that teachers and learners have had to make in teaching and learning in multicultural and multilingual environments. Data was gathered through questionnaires, classroom observation, discussions with teachers, interviews with principals, parents and learners. The study concludes that two of the schools that were investigated have attempted to change school language policy. They have done this by introducing isiXhosa as one of the subjects in the curriculum. Contrary to the language policy which encourages maintenance of primary language, these learning contexts encourage the development of English to the detriment of isiXhosa. The issue that still needs to be addressed is the level at which isiXhosa primary language speakers are offered the language at school. This study further concludes that isiXhosa and Afrikaans speaking parents and learners in the English environments, value their primary languages for communicative purposes only in informal situations. English is valued as a language of access and for use as a language of learning and teaching. Finally, it is teachers in the Foundation Phase who seem to have needed to make a lot of adaptations and adjustments to accommodate non- native speakers of English in the classrooms.

Personality traits of patients participating in a group programme at a private psychiatric day clinic

The current trend in psychiatric health care is towards comprehensive primary healthcare for all South Africans. This has been has been achieved by the restructuring of the National Health System (NHS) into national, provincial, district, and community levels, which provide outpatient and inpatient care at primary, secondary, and tertiary care levels. Assessment and treatment in the form of physical and psychosocial interventions form an integral part of psychiatric care. The value of personality assessment and, in particular, the potential for matching patient personality types with effective treatment options, may play a role in facilitating effective health care in the future. An overview of the literature indicates that little research has been done regarding the area of personality traits of psychiatric patients in South Africa. This study aims to explore and describe the personality traits or profile of individuals attending a private psychiatric day care facility in The Nelson Mandela Metropole (i.e., Parkwood Day Clinic). The sample consisted of 196 participants (104 male and 92 female) who attended a group programme from April 2000 to April 2001. As part of the programme, patients were required to com plete a series of pencil-and-paper measures. The questionnaires selected for this study included a biographical questionnaire, which was used to describe the biographical variables of the sample with regard to gender, age and marital status, and The Revised NEO Personality Inventory (NEO PI-R) (Costa & McCrae, 1992a), which was used as a measure of personality. The NEO PI-R is considered a concise measure of the five major domains of personality and some of the more important traits that define each domain. Together, the five domains Neuroticism (N), Extraversion (E), Openness (O), Agreeableness (A) and Conscientiousness (C), and the six facets within each domain, allow for a comprehensive assessment of adult personality. xiv An exploratory, descriptive method was used in the study, and the data was analysed using descriptive and inferential statistics, including correlations, cluster analysis, and multivariate analysis of variance. Key findings include the following: Results from the NEO PI-R domains showed a personality profile of very high scores for N, and average scores for E, O, A, and C. Within the sample, cluster analysis revealed five distinct personality profile clusters. For the biographical variable gender, significant differences were found between males and females on N, with the majority of males scoring in the category of Very High and High, and the majority of females scoring in the Average category. For the variable age, the results indicated significant differences on A, with participants in the young adulthood group scoring significantly lower on A than participants in the middle adulthood group. For marital status, on the domain of O, significant differences were found between the divorced or widowed and the married, with the married scoring in the Low category and the divorced or widowed in the Average category. On the domain of C, significant differences were noted between the singles group and the currently or previously married groups, with the single group tending to score lower on C than both other groups. These findings reveal a need for further research into personality traits and psychiatric samples, as consideration of personality traits based on the profile established, may be useful in matching patients’ characteristics with optimal treatment options.

Experiences of teachers in multicultural classrooms in ex-model c secondary schools

This study examined experiences of teachers in ex-Model C secondary schools in Port Elizabeth with specific reference to the strategies adopted, challenges and rewards of teaching in diverse classrooms. It is located in the realm of diversity pedagogy and multi-cultural education and contextualized against the socio-political and colourful historical climate of education in South Africa. This study was conducted by using the qualitative research approach against the backdrop of the phenomenological design according to the interpretivist paradigm. Data were elicited through in-depth semi-structured interviews with 16 teachers from 4 ex-Model C English medium secondary schools (formerly White schools) who had experiences of teaching both pre-1994, when schools were mono-ethnic, and post-1994 when the schools were multi-ethnic. The interviews were transcribed and the rich thick data were analysed and categorized into themes and sub-themes by adopting a constant comparative method. The findings of the study indicate that teachers failed to embrace diversity to its fullest, although they did not mind teaching diverse learners. Furthermore, it is evident that they have not made concerted efforts to implement culturally responsive teaching strategies to cater for diversity in their classes as the approaches tend to be cosmetic and superficial. The findings indicate that teachers are stuck in the quagmire of business as usual-, colour-blind-, assimilationist, contributionist approaches that militate against culturally responsive pedagogy. It is recommended that teachers be empowered with skills in diversity education by various stakeholders such as School Governing Bodies, the Department of Basic Education and teacher unions so that they are better equipped to implement strategies in their classes that cater to the needs of a diverse learner population.

