Modelos de democracia implementados em Porto Alegre: experiências de governança e participação cidadã

No. of bitstreams: 1 000415721-Texto+Completo-0.pdf: 707180 bytes, checksum: 9940cbe18acb0c696c98eb5ccbe6fd1c (MD5) Previous issue date: 2009 / This dissertation looks if the Local Solidary Governance Program (PGSL), created by the Popular Socialist Party (PPS), which won the elections in 2005 in Porto Alegre, came to replace the Participatory Budgeting (OP), a management tool implemented by Workers' Party (PT), from 1989 to 2004, and was present in the form PT, for sixteen years. Even if the executive's current position is that the two programs are added, we believe, in fact, they overlap. Two models of participatory democracy, from different political backgrounds, which differ in one key point: the responsibility of the state. We reviewed them and believe that the actions of management of PPS disadvantage the OP and the PGSL is the current priority of the government. / Esta dissertação busca verificar se o Programa de Governança Solidária Local (PGSL), criado pelo Partido Popular Socialista (PPS) que ganhou as eleições, em 2005, em Porto Alegre, surgiu para substituir o Orçamento Participativo (OP), ferramenta de gestão implantada pelo Partido dos Trabalhadores (PT), de 1989 a 2004, e que esteve vigente nos moldes petistas, por dezesseis anos. Mesmo que a posição do executivo atual seja a de que os dois programas se somam, acreditamos que, na verdade, eles se sobrepõem. São dois modelos de democracia participativa, de origens políticas diferentes, que divergem num ponto principal: a responsabilidade do Estado. Analisamos os dois e consideramos que as ações da gestão PPS desfavorecem o OP e que o PGSL é a prioridade do governo atual.
