Esta pesquisa analisa a participação das informações internas e externas como apoio à tomada de decisão no elo da produção da cadeia de leite na região de Palmeira das Missões – RS. O estudo é realizado por meio de uma investigação envolvendo onze produtores que atuam no segmento de produção de leite associados da Cooperativa Tritícola Palmeirense Ltda - Copalma. Esta situação remete a uma sistematização de variáveis baseadas no modelo proposto por Laudon e Laudon (1994), que contribui para o levantamento das informações pertinentes ao processo decisorial. Na revisão da literatura, contempla-se a relevância da informação como recurso gerencial nas unidades produtivas, o processo de tomada de decisão e a cadeia de produção de leite. Dessa forma, através de observações, pesquisas bibliográficas e entrevistas com os agentes envolvidos no processo produtivo, percebe-se uma grande necessidade de encontrar mecanismos de articulação de cadeias produtivas visando obter melhorias no processo de desenvolvimento e na integração dos elos que a compõem. Essas considerações, entretanto, tornam-se pertinentes no processo de produção em que o produtor demanda informação de fatores limitadores e propulsores de resultados na produção leiteira, cabendo a ele o uso ou não das informações disponíveis. Os resultados mostram que os produtores de leite usam em baixíssima escala essas informações, revelando uma despreocupação com a produção de leite e privilegiando a produção de grãos, justificada pela vocação da região na produção de soja e milho. Este tema é importante não apenas para avaliar a participação da informação na tomada de decisão, mas, também, para discussões futuras a respeito de ações mais gerais de sistemas de gestão administrativa, desenvolvendo produtos de maior valor agregado, capacitando os produtores, fomentando as cooperativas e toda a economia regional. / This research analyzes the participation of the internal and external information as support to the taking of decision in the link of the production of the chain of milk in the area of Palmeira das Missões - RS. The results show that the producing of milk use in low scale those information, revealing an easiness with the production of milk and privileging the production of grains, justified by the vocation of the area in the soy production and corn. This theme is not just important to evaluate the participation of the information in the taking of decision, but, also, for future discussions regarding more general actions of systems of administrative, developing products of larger value attache, qualifying the producers, fomenting the cooperatives and all the regional economy.

The work and the representativity of Dr. Mozart in the gaucho scenario, contribute to the construction of an own identity to Palmeira das Missões and they points to a historical context and the day by day life in the countryside, the transformations of the urban life in the interior zone. This new space of historical investigation becames important, from the practices of this intellectual man as the environmental preservation, erudition showed through the study in the diverses areas of the knowledge, the positivism and his concern about the posteriori, when in 1987 he concluded the Law School, The regional literature earns importance with his poetic work, that possess a scientific, historical, politic character, it denotating the aspects related to the local culture, lived by the author in his childhood, revealing, so, great historical perspectives. / Esta tese consiste em focar, para além da história de vida de Dr. Mozart, os processos marcantes sofridos do ponto de vista cultural, político e econômico da região de Palmeira das Missões. A obra e a representatividade de Dr. Mozart, no cenário gaúcho, contribuem para a construção de uma identidade própria para Palmeira das Missões e aponta um contexto histórico e cotidiano da vida no campo, as transformações da vida urbana no interior. Esse novo espaço de investigação histórica torna-se importante, a partir das práticas, desse intelectual como a preservação do meio ambiente, erudição demonstrada através do estudo nas diversas áreas do conhecimento, o positivismo e a sua preocupação com a posteridade quando em 1987 concluia o curso de Direito. A literatura regional ganha importância com sua obra poética, possuindo um caráter científico, histórico, político denotando os aspectos relacionados a cultura local vivenciada pelo autor em sua infância, revelando assim grandes perspectivas históricas.

Diante deste cenário onde o agricultor precisa produzir e atender ao mercado consumidor, a compreensão do comportamento do agricultor torna-se relevante. Assim, o objetivo geral deste trabalho é verificar os estilos de tomada de decisão do agricultor e o comportamento ou não empreendedor e relacioná-los com o desempenho econômico da propriedade, no município de Palmeira das Missões/RS. Para tanto foram entrevistados 101 agricultores em todas as localidades do município de forma aleatória, procurando responder os objetivos do trabalho e a realização de análises descritivas e inferenciais como: associações, correlações, modelos lineares generalizados, fatorial e cluster. De forma geral, os agricultores palmeirenses podem ser caracterizados com concentração de homens no meio rural, baixa escolaridade, estrutura fundiária de até 100 ha, atividades principal grãos e bovinocultura de leite e receita bruta mensal média de R$ 40.770,22. Ainda, destaca-se a heterogeneidade entre os agricultores, formando dois grupos, um composto pelos decisores com Estilo 1 e que possuem nada ou pouco comportamento empreendedor, além de menor escolaridade, receita bruta e SAU. E o grupo dois composto por decisores com estilo 3, apresentando razoável comportamento empreendedor e maior receita bruta, escolaridade e SAU. Ressalta-se que os indicadores de maior importância para a receita bruta foram decisões baseadas em intuição/impulso ou custo/benefício, avaliação de risco para o modelo um e comportamento de conseguir baixar custo de produção e uso da internet como fonte de informação para o modelo dois. Outros fatores relevantes para a receita bruta foram SAU, tempo de gestão, investimento e UTH, ou seja, há relação positiva entre as variáveis, ou melhor, quando aumenta a receita bruta há também aumento das outras variáveis. Quanto ao estilo de tomada de decisão e grau de empreendedorismo observou-se que possuem médias distintas das variáveis investimento, SAU, receita bruta e escolaridade. Portanto, os resultados mostram que há peculiaridades importantes quanto ao desempenho econômico e que este é influenciado pelas características do agricultor, da propriedade, pelo estilo de tomada de decisão e do comportamento ou não empreendedor, evidenciando à heterogeneidade das propriedades. Abre-se, então, novas possibilidades de estudos que possam aprofundar, por meio de análises qualitativas o desempenho econômico das propriedades e sua relação com as bases teóricas estudadas. / The management on farms is dynamic, for instance, farmers have to develop new skills to be competitive. Given this scenario where the farmer needs to produce and cater to the consumer market, understanding the behavior of the farmer is relevant. The following research aimed to check the styles of decision making of the farmers and entrepreneurial or not behavior and relate them to the economic performance of the property, in Palmeira das Missoes/RS. Therefore, 101 farmers have been interviewed in all locations of the city at random, aiming to answer the research objectives and conducting descriptive and inferential analysis such as associations, correlations, generalized linear models, factor and cluster. In general, farmers from the town can be characterized with concentration of men in rural, low education, land ownership up to 100 ha, the main activities are grains and dairy cattle and average monthly gross income of R$ 40,770.22.