The path to adoption: experiences of couples who have transitioned from infertility

Parenthood is a life goal for the majority of individuals and couples who have reached a certain life stage. For many couples parenthood is, however, not a reality through expected means. Statistics gathered, in an unpublished information document, by the Port Elizabeth Infertility and Wellness Clinic, it is estimated that 10 to 15% of all married couples in the region experience infertility. After failed infertility treatment, adoption is considered an option for many couples wishing to have children. The social worker plays an integral role in the assessment and preparation for adoption. However, there is no legislated preparation for the fertility treatment process as there is for adoption in South Africa, yet both processes are intended to result in parenthood shadowed by stressful circumstances for prospective parents. The study explored the experiences of couples who have transitioned from being diagnosed as infertile and have successfully adopted. The study was conducted from a qualitative research perspective and employed the exploratory-descriptive strategy of inquiry. Purposive sampling was applied and eight married couples participated in the study. The participants were sourced from a support and information network for adoptive families as well as referrals from social workers working within the adoption field. Semi-structured interviews were conducted by an independent interviewer with thematic analysis being used for data analysis. Trustworthiness constructs were taken into account to ensure reliability and rigour. The major findings revealed the distinctive experiences regarding fertility treatment, the experiences regarding adoption and suggestions from couples for couples facing similar situations as well as for professionals in practice. The study is viewed as significant in guiding professional services to couples, who are intending to achieve parenthood via adoption, by adding to the body of existing knowledge in adoption and medical social work.

The Port Elizabeth disturbances of October, 1920

Chapter one suggests thet trade and merchant capital, which were crucial to Port Elizabeth's economic development during the nineteenth century, was subsumed by the rise of manufactures and industrial capital after the First World War. Industrial expansion was cut short by the post-war recession, which caused un- and underemployment. The black worker, who experienced a severe loss in real earnings on account of the increased cost of living, became involved in a struggle with employers for wage increases. Chapter two shows how the policy of segregation was applied in Port Elizabeth, which meant that the workers were subjected to an increasing degree of control and regulation of their daily lives. The conditions of reproduction in the black townships fostered inter-racial and cross-class mobilisation which culminated in the formation of a general labour union, the Port Elizabeth Industrial and Commercial Workers' Union (PEICWU). Chapter three will suggest links between the tradition in Port Elizabeth of worker resistance and the unionisation of black workers in the post-war period. Thus, the first three chapters attempt to provide a historical perspective for analysing the underlying causes of the 1920 Port Elizabeth disturbances. The immediate cause of the disturbances was the arrest of the Union leader, Masabalala, after he called for a general strike. Chapter four will show how the intervention of the local authorities provoked a spontaneous act of defiance on the part of Union members. A demonstration outside the Baakens Street Police Station to demand the release of Masabalala, precipitated the tragic shootings of 23 October 1920. The repressive violence which left 22 dead (with two further deaths resulting indirectly from the incident) was unprecedented in South African history. The resolution of the crisis brought the workers no nearer to obtaining a reasonable settlement of the wage issue. If anything, the resolve of employers to deny wage demands was hardened by the actions of the local authorities, who attributed the disturbances to ' agitation '. Such thinly-disguised justifications of the shootings by the dominant classes, however, provoked recriminations from other quarters. Chapter five examines the legal and political ramifications of the Port Elizabeth shootings. The circumstances of the shootings prompted the Smuts Government to appoint a Commission of Enquiry in the face of public pressure. The Commission found that the Police and vigilantes were largely to blame for the high death toll. But the Government's 'whitewash' of the findings could not absolve the Police from culpability entirely, nor could it sidestep its own responsibility and liability to victims of the shootings. Finally, in Chapter six, an attempt will be made to assess the long term impact of the shootings on the PElCU and the black labour movement in Port Elizabeth generally. The outcome of the episode was a victory for employers, which dealt a body blow to worker organisation which only became resurgent in the 1950s.

A social history of white working class women in industrializing Port Elizabeth, 1917-1936

The study period saw a significant increase in the urbanisation of whites and blacks in Port Elizabeth induced by droughts and coercive legislation, but also by burgeoning industrialisation. Industry had been given great stimulus by World War 1 and maintained by protectionist legislation in the 1920s which the local state and industrialists came to endorse. The ethos of the town was overwhelmingly British in terms of the population, the composition of the local council, business interests and the prevailing culture. Whites formed the largest component of the population in Port Elizabeth during the inter-war years. The majority of white women lived in the North End, the industrial hub and a major working class area of the city. Although the provision of housing was initially neglected, economic and subeconomic housing in the 1930s helped to create both racial separation and a sense of community between sectors of the working class. Yet, white working class women did not form a homogenous group, but rather consisted of different ethnic groups, occupations and classes. The Afrikaans speaking sector, formed a significant component of the industrial labour force especially in the leather, food and beverage and clothing industries. In a centre where white labour was favoured and marketed as an advantage to outside investors, they rapidly displaced coloured women. The female workforce was basically young, underpaid (especially in comparison to wages on the Rand) and temporary. While white women were still in evidence in other occupations such as domestic work and in the informal sector, their numbers here steadily diminished as both racial segregation and municipal regulation, were implemented. Against a background of chaotic social conditions, large slum areas and the spread of infectious diseases, the local council did much to improve health services particularly for women and children. Poor relief instituted in 1919 was, however, less forthcoming and female - headed households were often left to rely on the services of local welfare organisations. The extended family, however, was the norm affording support against atomization. Although pressurised by social ills throughout the period, the family was increasingly buttressed by state assistance. Prevailing morality was likewise actively constructed in terms of legislative repression and racial division. This often lead to social aberrations such as infanticide which was only reduced by the increase of state assistance and, in the longer term, social mobility of the whites.

The development of a student housing policy in the Nelson Mandela Bay

The rapid increase in student enrolment in universities has brought about a number of concerns, including off campus student housing as Institutions of Higher Learning are unable to accommodate all students on campus. Due to the extremely small number of students that are currently being accommodated on campus, many students are forced to find accommodation off campus. Property owners nearby Institutions of Higher Learning have begun letting their homes to students for economic gain. Housing of students has become a new business venture for many surrounding houses and large buildings. This study examined some of the problems associated with non-accredited accommodation in Summerstrand in order to provide recommendations towards a policy for off campus student accommodation. The study investigated the experiences of both students and landlords in order to establish some of the requirements a property owner needs to meet in order to be legible to house students. Ultimately the study will make recommendations for an effective policy for off-campus student accommodation in the Nelson Mandela Bay. An effective policy for the development of student housing in the Nelson Mandela Bay needs to be formulated as students can be exploited by landlords and landlords can exploited by students. The study identified 4 particular areas of concern namely rent, security, facilities and maintenance; and provided recommendations for the policy for off-campus accommodation.

National Diploma (Engineering : Electrical) extended programme students' perceptions of the benefits of academic development initiatives at the Nelson Mandela Metropolitan University

During the last two decades, political change in South Africa has resulted in significant changes to higher education (HE) admission policies. Increased admission into South African universities has meant an increase in student diversity and different levels of preparedness of the students negotiating their way through their academic studies. Academic success of students remains a focus and one way of addressing this has been the introduction of various extended programmes at South African universities. Extended programmes have various academic development initiatives embedded in the coursework. These are designed to assist the academic progress of students. However, student success remains elusive as so many factors may impact. The purpose of this study therefore, was to investigate the perceptions of the National Diploma (Engineering: Electrical) Extended Programme students with regard to the benefits of the academic development initiatives offered by the NMMU, in order to gain a deeper understanding of their experiences as Extended Programme students. An exploratory sequential research design was employed, consisting of two phases of data collection, following each other successively (Creswell, 2012). The first phase of the data collection involved both quantitative and qualitative data. This was followed by a consecutive collection of qualitative data with the aim to enhance the themes that emerged from the first phase of this study. This mixed-methods research design facilitated the gathering of rich data to answer the research questions. The results indicated that these students perceived the academic development initiatives they received as positive and beneficial to their development. In addition, they felt adequately prepared for the mainstream curriculum; acquired and applied many skills relative to their field; and considered themselves to be at an advantage when comparing themselves to their mainstream counterparts.

Investment promotion: a Coega development corporation perspective

In March 2002, the Coega Development Cooperation (CDC) announced that the infrastructure design was complete, and the Coega Industrial Development Zone (IDZ) was declared the first IDZ in South Africa. The Coega IDZ was established to improve the delivery of infrastructure in the Eastern Cape by addressing skill shortages, unemployment, constrained planning and project management capacity, under-expenditure, sub-standard infrastructure, and inefficiencies that characterise delivery of infrastructure by government in South Africa generally and the Eastern Cape Province in particular. In the process, socio-economic development and transformation in the Eastern Cape and South Africa as a whole will be advanced. The primary objective of the study was to investigate the extent to which the various determinants of foreign direct investment (FDI) influence the investment promotion strategy (IPS) used by the CDC, and how these determinants can be used in the IPS to increase the number of signed investors at the CDC.
